Abstract
The types of organizational and legal forms of non-commercial legal entities are described, which are cultural institutions: state, municipal, private. State and municipal institutions are classified according to the types of organizational and legal forms into state, budgetary, autonomous institutions. Crucial features for the classification of municipal libraries are identified: the form of ownership, the legal personality of the library, the type of organizational and legal form, involvement in the cultural sector, belonging to a certain type of municipality. Based on the given features, a working version of the classification of modern municipal libraries in Russia is presented. Modern organizational forms of municipal libraries are singled out: centralized library systems, central inter-settlement libraries, city (central city) libraries, rural and settlement libraries, library-type organizations with the functions of cultural, leisure and club-type institutions. Perspectives for the development of their networks under optimization conditions are outlined.
