Introduction. The intensification of globalization processes that characterize the beginning of the new millennium has led to the emergence of supranational structures of regional and global scope. The deepening of Ukraine's integration into the international trading space causes new opportunities and threats. The relatively large size of the territory of Ukraine as a European state and its administrative structure causes a number of differences in the socio-economic development of its regions. Identifying regional differences in foreign trade in agri-food products and their causes is an urgent task of the study, given the leading role of the agro-industrial sector in Ukraine's foreign trade. The aim of the study is to identify regional differences of foreign trade in agri-food products and identify their causes. Results of work. The analysis results of foreign trade in agro-food products on the average for 2016-2018 by regions are given. It is determined that the four leading export regions are Mykolaiv, Odesa, Kyiv and Vinnytsia, as they account for about 47,9 %. The regions were evaluated according to the following indicators: the volume of regional exports, the volume of production of cereals and legumes, the production of sunflower seeds. According to the results of the analysis, each region was assigned a corresponding rank, on the basis of the values of which the correlation coefficients of the regions ranks were calculated. It is determined that there is a close link between the region's place in the national agri-food export ratings and the production of cereals and legumes; and there is a median link between the region's place in the national agri-food export and sunflower seed ratings. Imports of agro-food products by regions are considered, where Kiev region is the absolute leader, which together with Odessa, Lviv and Dnipropetrovsk regions have 64.5 % of all corresponding imports. The analysis of agro-food products import by groups of goods is presented. The regions ranking by import volumes of agri-food products and disposable income per person has been done. The obtained coefficient of correlation of ranks testifies to the average degree of relation close to high. Conclusions. It is proved that the differences in the volumes of crop production mainly cereals, legumes and sunflower are the basis for regional differentiation of agricultural food exports, which testifies to the raw nature of exports, stagnation of livestock and unsatisfactory development of the domestic food industry. Differentiation of imports of agro-industrial products is caused by the difference in income of the population by regions. ІНСТИТУЦІЙНІ ПАРАМЕТРИ ЗОВНІШНЬОТОРГОВЕЛЬНИХ ВІДНОСИН УКРАЇНИ В ПЕРІОД НЕПУ

Стаття присвячена дослідженню інституційних умов і чинників розвитку зовнішньої торгівлі України у міжвоєнний період. Виявлено характерні риси механізму державного регулювання вітчизняної зовнішньоторговельної діяльності у період воєнного комунізму. Охарактеризовано рівень включення України до системи міжнародних торговельних зв’язків у період нової економічної політики (НЕП). Обґрунтовано нормативно-правове забезпечення та специфіку впровадження радянського механізму державної монополії зовнішньої торгівлі 20-х рр. ХХ ст. Проаналізовано ієрархічну структуру та функціональне скерування державних органів управління та реалізації зовнішньої торгівлі СРСР, зокрема, Народного комісаріату зовнішньої торгівлі. Розкрито роль змішаних акціонерних товариств та державних монополістичних об’єднань (трестів та синдикатів) в інтенсифікації та розширені зовнішньоторговельної діяльності України. Визначено особливості впровадження механізму комерційної концесії в СРСР як спроби залучення іноземного капіталу до сфери вітчизняної зовнішньої торгівлі. Акцентовано увагу на специфіці регулювання та організації зовнішньоторговельних відносин союзних республік, зокрема, України, в рамках єдиного інституційного механізму СРСР. Охарактеризовано систему методів та інструментів митно-тарифного регулювання радянським урядом вітчизняної зовнішньоторговельної діяльності. Проаналізовано особливості митних тарифів СРСР, прийнятих протягом 20-х рр. ХХ ст. Висвітлено рівень експортно-імпортного обкладання основних груп товарів. Виявлено специфікупрактики використання транзитного мита на території України. Визначено чинники, параметри та масштаби розвитку на українських кордонах контрабанди як тіньового сегменту вітчизняної експортно-імпортної діяльності. Обґрунтовано напрями та методи боротьби радянського уряду з контрабандним бізнесом.

REGULATION OF INDEPENDENT AUDIT IN UKRAINE UNDER THE CONDITIONS OF EUROPEAN INTEGRATION

Analysis of the process of internal audit in Ministry of defense of Ukraine

The article is of interest to specialists of internal audit, internal and financial control, and heads (commanders) of structural subdivisions of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine, military units, institutions and organizations in the systems, which directly organize internal control. The article substantiates the lack of preliminary coverage in the scientific works of the retrospective development of the system of internal audit and financial control. The scientific task of structuring existing information with the use of guidance documents and practical experience for the hierarchical construction of the transformation of approaches and views on the activities of structural units that monitored the effective management of state property and resources in the system of the Ministry of Defense and the Armed Forces of Ukraine was formulated. The article focuses on the delineation of internal control and internal audit. The necessity of implementation of internal control and its effectiveness is substantiated. The study analyzed the guidance documents that regulated the activities and the establishment of internal audit and internal control at the stages of its formation. The meeting covered the issues of transformation of financial control bodies in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine, their main directions of activity and tasks were determined. Three stages of reforming financial and control bodies in the Ministry of Defense of Ukraine were identified, in which there were changes in approaches to the construction of the internal control and internal audit system.
 The article presents a retrospective analysis of the evolution of views on the purpose and objectives stated in the relevant provisions of the financial control bodies of the Ministry of Defense of Ukraine during the period of Ukraine's independence from the standpoint of implementing the declared goals of Ukraine's integration into the international professional community. The introduction of internal audit as an independent activity is aimed at improvement of the control system, prevention of the facts of illegal, inefficient and inefficient use of budget funds, errors occurrence or other deficiencies in military units and budget institutions, improvement of internal control, and the adoption of sound management decisions in modern conditions.

Peculiarities of international economic relations of Ukraine and the EU

The peculiarities of international economic relations between Ukraine and the EU have been analyzed. Changes in foreign trade after the signing of the Association Agreement between Ukraine and the EU have been investigated, problems in trade between Ukraine and the EU have been identified, ways to overcome existing imbalances in trade in goods between Ukraine and the EU have been elaborated. The theoretical and methodological basis of the research are the fundamental positions of modern economic theory, scientific works of scientists, normative and legislative acts of Ukraine on foreign economic activity. In the course of the research, the following methods were used: economic and statistical (in the study of the state of international economic relations between Ukraine and the EU); graphic (for visual presentation of research results); analytical and structural-logical (in determining the directions of intensification of export of domestic enterprises, optimization of its structure within the framework of the current Association Agreement between Ukraine and the European Union). The paper uses a comprehensive approach to substantiate the prospects for Ukraine's integration into a single European market. The results of the study are aimed at solving the problem of overcoming the negative balance of international trade in goods with EU countries.

ОСОБЛИВОСТІ ВИКЛАДАННЯ ДИСЦИПЛІНИ «МЕДИЧНА ТА БІОЛОГІЧНА ФІЗИКА» ІНОЗЕМНИМ СТУДЕНТАМ АНГЛІЙСЬКОЮ МОВОЮ У ВИЩОМУ МЕДИЧНОМУ НАВЧАЛЬНОМУ ЗАКЛАДІ

The article deals with the peculiarities of the teaching of the discipline "Medical and Biological Physics" to foreign students in the English language of the highest state educational institution of Ukraine "Bukovinsky State Medical University". Expansion of international relations in science and the world is one of the main manifestations of Ukraine's integration into the world of information space, impossible without a language that has long become international - the English language. A significant number of modern scholars actively study the features of methods of training foreign students, including in the direction of physics and mathematics. However, attention is not paid to the study of specific features of teaching these disciplines to foreign students. Problemrequirements of Ukrainian higher education, with their status as a foreigner in Ukraine, with the features of age psychology, with their national-psychological peculiarities. The purpose of teaching physical and mathematical disciplines, in particular, medical and biological physics, of course, should be the close connection between a physical phenomenon or a process with its application in medicine for the purpose of diagnosis, treatment and prevention of diseases. To facilitate perception and understanding of physical phenomena or processes, it is expedient to use demonstration physical models, to perform laboratory work with the processing of measurement results and to formulate conclusions. Particularly important for foreign students is the availability of English-language textbooks that correspond to the curriculum of the discipline according to the number of academic hours covering topics from lectures and practical classes. Cooperation of Ukraine and the European Union in the Ecological Sector: Directions and Prospects

The purpose of this research is – to study the main problems that impede the effective integration processes of Ukraine to the European Union in the environmental sphere and to identify the main benchmarks for such cooperation in the context of strengthening the globalization trends in the world. Subject of research – directions and prospects of cooperation between Ukraine and the European Union in the environmental sphere. At the heart of the research methodology – is the dialectical method of scientific knowledge, as well as special methods of research based on the modern scientific principles of legal, economic, managerial and related sciences: methods of analysis and synthesis - to determine trends in the development of integration processes in the environmental sphere of Ukraine to the norms and standards of the European Union; comparative analysis - for comparing information on environmental norms and standards of Ukraine and the European Union; statistical - to assess the current state of cooperation between Ukraine and the European Union in the environmental field; systematic approach - for a comprehensive study of the issues of organizational and legal provision of European integration processes in the environmental sphere. The research highlights the main directions and prospects of cooperation between Ukraine and the European Union in the environmental sphere, outlines the problems that impede the integration processes of Ukraine and the European Union in the field. The interdependence of problems hindering the integration processes of Ukraine in the ecological sphere to the European right space and the necessity of an integrated approach to their solution are substantiated. The analysis of existing problems related to the real state of cooperation between Ukraine and the European Union in the environmental sphere provides an opportunity to identify the priority areas of Ukraine's environmental policy and to take into account the recommendations for its improvement in the context of Ukraine's integration into environmental norms and standards of the European Union. Польсько-українське партнерство та аспірації України стосовно НАТО: регіональне та міжнародне співробітництво після Помаранчевої революції.

This article showcases the importance of the factor of Polish-Ukrainian cooperation in the relations of both countries with the NATO Alliance, and particularly how it affects Ukraine’s efforts of Euro-Atlantic integration. The study indicates that the Polish-Ukrainian relations themselves were a catalyst of internal Ukrainian political support for Ukraine–NATO cooperation; Polish governmental officials assisted their Ukrainian counterparts in reform implementation, as well as certain parts of Ukraine’s NATO policies. These tendencies are similar to the Polish «advocacy» regarding Ukraine's integration into the EU, but they have significant differences in the wider range of actors in international relations surrounding the peculiarities of the processes of Atlantic integration. The implementation of reforms can be seen as Ukraine’s «homework» before an official ascension to the ranks of NATO. However, these positive developments are sidelined by the issues of Ukraine’s geopolitical situation past 2014, as well as internal political issues. Studying archival documents of regional administrations, the Polish support in implementing pro-NATO policies can be seen on a regional level, as well as across the country as whole.

ОСНОВНІ АСПЕКТИ СИСТЕМИ НАССР ДЛЯ РЕСТОРАНІВ ЗА СПЕЦІАЛЬНИМИ ЗАМОВЛЕННЯМИ (CATERING)

Introduction. In the context of Ukraine's integration into the European space and in order to attract foreign investors to the restaurant market, the issue of food security is important. Food security is one of the main factors for ensuring the competitiveness of the restaurant industry and is becoming more relevant every year. One of the instruments of effective influence and improvement of food safety is the introduction of Hazard Analysis and Critical Control Points (HACCP) in the restaurant industry.Purpose. The purpose of the study is to characterize the main aspects of the HACCP system for restaurants catering.Results. It is established that the need to implement the HACCP system is conditioned by the provision of quality products and strengthening the competitive position of the company in the restaurant services market. The main advantages and disadvantages of implementing the HACCP system are identified. The features that should be taken into account when implementing the HACCP system at restaurants catering to restaurants with special orders (catering) are noted. The main critical points of the HACCP system for catering restaurants were established, as follows: purchase and acceptance of products; defrosting products; preparation of products; cooking and drinks; cooling of ready meals. Catering restaurants need to adhere to the concept of food safety in their operations and to have strict controls at all stages of the technology cycle. It is necessary to carry out strict control over the following processes: procurement and supply of products and raw materials; disinfection of air and work areas; hygiene of kitchen staff and service staff; compliance with the rules of transportation, transportation and unloading of products; temperature storage modes; methods of selling ready meals and drinks.Originality. The main aspects of the HACCP system are defined in combination with the implementation of the following processes: environmental and product safety, its high quality, efficiency of catering services and their quality organization, optimization of necessary risks, organization of controls for catering companies in order to meet consumer demand and ensure the competitiveness of the enterprise.Conclusion. Therefore, the need to implement HACCP quality system for special-order restaurants is driven by consumer demand for quality products that must be environmentally friendly and safe and of high quality. The introduction of the HACCP system will ensure the competitiveness of the enterprise both in the domestic market of services and in foreign countries, as well as increase the flow of foreign investors to our country. It is established that when designing the HACCP system for catering restaurants it is necessary to take into account the types of catering services and the types of events that will be served by the catering company, which will allow to properly organize the implementation of the HACCP system and to take into account the more necessary risks that may arise the process of providing catering services. The main critical points and processes that need to be monitored for catering restaurants are identified.

Demographic situation in the regions of Ukraine as a prerequisite of labor potential formation and development

The formation of labor potential is a crucial prerequisite for the socio-economic stability of the country, and its effective use is the basis of productivity of the national economy. In the context of Ukraine's integration into the world economic space, an important task is to study the internal and external factors that influence the country’s labor potential formation. The factors of external influence include: the level of socio-economic development of the region, country; level of demographic development of the region, country; state of the national and regional labor market and conditions of labor price formation; the legal framework governing social and labor relations; social and entrepreneurial investment. The magnitude of the labor potential of the country and the region depends more on the demographic situation (total population, its structure, life expectancy, birth rate and death rate). Demographic factors mainly influence the quantitative component of labor potential. The article deals with the issues of population dynamics in the regions of Ukraine, as well as birth rate, death rate, middle age, population reproduction. The regions of Ukraine are grouped according to the age structure of the population, and the regions with the prevalence of the share of pensioners over adolescents, the regions with the prevalence of the share of the population younger than the working age, and also the regions with the highest proportion of the working population respectively. In addition to natural population growth / decline, the population's demographic potential is affected by mechanical movement of the population, that is, features of migration processes of the population. According to the indicators of migration growth / reduction, the corresponding groups of regions of Ukraine are highlighted. At the present stage there are significant changes in the population demographic structure, which in turn caused a significant deterioration in the quantitative and qualitative status of the country's labor potential. Population reductions, high death rates and low birth rates, and a negative migration balance, indicate that the demographic situation needs a lot of attention from the state. It is extremely necessary to respond and implement appropriate measures, if not to increase the quantitative parameters of labor potential, at least to preserve the existing status. The main levers of regulation of labor potential include: increase in income and standard of living; increase in life expectancy; increase in natality; return of compatriots working abroad, etc.

Review on Status and Trends in Taxation of Foreign Economic Operations in Ukraine

Taxation of foreign economic operations is carried out by applying tariff and non-tariff regulatory methods and is based on the use of tax policy instruments ‒ customs duty, excise duty and VAT. Having defined its foreign economic and tax policy, the state determines the direction for development, as well as the strategy and tactics to achieve the goal through foreign economic operations. Based on the generalization of theoretical foundations, it is determined that foreign economic operations are a type of foreign economic activity aimed at implementing a trade agreement between countries. The customs duty is of the utmost importance in taxation. By economic nature, it is an integral part of the taxation of foreign economic operations. During the research process the economic importance of customs duty was deepened and determined that, unlike other indirect taxes, which are primarily aimed at fiscal purposes, customs duty is a tool for financial regulation of the country's economy, namely it stimulates inefficient domestic production and perform other functions for foreign trade development. The theoretical, methodological and practical provisions concerning taxation of foreign economic operations with agricultural products and assessment of its functioning efficiency in conditions of Ukrainian integration into the EU are studied. A comprehensive approach to the implementation of the regulation in foreign economic operations with agricultural products is proposed. The directions to improve taxation of foreign economic operations are substantiated.

Relevance of the research topic. After the national sovereignty proclamation, the Ukraine`s important task was to create a new model of socio-economic development of the country based on openness of the economy and integration into the world financial space. The process of integration is extremely complex and multifaceted, which involves the formation and implementation of an effective state policy in the field of international financial relations, raising the level of efficiency of the state administration system and creating conditions for the development of the real economy. Formulation of the problem. Transformations in the global economic environment, accelerating the processes of financial globalization are currently actualizing issues of countries integration into the world financial space. At the same time, the implications of integration are rather ambiguous, especially from the point of view of their financial component, which requires further scientific research of the theoretical and applied aspects of Ukraine's integration into the world financial space, in particular in the context of cooperation with the IMF and the World Bank. Analysis of recent research and publications. The problem of the globalization processes impact on the domestic economy, the development of international financial and economic relations is quite widespread today in the scientific research of famous foreign and domestic scientists: J. The issues mentioned above are actualized in connection with the acceleration of the financial globalization processes, which determine the solution of a significant range of tasks related to the integration of developed and transformational economies into the world financial space. To achieve this goal, the following tasks were set: to analyze and evaluate the peculiarities of Ukraine's cooperation with the IMF and the World Bank; to substantiate the influence of globalization processes on the development of the financial and economic environment in Ukraine, to reveal the peculiarities and to determine the main directions of Ukraine's integration into the world financial space. The article uses a set of methods of scientific research: system approach, statistical analysis, structuring, analysis and synthesis, etc. Presentation of the main material (results of work). The analysis and evaluation of the peculiarities of Ukraine's cooperation with the IMF and the World Bank is carried out. The globalization processes influence on the development of the financial and economic environment in Ukraine is substantiated. The peculiarities and the main directions of integration of Ukraine into the world financial space are determined. The field of application of results. The results of this study can be applied in the process of formation and implementation of Ukraine's fiscal policy. Conclusions according to the article. Cooperation with international financial organizations is a powerful tool for attracting external state loans aimed at addressing the strategic objectives of socio-economic development of countries. Investments of international organizations create appropriate conditions for accelerating economic growth. The domestic economy restructuring in combination with the measures proposed by international financial organizations creates the basis for increasing the population welfare. The article substantiates that Ukraine's integration into the world financial space is a complicated and multi-faceted process, and the continuation of cooperation with international financial organizations will allow to receive financing on attractive conditions and to increase international reserves.

Opportunities for the integration of the Ukrainian industry into global value chains

Relevance of the research topic is due to the impact of globalization which had brought an increasing number of more and more products pass through global value-added chains to reach the end users. That has led to new forms of transnational production, that gives new opportunities for Ukrainian producers. Formulation of the problem. The utilizing the opportunities and mitigating the negative impact of the liberalization of foreign trade makes new requirements for production oriented businesses in a more open and competitive international environment. The development of global production systems provides opportunities for participating in global value chains, that opens up new opportunities for the industry of Ukraine and requires further scientific researches. In the context of increasing influence of integration processes on the development of international trade and production, the problem of choosing the most effective ways of integration into global value chains for the processing industry of Ukraine as a reliable supplier of products with a higher degree of processing remains insufficiently studied. Setting the task, the purpose of the study. The objective of the article is to analyze the features of the formation of value added chains and ways of integrating them into the processing industry of Ukraine as a reliable supplier of products with a higher degree of processing. The purpose of the study is developing the proposals for possible constructive ways of promoting the integration of Ukrainian processing industry into global value-added chains. Method or methodology for conducting research. This paper used of general scientific: abstract-logical, induction and deduction, systemic approach; analysis, and synthesis and special scientific research methods: statistical comparisons, grouping, sampling; structure-functional analysis, expert judgments. Presentation of the main material (results of work).The existing approaches to the definition of the notion of value added chains are disclosed and their grouping is carried out on significant grounds; The features and modern trends in the development of global value chains in the processing industry are explored; The opportunities and the existing risks have been identified in the chain of value added for the developing countries; and substantiated practical recommendations for choosing the most effective ways of integration into global value chains for the processing industry of Ukraine as a reliable supplier of products with a higher degree of processing. The field of application of results. The results of this research can be applied in the process of formation and implementation of Ukraine's integration industrial policy. Conclusions according to the article. In the article authors was made in assessment of the integration of Ukrainian manufacturing companies into global value chains. The adoption of effective tools and instruments for encouraging the entry of Ukraine's processing industry into global value chains provides for the creation of effective policies and institutions, aimed at eliminating restrictions in the the Ukrainian producers integration into international production networks.

ДОСЛІДЖЕННЯ МОДЕЛІ МІЖНАРОДНОГО ІНФОРМАЦІЙНОГО ПРОСТОРУ З МЕТОЮ ПОШУКУ ЕФЕКТИВНИХ МЕХАНІЗМІВ ЗАХИСТУ НАЦІОНАЛЬНОГО ІНФОРМАЦІЙНОГО СУВЕРЕНІТЕТУ

Предметом вивчення в статті є процес виникнення та розвитку інформаційних загроз безпеці України у воєнній сфері. Метою дослідження є аналіз деструктивних впливів на національний інформаційний суверинитет, пошук ефективних шляхів протидії і механізмів захисту. Задачі: на основі структурно-функціонального аналізу моделі міжнародного інформаційного простору (МІП) визначити загрози та потенційні небезпеки інтеграції України у міжнародний інформаційний простір, смоделювати процес проведення інформаційних атак, що здійснюються у МІП, та розробити оптимальний порядк профілактичних заходів щодо забезпечення інформаційної безпеки та інформаційного суверинитету у воєнній сфері. Використовуваними є методи системного аналізу та статистичної обробки даних. Отримані такі результати. За умов глобальної інтеграції та жорсткої міжнародної конкуренції МІП стає ареною зіткнень і боротьби різновекторних національних інтересів. У зв’язку з цим дослідження реальних та потенційних загроз негативних впливів на Україну у міжнародному інформаційному просторі та створення дієвої системи захисту і протидії дискредитації України на міжнародному рівні набувають значимої актуальності. Застосування “м’якої” сили у сучасних інформаційних технологіях дає змогу реалізувати власні інтереси у МІП. Контент-моніторинг МІП має бути спрямований на виявлення інформаційно-психологічних операцій, об’єктами впливу яких можуть бути: інформаційно-технічні та аналітичні системи, бази даних та інформаційні ресурси, психіка людини, настрої суспільства та імідж Збройних Сил і держави в цілому. Основними профілактичними заходами щодо забезпечення інформаційної безпеки та інформаційного суверинитету у воєнній сфері є своєчасне виявлення, класифікація та контроль факторів дестабілізації, ідентифікація загроз та розробка і виконання заходів щодо їх нейтралізації. Ефективне здійснення заходів захисту національного інформаційного суверинитету та протидії дискредитації України на міжнародному рівні неможливе без виховання інформаційної культури суспільства у цілому, і у майбутніх офіцерів зокрема. Висновки. У роботі проведено дослідження моделі міжнародного інформаційного простору з метою аналіза деструктивних впливів та пошуку шляхів протидії дискредитації України на міжнародному рівні. На основі аналізу умов і чинників, які впливають на процес виникнення та розвиток інформаційних загроз, визначено таку динаміку розвитку інформаційного деструктивного впливу: “чинник інформаційної загрози – проява інформаційної загрози – реалізація загрози (інформаційний вплив) – результати впливу”. В якості профілактичного заходу щодо забезпечення інформаційної безпеки та інформаційного суверинитету у воєнній сфері пропонується контент-моніторінг МІП. У роботі розглядаються шляхи реалізації основних етапів контент-моніторингу МІП із своєчасного виявлення та ефективної протидії інформаційно-психологічним операціям. Крім того, зазначено необхідність виховання інформаційної культури майбутніх офіцерів у фокусі проблем інформаційної безпеки України та протидії деструктивним інформаційним впливам.

THE DEVELOPMENT OF THE INFRASTRUCTURE OF THE AGRICULTURAL MARKET AND THE PROMOTION OF AGRO-INDUSTRIAL PRODUCTION

Topicality. The agro-industrial complex is one of the budget-filling branches of the national economy, the share of which in the consolidated budget of Ukraine in recent years is an average of 12%, and in the export structure - more than a third. The agrarian sector is part of the country's overall economic system and is linked to other sectors of the economy through complex multilateral relations. Stimulation of integration activities in the agrarian sector has a positive effect on the development of the industry. In turn, Ukraine's integration into the institutions of the world community is to create a favorable precedent, a new form of economic relations for a higher level of development. An agricultural enterprise is characterized by a mismatch of interests of agricultural producers with processors and other suppliers. Integration is to create conditions for mutual assistance for enterprises on the basis of agreed principles of beneficial relations (pricing, technological assistance at home) and coherence of interests .Purpose and tasks. The purpose of the article is to determine the conceptual framework for regulating the economic development of the agricultural market infrastructure and stimulate agricultural production, for example, local producers, their possibilities for geographical certification / identification and establishing links with organizations that support the work of these producers locally. Certified local eco-products can have an impact on the development of local businesses and influence other products, namely: increase their value, strengthen integration in rural areas and increase the cost of local resources. The task is also to reflect the real state and identify the problems of the agrarian sector development, stimulate the agro-industrial production in Ukraine , the definition of the competitiveness of products, the functioning of the infrastructure of the agrarian market. The methods of scientific research are used: the dialectical method of knowledge of the effect of economic laws, statistical and comparative analysis .Results. The conceptual principles of regulation of the economic development of the infrastructure of the agrarian market and stimulation of agro-industrial production, on the example of local producers, their possibilities for geographical certification / identification and establishment of connections with the organizations supporting the work of these producers at the local level are considered. The author's interpretation of the agro-food market as the system of institutions and economic relations providing the processes of production in the agrarian sector, exchange, sale and consumption of food products is presented. The issues of agrarian production that are solving a complex of problems of social and ecological nature are studied, since the domination of only economic interests causes irreparable damage to the environment, affects the quality of life of citizens, indirectly reduces the level of food security of the country and, as a result, destroys the national security of the state. The theoretical and methodological principles of sustainable development concept are systematized taking into account the peculiarities of its branch implementation.Conclusions. In order to improve the development of the infrastructure and the functioning of the agrarian sector in the production of products, these surveys serve as a benchmark for the adoption of managerial decisions regarding the directions of increasing production and the competitiveness of agro-industrial products. The Institute for Certification of Local Eco-Products will influence the development of organic production, increase the value of such products, increase integration in rural areas and increase the cost of eco-products.

Integration of Ukraine to the European financial space: prerequisites, problems, prospects

Relevance of the research topic. The strategy of social and economic development of Ukraine declares the European choice of the state. Accordingly, it is relevant to study the processes of Ukraine's integration into the world financial space and its regional subsystems in order to determine the strategic directions of the country's economic policy, taking into account the latest trends in the development of the world market. With the acceleration of financial globalization, its impact on the country's economy and its financial component is substantially changing and intensifying, the processes of integration into the world financial space are becoming irreversible, and their impact on national economies is controversial, which requires further scientific research of the theoretical and applied aspects of integrating the financial system of Ukraine into European financial space. Market of grains in Ukraine: analysis of the modern state

Abstract. In a market economy, there is a need for Ukraine's integration into the world economic space, the search for stable niches in the sale of manufactured products. Taking into account the fact that one of the leading branches of international specialization of the country is agricultural production, strengthening of the positions on the world market of agricultural products is one of the state's top priorities. Today in the world there are three main resources that determine the prospects for the development of countries for the future: drinking water, grain and oil. The cereal sector has a significant impact on the welfare of the rural population and the development of rural areas and is the basis for most sectors of the agro-industrial complex of Ukraine. In the agrarian market, grain crops retain leading positions in exports, processing and domestic consumption, proving their strategic importance in ensuring food and economic security of the country. The strategic nature and scale of the development of the domestic grain industry are complemented by its significant inter-sectoral links with other sectors of the national economy, which has a significant impact on the overall state of the entire economy of the country. EUROPEAN VALUES AS THE KEY TO PROSPERITY OF SOCIETY: UKRAINIAN CHOICE

Problem setting. The entry of Ukraine into the European space has contributed to the formation of pro-European thinking, positive guidelines for the state building, efficient market economy, system of legal support of human life, social security of citizens, na- tional culture, education etc, among large number of Ukrainian people. The change of vector of political consciousness of Ukrainians towards the values of the Western civi- lization has influenced the direction of political process from stagnation to progress and prosperity by reformation and deepening the integration process between the EU and Ukraine, which reflected in Ukrainian legislation. Therefore, the issue of determination of the European values role for the Ukrainian society is relevant and requires compre- hensive examination in modern conditions of functioning and development of Ukrainian state.Recent research and publications analysis. In the works of G. Delanty, A. Giddens,J. Habermas, B. Haievsky, S. Lucarelli, V. Mahun, A. Pagden, O. Valevsky theoretical comprehension of the European values essence, study of their nature, peculiarities of their formation and functioning were displayed. N. Amelchenko, A. Bulvinsky, Y. Holovaha,M. Piren, A. Ruchka, O. Sakalo, Y. Shaihorodsky and others have dedicated their works to the comparison of Ukrainian society values to European values and regulations of life, and to the definition of the values phenomenon place in social and cultural realities.Paper objective. The objective of our research is to find out the essence of European values and their meaning for the development and stable functioning of Ukrainian state. Paper main body. The authors note that the values are multidimensional construction, extremely difficult in realization. Defining the leading role of European values as a standard measuring criteria of the importance of human deeds and activities, Ukraine shares the common values with the EU and considers the integration in political and economical structures of the EU as the priority direction; however, the realization of such a choice is possible on condition that the value consolidation of the population is achieved. Without formation of integral values system, society is doomed to orientation duality, behavior and thinking confrontation, the «crisis of ideals» will happen. Examining the issue of percep- tion of the European values by Ukrainian society, their practical and legislative acknowl- edgment on the territory of our country in conditions of European state development, the authors underline that the public consciousness of a certain number of Ukrainians still hasn’t got rid of totalitarian system «viruses»; the authors also have concerns about the loss of national and cultural identity, and inability of innovational development without external assistance and instructions. The problems of a certain inconsistency between the declaration of pan-European values made by Ukrainian authorities as the important com- ponent of Ukrainian integration in united European space, and really existing social and political practice on their implementation, the corruption of the authorities, their irrespon- sibility and the absence of effective mechanism of control over authority representativeselected by people remain unsolved.Conclusions of the research. The conducted analysis allows the authors to conclude that the carrying out of planned reforms, realization of which will help to fix the European standards in society, the educational work among people about formation of psychology of full responsibility of what is happening in the state, including overcoming psychology of inferiority and formation of psychology of public people, responsible for themselves and their country, oriented on participation in democratic transformations, in the process of the state reformation and development of civil society institutions, in protection of citizens interests; people who will to find their own means of participation in social and political life and relationships with the authorities and, finally, to build a prosperous European society.
