Application of crossfit in physical training of law enforcement officers

Military professional activities place significant demands on the training of military personnel during participation in combat operations. Scientific research confirms that the most effective means and method of forming the professional readiness of law enforcement units is the quality training of soldiers in military higher education institutions. It is this training that requires the search for new methods and technologies for organizing forms of physical training with military personnel of all specialties. Scientists consider crossfit to be an effective, popular sport that is important in the development of general physical qualities and maintaining the functional state of a soldier at the proper level, and is rapidly developing among different segments of the population in the world.
 The article examines the professional and motor fitness of law enforcement officers, which ensures the success of military and professional activities. The author assesses the levels of physical fitness of officers and substantiates the relevance of crossfit as a system of a new sport that demonstrates many qualities: strength, agility, endurance, speed, coordination. The possibility of including cross-fit in the system of professional and applied physical training of law enforcement officers in order to increase the level of military and applied readiness of each officer is considered. The effectiveness of cross-fit means and methods in the development of professionally significant strength qualities of students is proved.

Theoretical Analysis of the Problem of Formation of Professional Readiness of Employees of the Ministry of Internal Affairs of Russia to Perform Official Duties

The author considers in detail such aspects in his work, which are devoted to the system of psychological support in the learning process. The study of the influence of the mental health of employees of the internal affairs bodies of the Russian Federation on their work productivity and communication in the service team. The subject of the research in the presented work was the process of professional education and training for law enforcement officers in various conditions. The purpose of the study was to determine the features of the formation of professional skills of employees of the internal affairs bodies of the Russian Federation. The object of the study was the professional skill formed by law enforcement officers in the process of performing official duties. The main conclusions of the study are the assumptions that the readiness of employees of the Ministry of Internal Affairs of Russia is often formed under the influence of various factors, circumstances and conditions. As the main ones, the author identified such as the development of professional motivation, psychological readiness to work in conditions associated with increased loads and peculiarities of service, awareness of the value of human and citizen life, the formation of verbal and non-verbal communication culture, the formation of tolerance to stressful situations, the absence of excessive requirements. The work is based on the analysis of fundamental and modern research on this issue, processing and drafting of modern provisions for training law enforcement officers to perform official duties.

Physical training - as one of the main components of military professional activity of a law enforcement officer

The effectiveness of the performance of official tasks by law enforcement officers depends to a large extent on how well they are prepared for this activity. Among the numerous areas of professional training, one of the most important is the physical training of law enforcement officers. This is due to the diversity of tasks performed, including countering offenders and criminals, stopping their activities, bringing them to law enforcement agencies and detaining them.
 The article deals with the role of physical training in the military and professional activities of law enforcement officers of Ukraine. The military professional activity of law enforcement officers takes place against the background of heavy loads under the influence of environmental stress factors, and constant interaction with citizens and representatives of the criminal environment requires a wide variety of skills.
 The author reveals a direct correlation between the presence of developed physical qualities and successful professional activity. In addition, the most important element of professional training of law enforcement officers is service and combat training, which includes physical training. The peculiarity of physical training is the performance of specially designed exercises, as well as in-depth study of combat fighting techniques. The author determines the dependence of physical fitness and ensuring personal and social security of a law enforcement officer, his/her psychophysical performance and professional capacity.

This article discusses the problem of developing a mathematical model and applying dynamic programming methods to improve the effectiveness of the training process for students in the interests of law enforcement agencies of the Russian Federation in subordinate higher educational institutions, which, within the framework of this article, are considered as a complex organizational system. Currently, due to the existential challenges presented to our country, it is necessary to solve more multifaceted professional tasks by employees of law enforcement agencies in their practical activities. All this requires advanced professional training for solving professional tasks by law enforcement officers who study at higher educational institutions. The training of law enforcement officers in higher education institutions, like any complex organizational system, depends on the objective and subjective parameters that affect the functioning of this system. To this end, in order to increase the effectiveness of managerial decision-making in the process of training cadets of law enforcement agencies, heads of higher educational institutions responsible for improving the quality of the educational process should introduce information systems into the activity that operate on the basis of a mathematical apparatus describing the model of preparing students to perform professional duties. The development of mathematical models involves the use of the apparatus of the theory of operations research, as well as the theory of Markov random processes, in particular, the description of functioning based on processes with discrete states and continuous time and using game theory in order to achieve the necessary practical results is considered.

Effectiveness of take ACTION online naloxone training for law enforcement officers

BackgroundTraining law enforcement officers (LEOs) to administer naloxone is a recommended strategy to reduce overdose deaths in the United States. To achieve this, an evidence-based and scalable naloxone training curriculum that is easy to use and readily scalable is needed. Convenient web-based training is a flexible method for delivering educational interventions particularly for LEOs who have irregular or shifting schedules. This study examined the effectiveness of a comprehensive web-based naloxone training that was created in partnership with LEOs on their knowledge, confidence, and attitudes regarding naloxone.MethodsFrom May 2019 to September 2020, five law enforcement departments from Michigan participated in web-based naloxone training. A total of 182 LEOs (77% male) were in the final sample based on matching pre-and post-test surveys. LEOs were assessed on knowledge, confidence, and attitudes towards naloxone. Negative binomial and Poisson regression was conducted to assess associations between knowledge, confidence, and attitudes towards naloxone before and after training.ResultsSignificant improvements in overdose knowledge and confidence were revealed across all departments with median (IQR) total composite scores for knowledge increasing from 35 (32, 37) to 40 (39, 42) (p < 0.01) and confidence increasing from 18.5 (15, 20) to 20 (20, 25) (p < 0.01). Median (IQR) attitude scores did not change.ConclusionOur web-based naloxone training was effective in improving knowledge and confidence for LEOs but did not significantly improve LEOs attitudes towards naloxone across most departments. The web-based format is readily scalable and quickly disseminated and meets the immediate need for LEO overdose training. Additional intervention is needed to address the negative attitudes of LEOs regarding naloxone.

FOREIGN EXPERIENCE OF BORDER GUARDS’ PROFESSIONAL TRAINING IN THE REPUBLIC OF ESTONIA AND THE SLOVAK REPUBLIC

The article presents the foreign experience of border guards’ professional training in the Republic of Estonia and the Slovak Republic. It has been established that the professional training of border guards in these countries is fully complied with the European model of training of law enforcement officers. A number of common and distinctive features of the professional training of border guards of these countries have been defined. In both countries, the first level of training is ensuring the basic and specialized secondary education in secondary vocational educational institutions. In Estonia, training lasts continuously for 1.6 years, in Slovakia basic training lasts for 10-12 months and specialized training lasts for 4 months. Upon completion of the educational program, applicants receive a Certificate of Complete Secondary Vocational Education (ISCED Level 4A – Complete Secondary Vocational Education) and Specialized Police Education (Level 4). The second and third levels of the training of future border guard officers are bachelor’s and master’s studies, respectively. The first level of higher professional education in Estonia (the so-called “higher professional education”) is provided to future border guards at the Police and Border Guard College, which is a part of the Academy of Security Sciences, the second level is at the Institute of Internal Security, which is also an organizational component of the Academy. There is no border guard specialization at the second level of higher education in the Republic of Estonia (ER). In Slovakia, higher education is provided at the Academy of the Police Corps in Bratislava. The term of study and the amount of study at the bachelor’s and master’s level in educational institutions of both countries are the same. Curricula consist of three blocks of educational disciplines: compulsory, compulsory professional or optional. After completing the training, the students take state exams and defend their qualification papers and receive, respectively, the 5th and 6th level of professional qualification, which is defined by the professional standard of the EU border guard service. Throughout the entire service, border guards of the above-mentioned countries are provided with the opportunity for professional development by attending trainings, retraining courses, and specialized courses organized on the basis of police training schools and colleges, or by studying at other departmental educational institutions. In order to occupy certain positions, it is necessary to take certain courses, including leadership, language, etc.

Pedagogical Conditions for the Development of Professionally Important Qualities of Future Employees of the Internal Affairs Bodies

The changing social, political and economic conditions of society are reflected in the professional training of employees of the internal affairs bodies. The carried out theoretical analysis and comprehension of the results of the research activities of domestic and foreign authors in the context of the prevailing realities allowed us to identify the contradiction between the importance of improving the level of professional training of law enforcement officers and the existing insufficiency in taking into account their personal and professional potential. The implementation of a set of pedagogical conditions within the framework of a pedagogical experiment, carried out in accordance with the selected stages of the formation of the phenomenon under study, demonstrated the maximum increase in the level of its formation among cadets of one of the experimental groups, in the educational process of which the entire complex of pedagogical conditions was introduced. With the introduction of the first pedagogical condition, the number of cadets of the experimental group with a low level of the phenomenon under study decreased by 24 %, increased with an average level of 20 % and a high level of 4 %; of the second pedagogical condition, the number of cadets with a low level decreased by 33%, increased with an average level by 21 % and with a high level by 12 %; from three pedagogical conditions, the number of cadets with a low level of the phenomenon under study decreased by 58 %, increased with an average level by 23 % and with a high level by 35 %. The empirical data obtained allowed us to conclude about their high efficiency, and the possibility of their recommendation for practical use in universities of the Ministry of Internal Affairs of Russia.

Gaining practical skills in handling firearms in modern realities and under martial law

The article presents the results of a scientific study, namely, the analysis of police training in firearms handling in accordance with the guidelines developed in peacetime before the beginning of Russian aggression. The author identifies the aspects that directly contribute to the selection of candidates for service in the national police, taking into account their previous experience and knowledge of firearms handling before starting their studies at higher educational institutions of the Ministry of Internal Affairs of Ukraine with specific training conditions.&#x0D; The author identifies promising areas of work to improve the quality of knowledge in the discipline “Firearms Training”, which directly affects the readiness of a police officer to protect the country and who must have practical skills in the use of modern weapons. The importance of strengthening the country’s defense capabilities and preparing young people to defend the homeland, as well as martial law as a special legal regime in exceptional circumstances when there is a threat of an armed attack on the country, is considered. The issues of promoting patriotic education and the development of special educational institutions for training future police officers were highlighted, and the need to improve the material and technical base, in particular, the importance of developing computer technologies and other modern teaching methods that will maximize the effect of the educational process in the training of law enforcement officers, was emphasized. The article gives an example which, in our opinion, should be further developed and applied in higher educational institutions of the Ministry of Internal Affairs in the course of firearms training, which will increase the motivation of students and cadets not only to obtain positive marks in the firearms training course, but also to achieve a high level of sports and professional skills.&#x0D; Namely, the regular holding of practical shooting competitions. All of these measures are aimed at strengthening the country’s defense capabilities and raising the level of professional training of police officers, which is important for ensuring national security and protecting Ukraine’s national interests.

Web-Based Naloxone Training for Law Enforcement Officers: A Pilot Feasibility Study.

Training and equipping law enforcement officers (LEOs) with naloxone to reverse overdoses is one national preventive strategy to reduce overdose deaths. Web-based interventions can offer convenience, flexibility of use, and can be readily disseminated. This paper describes our community-academic partnership in developing and evaluating a web-based naloxone training for LEOs. Using a community-engaged approach, we created a web-based training (www.overdoseaction.org) and conducted a pilot feasibility test using surveys and individual interviews with ten LEOs. The median time to complete the web-based naloxone training, including the pre- and post-tests, was 45 minutes (range, 37-80 minutes). A significant difference in the pretest and post-test scores of overdose knowledge was observed. The LEOs found the training helpful in responding to overdoses and sustained their attention. This study demonstrates the feasibility of a web-based naloxone training for LEOs that can be easily disseminated and alternative to in-person trainings.

Lethal Force Usage by Law Enforcement Officers Against Hispanics, 2011-2020.

Most research on lethal force by law enforcement officers (LEOs) has focused on firearm deaths by LEOs among certain racial groups (e.g., African Americans). Specifically, not much is known about LEOs-induced lethal injuries among Hispanics. The purpose of this study was to characterize LEOs induced fatal injuries, the methods used, among various demographic groups of Hispanics, and the years of potential life lost before the age of 80 years due to lethal force by LEOs. Data from the Web-Based Injury Statistics Query and Reporting System (WISQARS) were analyzed for the years 2011-2020. LEOs killed 1,158 Hispanics; most were males (96.2%) with the majority being shot (89.9%). Two-thirds (66.9%) of those killed were Hispanics 20-39 years of age and from the Western U.S. These Hispanic deaths resulted in 53,320 YPLLs. Males and those ages 20-39 years lost the most YPLLs. The rate of fatal encounters with LEOs for Hispanics grew by 44.4% over the decade, with the highest rate in 2020. Mitigation of unnecessary Hispanic deaths by LEOs needs to include changes in law enforcement agency policies, hiring practices for LEOs, improved data collection for LEOs use of lethal force, improved mental healthcare and training for LEOs, use of less lethal strategies for citizen control by law enforcement, deference education for all young adults, and long-term changes in social forces that have created and maintained disenfranchised communities of color.

The function of the teacher in the methodology of fire training

The object of the study is such an integral part of the professional service and physical training of employees of internal affairs bodies as fire training. The main purpose of fire training classes is to teach a police officer the skillful use of weapons, the conduct of accurate fire and its lawful use. To do this, it is necessary to "... create an official basic methodology of fire training for law enforcement officers using existing experience in the use of weapons" and highlight the role of the teacher in its implementation. Currently, everyone in various educational organizations uses a methodology based on the professional experience of teachers. The main conclusion can be considered that the educational goals of fire training classes are achieved, including the pedagogical work of teachers in the classroom. These classes should be conducted systematically, consistently and comprehensively. Theoretical classes should be fixed in practical classes. The material part of the weapon should be closely linked to the study of the basics and rules of shooting. The studied topics should be associated with new educational material, work with weapons – with its use, etc. In the classroom, teachers need not only to manage the learning process in the group, but also to implement an individual approach to each listener. Such work of teachers will contribute to the most effective training of employees in the lawful and effective use of weapons.

The use of automated information systems in the investigation of criminal offences

The aim of the study was to develop recommendations for the most effective and safe use of automated information systems in the investigation of criminal offences. The study involved the following methods: anamnestic method; descriptive analysis; forecasting method. The society uses an automated information system, which is defined as an ordered complex (system) of actions designed to implement a specific information technology for the performance of specified functions, which involves personnel and a complex of automation tools. They help to create databases, which are used in the investigation of criminal offences. The following measures are proposed for increasing the efficiency and expanding the scope of automated information systems in the investigation of crimes: ensure the protection of databases from external intrusions (cyber-attacks); ensure the internal security of the data contained in the respective databases in order to prevent privacy violations; ensure the organization of specialized training for law enforcement officers; automate a number of tactical operations using information systems; develop and adapt all possible information resources and technologies for the set procedural tasks; create unified databases of forensic data at the international and national levels. This study opens up prospects for further research for the most effective protection of databases from illegal use, which will contribute to the development of this direction in international and national criminal justice.

Main components of physical training and formation of self-defense skills of students’ majority «Law enforcement activities»

The article provides a brief analysis of the main components of physical training and self-defense skills of students majoring in Law Enforcement. Particular attention is focused on the tactics of self-defense and personal safety of future employees of law enforcement agencies of Ukraine. The purpose and tasks of the educational discipline “ Physical training and self-defense skills ” are substantiated. The system of physical training and formation of self-defense skills of students majoring in “ Law enforcement ” includes: general physical training (gymnastics, athletics, running, marching throws, etc.) and special physical training (mastering techniques of physical impact and special actions, skills to overcome individual artificial and natural obstacles, special obstacle courses, performing special exercises). The principles of special physical training as a component of the professional training of law enforcement officers, which contributes to the achievement of objective readiness for effective professional actions with minimal risk to one's own life and health, are defined. Defined types, methods of implementation, directions of physical exertion in order to adapt the body to physical exertion. Adaptation of the body to physical exertion is manifested in the improvement of various functions of the body that provide muscle activity and, as a result, in the increase in the level of physical fitness of those who do it. It is noted that during classes, most of the students' physical training tasks are solved by using general impact loads. However, using exercises of partial and local impact, such shifts in the functional state of the body are achieved that are impossible when using loads of general impact. The intensity of performing exercises in classes is characterized by the degree of intensity of activity of various functional systems of the body during its performance. Intensity is closely related to the speed of movement, density in duels and skirmishes, duels.

Methodology for developing exercises of pistol practice in typical policemen activities (on the example of security and convoy police units)

In the article presented by the author, the issues related to the methodology of developing shooting exercises in typical situations of policemen activities are considered. In accordance with the requirements of the Ministry of Internal Affairs of Russia, each departmental educational organization implements a priority profile for the training of police officers. In this regard, the author of the study attempted to develop a private methodology that would allow the development and implementation of new types of firing exercises for employees of a specific category in the educational process of fire training. The author presented the conditions for regular and continuous improvement of professional competencies of employees of internal affairs bodies. In addition, the importance of the study is associated with the importance of solving the problems of methodological support for the training of police officers and the introduction of private methods of conducting classes with specific categories of employees into the policemen educational process. Currently, a number of contradictions have formed between the normative requirements for a police officer and the actual set of his personal qualities and professional competencies. To solve this problem and increase the level of fire training of police officers, we propose to consider the possibility and outline further ways to improve the methods of fire training of law enforcement officers in terms of specialization of their activities, in order to carry out and improve the professional training of police officers. The procedure proposed by the author for the development of a private methodology will allow specialists organizing the fire training process to develop and implement new preparatory exercises, shooting exercises, taking into account the peculiarities of the official activities of a particular department of Internal Affairs.

Autonomous weapon systems are artificial intelligence-based, modern weapon systems that can identify and destroy targets without meaningful human intervention. In this article, human rights violations that may occur in case of widespread use of autonomous weapon systems in law enforcement operations in the near future will be examined and the positive obligations of states will be determined. States' positive human rights obligations in line with the United Nations, Basic Principles on the Use of Force and Firearms by Law Enforcement Officials, can be listed as weapon selection and the duty of precaution, the official training of law enforcement officers, procedural obligation, the right to explanation and the right not to be subject to completely automatic decisions. The research results of this article offer that, in line with the existing case law of human rights courts, autonomous weapon systems cannot comply with the positive obligation on the right to life.

The article deals with the issues of personnel training for internal affairs bodies in the conditions of digitalization of the educational process and digital transformation of society and education. The main purpose of the work is to identify problems and clarify the main ways and pedagogical conditions for improving the effectiveness of professional training of law enforcement officers in the conditions of digital transformation.&#x0D; The author, on the basis of a learner-centered- social approach, carries out research on the theory and practice of the question posed through content analysis of scientific sources, monitoring of the work and analysis of the results of the activities of the teaching staff and heads of educational groups of territorial internal affairs bodies of the Russian Federation included and substantiates possible ways to improve the professional training of employees of territorial internal affairs bodies.

ПСИХО-ФИЗИОЛОГИЧЕСКОЕ СОСТОЯНИЕ У СОТРУДНИКОВ СИЛОВЫХ СТРУКТУР В ЗАВИСИМОСТИ ОТ ИНТЕНСИВНОСТИ ЗАНЯТИЙ ОГНЕВОЙ ПОДГОТОВКОЙ

Abstract. High-quality fire training of law enforcement officers who perform their duties, often in difficult, extreme conditions, is the main guarantee of their professional success, value and efficiency of service. Excellent results of the work performed, which are related to shooting, and, directly, the training process itself (fire training) depend on many factors. Of particular importance among them, undoubtedly, is the emotional state of the shooter, his psychological mood, as well as the state of health, physical indicators, the degree of endurance. The purpose of the study is to study the psychophysiological characteristics that characterize the readiness and effectiveness of the ability to act in extreme situations, depending on the degree of intensity of combat training (shooting training). Materials and methods: Employees of the special purpose unit of the Ministry of Internal Affairs of the Russian Federation were examined. Depending on the intensity of fire training, 2 groups were identified, among which the study of the directed effects of some exercises on the psychological and psychophysiological properties of the fighter was carried out. The following indices were used for evaluation: functional changes, readiness for emergency action, overall effectiveness, as well as tests "Spatial extrapolation", "Factor personality questionnaire" and "Volitional self-control". The results of the study: psychophysiological indicators characterizing the degree of readiness to respond quickly to changing conditions and, accordingly, the effectiveness of the work of law enforcement officers showed their more "qualitative" condition in the group of shooters leading an intensive training process. At the same time, the excessive development of self-control among these individuals is accompanied by high internal tension and the risk of developing an anxiety syndrome. It is recommended to use these methods to assess the psychophysiological state of law enforcement officers.

ON QUALIFICATION REQUIREMENTS FOR A LAW ENFORCEMENT SPECIALIST(ON THE EXAMPLE OF THE NEW POLICE OF UKRAINE)

The article is devoted to the definition of professional training of persons performing law enforcement functions and the features of training specialists in the specialty “Law enforcement” are considered. The problematic issues of the conceptual foundations for improving the activities of law enforcement agencies and the quality of their training have been identified and identified. The foreign experience aimed at solving such important issues as organizing the training of persons and protecting the rights and freedoms of man and citizen has been studied and noted. The purpose, content and main tasks of professional training are listed. It is shown that improving the quality of professional training of police officers requires the introduction of innovations, the involvement of highly qualified employees and the introduction of the experience of professional training of police officers from foreign countries. Thus, in the article, on the basis of generalization, the practice of qualification requirements for persons of law enforcement specialists is considered. It is considered how, since the reform of the new police of Ukraine, the requirements for law enforcement officers have increased. It was stated that the issue of training specialists in law enforcement today is given extraordinary attention since the reform of the system of the Ministry of Internal Affairs of Ukraine is proceeding very rapidly, there are big changes in the current legislation both to the Criminal Code of Ukraine, both to the Criminal Procedure and other legislative acts to which law enforcement officers are subject. Regarding the professional training of police officers, we have identified the following stages: 1. Conduct further development of professional qualities that create a positive image of Ukraine and increase the level of confidence in the employees of the National Police of Ukraine. 2. Expand even more experience with European countries and the USA. Those.today we position ourselves as a European country, our law enforcement specialists prove this to us in our time, but we want even more, so that every person trusts the police even more, as is the case in European countries. 3. To promote the development of higher educational institutions of the Ministry of Internal Affairs of Ukraine on the provision of educational services (basic) for the training, and retraining of specialists. 4. And to promote the development of the personnel issue on the introduction of world experience in the training of law enforcement agencies, in order to create a highly professional personnel corps that effectively and efficiently solved the tasks assigned to the National Police of Ukraine.
