In the digital era, many small and medium-sized enterprises (SMEs) face the challenge of relying on digital platforms to enhance their innovative business models. This article examines the impact of digital platforms on the creation of innovative business models for SMEs. The aim is to identify intermediary mechanisms for reconfiguring the capabilities of digital platforms to foster innovative SME business models. The paper provides an analysis of various definitions of "digital platform" and argues that these platforms are based on algorithmic mechanisms, mutual benefit among stakeholders, a unified information environment, and the effect of reducing transaction costs. It interprets a digital platform for entrepreneurship as an information and communication system aimed at supporting entrepreneurial activities and providing diverse tools, services, and opportunities for entrepreneurs to facilitate the launch, management, and development of their businesses. The article explores the peculiarities of traditional business models (such as direct product sales, franchising, advertising-based models, etc.) and their potential transformation into modern business models (digital platforms, subscription economy model, content subscription model, etc.). The key characteristics of a digital platform for entrepreneurship are identified, including e-commerce, marketplaces, analytics and management tools, community and network utilization, and integration with other services. The study investigates intermediary mechanisms for reconfiguring SME business models, defining these processes as ways for digital platforms to coordinate interactions among various economic participants. It establishes that digital platforms can offer SMEs a range of intermediary mechanisms, including marketing, operational, financial, and informational mechanisms. Furthermore, the paper substantiates the possibilities of reconfiguring traditional SME business models and transforming them into contemporary ones through the reconfiguration of capabilities, value chain innovations, access to new markets, and process digitization.

At the present time, the process of rapid filling with new means of information technologies of higher education, which lead to qualitative assessment of knowledge, using all possible modern methods of the educational process, continues in Ukraine. The rapid development of information technologies fills society with the latest opportunities, which, in turn, facilitate human activity in all spheres of life. The creation of a unified educational information environment, when using new information technologies, significantly increases the quality of education in Ukraine and is a priority task of informatization of the education system of our country and will provide equal opportunities for citizens to receive education of various degrees and levels, as well as integrate into the world educational and information space of Ukraine. Control over the educational activity of students is the most important component of the pedagogical system and an integral part of the educational process, which is intended to determine the success of education for each student or student, to analyze the results obtained, and, subsequently, to correct the educational process. Improvement of the assessment system, modernization of the diagnosis of student learning is a tool for improving the quality of education along with reforming its content. In modern conditions of the development of the latest technologies, the task of constantly updating the knowledge of specialists is urgent. Computer-based learning tools play an important role in solving this problem. The use of information technologies in education allows for the individualization of educational processes, providing operational self-monitoring and control with the help of error diagnosis and feedback.Testing as a form of control and diagnosis of students' knowledge is becoming increasingly widespread in the educational process and in the field of professional pedagogical activity, as it has certain advantages over other forms of control of knowledge and skills, in particular, the possibility of covering a large amount of material. In the modern conditions of professional and technical education in Ukraine, the possibility of automated formation of the test, the possibility of automated verification of test results, increasing the objectivity of evaluation and reducing bias in the evaluation of knowledge is gaining importance.

UC aims system in the management of the economic activities of the track complex of JSC "Russian railways"

The analysis of the structure of the UC AIMS and the interrelation of its subsystems is carried out. The perspective of the development of the UC AIMS system by creating a Situational Control Center for ordering and consolidating the interaction of various control subsystems included in the overall structure is considered. The activity of the situation center allows to reduce the workload of employees of departments and the audit apparatus, resulting in a reduction in production costs, improvement of quality indicators, as well as obtaining a certain economic effect. The UC AIMS information and analytical system is aimed at improving the level of technical condition of the track and infrastructure in good condition. The creation of a unified information environment is aimed at increasing reliability and optimizing costs when planning travel work. The creation of a Situational Center is aimed at dividing the initial information into true and false at the stage of its preliminary analysis before the start of calculations. This separation will allow us to consider the stage of preparation for computational iterations in automatic mode. This can significantly reduce the number of calculated iterations performed (approximately by 3-5%), by reducing the time for processing the array of source data and increase the efficiency of the information and analytical unit of the UC AIMS system (approximately by 6-10%).

Regional aspects of investment policy in construction

The article presents the results of the analysis of the problems of regional investment in terms of determining the volume of investment costs in capital construction projects. The purpose of the study is to determine the relationship of the state's pricing policy in the construction industry to the process of allocating investments for the construction of infrastructure facilities in the regional context. The signs of uneven possibilities of budgets of different regions are highlighted. Pricing factors for construction products, in particular, due to the regulatory framework, are identified as local reasons for differences in capabilities. The types of construction objects with characteristic qualities for carrying out such an analysis are determined. Research methods are based on a piecemeal comparison of linear models of direct costs and cost conversion indices in territorial standards. Differentiation of state pricing standards is considered on the example of special types of work in the construction of urban infrastructure facilities. The estimation of the difference in the cost indicators of territorial standards is used in the assessment of the investment potential of the region. The results obtained show a multiple difference in the cost of construction resources in neighboring regions without proper justification. This makes it possible to determine the volume and cost parameters of construction projects, the creation of which is possible within the framework of the current regional budget. The proposed three-dimensional model of the timing, cost and risks of the project provides grounds for calculating the qualitative indicator when choosing objects of investment programs of the regions. It is concluded that there is a need to move from a system of loosely interconnected territorial and sectoral budget and regulatory bases to a unified information environment.

Teaching activity in the digital environment of the university

The rapid spread of information technologies that radically influence our life and educational space, the change in the structure of needs and activities as a psychological consequence of the development of information technologies for a person all these factors entail changes in the roles and functions of the teacher in the new digital environment of the university, sharpen questions about their competence, competitiveness, and improving the quality of education in Russian university. The purpose of this research is to identify empirically the professional and psychological difficulties and problems in the teaching activity of military university staff (n = 100) related to their readiness to transform according to a new standard focused on e-learning. The methodological basis of the study was the theoretical model of the unified information environment of the university (N.V. Tikhomirova). The authors questionnaire of the teacher was used as the research method. During the study, data were obtained on three groups of teachers who differ in their willingness to carry out pedagogical activities in conditions of uncertainty associated with the nature and tasks in the digital environment of the university. Statistical processing of the obtained results using the method of discriminant analysis showed that these groups statistically significantly differ in their potential capabilities, willingness to be subjects of the information educational environment, results and achievements in e-learning. The main internal obstacle/difficulty is the unwillingness to take a position within the information educational environment, lack of understanding of their new role in it, that is, certain problems in professional self-awareness. It was found that the position of the teacher (active, passive or external) is neither related to the teaching experience at university, and to their age, nor to their scientific status and position. The predictor of the effectiveness of the teachers educational activity in the digital environment is military-technical education. The applied aspect of this work is that it makes a certain contribution to the understanding of the difficulties and problems of the university teacher in the conditions of digitalization of education.

Development of an Ontology for Smart Distributed Energy Systems *

The use of the ontological approach in the formation of information support for the automation of technical systems is becoming widespread. The application of ontology is especially relevant when designing control systems for smart distributed energy systems. The development of such systems is accompanied by different problems, primarily caused by the lack of a unified and sufficient information environment for describing the subject area. In this regard, it is important to ensure the advancement of the ontology for distributed energy systems using existing CIM standards and various extensions that include entities specific to the domain of decentralized energy. The paper describes an approach to the formation of the ontology of smart distributed energy systems, assesses the possibility of using existing ontologies to extend CIM, and considers the matter of integrating a CIM-based ontology with other domain ontologies. A description of an ontology update process is presented, which ensures the maintenance of the ontology in a form that corresponds to the needs of the digital platform stakeholders. The developed ontology is planned to be used to form a unified information model of the distributed energy domain when developing a Russian digital platform for managing distributed energy resources - the ∀Platform.

ИСПОЛЬЗОВАНИЕ МЕДИЦИНСКОЙ ИНФОРМАЦИОННОЙ СИСТЕМЫ НОВОСИБИРСКОЙ ОБЛАСТИ В ОПТИМИЗАЦИИ ДОКУМЕНТООБОРОТА И ФОРМИРОВАНИЯ ИНТЕГРИРОВАННОЙ ЭЛЕКТРОННОЙ МЕДИЦИНСКОЙ КАРТЫ ПАЦИЕНТА ПРИ ПРОВЕДЕНИИ ПРИЖИЗНЕННОЙ ПАТОЛОГО-АНАТОМИЧЕСКОЙ ДИАГНОСТИКИ БИОЛОГИЧЕСКОГО МАТЕРИАЛА

Early diagnosis of malignant neoplasms is ensured by the quality, accessibility and continuity between medical institutions in the organization of the lifetime pathoanatomical diagnostics of biological material. Improving medical information systems with the involvement of the lifetime pathoanatomical diagnostics in the process of informatization of regional health care, developing mechanisms for documenting, storing and electronic exchange of personal medical information between medical institutions in the Novosibirsk region, is the main task of the system for organizing this type of diagnostics. The urgency of solving this problem is due to the shortage of personnel in the pathoanatomical services, the distance barriers between medical specialists and pathologist; need to ensure the formation of a created system for the exchange of medical documentation. The article presents the experience of using the functionality of the components of the Medical Information System of the Novosibirsk Region (MIS NR) in a regional state budgetary healthcare institution to form a unified information environment, integrate approved accounting forms and ensure efficient workflow in the course of lifetime pathoanatomical diagnostics. The aim of this research is to study the possibilities of additional functionality of the components of the MIS NR, implemented by the employees of the Center for Informatization of Medical Information Analytical Center, to identify the advantages of using the developed functions in optimizing the workflow during the lifetime pathoanatomical diagnostics of biopsy (operative) material, in the formation of a regional Integrated electronic medical record.

STATE AND PROBLEMS OF THE INFORMATION MECHANISM OF PUBLIC MANAGEMENT OF MONITORING OF THE STATE OF POTENTIALLY DANGEROUS OBJECTS IN UKRAINE

The information mechanism of public management of monitoring of condition of potentially dangerous objects is analyzed. It is determined that today there are problems with the functioning of the modern Unified State Civil Protection System, namely: problems with the functioning of the Unified Information Environment for the prompt supply of data to monitor the condition of potentially dangerous objects; incomplete creation of the Government information and analytical system on emergency situations; only partial automation of the processes related to the organization of the dialogue "dispatcher - applicant" in the regulation of the passage of information in the system of emergency assistance to the population on a single telephone number 112. For Ukraine, the full integration of the subjects of national monitoring into a single system, the development of a single methodology for collecting, accumulating and transmitting monitoring information remains a problem. Therefore, the legislation defines tasks only for the national system of monitoring and control through the collection, processing and transmission of information on the state of the environment, contamination of food, food raw materials, feed, water with radioactive, chemicals, microorganisms and other biological agents.

Creating an Information Environment for Construction Projects

Aim. The presented study aims to create a unified information environment for all participants of construction project implementation and to monitor key indicators of construction during its implementation.Tasks. The authors develop a methodological approach to substantiate a unified information environment for the implementation of capital construction projects; develop modules of the information environment that reflect the processes of designing a facility and managing costs at all stages of its life cycle. Methods. This study uses the methods of analysis and synthesis, graphical modeling, expert and comparative assessments, methods of pricing in construction.Results. An information environment for the implementation of capital construction projects is developed. Its major modules reflect the processes of designing and constructing a facility and managing costs at all stages of its life cycle.Conclusions. Introduction of the proposed information environment for managing construction costs at the enterprise level with an integrated design module based on information modeling technologies will improve the efficiency of interaction between the participants of the investment and construction process and will provide a unified cost management algorithm in the context of the active digitalization of the industry.

DEVELOPMENT OF FUNCTIONAL MODELS AND COMPARISON OF AUTOMATED INFORMATION SYSTEMS

Currently, information systems are used in all areas of human society. The main criterion for the optimal operation of an enterprise's information system is full automation. In this regard, the implementation of automated control systems is extremely necessary. They significantly increase efficiency in all spheres of production and improve work productivity of employees. In this case it is necessary to pay special attention not only to the creation of a unified information environment, but also to the possibility of assessing the workload and functionality of its individual components. Such a possibility is provided by the application of the basics of building functional models of subsystems.

СОВЕРШЕНСТВОВАНИЕ ПРОЦЕССА УПРАВЛЕНИЯ СТОИМОСТЬЮ СТРОИТЕЛЬСТВА ОБЪЕКТА В УСЛОВИЯХ ЦИФРОВОЙ ТРАНСФОРМАЦИИ ОТРАСЛИ

Currently, there is an active transition of the investment and construction industry in the field of digitalization in many management processes. The main focus of the state is focused on the continuous process of managing information modeling technologies of a construction object at all stages of its life cycle, and the key element of this management process is the collection and publication of analytical data collected automatically by extracting the requested information from information systems about stages and critical points in urban development. Of particular importance is the automation of the process of managing the cost of the object and the creation of a unified information environment that takes into account possible factors of cost changes during the implementation of the construction object.

THE STUDY OF THE READINESS OF PRIMARY SCHOOL TEACHERS TO PLAN THE CONTENT OF EDUCATION IN THE CONTEXT OF THE TRANSITION FROM INFORMATIZATION TO DIGITALIZATION

The article is devoted to the problem of digitalization, which currently occupies a central place at the global level, since in today's rapidly changing world, accelerated rates and changes in the field of technology can be taken into account not for years, but for months. Today, the main goal of digitalization of education in the republic is to improve the quality of education, the formation of digital competencies of students based on the creation of a unified educational information environment using digital learning technologies. In this regard, the modern education system of the country can be considered as a dynamically developing system aimed at harmonious integration into the world educational space. This, in turn, is accompanied by changes in the content structure of the teaching technology and significant changes in the pedagogical theory and practice of the educational process, which contribute to mastering the constantly dynamically developing didactic capabilities of ICT and the harmonious entry of the child from primary school into the developing information environment. Observation, research of the work of students and teachers and the responses received to the survey prove that the rational use of digital educational resources in everyday practice contributes to improving the efficiency, effectiveness and productivity of the learning process. In addition, digital technologies help to improve relationships, increase the responsibility of students and teachers for learning, achieving success. The authors, analyzing the course of the transition from the period of informatization to the current period of digitalization, by introducing the first computer technologies into the educational process of primary classes, tried to reveal its positive and negative aspects, to determine the readiness of primary school teachers to plan the content of education in the information educational environment. Along with providing the author's position on the basis of an analytical analysis of research works of domestic and foreign scientists on the topic of research, the objective and subjective factors influencing the transition from informatization to digitalization of modern primary schools are revealed.

FEATURES OF THE OLYMPIAD IN MATHEMATICS IN THE FRAMEWORK OF NETWORK INTERACTION OF EDUCATIONAL ORGANIZATIONS

The article presents the features of the organization and conduct of the Olympiad work in mathematics based on the network interaction of various educational organizations. The network interaction of educational organizations in the article is considered as a complex mechanism for centralizing educational resources, contributing to the active involvement of several educational organizations at once in a single educational process, overcoming the considerable territorial remoteness of various educational organizations. There are small educational organizations that have limited material, technical, methodological and human resources for organizing and conducting, on the basis of creating a unified information and educational environment, various events, in particular Olympiads. Each educational organization included in a single network has access to all its aggregate resources and thereby increases its own teaching and educational potential, and students receive a wide range of educational services, due to which each of them can build their own individual educational route. The article also discusses the main directions of organizing and holding the Olympiad in mathematics based on the network interaction of educational organizations of different levels using TRIZ pedagogy (theory of inventive problem solving), LEGO pedagogy (development and formation of the student's personality based on design technology, or modeling). As the main tasks of organizing mathematics olympiads based on the technology of network interaction of educational organizations, the article discusses: increasing students' interest in mathematical disciplines, the formation of creative thinking, the development of the ability to solve non-standard problems, the dissemination of experience in using innovative models of organizing and holding mathematics olympiads. popularization of the Olympiad work among students and teachers of educational organizations of the Republic of North Ossetia-Alania.

Experience of organizing a unified information space of an educational organization during a pandemic

The article discusses the capabilities of the 1C:Education platform for creating a unified information environment for educational organization during a pandemic and for distance learning. A comparative analysis of the capabilities of various Russian platforms for distance learning is carried out. The experience of the school’s work in a distance mode using the 1C:Education platform is summarized.Attention is focused on the use in the educational space of the school of methodological, organizational and technological means of support of pedagogical activity in a distance mode, developed on the basis of solutions of the 1C company.The views on the organization of electronic distance learning and support of the system of continuous educational process using the 1C:Education platform are presented.The distance learning platform 1C:Education can be used by educational organizations as a basis for designing, monitoring and modernizing their own educational environments, in which priority is given to the development of a socially adapted, competitive personality with intellectual potential, able to apply knowledge in practical activities for the benefit of society based on cultural, moral and civic values.

ПОВЫШНИЕ КАЧЕСТВА ФУНКЦИОНИРОВАНИЯ МОДУЛЕЙ ТЕХНИЧЕСКОЙ ПОДДЕРЖКИ ИТ-ИНФРАСТРУКТУРЫ

Currently, information systems are used in all fields of the human society. The main criterion for the optimal operation of an enterprise information system is complete automation. This is especially important when you need to handle huge data streams. In this regard, implementing automated control systems is extremely necessary. They significantly increase efficiency in all the areas of production and improve employees' productivity. In this case, it is necessary to pay special attention not only to creating some unified information environment, but also to the possibility of assessing the workload and functionality of its individual components. Such an opportunity is provided by applying the foundations of constructing the subsystem functional models.

Environmental problems of using digital and information technologies in automobile transport

The use of digital and information technologies in automobile transport leads to the transformation and expansion of the environmental research problem field, because of the need to ensure sustainable development and to improve people’s quality of life. It is necessary to learn how to manage the mobility (transport demand and transport behavior) of each resident in real time, offering him a choice of a limited set of transport behavior stereotypes. These stereotypes shall be based on the technologically sound code of ethics according to the need of ensuring the transport system environmental sustainability. The formation of a unified digital information environment for transport activities will allow the use of virtual and augmented reality technologies to manage population mobility by developing: systems for monitoring the impact of transport facilities on the natural and social environment; platform solutions of digital twins of roadside ecosystems, means of environmental engineering protection for use in digital models of road facilities, intelligent transport systems of traffic management; symbiotic man-machine management systems of transportation facilities. In case of the successful implementation of symbiotic man-machine management systems in the future transport facilities there are two ways for the motor-vehicle industry: either to create fully autonomous commercial transport, or to focus on symbiotic man-machine management systems of transportation facilities, which make the most of the driver's intellectual potential in decision-making. In our opinion, the second way is preferable in terms of safety, human movement comfort, habitat’s quality of public transport. The first way seems to be more efficient and safer for freight transport.

КОНЦЕПТУАЛИЗАЦИЯ КОМПОНЕНТОВ ДИАГНОЗА КЛИНИЧЕСКИХ СИТУАЦИЙ ДЛЯ ЭЛЕКТРОННОГО МОНИТОРИНГА КАЧЕСТВА ЛЕКАРСТВЕННОЙ ПОМОЩИ

Significance. Free care delivery within the framework of the State Guarantee Programs substantiates the development of electronic platforms for information support of doctors in prescribing medicines and monitoring quality of treatment. Conceptualization of the unified information environment of clinical practice, unified interpretation of the terms and components of the diagnosed clinical situations are important conditions for effective performance of the medical electronic platforms. Purpose: to conceptualize the scheme of information environment of clinical practice to support decision-making and monitor quality of treatment. Material and methods. The conceptual schemes of the information environment of clinical practice have been developed in accordance with the system principles. The methodology for constructing conceptual schemes is based on the general principles of philosophical foundations of science. Results. The conceptual schemes, conceptual apparatus, and information environment of structural elements of the model of information environment of clinical practice have been developed. A glossary of general terms and concepts of the information environment of clinical practice has been created. The structural model of information environment was tested at the prototype electronic platforms across different medical specialties. Conclusion. The use of ontologies and intelligent systems based on the expert knowledge in combination with digital coding of the diagnosed clinical situations serve a promising approach to monitor and control quality of care delivery and cost accounting within the framework of the State Guarantee Programs implementation. Scope of application. The concepts of the components of the diagnosed clinical situations meet the requirements of the interdisciplinary level of the information environment and are applicable for creating electronic platforms in various specialized areas of clinical practice.

ГЕОИНФОРМАЦИОННОЕ ОБЕСПЕЧЕНИЕ ПРОГНОЗИРОВАНИЯ ЗОН ЗАТОПЛЕНИЙ НА ЮГЕ САХАЛИНА

Modern systems of hydrometeorological monitoring, for the most part, widely use WEB and GIS technology tools. Territorial fragmentation divisions of the World Meteorological Organization (WMO), Roshydromet, Russian Academy of Sciences and other services and departments interested in obtaining data requires creation of unified information environment for exchange of heterogeneous information. Formation field for geospatial data has become possible with the availability of industrial design platforms with high performance, supporting standard data exchange formats suitable of system for building projectoin. The purpose of the study is to develop requirements for geoinformation sup-port of the system necessary for flood forecasting. Methods: GIS mapping, interpretation and analysis of remote sensing data of the Earth. When developing system for hydrological monitoring of rivers in the Southern Sakhalin, we used the experience of operating similar observational network in services of several European countries, as well as the geographically distributed GIS created by Roshydromet. Considering the vast experience of predecessors and requirements for geoinformation support neces-sary for predicting flood zones in the rivers of Southern Sakhalin have been developed. The initial da-ta for creating the correct flood model are satellite images, large-scale topographic maps, digital terrain models, data from long-term hydrometeorological observations, and engineering surveys.

Digitalization of the housing and communal services: development prospects

The subject of the research is to study the impact of modern digital technologies on the organization and management of public utilities within the framework of the concept of “smart HCS”, which ensures optimization of municipal budgets, reducing the costs of homeowners for the maintenance of real estate, and, as a result, improving the quality of life of citizens. The purpose of the study is to identify promising areas of digitalization of the housing and communal services sector (hereinafter referred to as HCS), creating comfortable and safe living conditions for citizens using smart technologies adapted to the “smart city” concept. In the course of the study, the methods of scientific analysis were used, including methods of analogies for generalization and comparative analysis of the digitalization of such areas as the “smart” housing sector and the “smart” utility sector. The result of the study is to highlight the most promising areas of digital transformation of the public utilities sector and the positive effect that can be obtained for each participant in this business process. As a conclusion, it should be noted that the active implementation of the concept of “smart HCS” will help in solving such problems as increasing the readiness of management companies and resource supplying organizations to use digital technologies for high-quality provision of public services to the population, intensifying work on the formation of a unified information environment for control and supervision in the field of HCS through the further development of SIS HCS, etc.
