The Prolonged-Day School Promotes Universal Education

Great paternal concern about assisting the family in the education of children inspired the famous decision passed last year by the CPSU Central Committee and the USSR Council of Ministers on the organization of prolonged-day schools.

Further Improvement of Economic Planning Methods

A little over three years have passed since the Seventh Session of the USSR Supreme Soviet adopted the Law on the Further Improvement of Industrial and Construction Management. The successes achieved during this brief period of time in every sphere of economic development show that the reorganization has created new opportunities for the constructive efforts of the Soviet people, for their active participation in economic management. The Party Central Committee and the USSR Council of Ministers noted in their decision of April 7, 1960 that the setting up of the economic councils had made it possible to raise planning work to a new, higher stage and substantially to increase the role of the Union Republics and local planning bodies in the planning of the economy. Strong planning bodies have been set up in the Union Republics, capable of planning the economy of the republics and districts.

Restriction of Plural-Job Holding

There are enough skilled personnel at present in the Soviet Union to fill the needs of every branch of the economy, science and culture, so that there are no longer any objective reasons for the extensive practice of plural-job holding. In accordance with a decision adopted by the USSR Council of Ministers on December 10, 1959, measures are now being worked out to drastically restrict plural-job holding so that by the end of the year the holding of more than one job will be eliminated. By a Council of Ministers decision of June 9, 1960, the holding of more than one job will be permitted in 1961-1963 for medical workers, as well as for teachers of schools, normal schools, specialized secondary schools, pre-school, out-of-school and other children's institutions. In this article we shall clarify some problems which have arisen in connection with the application of the Soviet Government's new decisions on restriction of plural-job holding in specialized secondary schools.

On the Methodology of Comparing Economic Indices of the USSR and the USA

In conditions of peaceful economic competition between the Soviet Union and the United States the proper scientific comparison of our indices with the indices of American statistics is of great importance. Comparisons between the economic indices of the USSR and the USA are contained in recent highly important political documents of the Communist Party and the Soviet Government, particularly in the decisions of the 20th and 21st CPSU Congresses, plenary meetings of the CPSU Central Committee, the Seven-Year Plan target figures, and reports and statements by N. The reform of the school in accordance with the law On Strengthening the School's Contact with Life and the Further Development of the Public Education System in the depends largely on the activity of the educational institutions that are training young teachers. In the theses of the CC CPSU and the USSR Council of Ministers, the need is therefore stressed for radical improvement in the preparation of teachers at teacher training colleges and universities. These higher educational institutions, it is stated in the theses, must graduate teachers for the secondary schools who have a profound knowledge of science in the field of their specialty, possess adequate teaching skills, know life well and can train pupils in the spirit of boundless loyalty to the cause of communism.

It has become possible to carry out these decisions thanks to the fact that agriculture and the country's national economy as a whole have reached a high stage of development. This was the objective basis for the reorganization of the MTS and the sale of machinery to the collective farms, the abolition of obligatory deliveries and payment in kind for MTS work and the establishment of fixed, economically founded prices for agricultural products — prices differentiated according to the natural and economic regions of the country.
