Abstract

The article deals with the issues of state regulation of logistics processes in the region, considering the need for the formation and implementation of appropriate targeted development programs. The author defines the purpose of this article as the study of the best international experience and the development of proposals for the further development of state regulation of logistics processes, as well as the creation and implementation of targeted programs for the development of elements of logistics infrastructure in the region. The article determines that the economic system of the region can currently be considered in the context of the logistics system, bearing in mind that the process of economic regional development itself is determined by the efficiency of the functioning of logistics flows (material, financial, informational). To achieve this goal, the directions of the regional policy of the EU countries are outlined in terms of regionalization, as well as considering the orientation of the leading countries of this association to the logistics of regional management. It is pointed out that the experience of advanced European countries indicates the need for state management of logistics processes, which is based on the theoretical and practical foundations of program-target planning and project management. The article determines that the state management of the logistics processes of the regions, based on the project approach, should be carried out consistently and purposefully, in connection with which the author proposes an algorithm for creating programs for the formation of a regional logistics system, which includes a number of successive stages, as a result of which the management process itself acquires a holistic and logical character. The algorithm of the implementation of the state regional policy aimed at the implementation of projects for the development of the logistics system is also presented, which allows a rational approach to the creation of appropriate projects, implementing methods of project management and program-target planning.
