The intervention of the State must takes place across its measurements, the exchange of course in the form of unequaled access of the population to the urban space and incorporating a major number of citizens with the benefits of the development of the cities (Smolka and Furtado, 2014). In this sense an diary of successful planning in terms of inclusive management, must fight these imbalances and asymmetries, including: "Political leadership, capacity of joint, institutional efficiency and local financial, and especially, legitimization before the community of the intention of achieving a major urban equity..." (Mac Donald, 2003: 145). The local governments have spent of a portfolio of competences annotated to a multiplication and sophistication of the demand from the civil demands (Iturburu, 2013) and the complex urban problems- regional that must attend (in dimensions superposed at economic-productive, sociocultural level, institutional and environmental politician) must give answer for its proximity to the citizen (Subirats, 2017).
