TRAINING REQUIREMENTS FOR PERSONNEL WORKING IN THE AREA OF PHYSICAL CULTURE AND SPORTS IN THE UDMURT REPUBLIC

The situation with the staffing of the industry “Physical culture and sports” in the Udmurt Republic according to the state statistical reporting for the last 5 years and, in this regard, the process of personnel training in the framework of the direction 49.00.00 “Physical culture and sports” in the Udmurt Republic as a whole and in the Udmurt State University, in particular, is considered. Using the platform of the Google Forms resource, the authors conducted a survey of 80 organizations-employers in order to form a system at the university that provides training of qualified personnel in physical culture and sports. According to employers, in the interpretation of the authors, the system should include: fulfillment of the requirements of the Federal State Educational Standard of the direction 49.03.01 “Physical culture”; requirements of professional standards in the field of physical culture and sports; rating of competencies from employers; practice-oriented approach to teaching in the process of organizing practices and studying sports and pedagogical disciplines. In addition, the authors have systematized and generalized proposals for the formatting of work with applicants and graduates in order to retain personnel in the physical culture and sports organizations of the republic.

BRINGING A HEALTHY AND DEVELOPED GENERATION PROFESSIONAL IN THE FIELD OF PHYSICAL TRAINING AND SPORTS THE NECESSITY OF PERSONNEL TRAINING

This article studies the effective factors that protect the healthyoutlook of the population, the preservation of physical and spiritual health, thestrengthening of physical health, the training of qualified personnel in the field of physical education and sports, as well as protecting young people from harmfulhabits.

Professional training of doctors: opinions of experts on problems of the educational process. (Part 1)

Among the key goals of the National Project "Healthcare" is provision of State (municipal) medical organizations with qualified medical personnel. Achievement of this goal largely depends on the quality of medical personnel training. At the same time, noticeable changes have been taking place in the medical education system in recent years: they concern regulatory and legal framework of medical and educational activities, technical equipment and conditions of economic activity of universities, etc. The changing socio-economic context has an impact on both university applicants, their motivation, and those who train future doctors. The article presents an analysis of the results of the study "Development of the human resources potential of the Moscow healthcare" carried out in 2019 under the auspices of the Moscow Healthcare Department, which addressed both the quantitative aspects of the staffing of medical organizations subordinated to the city, and the quality of medical personnel issues concerning professional training. Information on the quality of graduates from medical universities and the factors determining it was obtained through a series of in-depth structured interviews with experts, who were representatives of the capital's medical universities and chief doctors of medical institutions. In the course of the survey, experts expressed their opinion about all factors affecting the quality of medical education: the level of training and motivation of applicants; characteristics of the teaching staff; organization of the educational process, etc. Analysis of the expert opinions testifies to ambiguity of the situation in medical education. The positive aspects include the growing interest in obtaining the profession of a doctor and the demand for knowledge, as well as some improvement in the remuneration of university workers, which has a positive effect on the filling of pedagogical vacancies and the social well-being of teachers. At the same time, practically in each of the components of the quality of medical specialists training — in methodological support, technical equipment, the possibility of obtaining practical skills by future doctors — there have been found problems that require solution.

Construction of Internal Quality Assurance System in Undergraduate Level Vocational Colleges

With the continuous development and progress of modern society, people pay more attention to the quality construction in the field of education. The continuous development of education reform, to a certain extent, provides more abundant teaching methods for the field of higher education in the new era, but it also means that higher education teaching is facing greater challenges. Therefore, higher vocational colleges should constantly improve the curriculum teaching planning of relevant majors according to the development situation of modern society and the latest teaching standards of education reform, build a more targeted quality assurance system, and provide sufficient guarantee for improving the quality of personnel training in an all-round way.

Engineer-economists for mechanical engineering: from professional standards to training of qualified personnel

The Russian machine-building industry is faced with the task of technological breakthrough and bringing high-tech competitive products to the world markets. The results of the study of indicators and prospects for the production of civilian products by the defense industry enterprises of the Ural Federal district demonstrated the urgent need of enterprises for specialists in Economics and production organization with engineering and economic competencies. The project of the professional standard «Engineer-economist of a machine-building organization» and the approach to the organization of training of specialists by universities are proposed.

Difficulties and Countermeasures of College Students’ Innovation and Entrepreneurship Education Under the Background of “Internet plus”

Appropriate innovation and entrepreneurship education in Colleges and universities can effectively promote the reform of teaching mode and improve the quality of personnel training. With the emergence of “Internet plus”, it is inevitable to combine Internet and innovative education organically. Based on the existing literature and field research in some universities, this paper points out the predicament of the innovation and entrepreneurship education of College Students under the background of “Internet plus”, expounds the function and significance of innovation and entrepreneurship education for university graduates, and
 puts forward some innovative suggestions for the construction of university innovation and Entrepreneurship education system and the cultivation of students’ innovative ability.

Relation between Russian Universities and Regional Innovation Development

The innovation economy is the main direction for Russian’s regional development. It is important to understand organizations that utilize new technologies will determine the significance of innovations. Innovation is changing under the influence of society—the basis for the development of the society is knowledge transfer, and this is one of the most important tasks of the higher education system. In this regard, universities can be considered a factor in innovative development. In this article, the authors hypothesize a link between regional and university indicators. We assume that universities, as part of the regional innovation system, affects the effectiveness of this system. We believe that it is necessary to single out a system of indicators that can be used for analysis, which allows us to determine the efficiency of the region in terms of contribution of universities to its development—because, at the moment, there is no official methodology. The purpose of this study is to determine which indicators are significant for assessing the efficiency of the region, taking into account the activities of university complexes. We will evaluate the efficiency of regional innovation in the region using a data envelopment analysis (DEA). The research objects, or decision-making units (DMU), will be represented by 85 regions of the Russian Federation. A complex of universities operates in each region, and there is a list of socio-economic statistical indicators based on their performance over the past years. There are similar statistical results on the innovative activity of the regions. Thus, we will use the indicators of the complex of universities in the region as initial resources for analysis (2011), as well as indicators of the innovative development of the region as a result of the introduced resources (2018). A time lag of six years is justified by the end of the crisis, and the many factors affecting the activities of universities and regions. For example, increased funding for scientific activities of universities encourages small innovative enterprises within universities. As a result, we were able to identify the level of efficiency, and identify factors that are of greater importance in the resulting model. The findings of the study highlight the importance of educational organizations in the regional innovation system, and encourages alternative interactions between universities and the region, such as joint research and development, training of qualified personnel, and other channels.

Problems and Countermeasures: Professional Cognition of Ideological and Political Education Major Students

The cognitive level of students majoring in ideological and political education directly reflects the construction of ideological and political education and the quality of personnel training, which is an important basis for further promoting the development of ideological and political education. From the dimensions of channel, degree, and behavior of cognition of ideological and political education major, we know that students of ideological and political education major have some problems in professional cognition, such as low starting point of cognition, low degree of cognition, single-channel of cognition, etc. We also try to strengthen the professional cognition of students of ideological and political education major from the aspects of correcting professional attitude, improving professional interest, strengthening professional cognition education, strengthening professional construction, personnel training and ideological guidance, etc., and further enhance professional identity, so as to better promote the construction and development of ideological and political education major.

Research on the Construction and Characteristic Development of College English Teachers Based on Big Data Analysis

With the urgent need for applied talents in foreign-related languages in China, the importance of English is also increasing. The construction and development of English teachers in colleges and universities is related to their English teaching level. Therefore, colleges and universities should actively solve the problem of the construction and development of teachers’ team based on big data analysis. The construction of teachers’ specialization is the foundation for the survival of higher education. The work of colleges and universities should closely focus on the construction of teachers’ specialization and actively explore and think about the effective connotative development model based on big data analysis. Therefore, on the basis of deeply exploring and exploring the characteristics of teachers’ team construction in private colleges and universities, exploring the connotative development mode of teachers’ team construction is conducive to the survival of colleges and universities, the overall improvement of teachers’ quality and the level and quality of personnel training.

The role of universities in the realization of opportunities and curbing threats to innovative economic development – expert opinions

Purpose. Defining the role of universities in realizing opportunities and containing threats to the development of an innovative economy related to training and scientific and practical cooperation. Identification of peculiarities of views of different institutional groups of society on the characteristics of innovation economy.Methodology. The study was based on an expert method. In total, 106 experts representing four institutional groups took part in the assessment of opportunities and threats: representatives of banks, business of the real sector of the economy, authorities, faculty of universities. The evaluation is carried out on 18 possibilities formulated by experts and 19 threats from which positions are selected, which are influenced by the state of personnel provision and interaction of universities with organizations of the real sector of the economy. A fuzzy logic set was used to process the results.Results. As part of the development opportunities of the innovative economy, two are directly related to the training of qualified personnel and seven – to the scientific and practical cooperation of universities, research institutes, enterprises of the real sector of the economy. In the composition of 19 threats – four are caused by insufficient qualification, weak state support of specialists. The positions of experts within the groups are in most cases sufficiently harmonized. There are significant differences between the estimates of different groups. All expert groups assessed threats higher than opportunities, which couldbe considered a pessimistic attitude to the prospects for the development of an innovative economy. Among opportunities as the most significant are recognized: the state support of talented scientists and experts in the field of scientific, scientific and technological and innovative activity; State support for small innovative enterprises. Threats include low budget funding for academic science and higher education; Lack of the necessary legal framework to protect intellectual property owners; Lagging behind in the training of personnel with competencies adequate to the requirements of an innovative economy; «Brain drain» of current and potential developers of technological and product innovations.

Ways of improvement military-combat activity of law enforcement units in Ukraine

The article analyzes the features of service and combat activities of law enforcement forces in Ukraine, mistakes were made during the professional training of personnel. The concept of essence and maintenance of service and combat activity of law enforcement agencies depending on their specificity is given. The description of the directions of improvement of service and combat activity of law enforcement forces in Ukraine is carried out, the substantiation of advantages and disadvantages of these directions in modern conditions is given. Emphasis was placed on improving the service and combat activities of law enforcement forces in Ukraine through the wider application of international regulations and sources of international law, especially those UN General Assembly resolutions on the conduct of law enforcement officials and the basic principles of force and firearms by officials. to maintain law and order, which may vary depending on the national legal system. An analysis of violations of the law committed in the performance of certain combat missions, which mostly occur in cases where law enforcement officers and servicemen in the performance of urgent actions are guided only by the early detection or cessation of offenses, detention or delivery of offenders, restoration of violations. citizens, elimination (minimization) of the consequences of a certain emergency situation. It is noted that in most cases illegal actions are manifested in unreasonable restrictions on the rights and freedoms of citizens, unjustified inspections, detentions and searches, biased, untimely or incomplete information about the results of measures taken, and sometimes - drawing up documents with inaccurate data and falsification of evidence. In view of this, it is necessary to develop theoretical and practical problems of combat training in the framework of the action plan for the implementation of the concept of law enforcement, which provides for the improvement of the existing training system. Fundamentally new requirements for the quality of personnel training require a revision of the existing model of service and combat training in educational institutions with specific training conditions.

Чинники інтелектуалізації розвитку української економіки у глобальному середовищі

The development of globalization processes poses new challenges to the countries of the world, primarily related to the gradual transition to the knowledge economy and its implementation in the face of today's challenges. On the one hand, the formation of the knowledge economy takes place in the context of globalization and liberalization of legislation, and on the other - this transition is accompanied by the desire of states to strengthen control over strategically important areas, including areas of intellectual potential. Expanding the possibilities of using intelligence as a basis for qualitative economic growth is becoming one of the key prerequisites for the success of the economy and assessing its leadership potential in these conditions. Changing the qualitative basis of economic development requires a rethinking of the role of intelligence in the management process, which, in turn, raises the issue of intellectual potential and the effectiveness of its implementation. The analysis of the structure of Ukraine's economy shows the urgent need for its qualitative restructuring, given the processes of global intellectualization of production. Significant intellectual resources accumulated in Ukraine, however, do not receive sufficient capitalization. Such indicators are the result of the lack of scientific and innovative spheres among the priorities of the state development, which is unacceptable in the conditions of transition to the knowledge economy and building an efficient economy. The intellectual potential of Ukraine is formed by many factors, including the scale and structure of training of specialists with higher education and research staff. The level of structure, structure and quality of scientific personnel training have the greatest influence on the level of technological readiness. Indicators also include: the network of organizations, their structure, level and structure of funding, the number and structure of scientific training, the number of researchers and their share in the structure of the labor market.

Thinking about the Practical Teaching Reform of Equipment

This paper focuses on the demand of equipment application guarantee for talent cultivation under the new situation, researches on the practical teaching reform of equipment, analyzes the necessity of practical teaching reform of equipment under the new situation, probes into the current situation of equipment teaching practice, and based on this, studies in-depth the thinking and direction of practical teaching reform of equipment from the perspective of teaching mode, teaching platform construction and teaching team construction and other three aspects put forward specific reform measures to provide reference for the comprehensive plan of practical teaching reform of equipment, so as to promote the quality of teaching and personnel training.

Features of the Development of Rural Tourism in Russia

Rural tourism in Russia is determined by established traditions, the peculiarities of the agricultural sector and share of rural population in total population.The National Association of rural tourism organizations has been created in Russia. Rural tourism clusters have also been created as a basis for developing infrastructure. The government supports the projects of small and medium-sized businesses with subsidies and preferential loans with the creation of a tourism cluster. However, the problem of information security, the standardization of the service and the evaluation of service quality in rural tourism, transport accessibility, training of qualified personnel have not been solved yet.

Low-Cost I–V Tracer for PV Modules under Real Operating Conditions

Solar photovoltaic technologies have undergone significant scientific development. To ensure the transfer of knowledge through the training of qualified personnel, didactic tools that can be acquired or built at a reasonable price are needed. Most training and research centres have restrictions on acquiring specific equipment due to its high cost. With this in mind, this article presents the development and transfer of a low-cost I–V curve tracer acquisition system. The device is made up of embedded systems with all the necessary hardware and software for its operation. The hardware and software presented are open source and have a low cost, i.e., the estimated material cost of the system is less than 200 euros. For its development, four institutions from three different countries participated in the project. Three photovoltaic technologies were used to measure the uncertainties related to the equipment developed. In addition, the system can be transferred for use as an academic or research tool, as long as the measurement does not need to be certified. Two accredited laboratories have certified the low uncertainties in the measurement of the proposed system.

On improving training mechanisms teaching staff and prospects for targeted learning in the interests of universities

The article reveals the main trends and staffing impediments in higher educational institutions based on the analysis of legislation and standards, academic literature, statistics and the available management experience of educational activities in engineering training areas. The targeted training attributes as a framework for vocational training management are also specified in the paper. Shortage of academic staff capable to use the efficient advanced technologies for rebuilding the training process quickly under changing both labor market environment and students’ interests is one of the main factors that today compromises the quality of highly qualified personnel training for the national economy causing serious concern of higher education authorities and educational institutions administration. The lack of interest of academic staff to conduct scientific researches due to on the one hand, by the increased competition for grants, targeted subsidies for fundamental and applied research and the inability (lack of skills) of many applicants to apply for funding correctly and timely, on the other hand contributes to low indicators of the research activities. The authors have concluded that the targeted training, which allows organizing the training process for young professionals starting from high school graduates, could be the main framework for recruiting them to teaching and researching positions that is undoubtedly to the benefit of an educational institution.

Pilotaj Bölümü Eğitim Gereksinimlerinin Kano Modeli ile Analizi

Havacılık sektörü, dünyada ve ülkemizde büyük bir hızla gelişmekte ve gelecekte de bu büyümenin devam edeceği öngörülmektedir. Türkiye’de hızla gelişen havacılık sektörüne kalifiye eleman yetiştirmeyi amaçlayan çeşitli üniversiteler ve bölümler bulunmaktadır. Bu bölümlerin en hızlı gelişen ve ön plana çıkanlarından biri “Pilotaj” bölümüdür. Bu çalışmanın amacı Yükseköğretim Kurulu Başkanlığı’na bağlı Pilotaj bölümlerine sahip olan üniversitelerde eğitim alan pilot adaylarının eğitim gereksinimlerinin Kano Modeli ile sınıflandırılıp önem düzeylerinin analiz edilmesi ve öneriler sunularak eğitim kalitesinin arttırılmasıdır. Çalışma karma yöntemle desenlenmiştir. Öncelikle her biri 6 kişiden oluşan 3 farklı odak grup görüşmesi ile öğrencilerin gereksinimleri belirlenmiş ve 287 öğrenciye anket yapılarak ortaya çıkan gereksinimler Kano Modeli ile sınıflandırılarak önem düzeyleri belirlenmiştir. İncelenen 22 gereksinimden; “sınavların ve derslerin birbiriyle tutarlı olması”, “dersin öğretim elemanının alanında yetkin ve yeterli olması”, “uçuş sıralama planlarının takibinin yapılması ve öngörülen planların paylaşılması” ifadeleri ilk üç doğrusal (beklenen) gereksinimler kategorisinde sınıflandırılırken, “dersliklerde derse yardımcı uçuş ekipman veya materyallerin bulunması”, “öğretim elemanlarının derslere konu ile ilgili misafir akademisyen/pilot getirmesi ve tecrübe paylaşımı”, “havayolu firmaları ile eğitime yönelik işbirliği ve mezuniyet sonrası iş imkânları için protokol/anlaşma yapılması” ifadeleri ise heyecan verici gereksinimler olarak belirlenmiştir.

Teaching Supervision of Medical Vocational Colleges under the Background of the Integration of Industry and Education

As a part of higher education, higher vocational education is developing rapidly in China. To build a perfect higher vocational education system and improve the quality of teaching is the most important part of higher vocational education. Under the background of the integration of industry and education, higher vocational colleges should combine with the industry, attach great importance to the work of teaching supervision, give full play to its role of supervision, supervision and management, so as to promote the overall teaching quality and personnel training quality of the school. This paper will analyze the new mechanism and team building of teaching supervision in Medical Vocational Colleges under the background of the integration of industry and education, and explore the importance of teaching supervision to improve the quality of teaching.

Past and present of the Department of Neurosurgery of the Shupyk National Medical Academy of Postgraduate Education (to the 75th anniversary of the creation)

Education. It became one of the first in the world which started educate neurosurgeons.The founder of the department was Professor A.I. Arutyunov. Then it was headed by G.A. Pedachenko and N.E. Polishchuk. During its existence, more than 90 % of Ukrainian neurosurgeons were trained at the department, thousands of articles, hundreds of monographs were published, dozens of doctoral and master’s theses were defended.The Department of Neurosurgery is an integral part of the history of the development of neurosurgery in Ukraine. All employees hope that the department will continue to carry out its obligations to the neurosurgical community and the country for the training of qualified personnel.

Construction of Higher Vocational College Curriculum Diagnosis and Improvement Index System Based on AHP
