Abstract

Assessing effectiveness of the state actions on changes in regulatory policy will allow to determine the effectiveness of future changes and to decide on the feasibility of their implementation. The purpose of this paper is to develop a process for evaluating the effectiveness of changes in the regulatory policy of national economy’s development. It is established that the profile of changes in the regulatory policy of the national economy development is two-zone (zones characterized by acceleration and slowdown of development). It is determined that management actions should be selected depending on which sector a particular sphere of the national economy belongs to. Areas requiring active intervention have been identified (a sector located at the intersection of zones of active change, fixation and protection is a sector of increased impact on development). Increased attention should be paid to developing regulatory policy improvements in these areas. The process of evaluating the effectiveness of changes in regulatory policy is proposed, based on the application of a point method of estimation, taking into account changes in the parameters of the three-dimensional matrix of management of changes in regulatory policy and the coefficients of the scope weights, allows to determine the effectiveness of future changes and to decide on the feasibility of their implementation. It was found that when assessing changes for each parameter, it is important to consider two criteria when deciding on the effectiveness of management actions: the main one (moving a sphere from one zone to another by a certain parameter) and minor (the presence of significant or insignificant changes in the value of that parameter). The definition of the consolidated point estimation of changes, the coefficient of efficiency of changes in a parameter and the average coefficient of efficiency, as well as its interpretation is offered. A three-dimensional matrix of the regulatory policy for the development of the national economy after the implementation of management actions has been constructed. It is determined that due to management actions and provided they are properly implemented, aimed at achieving optimal values by parameters, a mono-zonal profile can be formed with the best placement of the spheres of the national economy in the zones for each of the parameters of the three-dimensional matrix of change management (zone of passive changes, zone fixation and protection zone).
