This study started with the recognition that government should support the efforts to found the philosophical basis and educational purposes in running Taekwondo gyms. This study is to help Taekwondo gyms to overcome the crisis in their business management, looking into what could be the government policies to enhance the quality of education in Taekonwdo gyms and introducing the policy directions. As for the study methods, DRS techniques have been employed, which encompasses preliminary researches, collective interviews, and IPA analysis. The results have been illustrated by such sections as policy directions, IPA analysis, and the desirable tasks that have to be done. As for the study results, they go as follows. First, through the collective interviews with experts, the policies proposed by them are summarized in accordance with subjects from the top levels, mid-levels, and the bottom levels. Second, questionnaires are developed centering on the questions from the collective interviews, being conducted on Taekwondo instructors, while investigating whether it`s plausible to put IPA analysis into practice and how important it is. Third, centering upon 9 policies which are important and highly practicable, their detailed contents are proposed.
