Abstract

The article summarizes and analyzes three fundamental documents on the development of the Arctic: 1) Spatial Development Strategy of the Russian Federation; 2) Strategy for the development of the Arctic zone of Russia and ensuring national security for the period until 2035 (author’s participation); 3) State program for the socio-economic development of the Arctic zone. Ensuring sustainable development and spatial connectivity of the Arctic regions necessitates the development of a new Strategy for the sustainable development of the Arctic macroregion of Russia, taking into account the development and practical application of effective organizational, economic and administrative mechanisms for the implementation of state policy for the development of the Russian Arctic. The strategy should be based on three conceptual blocks: integrated development of the territory, cultural policy and cluster approach. At the same time, it is important to make the strategy flexible, taking into account the element of rolling planning, and to provide a balance of interests between two compatible triads: socio-ecological-economic factors and between government-business-society
