Performance Evaluation of 198 Village Governments using Fuzzy TOPSIS and Intuitionistic Fuzzy TOPSIS

Currently, volatility, uncertainty, complexity, and ambiguity (VUCA) have become unavoidable problems. In addition, knowledge or information that is not managed properly can result in inappropriate decision-making processes within an organization. Business Intelligence conception is then becoming an essential view for converting unstructured data and information into a more actionable strategic plan that allows organizations to make competitive decisions. Village Government (VG) is the smallest organization in the Indonesian government system because VG implemented regulation and development programs in all areas of a national government. VG executes a series of tasks every year starting from planning, budgeting, administrating, executing, and reporting. However, the important role of VG in the development of a country brings also some drawbacks such as corruption and other domino effects. Several factors have been identified that cause those problems such as lack of capabilities in managing village organization and human resources quality. Monitoring and evaluation regarding those VG performances normally have been done each year. However, measurable evaluation standard for VG performance until recently has not been determined nationally. This study is intended to make a comprehensive standard of village government performance assessment through a Good Governance Framework approach. This study involved 198 villages from Madiun Regency as a case study. Seventy-four measured parameters were proposed to evaluate VG performance mapping. Fuzzy TOPSIS is implemented to rank those 198 villages into 4 groups of VG performance levels. The fuzzy TOPSIS classification result has been validated by using manual scoring and the accuracy reached 86,4%.

The Effect of Optimizing Village Owned Business Entities, Village Assets Management, And Village Government Managerial Performance on Increasing Village Original Income

Purpose: The purpose of this study is effectiveness of village-owned enterprise optimization, village wealth management, and village government performance management on the early increase in village income in Badung Regency. Methodology: This survey was conducted in seven villages in Badung Regency. This study used purposive sampling, by determining the sample with certain criteria, namely the village selected as the sample is a village that has a village-owned business entity and its operational activities are still active. The sample size of this survey was 61 respondents, that is, staff directly involved in the management of households in the village. This study used multiple regression. Findings: Based on the results of the analysis and testing conducted, optimization of the management performance of Village Owned Enterprises (BUMDesa), Village Asset Management and Village Government will have a positive effect on the increase in the village’s original income of Badung Regency. Originality/Value: This study aims to determine by testing empirically the effect of optimizing village owned business entites, village assets management, and village government managerial, performance on increasing village original income.

Analisis Akuntabilitas Pengelolaan Alokasi Dana Desa Di Desa Pantai Oa Kecamatan Wulanggitang Kabupaten Flores Timur

Village Fund Allocation is a fund that the district government must allocate for villages originating from the central and regional financial balance funds received from the district, which use 30% for operational expenditures and 70% for community empowerment. This study aims to determine the Accountability of Village Fund Allocation Management. The type of research used is qualitative research with a descriptive analysis approach. Data collection techniques used are interviews, documentation, and literature study. The data sources of this research are primary data and secondary data (documents and archives of Pantai Oa village). The data analysis technique in this study begins with the data reduction stage, data presentation, and conclusion. The research results in the coastal village of Oa show that the management of the Village Fund Allocation from the planning, implementation, reporting, administration, and accountability stages is by Permendagri No. 113 of 2014. The Village Government of Pantai Oa has also been accountable to the region by submitting a report on the Realization of the Village Revenue and Expenditure Budget and installing billboards in front of the village office as a form of accountability to the community. Based on the results of this study, the Management of Village Fund Allocation in Pantai Oa Village can be said to be accountable. Suggestions for the village government to continue improving and maintaining the village government's performance in managing the Village Fund Allocation from each stage in the current period.

Effect of Competence of Village Government Apparatus and Organizational Commitment on Village Government Performance with Village Financial Management as an Intervening Variable (Case Study in Villages in East Seunagan District, Nagan Raya Regency)

This study aims to examine the effect of competence of village government apparatus and organizational commitment on village government performance with village financial management as an intervening variable, case study in Villages in East Seunagan District, Nagan Raya Regency. The approach in this study is an associative/quantitative approach. The population in this study were Villages in East Seunagan District which consisted of 34 Villages. The sampling technique in this study used the saturated sample technique found in non-probability sampling. The research respondents were 102 people from 34 villages consisting of the Village Head, Secretary and Treasurer. Data was collected using a questionnaire which was delivered directly to the respondents. Data processing is done by structural equation modeling-partial least square (SEM-PLS). The results of this study indicate that competence of the village government apparatus effect village government performance. Organizational commitment effect village government performance. Village financial management effect village government performance. Competence of the village government apparatus effect village financial management. Organizational commitment effect village financial management. Village financial management can mediate effect of competence of the village government apparatus on village government performance. Village financial management can mediate effect of organizational commitment on village government performance.

THE EFFECT OF COMPETENCE, TRANSPARENCY, ACCOUNTABILITY, AND PARTICIPATION ON VILLAGE GOVERNMENT PERFORMANCE

This research takes relevant issues regarding competence, transparency, accountability community participation, and village government performance. This study aims to examine the effect of Competence, Transparency, Accountability, Participation on the Performance of the Panglungan Village Government, Wonosalam District, Jombang Regency. The method used is a quantitative method. The sampling technique used in this research is purposive sampling with certain criteria. This study uses primary data by collecting data using the questionnaire method by distributing questionnaires, then the Village Apparatus and the Panglungan Village Community fill out the questionnaire. The analysis technique in this study uses Partial Least Square (PLS) with WarpPLS 7.0 software. The Structural Equation Model (SEM) analysis method consists of two sub models, namely the measurement model or often called the outer model and the structural model or often called the inner model. Based on the test results, it can be concluded that competence has a positive effect on the performance of the Panglungan Village government. Transparency has a positive effect on the performance of the Panglungan Village government. Accountability does not have a positive effect on the performance of the Panglungan Village government. Participation has a positive effect on the performance of the Panglungan Village government.

THE INFLUENCE OF ACCOUNTABILITY AND TRANSPARENCY OF FINANCIAL MANAGEMENT OF VILLAGE FUNDS ON VILLAGE GOVERNMENT PERFORMANCE IN KOTARIH BARU VILLAGE KOTARIH DISTRICT SERGAI REGENCY

This study aims to determine whether accountability and transparency in the financial management of village funds, either partially or simultaneously, have a significant effect on the performance of village government in Kotarih Baru Village, Kotarih District, Sergai Regency and how big the effect is. The method used in this study is a quantitative method with several tests, namely reliability analysis, classical assumption deviation test and linear regression. Based on the results of the primary data regression which was processed using SPSS 20, the following multiple linear regression equation was obtained: Y =6.578 +0.415 X1 + 0.438 X2.Partially, the accountability variable (X1) has a significant effect on the performance of village government in Kotarih Baru Village, Kotarih District, Sergai Regency. This means that the hypothesis in this study is accepted, as evidenced by the value of t count > t table (2,143 > 2,037). While the variable of financial management transparency of village funds (X2) has a significant influence on the performance of village government in Kotarih Baru Village, Kotarih District, Sergai Regency. This means that the hypothesis in this study is accepted, as evidenced by the value of t count > t table (2.173> 2,037). Simultaneously, the accountability variable (X1) and the transparency of village fund financial management (X2) have a significant influence on the performance of village government in Kotarih Baru Village, Kotarih District, Sergai Regency. This means that the hypothesis in this study is accepted, as evidenced by the calculated F value > F table (18,489 > 3.29). The accountability variable (X1) and the transparency of village fund financial management (X2) are able to contribute to the influence of the village government performance variable by 53.6% while the remaining 46.4% is influenced by other variables not examined in this study.

The financial ratios used in this study are 3 namely the ratio of independence, efficiency ratio, and effectiveness ratio. This research is quantitative descriptive. Object of research is Banjarrejo Village, Batanghari Regency. The research was conducted using data from village income and expenditure budget 2019 and 2020. The results show that the performance of the Banjarrejo Village Government from this aspect independence is still so low. whereas from the effectiveness of the performance in 2019 and 2020 it has been very effective as well as the efficiency aspect which is considered to be still less efficient in 2019 and 2020.Keywords: Village Government, Village Financial Independence, Effectiveness and Efficiency

Community Perception on Village Government Performance in Handling Covid-19 in Tarlawi Village

This study aims to find out how the public perception of the performance of the village government in handling covid-19 in Tarlawi Village. The research used in this study is descriptive with quantative approach. The population in the study amounted to 342 which was clarified based on the number of heads of families (KK) with a sample of 185 people using random sampling. Data collection techniques are observation, interview, questionnaire and library study. Data analysis techniques used are validity test, reliability test and T-test one sample with the process using statistical product and service solution (SPSS) version 21 program. The results showed that the public perception of the performance of the Village government in handling covid-19 in Tarlawi Village is less than 75% meaning that it gives a bad response.

Internal And External Factors That Affect Village Government Performance

This study aims to examine the effect of Regulation, Organizational Commitment, Human Resources Quality, Internal Control Systems, Participation in Budgeting, and Utilization of Information Technology on Village Government Performance. The population in this study is all village apparatus in Klego Sub-District, Boyolali District, while the samples were selected using the convenience sampling method. The data collection process collected responses from 49 respondents that consist of Village Chief, Village Secretary, Head of Section, and Village Financial System (Siskeudes) Operator. The analysis results concluded that Regulation, Participation in Budgeting, and Utilization of Information Technology have a positive effect on Village Government Performance, while Organizational Commitment, Human Resource Quality, and Internal Control System do not affect Village Government Performance. The finding of this study needs to be a concern for an auditor because the variables that affect Village Government Performance might provide an opportunity for fraud to take place in the Village Budget management.

IMPLEMENTATION OF GOOD GOVERNANCE TO IMPROVE THE PERFORMANCE OF VILLAGE GOVERNMENTS

Law No. 6 of 2014 concerning villages is the starting point for villages to manage their government independently. However, in the management of government, many villages are still weak in implementing good governance, so that it has an impact on their performance. This study specifically wants to examine the role of good governance in improving the performance of village governments. This study examines the principles of good governance, transparency, accountability, community participation and fairness towards village government performance. The population of this research is the village government in the Meranti Islands Regency. The sampling technique used was area sampling, so that a total sample size of 31 villages was obtained in Tebing Tinggi, Tebing Tinggi Barat and Rangsang Barat, Meranti Islands Regency. Data was collected through a survey by distributing questionnaires to respondents consisting of the village head, village secretary, head of financial affairs and head of general affairs. The analytical method used in this study is multiple regression analysis with the help of SPSS version 23.0. The results showed that transparency, accountability, community participation and justice had a positive effect on the performance of the village government. This indicates that increased transparency, accountability, community participation and justice will improve the performance of village government in Meranti Regency. The research supports the stewardship theory that the village government will act to fulfill the interests of the village community.

The Effect of Effectiveness and Trust on the Use of Village Financial Systems on Village Government Performance

This study aims to determine the effect of effectiveness and trust in using the village financial system on village governments' performance in Maluku Province. This study's population is the village government apparatus consisting of the Village Head or Country, Village Secretary, village financial system users, amounting to 63 respondents; this study's sampling method is non-probability, namely purposive sampling. Primary data in this study include respondents' answers through questionnaires. The collected questionnaires using multiple correlations and regressions analysis, including descriptive statistics, reliability tests, validity tests, and classical assumptions, including multicollinearity tests and hypothesis testing and discussion. The F test analysis results show that the effectiveness and trust variables together have a positive and significant effect on the village government's performance. Based on empirical evidence with t-test or partial with multiple regression models, there is a positive and significant influence between the variables of effectiveness with the village government's performance and confidence in the village government's performance.

Determinan Akuntabilitas Pemerintahan Desa di Kabupaten Lombok Barat

This study aims to analyze the determinants of village government accountability in West Lombok Regency. The number of respondents used in the study was 60 people who served as the Village Head, Village Secretary, Village Treasurer, Village Consultative Body and Section Head in the Village office. Data collection was carried out by means of a questionnaire. The data analysis technique used multiple regression analysis. The results showed that Human Resource Competence and Accounting Reporting System had a negative effect on the Accountability of Village Government Performance. Meanwhile, Accounting Control and Organizational Culture have a positive effect on the Accountability of Village Government Performance.

ANALISIS PENINGKATAN KINERJA PEMERINTAH DESA PADA DESA DI KABUPATEN MERANTI

In improving its performance, the village government requires to have organizational commitment that supported by apparatus competency and controlled through community participation. The purpose of this study was to examine the effect of organizational commitment, community participation, and apparatus competence on village government performance. 200 data collected from questionnaires will be analyzed to identify organizational commitment, community participation, and apparatus competency towards the village government performance. Data analyzed by using SPPS version 25.0. the result of data processing found that organizational commitment, community participation, and apparatus competency affects the village government performance, and the organizational commitment is needed to improve apparatus competency by educating and training its human resources, also the transparency as the form of responsibility of the village government to citizen

UPAYA PEMBINAAN TERTIB ADMINISTRASI DESA OLEH DINAS PEMBERDAYAAN MASYARAKAT DAN PEMERINTAHAN DESA KABUPATEN SINTANG

The orderly administration of the village becomes the authority of the Sintang District Village Empowerment and Village Administration Office which aims to achieve good and effective village government performance in its administration system. The research method used is a qualitative descriptive approach, data analysis techniques are qualitative, the tools used are Observation Guide, Interview Guidelines and documentation. The subjects of the study were 5 people, namely the Head of the Sintang District Village Community Empowerment and Village Empowerment Office, Sintang District Village Empowerment and Community Empowerment Office Secretary, Sintang District Village Empowerment and Community Empowerment Office Administration Staff, the Administrative Staff of the Sintang District Village Community Empowerment and Government Administration Office. Village Chief in Sintang Regency 2 people. Implementation of Administrative Guidance is carried out on an ongoing basis through technical guidance, work meetings and direct visits tovillages, Coordination in the Implementation of Administrative Coaching is carried out internally in the Office of Community Empowerment and Village Government by the Head of the Institutional Section because of the interrelated coaching from various aspects such as finance and also administrative order , Supervision of the implementation of Administrative Development together according to the authority of the Office of Community Empowerment and Village GovernmentKeywords: Efforts, Guidance, Orderly Administration.

Capacity and Service Innovation in Implementation Government of Village in Serang District, Indonesia

This article discusses the capacity and innovation of Village Govern-ment population services in several villages in Serang District, Indo-nesia.The research approach used qualitative descriptive with inter-view data collection techniques, observation and documentation with the informant determination technique through purposive sampling.The results of the research findings indicate thatcapacity and service innovation are the most energetic parts of the implementation of vil-lage governance.In this case, it is important to encourage the perfor-mance of village government, especially in increasing the capacity and governance of public service innovation in several villages in Se-rang District.

Determinants of Performance of Village Government in Early Implementation of Village Law

Decentralization policy in Indonesia has been expanded to the level of the village since 2015. The main purpose of this policy is to improve the performance of village government in providing more effective public service and efforts to poverty alleviation in rural areas. The authors argue that social capital, governance practices, leadership capacity, and resources can be important factors influencing the performance of village government. However, knowledge about to which extent village governments present their actual performance concerning social capital, governance practices, leadership and resources is still not sufficient yet. Using survey data conducted in 2015, this study aims to describe the early state of village government performance and examines links among social capital, governance practices, leadership capacity and resources with village government performance. The survey has selected 10 villages representing upland and lowland areas in Banyumas Regency, Central Java Indonesia. From each village, we choose 30 community leaders to express their opinion on our variables. Data is analyzed by descriptive statistics and ordinal regression since it was an ordinal scale. The result shows that village governments still have a good ability to formulate strategic planning, to realize development outcomes relevant to community needs, to utilize public participation in decision-making stages, to develop community organization capacity and to empower villagers.

Media Effect About Corruption News To The Community Trust on Village Performance

The aim of this study is to analyze the effect of media coverage on the Village Fund corruption to the community's trust regarding with village performance, especially village government. Village is sub system of local government. This research uses quantitative with explanatory method. The collecting the data uses questionnaires while, samples were 60 people. Sampling using stratified random. The study uses inferential statistical tests. Hypothesis testing is done by the coefficient of determination test; f test; and t test. Based on the results of the data obtained, it was found that there was an influence of reporting on the corruption of the Village Fund to the community trust on village government performance. The coefficient of determination test shows that the three variables of the media agenda, public agenda, and policy agenda affect the variable of village community trust by 52.7%. It can be concluded that media coverage has an effect on public trust. Thus, it is strengthening the concept of the penta helix in governance. It is show at the future, the role of media taken into account in governance process.

THE ROLE OF GOOD VILLAGE GOVERNANCE IMPLEMENTATION TOWARDS REDUCING FRAUD POTENTIAL AND ENSURING EFFECTIVE GOVERNMENT PERFORMANCE

Purpose of the study: This research aimed to examine the effect of Good Village Governance (GVG), external supervision, and citizen participation on the fraud potential in village funds management and its consequent impact on village government performance.
 Methodology: The population studied involved 60 respondents including village officials in Demak Regency, Central Java, Indonesia. The data was collected through the use of questionnaires and analyzed using Path analysis.
 Main Findings: The results showed the implementation of GVG did not have a significant effect on the fraud potential in fund management while external supervision and citizen participation have a negative and significant effect. Furthermore, the GVG implementation and citizen participation were found not to have a significant influence on village government performance while external supervision and fraud have a negative and significant effect. Moreover, fraud has a very strong influence and it is the most dominant determinant of village government performance, therefore, it should be handled with serious attention.
 Application of this study: External supervision of village fund management is needed to reduce fraud and improve performance. In addition, the implementation of GVG can also support improved village government performance.
 Novelty/Originality of This study: This research builds a model and examines the GVG concept model that can be a solution to the problem of fraud and the low performance of local governments in Indonesia.

Pengaruh Motivasi, Budaya Organisasi dan Sistem Informasi Desa terhadap Kinerja Pemerintah Desa

The objective of this research was to find out the influence of motivation, organizational culture and village information systems on the performance of village government. This research is a quantitative research conducted in Banguntapan District, Bantul Regency. The data were collected by using questionnaires. Respondents in this research are village head and village apparatus. The number of samples in this study is 32. The method of data analysis used is multiple linear regression. The results showed that the Motivation and Information System Village does not affect the Performance of Village Government, while Organizational Culture Influence on Performance of Village Government. This shows that the organizational culture that is formed and there is greatly affect the behavior of members of the organization in carrying out its duties and responsibilities. Good organizational culture will create good village government performance as well.
