BBC Sets Daleks to Work

Since 13 April 1993 BBC Television News has been produced with the help of remotely controlled mobile cameras. Except for certain programmes there are no camera operators on the studio floor — in fact there is scarcely anybody on the studio floor apart from presenters. Jack Hollingum went to see the BBC's robotized studios at Television Centre and spoke to Colin Clode, manager of television operations for news and current affairs, and Mike Hawkesworth, operational development manager.

Educational Television in Israel: spotlight on the future

ABSTRACT The author was based at the Educational Television Centre in Tel‐Aviv with a remit to study the development of educational television in Israel from its inception in 1966. The article briefly discusses the political and technological factors which led to the development of an educational television channel in Israel. At that time television in Israel consisted solely of educational television broadcasts in the mornings and afternoons. This was extended when the Israeli Broadcasting Authority started to broadcast on the one Israeli channel in the evening slot. The article concentrates on the recent development of educational television and its bid for a new niche in the constellation of Israeli broadcasting. Inevitably the development and future of educational broadcasting is intimately linked with Israel's religious and political schisms and its military and cultural preoccupations. Martial Law regulation number 33 punishes indulgence ‘in any political activity by words, signs or visible representation’ with 7 years jail and 20 lashes. There are plans to ban women from driving, voting and holding most jobs. ∗ A television playwright, fairly popular in official circles, wrote a line in his TV play: ‘It is human nature. Man wants change.’ The line was expunged from the play without the knowledge of the writer or the script editor. ∗ Four television cameramen of Rawalpindi-Islamabad television centre were sacked for irresponsibly commenting on the ‘referendum’ speech of General Zia-ul-Haq in December 1984. ∗ A censor committee insisted on deleting a close-up of a tearful eye in a film commercial saying that it was erotic. Another committee, set up to vet scripts of stage-plays, proudly claimed that it not only objected to certain lines of dialogue but that they also made ‘positive suggestions’. ∗ A government circular advises government departments, libraries, educational institutions and autonomous institutions that they should subscribe only to listed ‘balanced’ newspapers (all published by the government-owned National Press Trust). The government also decides to base the granting of government advertisements on the ‘responsible’ attitude of the newspapers rather than their circulation. ∗ Author-advocate Mushtaq Raj was detained under Martial Law for writing a book which attempts to find common ground between religion and Marxism. ∗ The Law of Evidence was promulgated and women were declared unfit to become witnesses to commercial deals on their own. NBC Television Central — An Overview

Large television centers are becoming more common throughout the world. While the design of individual studios and associated control rooms within such centers can be dealt with based on past experience, the routing and ultimate release-to-air of numerous individual signal sources within the center take on a special dimension when the system is very large. Rebuilding around an ongoing operation within an existing structure strongly influences the final design. A review of existing operating practices suggests many possibilities for improvement from a human-factors viewpoint. The final scheme includes the use of a large audio-video routing apparatus, a multichannel computer-controlled release studio, and numerous remote-control subsystems. Automated program schedule preparation and flexible voice communications play important roles in the completed system.

The Development of the Broadcast Television Network in the USSR: A Translation

The rapid growth of television broadcasting in the USSR clearly indicates an appreciation of its advantages as a medium for the rapid dissemination of information over an area as extensive as the USSR. Following a largely experimental period which was interrupted by World War II, emphasis in the 1950s was placed on the construction of television centers and transmitters in all the major population centers. After completion of about 100 of these by 1960, emphasis shifted to the expansion of network facilities to cover the entire country. This effort was greatly facilitated by the development of the “Molniya” satellite relay stations and the “Orbita” earth stations which made it possible to reach even the most remote areas of the country in the far east. Since ten time zones are covered in this manner, special measures are necessary to compensate for the time differences with respect to the Central Studios in Moscow. In recent years, emphasis has again shifted, this time to the upgrading of existing facilities, for example, the construction of the 1750-ft (533-m) antenna tower in Moscow as well as other similar projects.

The very young and television violence

CONCERN about the effects of television centers around the belief that violence portrayed on the screen encourages young people to be aggressive. Preoccupation with the effects of violence has resulted in a lack of perspective as to the effects of television in a more general sense. The aim of this paper is to look at the effects of violence on television but try to keep in mind the broader issues. Perhaps Schramm’s [1] conclusion is the most appropriate starting point “For some children, under some conditions, some television is harmful. For other children under the same conditions, or for the same children under other conditions it may be beneficial. For most children, under most conditions, most television is probably neither harmful nor particularly beneficial”. I feel that effects can usefully be classified into three categories. Firstly, that children can learn (acquire information) from television: secondly, that children may imitate behaviours that they see on television: and thirdly, that children may display interpersonal aggression as a result of watching violence on television. There is some evidence to indicate that television does provide children with an opportunity to learn. Schramm et al. [l] state that learning from television is usually incidental. Children watch to be entertained. In young children watching television gives them a much broader view of life than those who do not, for these are dependent on their own observations of the world around them, because they cannot yet read. With increased age television loses its advantage as a door to information and merely becomes a doorway to fantasy. With increased age those who watch television less should have time to learn and gain experience from other means. Schramm er al. [l] suggest that it is largely the factor of novelty which attracts attention on the media and hence it is with younger less well experienced children that learning from television will have most effect. With very young children they cannot tell reality from fantasy therefore they are influenced as much by television as they are by all the new things around them. As they get older they realize that television is fantasy and they feel less associated with it. Learning is influenced by the amount of identification with specific characters, and the child can store up for future use the opinions and attitudes of these characters, just as they can store up the opinions and attitudes of parents, teachers etc. Brown et al. [2] also suggest that children use television for an information source, as they are virtually always prepared to accept information and the media presents over time a fairly wide range of information about people and places and things. They do, however, suggest that when the information need is specific, television looses its importance in preference to other sources because the child does not have control over when information is broadcast. With increased age the child’s ability to select the most useful medium to acquire information improves and television becomes less important as a source.

Automatic remote control system for the output time of television frame synchronizing pulses

1. The use of a telephone line connecting the transmitting television center with the control point of the State Time and Frequency Service as a control channel makes it possible to match the output time of one of the frame synchronizing pulses (the edge of the first notch or the second pulse transmitted in the composite television signal) with the output time of the second pulses from a state standard clock to an error of ± 0.2μsec. 2. The proposed design of a system to control the output time of frame synchronizing pulses makes it possible for users located in the reception area of the Moscow television transmitting center as well as users who receive the All-Union television broadcasting program over intercity and international cable and radio relay links to tie in local clocks without a reciprocal exchange of information with the central control point regarding the measured results.

Notes from a Visit to the USSR in 1972

A VISIT to the USSR in May of this year as an Institute of Electrical and Electronic Engineers delegate to the Popov Society provided the author with a third opportunity to observe progress in television and related fields over a span of 35 years. The purpose of the first visit, a ten-month stay during 1937 and 1938, was to help install RCA monochrome studio and transmitting equipment in a new television center in Moscow. The second tour of duty was in 1959 when a complete color television studio formed one of the most popular exhibits at the American Exposition in Moscow, as reported in the SMPTE Journal. <sup xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">1</sup> This paper draws on experiences from all three visits to present an overall impression of the changes observed, particularly in the fields of television and motion pictures
