Social Innovation in a Sustainable Development System

The article considers the features of social innovations, by which we mean new methods, ways of achieving social result in accordance with the goals of society for a fuller use of human resources. To analyze the impact of social innovations on sustainable development, it is advisable to divide them into two groups. Social innovations of the first kind include public and private transactions that are aimed at improving human capital. Social innovations of the second kind involve consideration of external social effects arising from any innovative activity. In the new interpretation, the innovative trajectory of sustainable development can be represented by the following sequence: new advanced technologies, new competitive goods demanded in the world market, new local and global markets, new organizational forms, institutions and approaches to regulation of innovative activity, new methods, ways to achieve social result in accordance with the purposes of society on more complete use of human resources.

A digital turn for urban management? Residents' perception and utilisation of the digital property address system in Accra, Ghana

Rapid urbanisation and its associated challenges in Global South countries have necessitated the use of digital technologies in urban management. Key to their successful utilisation for urban management is residents' perceptions and utilisation of these technologies. Yet, little attention has been given to this area of research. Using data gathered from a cross-sectional survey in three suburban communities, the study examined residents' perceptions and utilisation of the digital property address system (DPAS) in Accra, Ghana. The findings revealed that residents understand the benefits of the DPAS. However, residents’ perceived benefits, usage and challenges varied by socio-demographic groups. More importantly, the findings revealed that the use of the DPAS is beset with operational difficulties and non-use by government agencies. To ensure that digital technologies such as the DPAS provide opportunities for sustainable, inclusive, and resilient development trajectories in Ghana and Africa, it is imperative that residents' use and challenges of such technologies inform improvements in their design and implementation.

Assessing the United Nations sustainable development goals from the inclusive wealth perspective

The statement of sustainability in the sustainable development goals (SDGs) framework needs to be supplemented by a formal proof that intergenerational well-being also improves. This is the first study that aims to provide empirical evidence that links the progress of the SDGs and the changes in well-being, which are proxied by the SDG Index and the Inclusive Wealth (IW) Index, respectively. We propose an SDGs-wealth model which was analyzed using a machine learning method involving a balanced panel of 147 countries for 2000–2019. We find a strong correlation between wealth and the SDGs, with Goals 12, 13, and 7 being the most significant predictors of wealth. In contrast to Goals 12 and 13, we find a positive correlation between Goal 7 and the per capita IW Index, suggesting that promoting affordable and clean energy is beneficial for wealth accumulation. Quite the opposite, fostering responsible consumption and production and climate actions might be detrimental to wealth. We also find an alarming result for 50 countries in our study since they have deviated from the sustainable development trajectories either in the short or long run. Our study suggests that to achieve sustainable development, instead of focusing on the complex interactions among the SDGs, policymakers should put a stronger focus on improving IW.

Strategic scenarios of post-war recovery of sustainable development of Poltava region of Ukraine: innovative and environmental aspects

The state and strategic scenarios of restoration of sustainable development of Poltava region of Ukraine in the post-war period are studied. To develop a strategic plan for the recovery of the Poltava region, a modern methodology of strategizing (scientific and strategic foresight) is used according to the principle “the future is determined by the trajectory into the future” and three strategic scenarios have been developed until 2027: realistic, optimistic and the scenario of entering the optimal zone of the EU countries, which correspond to the average annual growth rates of real GRP -4.94, -0.72 and 4.1%. The contribution of innovative factors to the economic growth of the region was determined using the modified Cobb-Douglas function and the Solow residual method, which prove the averaged contributions to economic growth: scientific and technological progress STP -3.7; labor 3.1; capital 0.38; production manufacturability 1.57; innovations 0.31%. The strategic dynamics of indicators of innovation and environmental safety on the trajectory of sustainable development are scientifically substantiated and the main threats are identified. The proposed methodology of adaptive response to threats of the environmental subsystem gives possibilities to preserve its stability and balanced sustainable development.

Uneven Progress Toward Sustainable Development Goals Reveals Urgency and Potential for Green Belt and Road Initiative

The “Green Belt and Road Initiative” (GBRI) is China’s international cooperation strategy aimed at expanding international collaborations between China, Asia, and Europe through regional trade, policy dialogue, and cultural exchange in order to promote the achievement of sustainable development goals (SDGs). Identifying the development characteristics and deficiencies of Belt and Road countries is critical to investment and policymaking decisions. Here, we incorporated progress evenness across SDGs based on biodiversity measurements to establish a comprehensive assessment system and evaluated the sustainable development status and trajectory of Belt and Road countries from 2017 to 2021. Our results suggest that, although most countries have experienced progress toward SDGs, disregarding evenness among goals tended to result in the overestimation of the current achievements and ignore regional gaps. Economically developed member countries in the Organization for Economic Co-operation and Development (OECD) were more successful in achieving SDGs, but they also faced development bottlenecks owing to uneven development among the 17 goals, with particular shortcomings in goals related to climate actions. However, many countries with relatively poor economies, mostly in Central and Southeast Asia, performed well on eco-environment-related SDGs. Therefore, complementary collaboration among countries may provide a green development pathway to rapidly promote the achievement of SDGs in the Belt and Road region, which emphasizes the urgency and potential for the GBRI. In essence, while uneven development is a tremendous challenge for Belt and Road countries, it presents an opportunity to enhance regional cooperation in support of the GBRI.

МЕХАНІЗМ ЗАБЕЗПЕЧЕННЯ СТАЛОГО РОЗВИТКУ ПРОМИСЛОВИХ ПІДПРИЄМСТВ УКРАЇНИ

To enter the trajectory of sustainable development, Ukraine needs effective management mechanisms aimed at significantly increasing innovation activity, intellectualizing the main factors of production, as well as creating production and economic systems capable of ensuring GDP growth and a new quality of life of the population on an innovative basis. Scientific views of the problem of developing mechanisms for managing the sustainable development of enterprises in the real sector of the economy are quite fully represented in the scientific works of famous scientists. In addition to approaches to determining the elements of enterprise management mechanisms on an innovative basis, in the theory and practice of management, many approaches have been developed to ensure the sustainability of industrial enterprises as the basis for the competitiveness of the national economy. However, there are certain gaps in the coverage of issues related to the creation of a mechanism for ensuring the sustainable development of companies in an unstable geopolitical situation. Therefore, the issue of improving the mechanism for managing the sustainable development of enterprises regarding a holistic approach to their functioning in the national economy and ensuring a synergistic effect in solving strategic tasks of the real sector of the national economy is extremely relevant. The aim of the study is to improve the theoretical and methodological foundations of the concept of creating a mechanism for ensuring the sustainable development of industrial enterprises in Ukraine in an unstable geopolitical situation. Methods and tools for sustainable development management have been identified, allowing to identify the sources, nature and directions of change to ensure sustainability; the definition of the category "mechanism of sustainable development management" has been clarified; Ukraine now occupies an international place in terms of key economic indicators; an improved mechanism for manag- ing the sustainable development of industrial enterprises, which will contribute to an innovative increase in the level of competitiveness of the national economy and the quality of life of the population in accordance with global transformational trends. The main factors in the process of which there is an important aspect of sustainable development of Ukraine for the analysis and determination of the volume of investments, including the structure and dynamics of foreign investments, are identified and analyzed. Key threats to globalization that could hinder sustainable development have been identified. Based on the study, the main (strategic) stages of ensuring sustainable development of Ukraine are proposed.

The trajectory of sustainable development of the education system of the Republic of Belarus in the context of the formation of the information economy

The purpose of the work is to determine the optimal trajectory for the development of the education system of the Republic of Belarus in the conditions of the formation of an information society. In the work the author's consider the evolution of the education system in the context of institutional transformations related to technological development in convergence with the development of socio-economic interactions; additionally the author's systemize the indicators of the development of the education system in the Republic of Belarus for 2017-2021 as the basis for the generation of the intellectual capital of the information economic system and the basis for its further digital transformation; the author's calculate a generalized average growth rate of indicators of the system of education and generation of intellectual capital in the Republic of Belarus for 2017-2021 and propose an integral indicator of its capacity. The author's create the model of the dependence of the Education Index of Belarus as a part of Human Development Index and the indicators of the development of the system of education, generation of intellectual capital; the author's give recommendations for improving the Human Development Index of Belarus as the part of the general methodology for the development of an information economy.

Environmental and socio-economic aspects of sustainable development in Kyzylorda Region

In this article the ecological-socio-economic aspects of sustainable development of Kyzylorda region are investigated. In the author’s work scientific aspects to the study of sustainable development of the region, the urgency of which is due to the need for greening the economy and adopted by the UN Sustainable Development Goals for 2016-2030 years are argued. In this regard, the source determining the basis of a broad assessment, was the general use of methods of inter-regional and inter-sectoral comparisons. Background information of the study is formed by the data of the official statistical reporting. The objectives of the study are aimed at approbation of a general assessment, through which it is possible to identify not only the level, but also its socio-environmental and economic balance. The article argues the composition of the fundamental indicators for the principal components of sustainable development: economic, environmental and social. The paper outlines the trajectory of sustainable development of Kyzylorda region, conducted with the help of a matrix of aggregate analysis, which combines studies of the level of development of the region with assessments of the degree of socio-environmental-economic balance. The study made it possible to identify the main problems of the region and steadily manifesting dynamic socio-environmental-economic discrepancies, which will require rational and effective interventions from the state authorities.

A Longitudinal Study of EFL Teacher Agency and Sustainable Identity Development: A Positioning Theory Perspective

This study reports on a longitudinal narrative case study of Lin, a tertiary level EFL teacher in China, exploring how she exercised her agency and achieved sustainable professional identity development in different phases of her career. Based on narrative data primarily from three rounds of semi-structured interviews and other sources of data, and drawing on the positioning theory, this research was designed to uncover the complex relationships between agency and professional identity transformation in an English teacher’s sustainable professional development trajectory. The analysis of Lin’s narratives was organised into three stages: the initial stage of negotiating exploited and marginalised teacher identities, then becoming a student again, and, finally, reconstructing professional teacher and researcher identities. The findings suggest the significant role of consistent individual agency in an EFL teacher’s negotiation and reconstruction of professional identities. The results also support the existing literature in revealing that identity is not a static or fixed notion, but rather a dynamic and ongoing process that is affected by a range of internal and external factors. The research also shows the vital role of teachers’ emotions and emotion regulation in the agency enactment and identity development. This study has important implications for language teacher agency and identity research. In particular, it may shed light on language teachers’ sustainable professional development, which is crucial in ensuring the pursuit of sustainable development in education and many other sustainable development goals.

A strong sustainability approach to development trajectories

Sustainable development trajectories are at the heart of many policy debates: CDN and Net Zero trajectories, just transition, climate justice, biodiversity inclusion, etc. These trajectories mostly propose a nexus approach combining climate, ecological, social, technological, economic, and political aspects. In this paper, the authors propose a suite of three guiding principles, inspired by a strong sustainability approach, to construct sustainable trajectories: (i) the a priori refutation of substitutability; (ii) the need to construct multidimensional diagnostics and analyses highlighting synergies and tensions between different indicators; and (iii) the recognition of the importance of building a social construct on the desirable ‘good condition’ and on the trajectories to reach it. They then show how these principles can be applied in different disciplines and help policymakers in constructing development trajectories.

The purpose of the research is to explore the content of the concept of "sport" as a socio-economic practice and its place in the modern management system in order to improve methods and tools for achieving the trajectory of sustainable development. Materials and methods of the research. The results are obtained on the basis of the synthesis of the system method and the process approach. It is based on the priorities of state policy, the study of current problems and world experience.

Strategic Scenarios of the Post-War Recovery of the Aviation Transport Sustainable Development: The Case of Ukraine

The state and strategic scenarios to recover the sustainable development of air transport in Ukraine in the post-war period are studied. Research is fulfilled with the scientific justification of quantitative indicators and macro-indicators of maintaining the trajectory of sustainable development in the medium-term perspective. The starting point of strategizing is the concept of sustainable development in the safety dimension as a management construct that contains a general systemic view of the ways to transfer from the current state of the management object to the desired one and includes the stages of identification and strategizing. Identification involves an integral convolution with dynamic weighting coefficients and a formalized justification of the limits of safe existence. A new methodology is used for strategizing, which, unlike classical forecasting methods (the past determines the future), uses the principle "the future is determined by the trajectory into the future" and is based on the method of adaptive regulation from the management theory. According to the defined methodology, three strategic recovery scenarios were developed with the annual rates of growth of real aviation transport: realistic – 4.5%; optimistic – 7.2% and the scenario of entering the optimal zone of the EU countries – 10.4%. The resulting dynamics of components, indicators and macro indicators is, in fact, a strategic plan for the post-war recovery of the economy and entering the path of sustainable development. Threats are identified and institutional measures are proposed for airlines and national systems of airports and airfields, air navigation services, aviation industry, aviation education and science of Ukraine. The strategic orientations of the environmentalization of air transport of Ukraine in the post-war period and the strategic priorities of the recovery of the air transport infrastructure were formulated, and the necessity to pursue a course towards carbon neutrality was proved.

ACHIEVEMENT OF THE SUSTAINABLE DEVELOPMENT GOALS (SDG) IN PORTUGAL AND FORECAST OF KEY INDICATORS UNTIL 2030

In the current economic, social and political context, maintaining a stable trajectory of sustainable development, and thus achieving the UN Sustainable Development Goals, must be the central objective of every European country. The aim of this paper is to evaluate the level of achievement of the Sustainable Development Goals (SDGs) in Portugal, given that there were no similar published studies. The data used in the research was compiled from European Statistical Office – Eurostat, from 2007 until the most recent reports, and were processed and interpreted based on dynamic indices and time series forecasting (ARIMA model). Research results predict 57.50% achievement of the SDG targets, placing Portugal in the ranks of EU countries with high performance in terms of sustainable development and transition to a low-carbon economy.

Quality of strategic management under ambiguity: Assessment within the framework of sustainable development

Amidst a high and increasing level of ambiguity, the quality of strategic management when ensuring the achievement by an enterprise of a sustainable development trajectory becomes particularly important. The issues of formation and efficient implementation of the strategic management mechanism bring into focus the task of finding tools for assessing the quality of strategic management. Meanwhile, the agenda of developing the tools to assess the quality of strategic management of an enterprise from the standpoint of achieving a sustainable development trajectory under ambiguity remains poorly understood. In this regard, the purpose of this study is to improve the quality of strategic management of industrial enterprises operating under uncertainty by developing and testing on the example of individual enterprises of the Donetsk region a toolkit for assessing the quality of strategic management in the context of an enterprise achieving a sustainable development trajectory. To reach this goal, this study uses a synthesis of systemic, cybernetic and synergetic approaches. For this purpose, within the framework of the study, a conceptualization of the main notions was carried out and theoretical and methodological approaches to the interpretation of the notions of “strategic management,” “sustainable development” and “strategic uncertainty” were proposed. Based on the author’s approaches to the interpretation of the main notions, it was suggested to assess the quality of strategic management in terms of the goal of such management, which is to achieve a sustainable development trajectory. Using the author’s approach, an assessment was made of the quality of strategic management of industrial enterprises in the Donetsk region in the context of their achievement of sustainable development. Approbation of the proposed tools led to the conclusion that the integral assessment indicator for all analyzed enterprises did not have an unambiguous and unidirectional downward trend. The foregoing indicates the absence of a stable trend towards the attractor for the analyzed period for all the enterprises in question, which makes highly topical the search for reserves to increase the efficiency of strategic management of industrial enterprises in the Donetsk region, which constitute the prospect for further research.

Gestão da sustentabilidade em cidades: uma perspectiva considerando a atuação de redes da sociedade civil no processo de análise de políticas públicas

Abstract Alongside the consolidation of the multicentric model of public management, new forms of organization have been structured to act in the public policy process, seeking to contribute to the development of the policies’ contexts and to direct this development toward a more sustainable trajectory. This research analyzes the relationship between civil society and the state, investigating how civil society networks aimed at sustainable development in cities act in the public policy analysis process. We studied four cases through an interpretative data analysis, researching how they act in the stages of problem identification, agenda setting, and formulation of alternatives. We concluded that the networks act in the three stages, and their contributions are represented by diagnoses about the city, events to debate themes, and explicit advocacy work with public managers. We assess that the systematized approach and the technical bias adopted by these networks contribute to them being considered an instance of support for local management by providing useful information to direct cities toward a more sustainable development trajectory.

Современное состояние и перспективы обеспечения трудовыми ресурсами сельских территорий региона (на примере Волгоградской области)

The paper presents the characteristics of rural areas as complex natural and economic systems that perform important functions for the state. The article shows the role and influence of agrarian reforms on the state of agriculture, which is the basis for development rural areas, and, as a consequence, on the state of the social infrastructure of the village are shown. The importance of problems’ solution of rural areas’ achievement on the trajectory of sustainable development is confirmed both by the state policy implemented in the Russian Federation and by a significant number of scientific research in this area. The article contains a number of statistical data, on the basis of which the authors made conclusions about the presence of a whole complex of problems that not only were not solved despite the measures taken, but also are aggravated in a number of cases, what significantly reduces the level of quality of life in the countryside, including Volgograd region. The article examines the main factors under the influence of which the provision of rural areas of the region with labor resources is influenced. They are “aging” of labor resources, decrease in the number of economically active population, essence of modern migration fr om rural areas to cities wh ere the largest part has student youth. The paper mentions integrated the need for the development of the agricultural sector of Volgograd region, other new types of businesses, non-agricultural sector of rural areas for welfare growth of the population, reduce social tension. It seems important to resolve the issue of conditions’ creation which can be necessary for the attraction of young specialists to the countryside.

Public debt and development sustainability issues in the West African Economic and Monetary Union (WAEMU)

This article analyses the impact of public debt on sustainability as measured by the genuine savings indicator covering the period from 2004 to 2018. The methodology adopted is based on dynamic panel generalized methods of moments (GMM). The results after estimation show a negative and significant contribution of public debt to the WAEMU countries’ development sustainability. However, we note that an improvement in institutional governance, an increase in health expenditures and climate change expenditures contribute significantly to putting these countries on a sustainable development trajectory.

Ecosystem Services Assessment for the Conservation of Mangroves in French Guiana Using Fuzzy Cognitive Mapping

In 2016, the French government adopted a law for biodiversity, setting an objective of protecting 55,000 hectares of mangroves. This objective is particularly important to French Guiana, which shelters almost 60% of French mangrove ecosystems, and where mangroves occupy three quarters of the coastline. The coast of French Guiana is also where issues associated with demographic and economic dynamics concentrate. There is thus a need to plan for an economic development that is compatible with the objective of protecting mangrove ecosystems. Ecosystem services (ES) assessment can support such decision-making, informing on the costs and benefits associated with alternative mangrove conservation strategies. While the many services provided by mangrove ecosystems are well documented worldwide, the extent to which these can be encountered in the specific case of French Guiana is currently only very partially known. Relying on the Fuzzy cognitive mapping (FCM) approach, we collected and compared the perception of multiple and heterogeneous groups of stakeholders, of the functioning of the mangrove social-ecological system at the scale of French Guiana. Results, allow to identify mangroves ES and threats particularly influenced by the high sedimentary dynamism of the shoreline. This generates two distinct components of the mangrove social-ecological system: mud banks where ecosystem services are spatially and temporally unstable, and associated with perceived constraints for key coastal activities, and estuarine mangroves where the ecosystem services usually described in the literature on mangroves can be found. Disservices associated with mangrove ecosystems were also identified as a key interaction. This can inform the research needs that should support sustainable development trajectories, fully accounting for the protection of French Guianese mangrove ecosystems.

SOME ASPECTS OF FINANCIAL ANALYSIS ACCORDING TO REPORTING INDICATORS

An important characteristic of the functioning of any economy is its stability, which expresses the ability of the economic system of the country to resist, adapt and recover from the effects of negative external influences. Timely response of the system to the changes taking place can help reduce the severity of the crisis situation and increase its resilience. The aim of the work is to study the definition of theoretical aspects of the stability of the economic system and the disclosure of factors that affect it. The article reveals the concept of system as a general scientific concept, which is defined as a set of interconnected and properly arranged elements of a particular holistic formation. The concept of economic system is defined as a set of interconnected and appropriately ordered elements of the economy that form a certain integrity, the economic structure of society, which has a common goal. The views of various scholars on the interpretation of the concept of sustainability are analyzed, and a generalized definition is established as the ability of the system to independently maintain balance between the components of the internal environment under the influence of external influences. The groups of systemic stability, which are inherent in socio-economic regional systems, have been studied. Factors that may affect the economic stability of systems are considered. It was found that the task of maintaining the stability of the system is to use the complex interdependence of various factors and processes, to launch mechanisms of self-organization and bring the system on the trajectory of sustainable operation and development. Assessing the impact of factors on the stability of the economic system can be done using the analysis of indicators that relate to both external and internal environment. Alan Limited Liability Company was selected to carry out the analysis of industrial economic stability. Based on the data of the financial statements, the calculation of stability at the enterprise level was carried out and the level of probability of bankruptcy of the considered company was investigated. The authors’ opinion on the transformation of Ukraine’s economic model from export-oriented to foreign-sustainable is studied, for which one of the steps should be the development and implementation of the State Strategy for Internal Market Development.

An integrated analysis of enterprise economy security

With the complication of the business environment of commercial economic activity, competition intensifies, which threatens the bankruptcy of enterprises, the prevention of which requires quality monitoring and timely identification of crises using methods of comprehensive assessment and analysis of economic security. This research is aimed at conducting component-by-component and, as a result, integrated assessment of the state of economic security of the enterprise. Methodological research tools include analysis of the main components, causation and vector regression modeling. A resource-functional security model is developed (which consists of partial indicators and components of economic security of business) and a resource-functional approach to calculations is also applied. Using the data of the expert survey, the values of indicators of structural components of economic security of the enterprise are determined. Using the resource-functional approach, the integrated values of sub-indices and the integral values of the general level of economic security of the enterprise are calculated. According to the results of the assessment, it is established that the integrated level of economic security of the enterprise is 7.04 (sufficient level of security). However, the components of economic security identified critically low values, namely - the financial component (0.452), the information component (0.554), the institutional and legal component (0.647). The results of the study are of practical value for the development of technological schemes - algorithms for strengthening the financial, informational and institutional and legal security of the enterprise, making sound (using economic and mathematical tools) management decisions to ensure the trajectory of sustainable economic development.
