The influence of organizational learning and external cooperation configuration on enterprise technological innovation: A study based on fsQCA approach.

This study explores the influence of organizational learning and external cooperation configuration on enterprise technological innovation and constructs a comprehensive theoretical framework of "organizational learning-external cooperation-technological innovation" based on the fuzzy set qualitative comparative analysis (fsQCA) method. The results show the following. (1) A single episode of organizational learning or external cooperation cannot affect the enterprise’s technological innovation, which requires the mutual linkage of the two to improve enterprise technological innovation performance. (2) The technological innovation model in which organizational learning and external cooperation interact is an effective way for enterprises to improve technological innovation performance. There are four technological innovation models that produce high technological innovation performance, namely consciousness-system synergy, consciousness-led, quasi-full, and all-around drive. (3) There are four models of non-high-tech innovation performance, which are not opposed to the technological innovation model of high-tech innovation performance. This research expands the technological innovation perspective of organizational learning and external cooperation matching, provides enterprises with effective technological innovation activities, and provides a theoretical reference and practical guidance for improving technological innovation performance.

Impact of economic growth target constraints on enterprise technological innovation: Evidence from China.

By using the data from Chinese listed companies in the Shanghai and Shenzhen A-share market for the period 2007 to 2019 and the Report on the Work of the Government, this paper investigates the impact of the local government’s economic growth target constraints on enterprise technological innovation and its mechanism. It is found that the local government’s economic growth target constraints significantly inhibit enterprise technological innovation, which is more obvious in the samples of SOEs, regulated industries, and enterprises at low marketization levels. The change of government officials’ performance appraisal indicators from the quantity to quality of economic growth can alleviate the negative effect. The mechanism effect test indicates that the local government’s economic growth target constraints will aggravate enterprise financing constraints and decrease the contribution of R&D investment to enterprise performance, and further inhibit enterprise technological innovation.

Government intervention, internal control, and technology innovation of SMEs in China.

Under the innovation-driven development strategy, the improvement of the core competitiveness of enterprises demonstrates increasing dependence on the ability of technological innovation. In this article, data of A-share listed companies in Shanghai and Shenzhen stock markets from 2008 to 2018 were selected as research samples for the analysis of the influencing factors and mechanism of enterprise technological innovation from the dual perspectives of the external economic environment and internal management system based on the use of the fixed-effect model. The results show that government intervention significantly hinders enterprises' investment in resources for technological innovation, and less government intervention can improve the innovation investment of enterprises. The intervention of internal control fails to bring institutional advantages; rather, it aggravates the negative effect of government intervention on enterprise technological innovation. The research enriches the existing academic research results on government intervention, internal control quality, and enterprise technological innovation. The findings provide experience for accelerating the marketization process in China, enterprise governance, and improving the level of enterprise technological innovation.

Evolutionary game and simulation analysis of enterprise's green technology innovation under green credit policy: evidence from China

ABSTRACT With China's commitment to achieving a carbon peak and carbon neutralisation by 2030 and 2060, respectively, the government's requirements for enterprises to adopt green technology are becoming increasingly urgent. We established a tripartite evolutionary game model of an enterprise, government and bank. We analysed conditions for the existence of stable points and factors affecting the choice of stakeholder's strategy. The influence of the change in each parameter on the evolutionary stable strategy was further studied. We found that the government's reward, subsidy and taxes for enterprise's green technology innovation can increase the willingness of enterprises to implement green technology innovation, and the role of taxes is greater than that of subsidies. The preferential interest rate for green innovation is conducive to stimulating enterprises to engage in green innovation, but the increase in the cost of green credit will reduce the willingness of banks to provide green credit. With the increase in the subsidy, incentives and the cost of environmental regulation, the policy burden of the government will gradually increase, thus reducing the willingness of the government to implement environmental regulation policy. The research presented in this paper furthers work on the theoretical modelling of green credit and environmental regulation policy.

Scientific and Technological Innovation Rapid Emergency Resource Constraint-Improved Particle Swarm Optimization Project Scheduling Method

In the environment of scientific and technological innovation, the human and material resources that can reach the project threshold are often limited. For enterprise projects that require high R&D and production level to produce rapid emergency resources, they often face the problem of difficult effective allocation of emergency resources, resulting in project delay. Therefore, in the process of high-tech projects, it is necessary to deal with the lack of emergency scientific and technological resources. Therefore, based on the particle swarm optimization algorithm which is easy to be realized by scientific and technological innovation enterprises, this study improves its two shortcomings of easy local optimization and low performance, constructs the CD-PSO project scheduling model, verifies the performance of the improvement points, and tests the performance of the model in the actual project case of enterprise rapid emergency resource scheduling. The results show that the optimal solution of CD-PSO model in the three sample sets is higher than that of D-PSO model in the same group, and the average scheduling duration is the shortest, which is 350 days, and the proportion of reaching the optimal duration is 100%. The operation effect is obviously better than other scheduling models. The CD-PSO project scheduling model designed in this study is easier to implement and can calculate the optimal solution of the first project more efficiently. It not only has excellent performance, but also has a strong popularization foundation.

The Effect of Tax-Collection Mechanism and Management on Enterprise Technological Innovation: Evidence from China

Tax collection and management is an important cornerstone to safeguard a country’s financial strength, and it is also a key task to realize the modernization of a country’s tax governance. This study examines the effect of tax-collection mechanism and management on technological innovation in China from 2007 to 2020. By using a fixed effect model, the findings indicate that a higher intensity of regional compulsory tax collection and management rises the level of technological innovation of enterprises. Strengthening tax collection and management is more conducive to raising the level of technological innovation of midwestern enterprises, non-high-tech enterprises and enterprises in a poor market environment. The concrete impact mechanism shows that tax collection and management improve the level of enterprises and technology innovation by using a tax credit-rating system and enhancing enterprises’ information transparency; the application of the Golden Three system has been more conducive to strengthening tax collection and management to enhance the level of enterprises’ technological innovation. Influence of entrepreneurial ambidextrous leadership on ambidextrous innovation: An integrated model construction of ‘cognitive/affective’ composite perspective in Chinese context

BACKGROUND: China’s 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 clearly points out that it is necessary to implement innovation driven strategy, promote enterprise technological innovation, and better play the important role of entrepreneurs in enterprise technological innovation. Therefore, it is of great significance to explore the impact of entrepreneurial leadership on enterprises’ technological innovation. OBJECTIVE: From the perspective of technological innovation stream, we divide ambidextrous innovation into mainstream innovation and new stream innovation. Integrating ambidexterity theory, innovation streams theory and cognitive affective personality system theory (CAPS), we explore the mediating mechanism of entrepreneurial ambidextrous leadership on ambidextrous innovation from cognitive path, affective path and cognitive-affective compound path. METHODS: Based on the data collected from 254 top managers in 12 provinces in China, we conducted descriptive statistical analysis, reliability and validity analysis, regression analysis and bootstrap mediating effect test on the sample data. RESULTS: Our empirical results revealed that: 1) entrepreneurial ambidextrous leadership positively related with the ambidextrous innovation; 2) organizational paradoxical cognition plays a partly mediating role between ambidextrous leadership and ambidextrous innovation; 3) organizational affective conflict plays a partly mediating role between ambidextrous leadership and ambidextrous innovation; 4) organizational paradoxical cognition negatively related with organizational affective conflict; 5) organizational paradoxical cognition and organizational affective conflict play a chain mediating role between entrepreneurial ambidextrous leadership and ambidextrous innovation. CONCLUSIONS: Combined with the cognitive affective personality system theory, our research explores the mediating mechanism of entrepreneurial ambidextrous leadership on ambidextrous innovation from cognitive path and affective path and “cognitive-affective” compound path, which not only have great theoretical contributions, but also have important significance in enterprise management practice.

Can green credit policy promote low-carbon technology innovation?

While the advancing process of achieving the carbon-neutral goal, how green credit policies guide enterprises to green production and low-carbon technology innovation has received much attention Based on the microdata of Chinese enterprises from 2004 to 2019, this paper constructs a difference-in-differences (DID) model according to the Green Credit Guidelines to investigate the impact of green credit policies on enterprises' low-carbon technological innovation and its influence mechanism. The findings include that (1) green credit policy can significantly promote low-carbon technology innovation; (2) green credit policy has a more significant promotion effect on the low-carbon technology innovation of state-owned enterprises and ESG-certified companies; (3) mechanism analysis shows that green credit policies promote enterprises' low-carbon technology innovation by increasing their R&D investment and management efficiency. This study helps policymakers to better understand the impact of green credit policies on low-carbon technology innovation and provides evidence to support the promotion of energy conservation and emission reduction in developing countries.

Knowledge Map Analysis of Industry–University Research Cooperation Policy Research Based on CNKI and WOS Visualization in China

The field of industry–university research cooperation policy is about to enter a new stage. It is necessary to systematically sort and summarize the literature, both at home and abroad, that has been produced in recent years. Through knowledge map analysis of the current situation regarding the development of industry–university research cooperation policy, from both domestic and foreign perspectives, taking the core documents included in the Web of Science and China National Knowledge Infrastructure database as samples, and through visual research on the time context, author, organization, theme, and other key nodes of industry–university research cooperation policy research, with the help of CiteSpace and NoteExpress measurement software, we can draw the following conclusions. Domestic research is relatively focused on colleges and universities; that is, industry–university research cooperation as a mechanism to cultivate innovative talents and improve scientific research and enhance social services, while foreign countries pay more attention to the technological utilization and technological innovation of enterprises and their accompanying economic benefits. Domestic and foreign research have their own characteristics, and the research quality of the two is equal. Generally speaking, research on the policy of domestic university research cooperation should focus on the following three points in the future: It must be closely related to the functions of colleges and universities, the nature of enterprises, and social needs; we must attach great importance to empirical research; and we must pay attention to cross-organizational research.

Effect of China’s Land Resource Allocation Method on Enterprise Technological Innovation: Promoting or Inhibiting

Whether the land resource allocation method with Chinese characteristics can continue to play a positive role must be explored in the context of high-quality development. This study is based on the panel data of A-share listed non-financial insurance enterprises from 2006 to 2018. The proportion of industrial land area in urban construction land area to characterize land resource allocation methods and analyzes the effect of China’s land resource allocation methods on enterprise technological innovation. Results show that 1) the land resource allocation methods of the large-scale transfer of industrial land and the restricted transfer of commercial and residential land inhibit enterprises from technological innovation. 2) The inhibition is heterogeneous given the nature of the enterprise and the degrees of technology intensity and regional differences. The effect is greater on state-owned enterprises and those in high-tech industries and eastern cities. 3) The increase in corporate R&D expenditure and government subsidies weakens the negative effect of China’s land resource allocation method to a certain extent. This study maintains that the reform of land resource allocation methods should be promoted following local conditions, the role of the market should be fully utilized, and the subjective initiative of local governments should also be mobilized to promote the overall transformation of the economy and society to innovation-driven development effectively.

Performance Evaluation Model of Agricultural Enterprise Technology Innovation Based on GA-BP Neural Network.

With the continuous development of my country's economy and society, how to effectively evaluate the technical innovation performance of agricultural enterprises has become the focus of research. This paper firstly processes and analyzes the technical innovation performance data of agricultural enterprises, and then processes and converts the technical innovation performance data of agricultural enterprises; then, through the analysis of the technical innovation performance data of agricultural enterprises, the key characteristics of the technical innovation performance of agricultural enterprises are excavated. Finally, a performance evaluation model based on agricultural enterprise technology innovation is proposed, and the validity of the model is verified with examples.

An Evolutionary Game Analysis on Green Technological Innovation of New Energy Enterprises under the Heterogeneous Environmental Regulation Perspective

In the context of economic transformation and upgrading and ecological civilization construction, green technology innovation is an inevitable choice for enterprises’ sustainable development. Can environmental regulation effectively promote enterprises’ green technological innovation and achieve a win–win economic growth and environmental protection situation? This paper uses evolutionary game theory and numerical simulation to analyze the influence mechanisms of command-control, market-incentive and social-will, three environmental regulation tools and different combinations of environmental regulation tools on green technology innovation behavior of new energy enterprises. The study found: (1) The effects of three types of environmental regulation tools on green technological innovation of new energy enterprises are different, in which market-incentive environmental regulation policies play the most significant role, followed by command-control environmental regulation and social-will environmental regulation tools are not very obvious. (2) Implementing a separate environmental regulation policy has a poor effect on stimulating green technology innovation of new energy enterprises. If two environmental regulation means are implemented, the combination of command-control and market-incentive environmental regulations is the most effective. (3) Combining the implementation of three environmental regulation means of high-intensity market-incentive, high-intensity command-control and low-intensity social-will is the best strategy combination, which can motivate new energy enterprises to become stable for the green technology innovation strategy in the shortest time.

The Use of BP Neural Network Algorithm and Natural Language Processing in the Impact of Social Audit on Enterprise Innovation Ability.

At present, there are still some problems in the document management of enterprise innovation projects, such as non-standard management, lagging update, chaotic content, insufficient information, and insufficient application. There is still a lack of effective methods to evaluate the financing ability of enterprises. To solve the above problems, high technology expertise (HNTE) is taken as the research objects. Firstly, the relationship between social audit and enterprise technological innovation is analyzed, and on this basis, combined with natural language processing (NLP), an extraction method of project document information is proposed. Secondly, the evaluation index system of enterprise financing ability is constructed based on Back Propagation Neural Network (BPNN), and the technology innovation audit system of HNTEs. Finally, combined with the actual content, the proposed document audit method is evaluated. The results show that: the average accuracy rate of the NLP-based innovation project document audit method is 91.36%, the average recall rate is 96.34%, and the average F statistical value is 95.34%. Among them, the recall rate and F statistical value are about 2.3% and 1.4% higher than manual processing, respectively. The recall rate and F value are obviously better than those of manual processing methods, and the processing time of single document based on NLP is only 87.5 s. The processing time is nearly 50 times lower than that of manual processing, which greatly improves the processing efficiency of document information. The corresponding test results of each index selected based on the evaluation of enterprise financing ability are all below 0.1, which meets the requirements of consistency. The evaluation results of BPNN model on enterprise financing ability are highly consistent with the target value, and the prediction error is controlled within 0.02, which can provide more accurate prediction results. This research obtains a more accurate prediction model of enterprise financing ability evaluation, which provides technical support for social auditing and the innovation and development of enterprise technology, and provides a feasible route for the development of BPNN in the financial field.

Research on Green Technology Innovation and High-quality Development of Enterprises with Government Support

Green technology is a contemporary new technology application management system that matches ecological environmental protection, and is an independent innovation of technical products and management models. At present, the green transformation and high-quality development of enterprises are highly valued by the national government.The government provides assistance to enterprises from various aspects such as cash, tax incentives, and environmental protection investment. The assistance of relevant government departments helps to send "good signals" to the society of the times , attracting a large number of enterprises to carry out green technology innovation. The support behavior of relevant government departments can also alleviate the financing difficulties of enterprises, reduce the negative impact of financing constraints on research and development costs, promote green technology research and development innovation of enterprises, and promote high-quality economic development. This paper will illustrate the role of government support in green innovation and high-quality development of enterprises from various aspects, including national policy systems, theoretical analysis of relevant green innovation, and feasibility suggestions.

Policy Uncertainty, Financialization and Enterprise Technological Innovation: A Way Forward Towards Economic Development

Technological innovation is the core factor for enterprises to maintain competitiveness. This paper aims to investigate how policy uncertainty affect enterprises’ innovation. On the basis of theoretical analysis, this study selects data from 2008–2017- and a share of non-financial listed companies as the research sample. Using patent data of listed companies and China’s economic policy uncertainty (EPU) index, the study examines the impact of EPU on enterprise innovation. In addition, the regulatory effect of enterprise financialization has been investigated. The results show that the EPU can promote the quantity growth of enterprise innovation but inhibit the improvement of enterprise innovation quality. The impact of EPU on enterprise innovation will be affected by enterprise ownership, financing constraint level, life cycle, regional administrative level and regional economic level. Furthermore, enterprise financialization shows a negative regulatory effect in the process of EPU affecting enterprise innovation. This study provides policy enlightenment for reasonably formulating economic policies and promoting enterprise financialization, so as to effectively improve enterprise innovation ability and economic development.

Impact of Voluntary Environmental Regulation on Green Technological Innovation: Evidence From Chinese Manufacturing Enterprises

Can voluntary environmental regulation play a major role in the transformation of traditional environmental regulation; undertake the task of improving the flexibility, autonomy, and effectiveness of environmental regulation; and promote green technology innovation of enterprises? This study uses the propensity score matching and difference-in-differences (PSM-DID) model to analyze the net effect and heterogeneity of voluntary environmental regulation on green technology innovation, and further explores the impact mechanism of voluntary environmental regulation on green technology innovation from three perspectives: government subsidies, public support, and external enterprise cooperation. The results show that voluntary environmental regulation has a significant positive effect on green technology innovation regardless of time, industry, and regional factors. The implementation of voluntary environmental regulation promotes the green patent authorization of enterprises by 15.12–17.59%. In addition, voluntary environmental regulation also shows industry heterogeneity, scale heterogeneity, and ownership heterogeneity for green technology innovation, and it emphasizes the promotion effect on enterprises in mild pollution industries, large-scale enterprises, and private enterprises. Furthermore, the implementation of voluntary environmental regulation will have a positive impact on green technology innovation by curbing public support and expanding cooperation with external enterprises.

Will enterprise technological innovation enhance the value of energy-based enterprises? ——Analysis of the Moderating Effect Based on ESG Information Disclosure

Facing the stage of high-quality economic development, energy-based enterprises not only need to improve their energy development technological innovation capabilities, but also actively face the transition to green, low-carbon and sustainable development. Technological innovation realizes the continuous accumulation of corporate value by innovating production technology and improving production efficiency. The ESG concept focuses on the three dimensions of environmental protection, fulfillment of social responsibilities and corporate governance, and helps companies cultivate green and sustainable development capabilities. Based on the two new development concepts of “innovation” and “green” as the research starting point, the article selects 208 listed energy-based companies in A-shares from 2015 to 2019 as the research sample, and uses empirical research to test the impact of corporate technological innovation and ESG information disclosure on energy. The impact of the value of the type of enterprise. The empirical results show that both corporate technological innovation and good ESG information disclosure have positive value creation effects; at the same time, good ESG information disclosure by energy- based companies can further enhance the value creation of technological innovation. At the end of the article, it also puts forward relevant suggestions for energy-based enterprises to improve their technological innovation capabilities and enhance environmental protection awareness.

Evaluation of the Implementation Effect of China’s Industrial Sector Supply-Side Reform: From the Perspective of Energy and Environmental Efficiency

The analysis of the implementation effect of the supply-side reform (SSR) in the industrial sector of China’s provinces and the reasons behind them are of great significance for China to formulate relevant policies in the future. However, this work has not yet been carried out. Industrial development performance is closely related to energy and environmental efficiency (EEE), and the effect of the SSR implementation is directly reflected in EEE. This study fills this gap by analyzing the EEE of 30 provinces in China from 2012 to 2017 using data envelopment analysis and Malmquist index methods. The results show that the positive effect of China’s implementation of SSR has emerged. This positive effect is mainly reflected in the implementation of measures such as reducing overcapacity, which has promoted the technological innovation of enterprises. However, the low management level and resource-allocation efficiency hinder the further improvement of the implementation effect of the SSR, which should be paid special attention to in China’s future supply-side reform. In addition, we believe that in the context of China’s high-quality development and carbon neutrality goals, the SSR should be given more connotations, which are to increase the requirements for strengthening green and low-carbon development.

Construction and Path Analysis of Enterprise Green Technology Innovation Model Using Data Mining

With the rapid increase of resource consumption and ecological protection demand, the economic growth model of China has also changed to focus on efficiency and quality. In the future, the circular economic model will be the main direction of sustainable development. According to the analysis of international development trends, green consumption has become the development trend of the times. Some developing countries also put forward the concept of green trade in the process of trade. It results in a severe living environment and challenges for some Chinese enterprises. For this challenge, China should grasp the economic development trend and change the business model by adopting the green technology innovation model. It will reduce consumption and pollution, improve efficiency, and, also, build the enterprise green technology innovation model to greatly improve the production efficiency and resource utilization of the enterprises. This paper uses data mining technology to establish a mathematical model of cluster analysis. It describes the process of enterprise technological innovation in detail and analyzes the power source of enterprise technological innovation and several commonly used models. Through this model, the enterprise technological innovation ability can be comprehensively improved. It focuses on the analysis of the enterprise green technology innovation path based on data mining. It analyzes the enterprise green technology innovation path from the points of reducing transaction costs and improving the allocation efficiency of innovation elements. According to this path, the enterprise transaction costs can be reduced to a certain extent and the allocation efficiency of enterprise elements can also be realized.

Can the Special Economic Zones Promote the Green Technology Innovation of Enterprises? An Evidence From China

Addressing global climate change is the responsibility of all mankind, and original green technology innovation is the key to achieving the goal of “carbon neutrality”. Under the target of “carbon neutrality”, it remains to be seen whether China’s special economic zones can promote the green technology innovation of enterprises, which is very important for achieving green and high-quality development. This study examines the impact of special economic zones (SEZs) on enterprises’ green technology innovation by constructing a quasi-natural experiment using data of Chinese listed companies (collected from 2000 to 2017) and green patent applications. The empirical results showed that the SEZ program significantly promoted the green technology innovation of enterprises. The number of green patent applications of enterprises in zones has increased by 17.02%. The promotion effect was more significant on enterprises in provincial development zones, those that are owned by the central state, and those in central and eastern regions. In the short term, the green innovation promotion effect is mainly derived from the effect of preferential policy subsidies, while in the long run, the role of the agglomeration effect gradually emerged. This study provides empirical evidence for green and high-quality development. This study also provides a new policy reference for achieving a win–win situation between industrial agglomeration and ecological environment.
