Assessment of the impacts of water resources allocation on the reliability, resilience and vulnerability of the water–energy–food–society (WEFS) nexus system

To ensure water, energy and food supply security in the future, examining resources shortage risks within the integrated management strategy of the water-energy-food-society (WEFS) nexus system under uncertainties is necessary. Reliability, resilience, and vulnerability (RRV) are the most popular criteria for quantifying risks. However, their current applications focus on individual systems and adopt constant resource shortage rate thresholds across different spatial scales. To consider the interconnections in the WEFS nexus system and reflect the spatial heterogeneities of resource shortage risks when estimating the RRV, this study proposed a framework for estimating the RRV of the WEFS nexus system under uncertainties through a WEFS nexus model integrating water resources allocation model. Water availability uncertainty was simulated using Monte Carlo simulation and inputted into the stochastic WEFS nexus model. The water, energy, and food shortage rates outputted from the WEFS nexus model were used to determine the RRV of the WEFS nexus system. The impacts of water resources allocation on the RRV of the WEFS nexus system were studied by investigating its response to different water resources allocation scenarios at the basin and operational zone scales. The results indicated that water resources allocation can effectively ensure water supply through reservoir operation and further decrease the shortage risk of water and food systems through its nexus. The vulnerability of the water system decreased from 15.87% to 6.71% and the RRV of the food system improved from 27.33%, 8.20%, and 13.15–69.84%, 26.17%, and 7.03%, respectively. The energy shortage risk increased with increasing energy demand, with a trade-off between water and energy systems, the RRV of which decreased from extremely low levels to 69.84%, 26.17%, and 7.03%. The water shortage risk exhibited spatial heterogeneities owing to the uneven distribution of the water regulating capacity. The water shortage risk significantly decreased in areas with sufficient water regulating capacity but remained high in areas with few water regulating capacity and further propagated from upstream to downstream through hydrologic connections. Even an insignificant water shortage can be found across the basin, risking water system and further the WEFS nexus system through its nexus. Our proposed framework for assessing the impacts of water resources allocation on the RRV of the WEFS nexus system can not only help understand the risk of the WEFS nexus system under uncertainties, but also contribute to the integrated planning and management of water, energy, and food.

Application of hybrid algorithms in an optimal allocation model of water and land resources

Abstract Ensuring an optimal irrigation system and planting layout for crops in areas with water resource deficiencies is a complex process. A model of the optimal allocation of water and land resources for the irrigation system of the ‘reservoir and pumping station’ under crop rotation was established in this study. For the above complex nonlinear model, two-hybrid algorithms are proposed: (1) the decomposition aggregation dynamic programming (DADP) method and linear programming (LP) successive approximation algorithm [(DADP–LP)SA] and (2) the DADP algorithm based on the orthogonal design (OD) method (OD–DADP). The (DADP–LP)SA and OD–DADP algorithms were compared with the real-coded genetic algorithm (RGA) and particle swarm optimization (PSO) to analyze the performance of the four algorithms. The developed algorithms were applied to the Gao'a irrigation area in the north of Jiangsu Province, China. The solution results showed that the annual output value of water-deficient irrigation areas was improved, and limited water and land resources were optimally allocated, demonstrating the feasibility of the two-hybrid algorithm. Moreover, through a comparative analysis of the optimality and applicability of the four algorithms, it can be observed that (DADP–LP)SA and OD–DADP are more suitable for optimizing the allocation of scarce water and land resources than RGA and PSO.

Study on the method and model of water balance allocation of the Yellow River with overall fairness and efficiency

Abstract Under the changing environment, the problems of the water cycle and water resources in the basin become extremely complex, and the coordination of water use efficiency and fairness is extremely difficult. This paper takes the Yellow River Basin as the key research area and creates a balanced allocation method and model of water resources that take into account the fairness and efficiency of water use. The dynamic equilibrium allocation of water resources increment brought by new water source projects and regulation projects is realized, and the fine-tuning optimization of the water distribution scheme is realized. The results show that the optimal adjustment strategy of the water diversion scheme is to increase the upstream water allocation, and the adjustment range is 2.13%. The water allocation in the middle reaches was slightly increased by 0.25% to reduce the downstream and Hebei Province, Tianjin water allocation, and the adjustment range is −3.81%. The optimization scheme reflects the principle of ecological priority, guarantees the basic ecological environment water use in the Yellow River, balances the fairness and efficiency of economic and social water use outside the river, and provides technical support for water resources security in water-shortage basins.

Water resources allocation based on water resources supply-demand forecast and comprehensive values of water resources

In this study, a WRA model was established based on supply-demand forecast and comprehensive values of water resources (SDF-CVWR). First, the supply-demand situation was analyzed to determine whether an imbalance existed. Considering the coordinated development of all systems, a comprehensive index, CVWR, was proposed, and its values in the current and planning years were quantified by emergy analysis method. Finally, the model was solved by the genetic algorithm. New hydrological insights for the regionThere were supply-demand imbalances existing in the planning years (2025, 2030), and the water shortages were 0.89 × 1010 m3 and 1.04 × 1010 m3. The CVWR were 3.58 × 1012 yuan and 3.61 × 1012 yuan, showing an upward trend compared with the current year (2020). Compared with 2020, the water allocated decreased in middle and upper reaches of the YRB in 2025, while increased in the lower reaches; in 2030, except Shanxi, water allocated in other provinces (regions) was basically the same as that in 2025. These provide a scheme reference for WRA in the YRB. The model proposed in this study is verified to be applicable. In addition, the model can be flexibly used according to the actual parameters in different regions.

A Regional Water Resource Allocation Model Based on the Human–Water Harmony Theory in the Yellow River Basin

Considering the issues of water scarcity, water environment deterioration, and unreasonable allocation of water resources in the urban area of the Yellow River Basin, this paper introduces the human–water harmony theory to the allocation of regional water resources. Based on an analysis of the structural characteristics of the regional water resource system, the harmonious water resource allocation (HWRA) model—which includes three sub-systems (i.e., the water service system, ecological environmental system, and economic and social system)—is established. In addition, considering the uncertain factors in the HWRA model, the inexact fuzzy multi-objective programming (IFMOP) method is used to solve the model, aiming at achieving the minimum amount of regional water scarcity, the minimum amount of sewage discharge, and the maximum total economic benefit. A case study of water resource allocation of Binzhou, a city located in the Yellow River Basin, is conducted to validate the model. The model solution results show that the water resource system in Binzhou in 2025 and 2035 could be optimized after harmonious allocation, especially in terms of the water service and ecological environmental systems. Compared with the optimal water resource allocation (OWRA) model, the HWRA model has a more scientific water supply structure, and a smaller amount of sewage discharge. The HWRA model solves the variables using an interval number, so it can flexibly and scientifically reflect the decision-making process.

Optimization Model of Water Resources Allocation in Coal Mine Area Based on Ecological Environment Priority

It is of great practical significance to explore the efficient water resources allocation model based on ecological environment priority in coal mine areas. In this paper, an open-well coal mining area is selected as the study area. Firstly, the changing characteristics of water supply and demand balance in the study area during 2015–2020 are studied, and the defects of the existing water resources allocation mode are analyzed. Then, considering the economic, social, and ecological factors, a multi-objective model of optimal allocation of water resources was established. Finally, the optimal water resource allocation scheme was obtained by using a particle swarm optimization algorithm. The results indicate that both the water supply and consumption in the study area decreased from 2015 to 2020. The utilization rate of fresh water also has been declining year by year, and the water source structure tilted to the reclaimed water resources. Among water users, coal mining water consumption is the highest, while ecological water consumption is the lowest. There is still a large amount of recycled water that has not been reused, resulting in a waste of water resources. The optimal water resources allocation scheme shows that the allocation scheme meets the needs of each water user within the limits of the water supply source. The sewage reuse rate reached nearly 100%, which realized the maximum utilization efficiency of water resources. The utilization rate of fresh water was 29.94%, and the dependence on freshwater resources was reduced. Reclaimed water accounts for 77.8% of the total water consumption. The water source structure has been optimized to realize efficient use of water resources.

Water resources optimal allocation model for coordinating regional multi-level water resources managers’ interests

In water resources management on a global scale, it is important to reconcile the conflicting interests of different regions and actors regarding water use. To solve this issue more effectively, an optimal allocation model of water resources that coordinates the interests of regional multi-level water resource managers and balances the benefits acquired by regional multi-level water resource managers was proposed. The model consisted of three components, including option generation, option selection, and fallback bargaining. The Hybrid Strategy Whale Optimization Algorithm (HSWOA) was created to generate the initial alternative set throughout the alternative generation process. In the alternative screening process, quick non-dominated sorting was used to choose Pareto alternatives from the initial alternative set. Through many rounds of negotiations, water resource managers at all levels reached a consensual water resource allocation plan during fallback bargaining. This model was used to reconcile the conflicting water interests of municipal and county water managers in Handan, China, in terms of economic, social, and ecological benefits. It was also compared with the Pareto solution set obtained from NSGA-III. In terms of convergence speed and accuracy, the results demonstrated that HSWOA outperformed the Whale Optimization Algorithm (WOA). The results show that several rounds of discussions between municipal and county water management eventually resulted in Nash equilibrium. In normal flow year, the recommended scheme could yield economic benefit of 315.08×108 Yuan, social benefit of 0.1700, and ecological benefit of 5.70 × 106 m3, whereas in low flow year, the recommended scheme could yield economic benefit of 354.85×108 Yuan, social benefit of 0.2103, and ecological benefit of 57.82 × 106 m3. Compared to existing studies, the recommended scheme has clear advantages in terms of social and ecological benefits. The proposed optimal water resource allocation was Pareto optimal. This paper presented a new way of thinking about reconciling the conflicting interests of different levels of water resource managers in the process of water allocation.

Multicriteria land cover design via coupled hydrologic and multi-sector water management models

We investigate how hydrologic-land feedbacks and a hydrologic-water management linkage impact land cover arrangements optimized within a multiobjective land cover design framework. The framework integrates a spatially-distributed and physically-based hydrologic model, for simulating surface and subsurface flow and land processes, with a network-based multi-sector water resources management and allocation model. Both models used (Parflow, Pywr) are open-source. The framework is applied to a hillslope problem to identify land cover patterns that optimize trade-offs between water, food, energy and environment objectives. Results show trade-offs depend on land cover composition and the spatial arrangement of land covers within the catchment. Total runoff volume and peak flow of runoff was found to change 3 and 2-fold, respectively, between optimized solutions as land cover composition and spatial patterns were altered to satisfy different combinations of objectives. At the same time, up to a 15% reduction in the total runoff volume and an 8% reduction in the peak flow of runoff were observed within optimized land cover patterns having equal composition but different spatial arrangements. This emphasizes the impact on hydrologic behavior of the spatial location of land covers within a catchment. The emergence of patterns in land cover distribution for different trade-offs between objectives is driven by feedback mechanisms between subsurface hydrology and land processes, which are implicitly linked to the properties of each land cover and the interactions between neighboring land covers through lateral groundwater flow. The study demonstrates the added benefits of coupling distributed hydrologic models with water management simulation for multisector multicriteria land cover planning.

Research on Water Resources Saving Based on Chaotic Particle Swarm Optimization

To improve the saving level of water resources, and the optimal allocation model of water resources is constructed, and the chaotic particle swarm optimization is established to solve the optimal allocation model. Firstly, the relevant researches are summarized, and the main contributions of this research are given. Secondly, optimal allocation conception of water resources is discussed, and then the corresponding optimal allocation model is established. Thirdly, the chaotic particle swarm optimization model is established, and the analysis procedure of the proposed algorithm is designed. Finally, optimal allocation analysis of water resources is carried out, and optimal allocation plans of water resources are confirmed, results show that the proposed optimal model and its solving algorithm can effectively obtain the best effect.

The impacts of the wetness–dryness encountering of the upstream inflow and downstream salt intrusion on water supply in coastal urban agglomeration

Abstract In the current study, to investigate the impacts of the wetness–dryness encountering of the upstream inflow and downstream salt intrusion on the water supply of the Pearl River Delta, we developed a water evaluation and planning (WEAP)-based water resources allocation model to calculate water supply schemes for the Pearl River Delta under 10 different scenarios. The impact of the scenarios on the water supply scheme of the Pearl River Delta was investigated. The results showed that (1) the water shortage of the Pearl River Delta is highly dependent upon the dryness combination of the upstream runoff during the dry period, in particular to the cities at the Pearl River Delta estuary, the water shortages are seriously influenced by saltwater intrusion; and (2) the water transfer projects could alleviate the water supply pressure of the Pearl River Delta when there is an extreme or more dryness encounter of upstream runoff. However, when extreme dryness events are impacting the upstream runoff of the West River, the impact of the water transfer projects is weakened and much of the critical upstream runoff for saltwater suppression cannot be satisfied, which largely impacts water withdrawals at the downstream cities in the Pearl River Delta estuary.

A Two-Stage Stochastic Fuzzy Mixed-Integer Linear Programming Approach for Water Resource Allocation under Uncertainty in Ajabshir Qaleh Chay Dam

Due to the dry climate and unsuitable distribution of rainfall in Iran, sustainable agriculture depends on the proper use of water resources. In this study, the optimal allocation of water at Ajabshir Qaleh Chay Dam in agricultural sector is investigated using an interval parameter two-stage stochastic mixed-integer linear programming approach. Indeed, interval parameters two-stage stochastic programming (ITSP) with fuzzy variables is developed based on mixed-integer programming for a water resource allocation model to retrieve the water shortage of agricultural products and to achieve the optimal allocation of Ajabshir Qaleh Chay Dam water through its river canals between different products under uncertainty conditions. In this developed method, called extended ITSP (EITSP), a number of alternatives are used to compensate for the difference between the amount of promised water allocation targets and the actual allocated water in the optimal allocation of water. Then a new solving approach based on Huang Algorithm, fuzzy chance constrained programming and Zimmermann fuzzy programming will be presented to solve the problems. Furthermore, using a case study in this dam, the results are obtained for the developed approaches to clarify the described methods and to compare these results with each other. Finally, comparing the total system profits of the models shows that in the fuzzy model, the profit and system certainty increase simultaneously. Therefore, due to the lack of water resources in the agricultural sector and the uncertainty, the agricultural authorities of Ajabshir can decrease the unsustainability of water resources using the optimal model while increasing the cost-effectiveness of the farmers.

Research on Optimal Allocation of Water Resources in Handan City Based on the Refined Water Resource Allocation Model

In order to realize the dynamic regulation and control of regional water resources and alleviate the imbalance between supply and demand of regional water resources, on the basis of the demand of refined management of water resources, the dynamic General Water Allocation and Simulation Model (GWAS) of Handan City was constructed. The research on the optimal allocation of water resources in different regions and counties under different normal and dry years in the planning years (2025 and 2035) was carried out. The results show that the allocated water volume in the normal and dry years of Handan in 2025 is 2.248 billion m3 and 2.150 billion m3, respectively, and the water shortage rate is 11.72% and 22.11%, respectively. The water shortage is mainly in agriculture. In 2035, the allocated water volumes in normal and dry years will be 2.504 billion m3 and 2.33 billion m3, respectively, and the water shortage rates will be 4.50% and 21.84%, respectively. After optimized allocation, the water supply structure was significantly improved. The proportion of groundwater supply will decrease at each planning level year, and the water supply of external water transfer and unconventional water will increase. This research can provide technical reference to the Handan development scheme depending on water resources in the future, as well as the optimal allocation of water resources in other cities in the Beijing–Tianjin–Hebei Region.

Research and Application of Optimal Allocation Model of Water and Soil Resources from the Perspective of Ecological Economics

In order to solve the problem of realizing the rational allocation of water and soil resources in the watershed on the premise of ecological protection under the background of climate change, this paper proposes an optimal allocation model of water and soil resources from the perspective of ecological economics. In this paper, the use area of various land resources is taken as the decision variable, and the total amount of water resources available is taken as the constraint condition, and the multiobjective models under different scenarios are established, respectively. MOGWO algorithm is used to calculate the Pareto solution set under each scenario, and finally AHP is used to select the optimal solution with different decision preferences from Pareto. The experimental results show that under the current situation, the water shortage of the basin is 7.61 × 10 8 m3. In the current planning year (2020), 950.7 km2 of cultivated land should be reduced to meet the water resources situation of the river basin, accounting for about 17.8% of the total cultivated land, which is also in line with the basic policy of “well killing and land shrinking” advocated by the river basin in recent years. In the medium-term planning year (2035), the cultivated land area can be maintained at about 4300. Due to the increase of available water resources, water-saving irrigation area and irrigation water utilization coefficient, the cultivated land area in the long-term planning year (2050) can be increased by about 200 km2 on the basis of the medium-term planning year. Conclusion. The model finally obtains the optimal solution in line with different decision preferences under different scenarios.

Development of a water resource allocation model based on the dynamic exploitable amount of groundwater and its application in the Jinghe County, Xinjiang

An exploitable amount of groundwater in arid regions is related to changes in water resource utilization patterns, and the traditional water resource allocation model assumes a constant exploitable amount of groundwater. In this study, a water resource allocation model consisting of a water resource optimal allocation module, an exploitable amount analysis module, and a mutual feedback iterative module connecting the abovementioned two modules is established based on the dynamic exploitable amount of groundwater. The proposed model is applied to Jinghe County, Xinjiang, which is one of the most arid regions in the world. The results show that the actual exploitable amount of groundwater in 2035 will be 181.54 million m³ when changes in the exploitable amount of groundwater in response to changes in the water resources utilization patterns are considered, which is 43.99 million m³ lower than the current amount, and the groundwater supply will be 167.82 million m³. However, the groundwater supply based on the current exploitable amount of groundwater (225.53 million m3) will be 188.29 million m3, which is 6.75 million m3 higher than the actual exploitable amount of groundwater and thus may lead to groundwater overdraft. This is mainly attributed to the reduction in the exploitable amount of groundwater with the reduction in farmland, and it is estimated that the exploitable amount of groundwater would be decreased by about 110,000 m3 with the reduction of 1 km2 farmland. The results of this study underline the need to consider changes in the exploitable amount of groundwater in the allocation and management of water resources in arid regions, and the model developed in this study can provide an effective tool for rational allocation of water resources in arid regions.

A system dynamic model to quantify the impacts of water resources allocation on water–energy–food–society (WEFS) nexus

Abstract. Sustainable management of the water–energy–food (WEF) nexus remains an urgent challenge, as interactions between WEF and human sensitivity and reservoir operation in the water system are typically neglected. This study proposes a new approach for modeling the WEF nexus by incorporating human sensitivity and reservoir operation into the system. The co-evolution behaviors of the nexus across water, energy, food, and society (WEFS) were simulated using the system dynamic model. Reservoir operation was simulated to determine the water supply for energy and food systems by the Interactive River–Aquifer Simulation water resources allocation model. Shortage rates for water, energy, and food resulting from the simulations were used to qualify their impacts on the WEFS nexus through environmental awareness in society. Human sensitivity indicated by environmental awareness can then adjust the co-evolution behaviors of the WEFS nexus through feedback loops. The proposed approach was applied to the mid–lower reaches of the Hanjiang River basin in China as a case study. Results indicate that environmental awareness shows the potential to capture human sensitivity to shortages from water, energy, and food systems. Parameters related to boundary conditions and critical values can dominate environmental awareness feedback to regulate socioeconomic expansion to maintain the integrated system from constant resource shortages. The annual average energy shortage rate thereby decreased from 17.16 % to 5.80 % by taking environmental awareness feedback, which contributes to the sustainability of the WEFS nexus. Rational water resources allocation can ensure water supply through reservoir operation. The annual average water shortage rate decreased from 15.89 % to 7.20 % as water resources allocation was considered. Threats from water shortage on the concordant development of the WEFS nexus are significantly alleviated, particularly for the area with a limited regulating capacity for the water project. Therefore, this study contributes to the understanding of interactions across the WEFS systems and helps in improving the efficiency of resource management.

Multi-objective optimal water resources allocation in the middle and upper reaches of the Huaihe River Basin (China) based on equilibrium theory

In the river basin water resources allocation (WRA) problem, an unbalanced WRA poses challenges to water resources management departments. Many studies focus on achieving a lower water shortage rate while ignoring the equilibrium relationship among the socio-economic system, water resources system and eco-environmental system, as well as the equilibrium relationship among different regions. In this study, a water resources allocation model(WRAM) based on equilibrium theory is constructed to achieve the balance between different systems and different spaces in a basin. First, the relationship among the water resources system, socio-economic system and eco-environmental system is described. Then, the regional equilibrium index and system equilibrium index are constructed. Finally, the first model based on equilibrium theory is constructed. The results show that: (1) the Pareto Front reflects the contradictory relationship between economic development and environmental sustainability; (2) with the restructuring of industry and cropping, both economic efficiency and water shortage rates improve; (3) the equilibrium of the basin could also be further improved if water resources utilisation is further improved. Therefore, this study improves the existing WRAM, which can be applied to guide the water resources management of river basin.

Research on optimal allocation of water resources in the Western mining area of China based on WEAP

In order to solve the problem of water resources shortage in the Western mining area of China and make it reasonably and effectively allocated, the optimal allocation model of water resources was established based on Water Evaluation and Planning System in this paper. This model simulated the water resources changes of 8 scenarios from 2015 to 2035. These scenarios are consisted of different economic growth, population changes, water saving and greening intensity. The optimal development scenario applicable to the mining area and the water resources allocation results corresponding to the scenario were determined by calculating the comprehensive benefits of society, economy and ecology. The results show that the optimal development scenario for the mining area is high-speed economic growth, powerful water saving and moderate greening. Under this scenario, the total water demand of the mining area will reach 39.73 million cubic meters by 2035, the demand shortage will be 1.7 million cubic meters, and the water shortage rate will be 4.28%. The water resources allocation result corresponding to this scenario can be used as a reference for decision makers, which can provide a scientific basis for the rational use of water resources in the Western mining area.

Research on Water Resources Allocation System Based on Rational Utilization of Brackish Water

The rational utilization of unconventional water sources is of great significance to areas where conventional water resources are scarce, and water resource allocation is an important way to realize the rational distribution of multiple water sources. This paper constructs a water resources allocation system integrating model data parameter database, water resources supply and demand prediction module, groundwater numerical simulation module and water resources allocation module. Taking brackish water as the main research object and final goal of achieving the best comprehensive optimization of social, economic and ecological benefits. The brackish water is incorporated as an independent water source into the water resource allocation model, and the stratum structure model and groundwater numerical model are constructed to simulate the brackish water level in the planning target year. The water resources allocation system is applied to Guantao County, China. The results show that increasing the development and utilization of brackish water under the recommended scheme can significantly reduce the water supply pressure of local fresh water resources in agriculture and industry. Compared with the current year, the overall water shortage in the region will be reduced by 4.493 × 106 m³ in 2030, and meanwhile, the brackish water level will be decreased by 12.69 m in 2035, which plays a positive role in improving soil salinization.
