This article addresses the requirements for teacher professional competence, with a particular emphasis on legal-normative, pedagogical, psychological, linguistic, communicative, general cultural and other components, that are the basis for teacher training courses. In fact, is the subject of observation and evaluation the professional qualities of the teacher. The professional competencies are the main components of the teacher's pedagogical activity, qualitative indicators, the characteristics of the level of development of the professional culture, which are the subject of the regular process of monitoring, observation, evaluation. The content of the teacher's professional competence is presented as an open system, from which, according to a specific educational process, the qualitative indicators of monitoring / evaluation are derived. Methodological guidelines are provided, observation / assessment scales are suggested, tools that can be used to train teachers training programs, develop projects, organize them effectively evaluate the relevant outcomes. The tables provide a brief overview of the above approach, which can be used as a basis for creating and applying metrics to assess teachers' professional performance.
