Quality analysis of village fund management on the success of development program in Letneo Village, Insana Barat District, Timor Tengah Utara Regency

Letneo Village is one of the villages located in Insana Barat District, North Central Timor Regency which is geographically directly adjacent to the Democratic State of Timor Leste. As a village that has just been divided in the last 5 years, it has also received a large and varied amount of village funds from the central government. Village governments often encounter difficulties in managing village funds due to the lack of quality human resources. Recognizing this, the aim of this research is to determine the effect, either partially or simultaneously, between the variables of planning, implementation and monitoring of village funds on the success of Letneo village development. The analytical tool used is by using multiple linear regression analysis by taking samples from the entire village apparatus of Letneo, totaling 35 people. The results showed that either partially or simultaneously the variables of planning, implementation and supervision had a real and significant influence on the success of the development of Letneo Village, Insana Barat District, North Central Timor Regency.

MODEL PENGELOLAAN DANA DESA DAN PEMBERDAYAAN PETANI DI DESA PERBATASAN INDONESIA DENGAN TIMOR LESTE

<p>Village funds allocation has been provided to village government by central government starting in 2015. The provision of village funds aims at ingreasing equitable development in urban areas. This study aims to design a model of implementation of village funds management and farmer empowerment, with a case of Manusasi Village, Timor Tengah Utara Distict, bordering with Timor Leste. This research was conducted in August-September 2020. The methods used in this research were quantitative descriptive analysis and SEM based on variance, namely Partial Least Square (PLS). The sampling method used in this study was accidental sampling, with the chosen sample of 75 households from the total popultation 258 huosehold farmers. Results of this study indicated that planning had a significant effect on the evaluation process of village funds. The multiplier effect value of village funds in Manusasi Village was 1.39. There was no direct effect between physical capital, social capital, and human capital on the empowermeny of farming community in Manusasi Village. An important component of the implementation model of village fund management and farmer empowerment is the socialisation of the use of village funds which aims to increase public knowledge about village funds and build partnerships with universities or other institutions as sources of experts. The role of experts is to help improve village fund management and improve the quality of programs and planning. </p>

Evaluation of Nutrient Composition of Moringa Leaf Meal from Different Location in East Nusa Tenggara, Indonesia

The objective of the present study was to evaluate the nutrient composition of Moringa oleifera leaf meal (MLM) from different location in East Nusa Tenggara Province (ENT). A total of 27 samples of MLM were obtained from Sikka, Timor Tengah Utara and Kupang Regency. The experiment was designed using a block randomized design with three treatments and three replications (three samples per replication). The results showed that location significantly (P<0.05 – 0.001) affected the dry matter (DM), crude lipid (CL)), crude fiber (CF), ash, phosphor (P), neutral detergent fiber (NDF), threonine, isoleucine,, leucine, serine, glutamic acid, glycine, alanine and proline contents of MLM. The DM, ash and CF of MLM from Kupang were lower (P<0.05) than those from two other locations. The location did not affect (P>0.05) the crude protein, gross energy, calcium and some amino acid contents of MLM. The NDF of MLM from Sikka was lower (P<0.05) than those from Kupang and TTU. The concentration of P of MLM from Kupang and Sikka was higher (P<0.05) than that of TTU. In conclusion, the nutrients compositions of MLM were different according to the location where the plant grows. The MLM is rich in protein, Ca, good in amino acid profile and low in fiber content. Thus, the MLM is potential to be used as alternative protein source for poultry.

The role of traditional institutions in implementing the empowerment policy of Oetulu village, Musi district, Timor Tengah Utara regency

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

PROBLEMS OF BASIC HEALTH SERVICES IN THE BORDER AREAS OF INDONESIA’S NUSA TENGGARA TIMUR PROVINCE

This study aims to learn about the implementation of health policies dealing with malnutrition, as well as the factors that drive and hinder the application of these policies, in the Nusa Tenggara Timur (NTT) Province of Indonesia (East Nusa Tenggara, in English). The results show that the border regions, specifically the Kupang and Timor Tengah Utara (North Central Timor) Regencies, suffer the worst conditions and have the greatest need for priority attention. Areas with better conditions are the Alor and Malaka Regencies, which should be given second priority. The Belu Regency produces better results than the other regencies and should be given third priority. Some programs and health service improvements must be carried out, such as the development and empowerment of Human Resources in the health sector, and improvement of the facilities and infrastructure of Community Health Centers (Puskemas) with their networks.

Eucalytus Oil Plant Layout Desain in Timor Tengah Utara Regency Using Activity Relationship Chart (ARC) Method

The factory layout is an important role in improving the efficiency and viability of the industry. Designing the plant layout can use Activity Relationship Chart (ARC). The purpose of this research is to design the layout of eucalyptus plant facility in Timor Tengah Utara district. The results showed that the layout planning department Eucalyptus Oil production by Activity Relationship Chart (ARC) is largely influenced by the degree of sequence relationships between departments work flow and the degree of personal contact is often done. Based on the research that has been done in Timor Tengah Utara district, it can be concluded that the planning layout by Activity Relationship Chart (ARC) more efficient in Eucalyptus Oil refining process.

Profile of Farmers Based Feed Management and Animal Health of Bali Cattle in Agroecosystem Variation at Timor Island

The research objective was to determine the profile of smallholder farms based on the aspects of feed management and animal health in different agro-ecosystems on Timor Island. The research was carried out for 6 months, from June to December 2018. The research location was determined by purposive sampling, namely (1) pasture agroecosystem in District of Belu, Malaka, and Timor Tengah Utara, (2) agricultural agroecosystem in Kupang Regency and Kupang City, (3) plantation agroecosystems in Kupang Regency, and (4) forest agroecosystems in District of Timor Tengah Selatan. The purposive stratified proportional sampling method was used to determine the number of samples according to the Slovin formula at an error probability of 0.05 (5%) so that the sampling of respondents was 436 people. Types of data used are primary and secondary data with data methods by observation, interviews (questionnaires), and documentation. Descriptive quantitative data analysis described in a narrative manner. The results showed that for the aspect of feed management, feed preservation was only done by some farmers, with the highest to lowest percentage of actors being plantation agroecosystems (12.8%), agriculture, (5.9%), pasture (1.6%) and forest (0%). Whereas in the aspect of livestock health, the highest to lowest vaccination implementers were carried out in agricultural agroecosystems (98.0%) followed by plantations (92.2%), pasture (66.9%) and forests (44.8%).

Sebaran Sampah Pantai di Pulau Timor, Nusa Tenggara Timur: Kajian pada Pantai Rekreasi

Beach debris is an increasingly important issue to study considering its negative impact on the terrestrial and marine environment. This research aims to examine the distribution of beach debris in Timor Island as a basis for managing and overcoming waste pollution. The research was conducted in August 2020 on six government-managed tourism beaches consisting of one city (Kupang) and five regencies (Malaka, Timor Tengah Selatan, Kupang, Timor Tengah Utara, and Belu). At each location, a transect of 100 meters was made parallel to the shoreline with a transect width of 10 m perpendicular to the shoreline measured from the back of the beach. All trash in the transect was taken, then cleaned from the sand, then put in plastic bags that have been labeled. The wet litter was sun-dried before being counted. All waste was then sorted, then counted in the amount of item, weight, and length. The results showed that the entire beach had been exposed to unmanaged waste. Plastic waste dominates the entire site with a composition of numbers of items between 63 - 95% (average 80 ± 12%) and length between 60 - 93% (average 75 ± 13%). The composition of the weight of plastic waste is between 20 - 72% (average 45 ± 21%), where the weight of plastic waste does not dominate at Motadikin Beach. The dynamics of ocean currents in the eastern monsoon are thought to have played a role in causing lower debris quantification at the Motadikin Beach (Malaka Regency) and Oetune Beach (Timor Tengah Selatan Regency) than to the other four beaches located in the north of Timor Island. The source of beach debris comes from recreational activities, fishing and anchoring activities, and anthropogenic waste carried away from the sea.

Faktor yang Berhubungan dengan Keluhan Nyeri Punggung Bawah (Low Back Pain) pada Penenun di Desa Letneo Selatan Kecamatan Insana Barat Kabupaten Timor Tengah Utara

Abstract
 Low Back Pain (LBP) is pain in the back area between the lower ribs and lumbosacral (around the coccyx). The exact incidence of LBP in Indonesia varies from 7.6% to 37%. Cases in East Nusa Tenggara (Kupang City) for diseases of the muscle system and connective tissue show a total of 12,756 cases with a percentage of 7.3%, which ranks sixth out of 10 most diseases in Kupang City in 2018. The purpose of this study was to analyze the factors associated with complaints of low back pain in weavers in South Letneo Village, Insana Barat Sub-District, Timor Tengah Utara District in 2020. This study was an analytic observational study with a cross-sectional design. The sample used in this study consisted of 42 people. Data were analyzed using chi-square with a significance level of α = 0.05. The results showed that of the four research variables studied, all of them had a relationship with complaints of low back pain. The p-value for each variable as follows: age (0,000); working period (0.001); length of work (0,000) and work posture (0.002). Weavers need to have correct work posture and do stretching to minimize the risk of LBP.

Assessing machine learning techniques for detailing soil map in the semiarid tropical region

The major problem detailing soil map in large tropical country such as Indonesia is high cost and time-consuming. The machine learning technique is one of DSM methodologies that explores spatial patterns to predict soil class and soil attribute. K-nearest neighbours (KNN), random forest (RF) and support vector machine (SVM) are popular for detailing soil map in temperate country, but it is still rare to be applied in a tropical country. This study aimed to asses three machine learning in updating soil map from 1:50,000 to 1:25,000 scale in the semiarid tropical region. The existing soil map was collated and then derived environmental covariates representing soil-forming factors from the digital elevation model. There were 72 training datasets were originating from polygon soil maps used as input for these machine learning to recognize the pattern and predict soil class map in Bikomi Utara Sub District, Timor Tengah Utara Regency, Indonesia. Overall accuracy and kappa coefficient by KNN for the best three predictive soil maps were 74-75% and 0.62-0.63, respectively; and followed by SVM, 71-73% and 0.58-0.60; and the last RF, 69-75% and 0.55-0.63. This research revealed that machine learning of the KNN is potentially for updating soil map in a tropical semiarid area.

Utilization of AMF and Essential Host Plants to Increase Growth of Sandalwood Seeds (Santalum album L.)

Sandalwood (Santalum album L.) is one of the native trees of Nusa Tenggara Timur Province because ithas high economic value and is the best endemic species in the world. The essential oil content in it has a very distinctive aroma and can be used to make various products such as handicrafts, wood carvings, incense, and oils for the perfume and cosmetics industry. Sandalwood is a semi parasitic plant whose life requires a host plant to obtain nutrients and water in the soil. There are many types of host plants that have been used, including casuarina equisetifolia, acacia mangium, sesbania grandiflora, alternanthera sp. and capsicum annum. In this research, sandalwood plants will be tested with the host plant Cymbopogon nardus, which from an economic point of view can provide benefits. Arbuscular Mycorrhizal Fungi (AMF) are a group of fungi from the phylum Glomeromycota which have mutualism symbiosis with higher plant root systems. AMF is able to survive on dry land. The purpose of this study was to analyze the effectiveness of AMF and the use of essential host plants to increase the growth of Sandalwood seeds in Timor Tengah Utara. In the parameter of high increase, the results of the Duncan test showed that the highest AMF treatment for agroforestry land and host chili plants was 19.01, which was different from AMF for agroforestry land within a host plant, Cymbopogon nardus namely 15.44. In the increase in diameter, the results of the Duncan test showed that the AMF treatment of agroforestry land and host chili plants had a significant effect on all treatments, namely 9.11. Duncan test results on plant biomass parameters showed that AMF treatment and host plants chili and lemongrass gave good treatment, namely 3.54 and 3.53 on shoot dry weight parameters and 3.75 and 3.42 root dry weight compared to control, namely 0.27, while at root and shoot ratio seed quality index, the seeds are suitable for use because they comply with the standard. In the parameters of root colonization, AMF and the host plants of chili and lemongrass were both able to adapt well, namely 56.0 and 54.0.

Strategies of Increasing Local Taxes in the North Central Timor District

This research was conducted to determine the strategy for increasing local taxes implemented by the Regional Revenue Agency of Timor Tengah Utara Regency. The results of this research show that the regional taxes of North Central Timor Regency have not been running optimally because of the 9 (nine) types of taxes not all of them have contributed to the Regional Original Income. A strategy for increasing local taxes through intensification and extensification is needed. Intensification includes 1) aspects of institutional arrangement, 2) aspects of management which include processing regional tax data, determining regional tax data as well as collecting and collecting local taxes. 3) personnel aspects. while the extensification aspect is related to data collection and verification as well as socialization of local taxes. Furthermore, the ratio of the contribution of local taxes to the regional revenue of North Central Timor Regency is still insufficient, the local taxes that contribute the most to local revenue are street lighting taxes while the least contributed taxes are groundwater taxes. In the implementation of regional taxes, there are several supporting factors in the form of the availability of adequate facilities and infrastructure, adequate budget and cooperation with State-Owned Enterprises (BUMN) and Regional-Owned Enterprises (BUMD), while the inhibiting factor is the low awareness of taxpayers, unscrupulous officials. dishonest and not yet integrated local tax information system with regional income.

Analysis of Employee Discipline Implementation in the Regional Secretariat of North Central Timor District

AbstractIn connection with the work discipline of the state civil apparatus, the Government issued a regulation regarding employee discipline which contains obligations, prohibitions and sanctions for employees who violate. This regulation was made with the aim of improving the professionalism of civil servants, ensuring order, and the smooth execution of duties and accelerating decision making in the event of disciplinary violations of Civil Servants (PNS), as stipulated in Government Regulation Number 53 of 2010 concerning Civil Servant Discipline ( Civil servants). To improve discipline for the Civil Servants (PNS) of North Central Timor Regency, since 2013 the Regional Government has implemented the mandate set out in Government Regulation Number 53 of 2010. However, in its application there are still many employees who are not disciplined in their work. This research is intended to analyze and describe the implementation of Government Regulation No. 53/2010 concerning Civil Servant Discipline at the Regional Secretariat of Timor Tengah Utara Regency. This study uses descriptive qualitative methods and data analysis techniques Milles and Huberman. The results of the study show that the Civil Servants in the Regional Secretariat of North Central Timor Regency in terms of PNS discipline have not been optimal and the level of discipline of Civil Servants is still very low which is evidenced by the level of violations and the imposition of disciplinary sentences of Civil Servants year and the dominant types of violations were committed, namely moderate to serious violations. As for other problems, namely the lack of socialization related to PNS discipline at the Regional Secretariat of North Central Timor Regency based on Government Regulation number 53 of 2010, Lack of understanding of Civil Servants of existing regulations due to lack of interest in reading civil servants to applicable regulations, and lack of assertiveness and courage by the leadership. Premarital sex behavior of teenager in Timor Tengah Utara Regency, East Nusa Tenggara Province, Indonesia

The objectives of this study were to comprehensively descript premarital sex behavior of teenagers in Timor Tengah Utara Regency and to identify the effect of self-esteem, self-concept and attitude toward premarital sex on premarital sex behavior. Survey method was adopted for this study and 342 teenagers (14-19 years old) samples has been collected using purposive random sampling. Univariate and multiple regression methods have been applied for data analyzing. Result revealed that the level of premarital sex behavior of teenager in Timor Tengah Utara Regency tend to be low, about 76.9%. Then, 54.1% teenagers had a positive self-concept, 54.4% had a high self-esteem, and 50.3% had a negative attitude toward premarital sex to the premarital sex behavior. Hypothesis test indicated that self-concept, self-esteem and attitude premarital sex have no significant effect (P>0.05, R2=0.002) on the premarital sex behavior. It can be described that North Central of Timor's teenagers have a self-concept that tends to be positive, self-esteem tends to be high, and attitudes toward premarital sexual behavior tend to be good and premarital sex behavior is low.

Pengaruh Tingkat Upah Dan Investasi Terhadap Tingkat Pengangguran Di Kabupaten Timor Tengah Utara

The application of wage levels in the district of Timor Tengah Utara has not yet adhered to government regulations as stipulated in the Provincial Minimum Wage. Most workers only hope for employment provided by the government through the recruitment of State Civil Apparatuses by prospective workers who have formal education. Employment opportunities opened by private parties through private companies in the district of Timor Tengah Utara are still very limited. As a result of these real conditions, the unemployment rate in Timor Tengah Utara district is still high. Speculation carried out by the community to achieve family welfare is to exploit the potential and opportunities of the border market and to speculate into labor outside the region or abroad legally and illegally with various risks

DEVELOPMENT OF FUNCTIONAL AUDITOR COMPETENCY MODEL IN INSPECTORATE INSTITUTION

This study aims to review and develop auditor inspectorate competency model in Timor Tengah Utara (TTU) regency to support the implementation of supervisory duties. This study uses a qualitative-descriptive method with data collection techniques through observation and interview. Data analysis method used in this research is literature study. The results of this study found problems related to work discipline and auditor's personal safety. The development of competencies safety awareness requires auditors to be able to identify and improve situations that have an impact on personal safety in each process of carrying out supervision whereas the development of competencies time management requires auditors to be able to plan and regulate the use of time in setting priorities in carrying out supervisory duties with the result that they can be carried out effectively.

Aplikasi Herbisida Ramah Lingkungan di Desa Kiusili Kecamatan Bikomi Selatan Kabupaten Timor Tengah Utara

Telah dilakukan pengabdian pada masyarakat di kelompok tani Nek’amnaut Desa Kiusili kabupaten Timor Tengah Utara. Pengabdian berupa penggunaan herbisida ramah lingkungan yang terbuat dari garam, cuka, air dan sabun cair. Metode pengabdian berupa sosialisasi dan demo pembuatan serta penyermprotan larutan tersebut pada gulma. Pengisian quisioner pra pengabdian dan pasca pengabdian dilakukan guna mengetahui pengetahuan terkait herbisida pada umumnya dan kemampuan masyarakat membuat herbisida ramah lingkungan.
 Hasil menunjukkan bahwa larutan herbisida ramah lingkungan berhasil membunuh gulma. Pengetahuan masyarakat berubah dari kategori tidak tahu menjadi berpengetahuan baik, ditandai peningkatan skor pengetahuan (SP) dari 24 menjadi 76. Presentase jumlah warga yang mengalami perubahan kategori ini adalah 0 menjadi 83%. Kemampuan masyarakat berubah dari tidak mampu membuat menjadi sangat mampu membuat herbisida tersebut, ditandai skor kemampuan (SK) meningkat dari 0 menjadi 83. Presentase jumlah masyarakat yang mengalami perubahan kategori kemampuan adalah dari 0 menjadi 89%. Penurunan intensitas penggunaan herbisida sintetik terjadi dalam tiga tahun terakhir. Sebanyak 5 liter larutan herbisida ramah lingkungan mampu membunuh gulma seluas 48 m2.

Analisis Vegetasi Beberapa Fragmen Hutan di Kabupaten Timor Tengah Utara

The present study aims to describe vegetation composition and structure of fragmented areas in Timor Tengah Utara. The study was carried out in three locations : the small forest of Soeb Mountain (L1), the medium forest of Ainiut-Loeram (L2), and the large forest of Lapeom-Maubesi Mountain (L3). The data were collected using the quadrates method. Each transect is 0,52 ha and thirteen plots (20x20 m) was established. The results show that the number of trees species in the large forest is the highest followed by the medium and the small forests (L3>L2>L1); The tree density in the large forest is the highest, followed by the small and the medium forests (L3>L1>L2). However the highest tree basal area was recorded in the small forest, followed by the large and the medium forests (L1>L3>L2). The species of the highest importance value (IV) at three locations are Pterocarpus indicus Willd., Gossampinus malabarica (DC.) Merr., and Schleichera oleosa (Lour.) Oken.

An analysis to student error of algebraic problem solving based on polya and newman theory

This study aims to reveal student algebraic problem-solving errors based on Polya and Newman hierarchical indicator. The subject was a study of 30 students of grade VII in one of the junior high school located in the Timor Tengah Utara, NTT, Indonesian, 2018/2019 period. Process of collecting data used tests and interviews. The result of the student problem-solving ability test was grouped into three parts, namely 5 of the student in the low category, 20 of the student in the medium category, and 5 of students in the high category. The result of the analysis based on Polya indicator indicated that a group of low students made an error on all indicators. The medium of category students made an error in carrying out the plan and looking back. For those in the high category, they make an error in looking back indicator. While the result of the analysis was based on Newman hierarchical indicator that a group of low students made an error ranging from comprehension to encoding. Group medium student makes an error in the process skill and encoding process. For those in the high category, they tend to make an error at the encoding indicator.

Faktor – Faktor yang Mempengaruhi Permintaan Sayuran Daun Oleh Rumah Makan di Kecamatan Kota Kefamenanu Kabupaten Timor Tengah Utara

Penelitian ini bertujuan untuk : (i) mengetahui gambaran permintaan sayuran daun oleh rumah makan di Kecamatan Kota Kefamenanu Kabupaten Timor Tengah Utara, (ii) untuk mengetahui faktor – faktor yang sangat mempengaruhi permintaan terhadap sayuran daun oleh Rumah makan di Kecamatan Kota Kefamenanu Kabupaten Timor Tengah Utara. Penelitian dilaksanakan pada bulan Januari sampai bulan September 2017. Penentuan daerah penelitian ditentukan secara sengaja. Metode penarikan sampel dilakukan dengan metode incidental sampling, dimana artinya penarikan sampel didasarkan atas pemikiran bahwa, keseluruhan unit populasi memiliki kesempatan yang sama untuk dijadikan sampel. Hasil penelitian menunjukkan bahwa faktor – faktor yang mempengaruhi jumlah permintaan sayur – sayuran (singkong, sawi, seledri) adalah pengeluaran pembelian sayur – sayuran sedangkan variabel independen lainya pada penelitian ini tidak ada pengaruh yang signifikan terhadap jumlah permintaan sayuran daun oleh rumah makan.
