Contextual factors and efficiency gains in Italian tourist destinations

The paper investigates the efficiency of 103 Italian provinces and some contextual factors that influence the competitiveness of a territorial tourist destination, defined as an ensemble of different historical, economic, environmental, and social traditions. Non-parametric Data Envelopment Analysis and semi-parametric bootstrapping extensions are applied over the period 2012-2019. The findings demonstrate that tourism destinations are considerably technically and scale inefficient, and that the total factor productivity is decreasing over time. The results also present a great heterogeneity of Italian provinces regarding their efficiency levels, suggesting that the traditional North-South regional divide of Italy does not apply in the tourism sector. Regarding the role of contextual factors as sources of efficiency gains, the cultural attractions, cultural public expenditures, and the rule of law increase technical efficiency of Italian provinces, whilst provinces with higher income and higher pollution receive negative gains.

Studying Landscape Diverse for Tourism Development in the Tay Nguyen Region, Vietnam

Landscape has long been recognized as an invaluable resource for tourism development and the foundation for the sustainable development of an entire territory. However, in-depth research on landscape diversity for tourism development from the perspective of landscape science has not received much attention. Applying landscape analysis, field survey, and remote sensing methods, the study has shown diversity in the landscape formation components that determine the diversity of tourism types and products in the Central Highlands. Each landscape unit contains tourism resources, the vertical structure of the landscape unit represents the specificity and tourism potential, and the horizontal structure of the landscape represents the connection of tourism resources along the route. , landscape changes over time demonstrate seasonality in tourism. The landscape structure component is both an object resource for enjoyment and at the same time a place where the tourism process takes place. This is a solid basis for developing many types of tourism such as eco-tourism, cultural tourism, resort tourism, and adventure tourism... and creates the foundation for organizing tourist territories. sustainable history, exploiting and honoring indigenous cultural and historical values, protecting the environment, and ensuring the region's long-term development.

Стратегические вызовы и возможности развития туризма малых городов России

The article analyzes the peculiarities and prospects of tourism development in small towns of Khanty-Mansiysk Autonomous Okrug – Yugra (KhMAO – Yugra), in particular the city of Langepas. The purpose of the work was to study the peculiarities and prospects of development of the tourism industry of the city of Langepas, which in accordance with the Strategy of socio-economic development of Khanty-Mansi Autonomous Okrug – Yugra until 2036 with target benchmarks up to 2050, as well as the Concept of development of tourist areas of Khanty-Mansi Autonomous Okrug – Yugra is included in the tourist territory of Nizhnevartovsk – Nizhnevartovsk municipal district – Megion – Langepas. In this regard, the development of tourism in the city of Langepas is inextricably linked with the tourist characteristics of the Nizhnevartovsk municipal district. The key feature of the tourist territory of Nizhnevartovsk – Nizhnevartovsk Municipal District – Megion – Langepas is its industrial character, the main part of exploited oil fields is located here. The main objects of the social framework of the city of Langepas are: architectural ensembles, monuments of architecture, sculptural compositions, social and cultural facilities: museums, cultural centers, sports facilities. In the course of studying the official sites of the city, regulatory and legal framework in the field of tourism development, statistical information on the subject of the study, the key problems, features, “points of growth” and prospects for the development of the tourist complex of the city were identified. Based on the analysis, the author concludes that in the course of creating an effective system for promoting the city’s tourism product, it is necessary to focus on three components: brand strategy, management of tourism product promotion, and provision of financial resources for its implementation. According to the results of the proposed measures, the number of tourists accommodated in collective accommodation facilities of the city should reach 5.6 thousand people by the end of 2030.

Environmental and resource components in the development of subregions of the tourist territory

This paper examines the institutional and natural resource components in the strategy of socio-economic development of the region. The rationality of the use of natural resources taking into account the resource asymmetry of the region is investigated and the justification of the segmentation of consumers of recreational resources is given. The main problem in the process of development of the region’s tourist orientation is the replacement of the natural component by the economic infrastructure. Thus, the process of development of tourist orientation is accompanied by a steady increase in the number of buildings and recreation, and according to the specifics of tourism in the region are increasingly valuable beach resources. Among all the subregions of Crimea is particularly distinguished by higher rates of recreational development and economic development relative to other subregion of Greater Yalta. Recreational potential of the Big Yalta is just over 18.6% of the potential of the Crimea, with an area of 1.1%. Territorial concentration is 16,9 times higher than in the region. All this creates the need for segmentation of subregions on the basis of resource asymmetry of the region.

Interdependence in Coastal Tourist Territories between Marine Litter and Immediate Tourist Zoning Density: Methodological Approach for Urban Sustainable Development

The coastal strip, characterized by the urbanization of coastal tourist territories (CTTs), has expanded over decades through civil engineering, altering the shoreline dynamics and creating artificial beaches crucial for tourism. To examine the relationship between extensive land use in CTTs for tourism and residences and the presence of marine litter, a specific parametric study was conducted along the coast of Tenerife, the largest island in the Canary Islands. Due to Tenerife’s geographical location and exposure to the descending Gulf Stream flow, the coastal waters in the selected zone experience waste impact at both local and global scales. However, the presence of marine litter deposited by ocean currents is at a micro level and falls outside the scope of this report. This study parameterised urban reality in study areas, and the presence of macro waste has been parameterised using standardised units of measurement. This enables the establishment of source measurements that will contribute to preventative measures against this type of coastal pollution. The interdependence between tourist zoning, civil seafront engineering works along the seafront, and marine litter presence in inaccessible and visible areas for tourists requires a methodology to better understand waste origin and loading areas. This knowledge is crucial for an effective local monitoring system. A quantitative overlay reading methodology has been designed in the urban setting through calculations of urban densities, while examining the waste in these areas’ immediate infralittoral flooring through the use of visual underwater extraction. Anticipating the type and quantity of waste in each area will allow for the implementation of effective awareness, promoting action for preventative and corrective measures at the urban level. The results show a direct dependence between urban density and the presence of waste, as well as an equation that makes it possible to anticipate the amount of waste according to urban density and its relational vector. There is no discontinuity between them, as each area is affected by others to the extent that they establish the parametric continuity conditions determining each field. Therefore, it is possible to relate them beyond a one-on-one relationship. This approach fosters sustainable tourism development, reducing pressure on the sea and enhancing the utilisation of tourism revenues in measures to address waste-related challenges and promotes sustainable tourism development in Europe’s coastal regions.

The regional geographical space of tourism in Spain: bases for the interpretation of the territorial tourism system aThroughout this research we approach the sociological explanation of the tourist activities that are developed in the context of the state "apparatus" of Spain, from the regional singularity. The interpretation of a reality becomes relatively important in which the interpretation, from Article 2 of the Constitution, currently in force, of the Nation, Nationalities, Regions, particularism and differential facts stands out. Relationship or political-legal-social relational complex (conceptually materialized as a politically organized social community, that is, as a State), not even, when contrasted differentially and reciprocally, can it ignore the primary purpose to which this relationship aspires, which is none other than to consolidate (rather than achieve), a objectual unit that society, territorially established and politically governed, independently of any other supreme power, recognizes referentially with full sovereignty (with total residential settlement of power in the element “people”), that is, with the State. Tourist activities are greatly influenced by the fact that in the Spanish state model the fruitful territorial division of the nation (understood in its double facet, cultural and legal, where the first refers to a set of individuals related to each other through ethnic, linguistic, geographical, historical, or religious ties, among others, and, in which the second reference refers to the set of citizens subject to a contractual relationship or social control such as the Constitution or the established legal system), has served to superimpose, in the peninsular geographical space, a set of territorial entities resulting from of the collective national will (on which the nation is based in its legal sense), and of the sentimental and identity bond.

КРЕАТИВНЫЙ КЛАСТЕР КАК ДРАЙВЕР РАЗВИТИЯ ТЕРРИТОРИЙ

Foreign and Russian practice proves that the development of tourism in territories that do not have a pronounced tourist potential is possible on the basis of an alternative approach, which is expressed in the creation of tourist attractors either «from scratch» or by transforming from objects that do not cause interest to the object of show through some conceptual idea. The paper uses the example of the concept of creation and development of tourist and recreational cluster «Agidel», located in the town of Agidel in the north-west of the Republic of Bash- kortostan, to substantiate the feasibility of its creation in the format of a creative cluster as an effective resource of socio-economic development, which can have a powerful multiplier effect on economic development, especially when it comes to mono-oriented cities. The concept of creating a tourist and recreational cluster involves the creation of a full-fledged art cluster, consisting of infrastructure and mechanism for creating art values and their placement in the city with the subsequent system of attracting tourists to view them.

In-NOvation in protected and touristic territories

Protected areas are tourist destinations where, contrary to popular imaginaries, communities live. In and around those territories, actors implement solutions that meet the needs of their community (Soubirou & Jacob, 2019); they demonstrate social innovation. In doing so, they contribute to new compromises and new forms of regulation or governance (Klein et al., 2014). Sometimes, out of attachment to the territory, they choose alternative paths (Crosetti & Joye, 2021) such as NOvation (Godin & Vinck, 2017). The objective of this study is to analyze how mountain touristic territories articulated around protected areas generate innovation in order to face the challenges they encounter. In the form of a multiple case study, three territories are studied: Mont-Orford (Canada), Banff (Canada) and Aspen (United States). Contemporary issues are discussed in the continuity of their historical roots (see Crosetti & Joye, 2021). The results highlight the specificity of mountain tourism territories where protected areas are found, and the resulting double valuation they are subjected to (by tourism and conservation), that sometimes constrain but also foster (social) in-NOvation (in-NOvation [sociale] in French), a term introduced to name a broadened conception of innovation. It manifests itself in unsuspected spheres: the past, nature, within government institutions, through governance and dynamics of the territories. Touristic and protected mountain territories are not “on the fringes” of innovation, rather, their characteristics (rugged relief, relative eccentricity, exceptional character) make them the breeding ground for a distinction between (social) in-NOvation and the leitmotif of innovation “at any cost” (Everett Rogers, 1963 in Godin & Vinck, 2017). Considering recurring or acute issues, this study contributes to the scientific study of innovation, which is imbued with the prevailing pro-innovation bias (Boutroy et al., 2015; Godin & Vinck, 2017).

Mechanisms and Strategies for the Growth of Territorial Tourism Industry under the Transfer Matrix Model

Abstract In this paper, firstly, according to the conditions of the growth of the tourism industry in the whole region and the requirements of the growth mechanism, the time sequence of the growth of the tourism industry in the whole region is divided into three phases: the initial start-up phase, the mid-growth phase and the late maturity phase, and puts forward the strategy of the growth of the tourism industry in the whole region. Then, on the basis of the transfer matrix model, according to the law of tourism industry development to determine the tourism industry’s independent variable power function, considering the impact of economic policy and monetary policy on the development of the tourism industry, the need to eliminate the direct effect of the tourism industry independent variable, and then construct the transfer matrix based on the spatial distribution of the tourism industry analytical model and hierarchical system analytical model, and the whole region of the tourism industry in Hubei Province for example research and analysis. The results show that on the model analysis, the prediction accuracy of VM and FM varies among five different groups: purchase>tour> food>travel>housing. In the tourism industry, the correlation coefficient between “food and beverage, accommodation, shopping and entertainment” is around 0.95. This study not only contributes to the green and sustainable development of China’s tourism industry but also is an important step in promoting the construction of ecological civilization.

Research on Tourism Environment Carrying Capacity Evaluation of Tourism Demonstration Area Based on Objective Optimization Method in the Perspective of Territorial Tourism

Abstract Based on the analysis of the influence of core subjects on the carrying capacity of the tourism environment, this paper constructs the “PSR” mechanism and builds the urban tourism environmental carrying capacity index system from three perspectives of natural, economic and social components of the tourism environmental system. The article researches the tourism environmental carrying capacity from three perspectives: economic benefit, social benefit, and environmental benefit, and constructs the objective function from three perspectives: maximizing the average tourism economic income, minimizing the emission of pollutants, and maximizing the number of accommodated subjects. Taking the state of the tourism environmental carrying capacity index as the constraint, the multi-objective optimization model of tourism environmental carrying capacity is constructed, and the optimization model is simulated and solved with the help of NSGA-II to provide a reference for the choice of decision-makers scheme. According to the evaluation of the tourism environment carrying capacity by the formula, the tourism environment carrying capacity coefficient increased from 0.1118 in 2012 to 0.8434 in 2021. The natural tourism environment carrying capacity coefficient increased from 0.2686 to 0.7893, the economic tourism environment carrying capacity coefficient increased from 0.064 to 0.8183, and the social tourism environment carrying capacity coefficient increased from 0.0925 to 0.9248. The evaluation and optimization of tourism environment carrying capacity conducted in this paper are of practical research value for guiding the sustainable development of tourism destinations.

PRESENT AND FUTURE OF TOURIST ATTRACTIONS IN TURKESTAN

We can say that today the tourism and service sector is one of the fastest growing. The activation of Tourism not only determines a new sector in the structure of the economy, but also plays an important role in strengthening the national economy. The purpose of the research work is to provide the main mechanisms for its further development and rational organization, conducting scientific research related to the present and future of tourist facilities in Turkestan, which are included in the top 10 priority tourist territories of Kazakhstan as the most promising areas included in the state program for the development of the tourism industry of the Republic of Kazakhstan for 2019-2025. The effectiveness of Tourism Development in Turkestan is the main condition for the formation of a modern tourist complex and increasing the contribution of tourism to the economy of Kazakhstan. In order to analyze the development of tourism destinations in Turkestan and the current state of tourist objects, statistical and economic, comparative analysis methods were used. The article analyzes the tourist objects of Turkestan that attract modern tourists. The activities of each tourist object were studied. In addition, the ways to pay attention to what tourist facilities will attract more tourists to Turkestan in the future were considered. For the development of Tourism in Turkestan, which is of social and economic importance, it is important to conduct applied scientific research. For example, 2121.7 thousand inhabitants live in the Turkestan region (January 1, 2023). In January 2023, 2989 people visited the region. That is, it shows that tourists are coming to our city. What direction do tourists come to Turkestan?

PREREQUISITES FOR THE CREATION OF ETHNOGRAPHIC PARK "SHKODOVA MOUNTAIN" IN ODESSA

The article examines ethnographic parks, open-air museums and cave settlements of Ukraine for the relevance of creating an ethnographic park in Odessa.
 Tourist centers of territorial tourism systems are, as a rule, historical settlements that have valuable objects of cultural heritage and are determined according to the List of Historical Settlements of Ukraine. The role of tourist centers, in addition to historical settlements, is played by almost all regional cities, which, in addition to monuments, also have notable objects of modern architecture. Most ethnographic parks and open-air museums are located in the northwestern part of Ukraine. One of the most famous open-air museums of our country is the National Museum of Folk Architecture and Life of Ukraine, better known as the Pirogov Museum, which is located in the village of Pirogov, Kyiv region. The open-air Ethnographic Museum "Frumushyka-Nova Bessarabian Village" (2008) has only recently appeared in Odessa region. Another interesting type of settlement found on the territory of our country is Cave settlements (fortresses, cities and monasteries), the most famous "Cave Cities" are located in Crimea. On the mainland of Ukraine, cave settlements are mainly represented by "Cave monasteries". Odessa "Shkodova Mountain" is the center of Usativ culture, on the top of the mountain there is the Usativ cemetery and the Usativ burial mound, at the foot of it – another Cossack cemetery and the famous "Cave Houses" – unique historical monuments of the end of the 18th century, which need to be preserved as a unique cultural heritage of the Cossack era in Odessa. This territory, with appropriate natural and landscape resources within the settlement, which has a natural landscape, historical monuments, a beach and bathing area (a good location on the shore of the Khadzhibey estuary) and the presence of recreational facilities (Sanatorium "Kuyalnik"), can become a wonderful a short-term recreation area for tourists and residents of Odessa.
 All this indicates the urgency of creating an ethnographic museum in the city of Odessa called "Shkodova Mountain", taking into account the historical and archaeological value of this territory.

Tourism Monitoring as a Strategic Tool for Tourism Management: The Perceptions of Entrepreneurs from Centro de Portugal

Gathering information on the impact of tourism in territories is fundamental for the responsible management of tourism businesses and destinations. Therefore, it is important to monitor tourism performance using indicators that can assess its impacts. Monitoring tourism is a management technique that should adopt a stakeholder network perspective, i.e., all stakeholders should be involved and collaborate with each other by sharing information to increase the competitiveness of the destination. However, it is unclear whether stakeholders are aware of the importance of monitoring and whether monitoring considers their interests, which often leads to a lack of involvement. In this study, we adopt the stakeholder network perspective with tourism entrepreneurs from Centro de Portugal, where we aimed to evaluate the importance assigned to the monitoring of tourism and to the understanding of entrepreneurs’ information needs. To do so, the same survey was conducted twice, for the first time in 2018 and later repeated in 2022. The second survey sought to analyze whether tourism entrepreneurs’ perceptions changed after the COVID-19 pandemic. We found that tourism entrepreneurs valued the economic area more than the social and environmental ones in both periods. Nevertheless, from 2018 to 2022, entrepreneurs became more committed to monitoring tourism in Centro de Portugal.

THEORETICAL BASIS OF RESEARCH OF TERRITORY TOURIST POTENTIAL

The theoretical foundations of the study of the territory tourist potential in the article are developed. The main approaches to the consideration of the potential are determined – resource, factor and dialectical. This made it possible to substantiate the dialectical understanding of tourism potential as a structural economic category that determines the ability of the tourism industry and its subjects to develop based on the use of available and production of new resources, as well as support from authorities (through prioritization and regulatory mechanisms) to achieve optimal results. The optimal results of the development of the tourist potential involve the coordination of economic goals and the goals of sustainable development, which involve the preservation and restoration of natural and historical-architectural monuments, the cultural identity of the local population (ethnic groups, indigenous peoples). The classification of the resource base and components of the territory tourist potential by resource (natural, historical and cultural, emotional potential), business (personnel, innovation, infrastructural, social potential) and administrative (regulatory, financial, economic, institutional, informational, security potential) blocks is proposed. The characteristics of the tourist potential, which determine the peculiarities of its evaluation, are updated. There are such characteristics as factual (localization, accessibility), quantitative (volumes, number, area), qualitative (condition (preservation, conservation, restoration), security), relative (concentration, load), market (capacity, cost, competitive advantages, uniqueness), consequential (development, profitability, tourism specialization of the economy, integration into the international market of tourist services, tourist attractiveness of the destination). The functionality of the tourist potential is determined, which emphasizes its security and protection, economic, integration, social and unifying significance. The obtained results are the basis for the improvement of methodological recommendations for the assessment of tourist potential and their approbation at the level of Ukraine, regions and communities.

A research of factors and the process of a territory’s tourism ecosystem formation

The article presents the results of the authors’ research on issues of ecosystems in tourism, digital ecosystems, the impact of digital transformation and platformization of the economy and business on the process of formation of territories’ tourism ecosystems, the role and development trends of the hotel industry as an element of the tourism ecosystem, the impact of information and communication, including digital and mobile technologies on the processes of integration and collaboration of tourism ecosystems’ stakeholders. The authors have studied theoretical and methodological foundations of the ecosystem approach in science and business, including the concept of “ecosystem” in various fields, specifics of formation of ecosystems in business in the digital economy. The authors have studied the ecosystem approach in the development of tourism and hospitality within a tourist territory. Based on a survey of experts, the authors assessed factors of formation of a territory’s tourism ecosystem and tourism development projects and developed methodological recommendations for the development of a territory’s tourism and hospitality based on the ecosystem approach. The authors have proposed and substantiated the model of a tourist territory’s ecosystem and the mechanism for an interaction of stakeholders. As an object of study, the authors have considered organizations of the tourism industry, including the hotel industry as an element of tourism development in a tourist territory within the framework of the ecosystem approach. The subject of the study is the system of socio-economic, organizational, and managerial relations and relations, partnerships and technologies in the development of tourism in a tourist territory, in general, and the hotel industry as an element of the tourism industry, in particular, studied within the framework of the ecosystem approach. The obtained results might be used as a basis for continuing scientific research on issues of tourism ecosystems, digital transformation of the tourism industry, designing the development of tourist territory, in the work of tourism administrations at all levels, organizations in the field of tourism and hospitality.

Territorial tourism management of natural spaces

Introduction: territorial tourism management in natural spaces has had a hegemonic approach in those territories that have protection categories. This ignores the potential offered by unprotected natural spaces for territorial tourism development. Although unprotected natural spaces have economic, political, and social institutions, as well as resources and attractions for their tourism development, there is no model or guide that directs the relationship between the actors that make them up. Objectives: The purpose of the research was to frame the theoretical context of tourism management in natural spaces. Methodology: The research required the review of numerous articles that had their center in tourism and land planning, arriving at several results. Results: Although scientific research on tourism and territorial management in natural spaces is important, relevant aspects go unnoticed. There is a lack of scientific research and practical examples of tourism management in unprotected natural areas organized and structured in a way that helps create value for the community and the tourism sector. Conclusions: The theoretical background provided also allowed to identify the necessary linkage of social, economic, political, and environmental actors in tourism planning that constitute the main force that drives and enhances growth and sustainability. Тhe teoretical principles of an innovative development of the territorial tourist systems

An article is devoted to an analysis and generalization of the theoretical foundations of the innovative development of territorial tourism systems. It has been noted that innovations are the key factor of changes in the tourism sphere, which allows them to increase the level of tourist’s attraction, increase profits, expand the range of tourist services and promote the tourist product on the international market. The approaches of defining tourism innovation concepts in the scientific literature analyzed have been. It has been concluded that versatile terminological approaches provide the possibility of a deeper understanding of the relevant concepts essence. Common in most definitions of the «innovation in tourism» concept is an idea of introducing new solutions and technologies that contribute to the tourism development. The author’s definition of innovations in tourism define it as ones that have an innovative nature and are intended to improve the quality of tourist services and ensure the tourism industry sustainable development as a whole. Such innovations can be of different types – from new technologies and products to new methods and approaches of managing the tourism industry. The implementation of innovative solutions helps to attract new customers, increase the tourism income industry and ensure its sustainable development. Since innovative activity in tourism is a systemic process, therefore it should be analyzed in the context of territorial, in particular, regional tourism systems. According to the results of practical experience of innovative activity in the tourism sphere, innovative aspects of thedevelopment of territorial tourism systems have been identified and characterized. Innovative development of territorial tourism systems is a process that requires constant improvement and the usage of new ideas and technologies. The use of innovative approaches can help to ensure the stable development of territorial tourism systems and their adaptation to the changing conditions of the tourist market. It has been concluded that innovation is a key factor in the development of territorial, create new tourist products and ensure more effective management of recreational and tourist territories.

Strategies for territorial tourism planning in natural protected areas (NPAs): Alto Mayo Protected Forest (BPAM), Peru

The Alto Mayo Protected Forest (“Bosque de Protección Alto Mayo”, or BPAM for its Spanish acronym) is one of the largest natural protected areas (NPA) in Peru. The BPAM has several tourist attractions owing to its great biodiversity of ecosystems and species. However, the BPAM does not have an optimal offer of tourism services because of the lack of infrastructure articulated to the multiscalarity of its territory. The objective of this research is to propose integral strategies for permitted tourism uses of the BPAM, considering its plans and planning instruments oriented to the conservation of the ecosystem through sustainable projects. To diagnose the site and collect data, participatory workshops were held with local inhabitants and authorities involved in the administration of the BPAM. As a result, the BPAM was structured into five tourist zones to propose intervention strategies at three scales: territory, community, and architecture. At the territorial scale, a network of infrastructure and tourist circuits has been proposed. At the community scale, the suitability of each tourist zone was evaluated to propose activities classified as ecotourism, adventure, or rural. At the architectural scale, sustainable tourism equipment was configured through schematic strategies that considered the architectural object, connectors, and site. Finally, this study is synthesized as an example of an intervention instrument to promote sustainable tourism in NPAs with similar characteristics in the Peruvian Amazon.
