Discussion on the Construction of SWPU Smart Library Evaluation Indicator System

With the rapid development of information technology, especially the wide application of artificial intelligence, big data and cloud computing and other technologies, the management mode of libraries is also undergoing a profound change. From the traditional management mode based on paper books, it is gradually transformed into a smart library mode characterized by digitization and intelligence. In this context, the construction of SWPU smart library has become an important issue. In order to ensure that the construction of SWPU smart library can keep pace with the times and meet the needs of teachers and students, this paper adopts the Delphi method to construct the evaluation indexes as well as the weights of the indexes, aiming to provide scientific and reasonable guidance for the construction level of SWPU smart library. In this paper, we first determined the evaluation index system of SWPU smart library, including smart technology and facilities, smart resources, smart services and other aspects. Then, we invited experts in the fields of library management and information technology to evaluate these indicators and their weights using the Delphi method. Through several rounds of solicitation and feedback, the experts reached a relatively unanimous opinion on the evaluation indicators and their weights of SWPU's smart libraries. On this basis, we conducted a comprehensive evaluation of the construction level of SWPU Smart Library and put forward corresponding suggestions for improvement. These suggestions will provide strong support for the future development of SWPU Smart Library so that it can better serve the students and faculty and promote the development of university education.

Penerapan Layanan Aplikasi Perpustakaan Digital pada Perpustakaan Universitas Negeri Padang

This study aims to describe: (1) achievement of objectives in the implementation of digital library application services at the Padang State University Library; (2) integration in the implementation of digital library application services at the Padang State University Library; (3) adaptation to the application of digital library application services at the Padang State University Library.This research is a qualitative research with descriptive method. The research instrument used is an interview guideline. The data collection techniques used in this research are observation, interview, and the documentation. The data analysis are data collection, data reduction, data presentation, dan conclusions. Source triangulation was used to test the validity of the data in this study. The results of this study are as follows. First, the achievement of goals in the implementation of digital library application services at the Padang State University Library has not been maximized, limited membership quotas and the unavailability of applications on non-Android devices cause uneven access for users. Second, the integration of the implementation of digital library application services at the Padang State University Library is running quite well, the application is easy to use and also a different system from the traditional library system owned by Padang State University so that it is difficult to integrate the application service. Third, adaptation to the application of digital library application services at the Padang State University Library has not been maximized, the collections available in the application have not adjusted to the target users, in this case Padang State University students.

Remote Possibilities: Where There Is a WIL, Is There a Way? AI Education for Remote Learners in a New Era of Work-Integrated-Learning

Increasing diversity in educational settings is challenging in part due to the lack of access to resources for non-traditional learners in remote communities. Post-pandemic platforms designed specifically for remote and hybrid learning---supporting team-based collaboration online---are positioned to bridge this gap. Our work combines the use of these new platforms with co-creation and collaboration tools for AI assisted remote Work-Integrated-Learning (WIL) opportunities, including efforts in community and with the public library system. This paper outlines some of our experiences to date, and proposes methods to further integrate AI education into community-driven applications for remote WIL.

How Ohio public library systems respond to opioid-related substance use: a descriptive analysis of survey results

BackgroundPublic libraries in the United States have experienced increases in opioid-related substance use in their communities and on their premises. This includes fatal and non-fatal overdose events. Some libraries have adopted response measures in their branches to deter substance use or prevent overdose. A small number of libraries around the nation have decided to stock the opioid antagonist naloxone (Narcan) for staff to administer to patrons who experience overdose. This response measure has generated extensive media attention. Although Ohio ranks fourth in age-adjusted drug mortality rate in the United States, there has been no investigation of whether Ohio libraries are observing opioid-related transactions, consumption, and/or overdose events, or which measures they have adopted in response to these activities. We conducted a multimethod survey with Ohio public library directors to identify the response measures they have adopted. We present descriptive findings from the quantitative and qualitative items in our survey.MethodsWe conducted a cross-sectional 54-item multimethod survey of public library system directors (one per system) in Ohio. Directors of each of Ohio’s public library systems were invited to participate via email.ResultsOf 251 library systems, 56 responded (22.3% response rate), with 34 respondents (60.7%) indicating awareness of opioid-related transactions, consumption, and/or overdose on their premises. Most (n = 43, 76.8%) did not stock naloxone in their buildings. Over half (n = 34, 60.7%) reported implementing one or more non-naloxone response measures. These measures focus on improving security for staff and patrons, deterring opioid-related transactions (purchases and exchanges) and consumption, and providing educational events on substance use. Nearly half (n = 25, 47.2%) partner with community organizations to provide opioid response measures. A similar proportion reported adequate funding to respond to opioid-related substance use (n = 23, 45.1%), and most (n = 38, 74.5%) reported adequate support from their boards and communities. Few respondents have implemented evaluations of their response measures.ConclusionsOhio public libraries are responding to evidence of opioid-related transactions, consumption, and/or overdose on their premises with a range of measures that focus on substance use prevention and deterrence. Most Ohio library systems do not stock naloxone. Respondents indicated they prefer to call 911 and let first responders handle overdose events. The majority of respondents indicated their library systems have political capacity to respond to evidence of opioid-related substance use on their premises, but have limited operational and functional capacity. Findings suggest the need to revisit assumptions that public libraries are willing to stock naloxone to respond to overdose events, and that libraries have the resources to respond robustly to opioid-related transactions, consumption, and/or overdose on their premises.

Artificial intelligence technologies in information and library systems

The effectiveness of innovative scientific and educational activities largely relies on the technologies of the library industry, including modern information and library systems. Academic and research libraries introduce new technologies in an effort to improve the quality of their services. Artificial intelligence is one of the key technologies for digital transformation of the library industry. The study is aimed at identifying trends in the use of artificial intelligence in information and library service technologies. The author applied the general dialectical method, theoretical analysis and generalization of the content of special, scientific and technical literature, regulatory documents in the field of digitalization of librarianship and artificial intelligence. The results of the study have revealed the role of the integration of artificial intelligence technologies into information and library systems, which lies in the fact that they contribute to the formation of national intellectual libraries, computerization of the routine library services, and structuring innovative academic digital space for the users. Using the example of integration of context awareness technology into some information and library systems, the ability of a digital system to make “reasonable” decisions to extract relevant information for learning and self-education is demonstrated, which also allows to find educational materials on the topic being studied, and to build explicit educational route for a user.

Analysis of Elfan Bookless Library System Innovation at the Barru Regency Library and Archives Office

This qualitative study explores the innovation of the Elfan Bookless Library System at the Barru Regency Library and Archives Office. Data were collected through observation, interviews, and documentation, with validity ensured via triangulation, negative case analysis, member checking, and extended observations. The findings reveal that the Elfan Bookless Library System enhances the reading experience by providing its own Wi-Fi network, allowing online book access. While the system effectively meets visitors' needs, its Wi-Fi coverage is limited to 500 meters, posing a connectivity challenge beyond this range. Despite this, the system is accessible without special requirements; visitors only need a cellphone or Android device. User guidance is provided through tutorials on billboards and banners, and library staff offers additional support. This study highlights the Elfan Bookless Library System's potential to innovate public library services, offering valuable insights into its advantages and limitations. These findings contribute to understanding how digital library systems can be optimized to improve user experience and accessibility in public libraries.

MARKETING ACADEMIC LIBRARIES INFORMATION AND SERVICES: AN OVERVIEW OF SDD-UBIDS LIBRARY SYSTEM

The study examined the marketing of academic libraries’ information and services at the University of Business and Integrated Development Studies and the challenges as well as opportunities associated with this venture. The study was conducted using four participants who are librarians with different years of experience at the UBIDS library. The qualitative research design was adopted and an interview guide was used to gather data from the four participants. The participants revealed through the interview that the key challenge facing the academic library is raising awareness about the academic library among users in their attempt to promote the services and resources of the library which consequently reduces patronage. The study therefore recommended that librarians be trained in building cordial relationships with users. Also, the library should have a conducive environment for easy use. The comfort of library patrons should be ensured by providing enough lighting, high-quality furniture and restrooms to survive the competition from its rivals. The Status of Libraries and Information Centres in Namibia

In an increasingly interconnected world, understanding of cultures, traditions and systems of different countries is of growing importance. This article aims to acquaint readers of this journal with library systems in Namibia, shedding more light on its goals, history, and various branches such as the National Library of Namibia, the National Archives of Namibia, as well as special, academic, and school libraries. Through statistical data on services offered and user demographics, the author provides insights into the current landscape of libraries in Namibia. Additionally, the article addresses challenges faced by these institutions, ultimately concluding that while the library systems in Namibia has made significant strides since Namibia gained independence, further efforts are required for its continued development and enhancement.

Professional Standardization of Library and Information Activities

The professional standard “Specialist in Library and Information Activities” came into effect on 1 March 2023. The state regulatory document consolidates the status of the industry and the library and information profession in the system of social production. The article highlights the regulatory legal framework and a brief history of professional standardization of librarianship, which began in 2013. The adoption of the “Strategy for the Development of Librarianship in the Russian Federation for the Period up to 2030” opened a new stage in the organization of work on professional standardization of the industry. The conceptual approaches to the development of the document are analyzed: differentiated and integrated. The expediency of the integrated approach as more rational taking into account the current tasks of the industry development is substantiated. Library and information activity is presented in the document as an integral branch type of professional activity, and its functional areas — as generalized labor functions, including all production and technological processes of library work. The functional and logical structure of the professional standard and the semantic series of concepts underlying its decomposition are considered. The new nomenclature of positions of library and information specialists recommended by the professional standard is given, their qualification range is characterized, requirements to education, regular training and practical work experience are noted. It is concluded that the professional standard is a model of competences of a library and information specialist, aimed at fulfillment of the whole complex of functional tasks of a modern library. The introduction of the professional standard creates a normative basis for the formation of the qualification range of library specialists taking into account the requirements to the profession of a librarian of the digital era, the implementation of personnel strategies of libraries of different systems and departments, determines the vectors of improvement of all parts of the system of library and information education. It is a tool for managing the development and use of human resources potential of the industry. The document plays an important role as a basis for the inclusion of library and information activities in the National Qualifications System, which will significantly increase the prestige of the library profession and the industry as a whole, as well as ensure the implementation of the state library personnel policy.

Exploring the Use of Interlibrary Loan Service and User Preferences in a Countywide Public Library System

ABSTRACT Interlibrary Loan (ILL) service allows users to borrow materials from other libraries, whether physical or electronic. We sought to explore the usage and preferences of ILL service among users of a county-wide public library system in Tennessee. The survey consisted of questions pertaining to the frequency of ILL usage, the types of materials requested, and overall satisfaction with the service. Our findings show which aspects of ILL users find beneficial, as well as any shortcomings that could be addressed. Overall, those who utilized ILL service found it very valuable, would recommend it to others and expressed satisfaction with their experience.

From silent spaces to smart spaces: Leveraging IoT-based innovative services to enhance library system performance using SEM approach

The Internet of Things (IoT) has emerged as a disruptive technology with enormous potential to alter various fields, including libraries. However, research on IoT uptake in libraries still needs to be more extensive, especially in Pakistan. This research aims to fill that vacuum by exploring the variables driving IoT uptake in Pakistani libraries and assessing its effect on library services. A quantitative approach was used, with data collected from Pakistani libraries using a survey technique. The poll specifically addressed librarians and administrators to understand their views on the IoT adoption advantages they see. We designed a theoretical framework combining the Technology-Organization-Environment (TOE) paradigm and adding two variables: digital transformation and innovativeness. A total of 341 responses were gathered, providing insightful data on the IoT adoption trends in Pakistan. The research examines the connections between numerous variables impacting IoT uptake in libraries using advanced statistical approaches like SmartPLS-based partial least squares structural equation modeling. The findings reveal several vital factors influencing the adoption of IoT in Pakistani libraries. The study emphasizes the significance of solid management practices and the effective use of technology resources in facilitating the successful implementation of the Internet of Things and ensuring enhanced library services. This research contributes to the existing body of knowledge by providing a comprehensive perspective on IoT adoption in Pakistan. It addresses a considerable knowledge deficit regarding the implementation of IoT in libraries, concentrating specifically on the Pakistani view. The findings of this study are beneficial for library professionals, researchers, and policymakers, as they enable them to make informed decisions and drive successful IoT adoption initiatives in Pakistani libraries.

Hybrid recommender system model for digital library from multiple online publishers

Background The demand for online education promotion platforms has increased. In addition, the digital library system is one of the many systems that support teaching and learning. However, most digital library systems store books in the form of libraries that were developed or purchased exclusively by the library, without connecting data with different agencies in the same system. Methods A hybrid recommender system model for digital libraries, developed from multiple online publishers, has created a prototype digital library system that connects various important knowledge sources from multiple digital libraries and online publishers to create an index and recommend e-books. The developed system utilizes an API-based linking process to connect various important sources of knowledge from multiple data sources such as e-books on education from educational institutions, e-books from government agencies, and e-books from religious organizations are stored separately. Then, a hybrid recommender system suitable for users was developed using Collaborative Filtering (CF) model together with Content-Based Filtering. This research purposed the hybrid recommender system model, which took into account the factors of book category, reading habits of users, and sources of information. The evaluation of the experiments involved soliciting feedback from system users and comparing the results with conventional recommendation methods. Results A comparison of NDCG scores was conducted for Hybrid Score 50:50, Hybrid Score 20:80, Hybrid Score 80:20, CF-score and CB-score. The experimental result was found that the Hybrid Score 80:20 method had the highest average NDCG score. Conclusions Using a hybrid recommender system model that combines 80% Collaborative Filtering and 20% Content-Based Filtering can improve the recommender method, leading to better referral efficiency and greater overall efficiency compared to traditional approaches.

Introduction. Introduction of advanced neuroimaging methods has made it possible to identify subtle structural features of the posterior cranial fossa and craniovertebral junction, as well as the dislocation of cerebellar tonsils into the foramen magnum, which have clinically overt and subclinical forms. Aim: To study the clinical manifestation features of Chiari type 0, 1, and “borderline” malformations. Materials and Methods. For literature analysis, the sources were used from international databases, such as Web of Science, Scopus, and PubMed, and the Russian library system, eLibrary. Results and Discussion. The most common pathology of the posterior cranial fossa is Chiari type 1 malformation associated with a mesodermal defect and with discrepancies between the sizes of the posterior cranial fossa and the neural structures that fill it. To assess the Chiari malformation grade, it is advisable to specify the dislocation grades of cerebellar tonsils. There is a common classification of cerebellar tonsil dislocations, in which the dislocation grade 1 of cerebellar tonsils is characterized by the descent of cerebellar tonsils below the foramen magnum level; grade 2 is inherent in dislocation of the cerebellar tonsils down to the C2 vertebra level in combination with displacing the pons and medulla oblongata below the Twining line. Grade 3 dislocation of the cerebellar tonsils is where the cerebellum tonsil displacement is combined with intracranial hypertension. In case of the degree 4 dislocation of the cerebellar tonsils, cerebellar hypoplasia is observed, accompanied by a displacement of the medulla oblongata. The occurrence of syringomyelia in Chiari type 0 malformation is associated with liquor dynamic disorders in the craniovertebral junction region; the similar liquor circulation disorders are detected in Chiari type 1 malformation. Chiari type 1 and “borderline”- type malformations manifest as persistent cranialgia, pain in the cervical spine, otoneurologic and visual disorders, respiratory, psychological, and cognitive disorders, damage to the cerebellar and stem structures of the brain, damage to the spinal cord, and other, more rare signs of damage to the central nervous system. Conclusions. Thus, it is necessary to further study the features of developing clinical symptoms in Chiari type 1, 0, and “borderline” malformations to assess the changes in the course of the disease and select an adequate treatment strategy.

Identifying and Addressing Disparities in Public Libraries with Bayesian Latent Variable Modeling

Public libraries are an essential public good. We ask: are urban library systems providing equitable service to all residents, in terms of the books they have access to and check out? If not, what causes disparities: heterogeneous book collections, resident behavior and access, and/or operational policies? Existing methods leverage only system-level outcome data (such as overall checkouts per branch), and so cannot distinguish between these factors. As a result, it is difficult to use their results to guide interventions to increase equitable access. We propose a Bayesian framework to characterize book checkout behavior across multiple branches of a library system, learning heterogeneous book popularity, overall branch demand, and usage of the online hold system, while controlling for book availability. In collaboration with the New York Public Library, we apply our framework to granular data consisting of over 400,000 checkouts during 2022. We first show that our model significantly out-performs baseline methods in predicting checkouts at the book-branch level. Next, we study spatial and socioeconomic disparities. We show that disparities are largely driven by disparate use of the online holds system, which allows library patrons to receive books from any other branch through an online portal. This system thus leads to a large outflow of popular books from branches in lower income neighborhoods to those in high income ones. Finally, we illustrate the use of our model and insights to quantify the impact of potential interventions, such as changing how books are internally routed between branches to fulfill hold requests.

Libraries have every opportunity for development, they are becoming even more in demand and modern.The Russian Government Order No. 608-r of March 13, 2021 approved the “Strategy for the Development of Librarianship in the Russian Federation until 2030”, which served as a powerful impetus for the improvement of the country’s libraries. “Strategy...” is aimed at comprehensive development of librarianship, modernization of the library system of Russia, preservation and replenishment of library collections, expansion of free and equal access of citizens to information, improvement of the quality of library staff training, introduction of information technologies. The need for scientific and methodological support of library activities is also taken into account. In 2022, the professional standard “Specialist in Library and Information Activities” was approved, which establishes unified requirements for the content and quality of professional activities of specialists in all functional areas of the library.Federal and regional libraries as focal points for other types and kinds of libraries accepted the challenge to change and revised their activities.The library network of the Republic of Tatarstan includes 1508 libraries. The state programme “Development of Culture of the Republic of Tatarstan” was adopted in the region. The experience of the Republican Youth Library as a methodological and coordinating center of libraries of the Republic of Tatarstan working with youth, as well as a project office for the creation of model municipal libraries in the Republic of Tatarstan is presented.
