Abstract

This article examines the implementation of Art. 46 of the Constitution of Ukraine,which is intended to guarantee an adequate standard of living that is not lower than the subsistence minimum. The features of a basic public social standard, which is based on budget needs, are disclosed. The critical conclusions about unsubstantiated standards of the living wage are made. The author presents arguments for objective assessment to determine public social guarantees for the population of Ukraine in conditions of crisis society functioning.
