Evaluating supply chain performance measurement system (SCPMS) lifecycle during unexpected events

ABSTRACT Supply chain management is recognized as a crucial element in boosting organizational performance and competitiveness. However, the COVID-19 crisis has demonstrated that many corporations were unprepared and lacked a recovery strategy, which led to significant supply chain disruptions. Hence, the purpose of this study is to evaluate the Supply Chain Performance Measurement System (SCPMS) lifetime under unforeseen situations, particularly in developing nations like Egypt, and its relevance during the pandemic and post-pandemic periods. A systematic questionnaire was used to gather data from 100 manufacturing firms (supply chain and retailers) with large business volume who provided a total of 562 questionnaires. The findings indicated that there were four main measurement systems: SCPMS Design, SCPMS Implementation, SCPMS Use, and SCPMS Review. The results of the AHP method found that the SCPMS implementation was the most important system, while the least important was SCPMS design.

Evaluating and Ranking SCPMS Enablers Using ISM and SWARA

The supply chain performance measurement system (SCPMS) is considered an integral and important part of supply chain management (SCM) for an effective and efficient supply chain (SC). The healthier and more flexible SCPMS is based on the enablers from which the SC metrics are taken. The identification of such enablers must be aligned with the strategic objectives of the organization and mapped to the SC measurement objectives. Hence, this study identifies a set of enablers and ranks them. Interpretive structural modeling (ISM)-based methodology is used in the current study to model the SCPMS implementation enablers. MICMAC analysis is further employed to categorize and comprehend the importance of each SCPMS enabler. ISM offers relationship modeling of SCPMS enablers, whereas MICMAC helps with classifying them into four categories. The Delphi method is then used to validate the ISM model. The SCPMS variable is also used in prioritization using stepwise weight assessment ratio analysis (SWARA). Practicing managers may benefit when developing and installing the SCPMS to satisfy the requirements of supply chain 4.0 for Industry 4.0 (I4.0). They will also be able to recognize and allocate resources while implementing SCPMS. The prioritization using SWARA provides an important ranking according to its importance. The SCPMS enablers of ‘top management support’, ‘SC 4.0 performance measurement awareness’, and ‘managerial readiness’ are found to be significant.

Analysis of the supply chain performance measurement system using the SCOR 12.0 and the value stream mapping method approach towards sustainability strategy (case study: power generation company in Indonesia)

Indonesia’s electrical energy potential is very significant in supporting the manufacturing and service industries. The efforts of state power companies to manage their supply chain systems require a sustainable strategy to increase end-customer satisfaction in global competition. One strategy in achieving sustainable competence can be done through measuring and managing supply chain performance using the SCOR Method and Value Stream Mapping (VSM). The implementation of these two methods will be able to integrate every process and decision making in increasing productivity, especially in the company’s supply chain activities. Measurements result of the supply chain performance on XYZ Berau Company from 2019 to 2021 by implementing the SCOR 12.0 and the value stream mapping (VSM) method showed an increase, where the realization of supply chain performance in 2021 was 91.42 with a good category. However, there is still a gap in the KPI value of 8.58, where the highest Gap value is in KPI P-3 material fulfillment duration. For 2021, the Gap Value for KPI P-3 material fulfillment duration is 4.17 or 48.60% of the total existing gap. The application of the VSM method shows that for KPI P-3 material fulfillment duration, the value-added ratio current state is 63.57% with a value-added activity of 44.5 days, compared to the total process cycle time of 70 days. Research recommendations have brought improvement, resulting in the value-added ratio future state increased by 98.89%, with value-added activity for 44.5 days, from the total process cycle time of 45 days. So, the 45 days target for KPI P-3 material fulfillment duration can be achieved.

The role of Industry 4.0 technologies on performance measurement systems of supply chains during global pandemics: an interval-valued intuitionistic hesitant fuzzy approach

PurposeThis paper aims to investigate Supply Chain (SC) Performance Measurement Systems (PMSs) (SCPMSs) that are suitable and applicable to evaluate SC performance during unexpected events such as global pandemics. Furthermore, the contribution of Industry 4.0 Disruptive Technologies (IDTs) to implement SCPMSs during such Black Swan events is investigated in this study.Design/methodology/approachThe research methodology is based upon a novel qualitative and quantitative mixed-method. A Systematic Literature Review (SLR) was initially employed to identify two complete lists of SCPMSs and IDTs. Then, a novel Interval-Valued Intuitionistic Hesitant-Fuzzy (IVIHF)-Delphi method was firstly developed in this paper to screen the extracted SCPMSs. Afterward, the Propriety, Economic, Acceptable, Resource, Legal (PEARL) indicator of the Hanlon method was innovatively applied to prioritize the identified IDTs for each finalized SCPMS.FindingsTwo high-score SCPMSs including the SC operations reference (SCOR) model and sustainable SCPMS were recommended to improve measuring the performance of the pharmaceutical SC of emerging economies such as Iran in which the societal, biological and economic issues were undeniable, particularly during unexpected events. Employing nine IDTs such as simulation, big data analytics, cloud technologies, etc., would facilitate implementing sustainable SCPMS from distinct perspectives.Originality/valueThis is one of the first papers to provide in-depth insights into determining the priority of contribution of IDTs in applying different SCPMSs during global pandemics. Proposing a novel multi-layer mixed-methodology involving SLR, IVIHF-Delphi, and the PEARL indicator of the Hanlon method is another originality offered by this paper.

Improving timeliness in the neglected tropical diseases preventive chemotherapy donation supply chain through information sharing: A retrospective empirical analysis.

Billions of doses of medicines are donated for mass drug administrations in support of the World Health Organization's "Roadmap to Implementation," which aims to control, eliminate, and eradicate Neglected Tropical Diseases (NTDs). The supply chain to deliver these medicines is complex, with fragmented data systems and limited visibility on performance. This study empirically evaluates the impact of an online supply chain performance measurement system, "NTDeliver," providing understanding of the value of information sharing towards the success of global health programs. Retrospective secondary data were extracted from NTDeliver, which included 1,484 shipments for four critical medicines ordered by over 100 countries between February 28, 2006 and December 31, 2018. We applied statistical regression models to analyze the impact on key performance metrics, comparing data before and after the system was implemented. The results suggest information sharing has a positive association with improvement for two key performance indicators: purchase order timeliness (β = 0.941, p = 0.003) and-most importantly-delivery timeliness (β = 0.828, p = 0.027). There is a positive association with improvement for three variables when the data are publicly shared: shipment timeliness (β = 2.57, p = 0.001), arrival timeliness (β = 2.88, p = 0.003), and delivery timeliness (β = 2.82, p = 0.011). Our findings suggest that information sharing between the NTD program partners via the NTDeliver system has a positive association with supply chain performance improvements, especially when data are shared publicly. Given the large volume of medicine and the significant number of people requiring these medicines, information sharing has the potential to provide improvements to global health programs affecting the health of tens to hundreds of millions of people.

Industry 4.0 and Supply Chain Performance in the Oil and Gas Industry

The purpose of this study is to investigate industry 4.0 and supply chain performance. Extant literature was reviewed. Secondary data such as E-books, journal articles projects were used. Exploratory research design was used for the study. Based on the review literature, it was revealed that, integrated supply chain performance measurement system (SCPMS) is paramount for an efficient supply chain management (SCM) at inter-organizational and beyond-the-boundary processes. The recent technological innovations (internet of things (IoTs), big data, and web-based communication systems) revamp the SCPMS through effective data collection, information sharing, and framework integration among the different SC partners across nations. The study recommend for further research on the obstacles facing industry 4.0 and supply chain performance in the oil and gas industries across nations.

Supply Chain Performance Measurement System of Logistics Service Providers vs. Supply Chain Performance: A Conceptual Framework

Purpose: This conceptual paper explores the relationship between the generation of logistics service providers (LSPs), the scope of LSP supply chain performance measurement system (LSP SCPMS), and the corresponding impact on the supply chain (SC) performance. We propose that among LSPs applying SCPMSs, the generation of LSPs may affect the scope of LSP SCPMS, which may influence SC performance. Building on extant research, we present a conceptual framework, with the agency theory incorporating SC risk management concept, the resource-based view (RBV) and the rational view, an extension of RBV incorporating social network theory as the framework’s foundation. The initial hypotheses in this research proposal are each supported by the respective literature. Design/Methodology/Approach: As a conceptual paper, it is based on the literature review focusing on looking for the research gaps and responding to the recent calls in strategy research. Findings: The scope of LSP SCPMS and potential ramifications of LSP generation for the SC performance is an under-researched topic. In the present paper an attempt to consolidate knowledge on LSP supply chain performance measurement systems and its impact on SC performance has been made. The study as a research proposal makes a two-fold contribution to the discussion. First, it distinguishes the research questions and initial hypotheses. Secondly, a research methodology is proposed where qualitative methods are emphasised. Originality/Value: This study proposal contributes to a better understanding of the relationship between the scope of LSP supply chain performance measurement system and its impact on the supply chain performance, including the context of the LSP generation, which is proposed as a control variable in the study.

UD.Ridwan is one of the community businesses in West Aceh, precisely in Ujong Kalak, which processes fish waste into animal feed. UD.Ridwan in its business activities has experienced several problems in the part of the supply of raw materials that are not fixed, because the amount of fish waste is not fixed per day. UD. RIDWAN in its production activities, every 1 kg of raw materials used can produce 761 grams of feed product. As a result, the results of feed production are also not fixed, and cannot fulfill orders from consumers, so there is often a mismatch between demand and orders. This will lead to unfulfilled consumer demand and delays in distribution to each distribution center (DC). UD. Ridwan distributes his products to existing DCs, namely: Medan, Banda Aceh, and Lhokseumawe. To fix the losses faced by the company, it is necessary to measure the performance of the supply chain first. There are several models of supply chain performance measurement systems, namely: POA (Performance of Activity) and SCOR (Supply Chain Operation Reference). POA is a model used to measure the performance of activities that are part of the process in the supply chain. Innovation Openness in Supply-Side Relationships

This research focuses on supply chain performance measurement systems (SCPMSs) and its purpose is to offer the most appropriate managerial practices that can help innovative firms that want to improve their performance in dynamic competitive contexts, reconfiguring internal products/processes and repositioning their supply in modern, innovative, and recently-established international production chains, which moreover are very different from the supply chains to which they belong. This is ongoing research, and, in this paper, it is intended to present the first cognitive results, still being studied and evaluated. The research focuses on a sample of 20 study cases, and its aim is to detect if small and medium-sized firms (SMEs) that innovate efficiently benefit from enhanced competitiveness. As far as the methodology adopted is concerned, the qualitative analysis of the cases was carried out with an inductive method. The 20 study cases belong to the fashion, mechatronics, automotive, and packaging systems, and they have been investigated as real research laboratories for 6 years. The first results suggest that there might be a close relationship between innovation, efficiency, and firm performance. In addition, many innovations are technology-driven and related, for instance, to business model re-configuration. This paper aims to benefit both practice and theory.

Designing supply chain performance system: a strategic study on Indian manufacturing sector

PurposeA well-designed supply chain performance measurement system, should account for not only the capabilities and performance attributes of the focal firm but also its supply chain partners. The purpose of this paper is to help design a system that strikes a balance between the strategic objectives of the focal firm and its supply partners vis-à-vis the requirements of supply chain performance (cost, quality, speed and customer taste).Design/methodology/approachA theoretical framework on the strategic supply chain performance measurement system is developed based on existing literature and subsequently tested using a survey on 136 successful manufacturing organizations in India. The organizations were clustered into three strategy types and compared using analysis of variance on ranks to look for differences in preference for performance parameters.FindingsThe study examined the five dimensions of the supply chain practices, namely, strategic supply/distribution network, customer relationship, internal operations, information sharing and social and environmental responsiveness. The empirical results demonstrate the inclusion of business strategy orientation in designing today’s supply chain and hence its performance measurement system. Not supported hypotheses were addressed in the light of contextual factors.Research limitations/implicationsThe study is confined to finding preferences of non-financial aspects of supply chain performance and tier-1 suppliers. The research helps better design and benchmark supply chain performance metrics, based on the strategic choice of the firm.Originality/valueThis paper highlights the shortcomings in the existing performance measurement and gaps in the existing literature in the supply chain context. Further, it gives a holistic view of strategic supply chain performance measurement design.

Management of supply chain (SC) is becoming more challenging with every passing day due to high competition, globalisation, and digitalisation because of the recent adoption of internet of things (IoT) technologies in order to increase supply chain visibility. Due to this fact, importance of supply chain performance measurement systems (SCPMS) has been increased significantly. To cope with these challenges and remain competitive, organisations are keen to evaluate SC performance more precisely. Therefore, this paper adopts a qualitative review methodology to find out if existing SCPMS are in line with the current emerging technology trends of managing SC and measuring SC performance and if not, what will be the characteristics of future SCPMS. Results show particularly that existing SCPMSs are not adequate to cope with the complexity and the technology advancement observed in supply chain management as a smart way for measuring modern SC performance is needed. Finally, this study proposes a conceptual supply chain performance measurement (SCPM) framework to fill the identified research gaps.

Implications on the total business approach to the press red brick supply chain

Many strategies can be done by the company when it has an impact/implication, including the main actors in the red brick supply chain network press consisting of five business actors namely suppliers, manufacturers, distributors, retailers, and consumers. Continuous performance measurement is the key to all types of business success, so the purpose of this paper is to review the impact of the entire supply chain on the total effort undertaken, where performance measurement systems in the context of supply chains generate potential avenues for future research especially for new business people to be able to see what things need to be considered when starting a red brick press business. The author has found and classified the supply chain performance measurement system as one method of approach and systematic decision-making techniques. This study reveals that the SCOR Model approach as an indicator of red brick supply chain performance measurement and Analyst Hierarchy Process (AHP) as a decision-making tool can make a real indicator in the implementation of the current red brick business along with the impact on the market so that it is expected to get a solution to declare the effect of the red brick supply chain.

Supply Chain Performance Measurement System Development for Shoes SME using Subcontract Production Strategy Based on Integrated SCOR-BSC Model

Textile and apparel companies are a company that is widely available in Indonesia. Small and Medium Enterprise is a business that is growing rapidly and has many competitors in Indonesia, one of which is engaged in the textile sector. SME proves as one of the businesses that can survive when the economic crisis hit the world in 1997-1998 and had an impact on the Indonesian economy [1]. Even so, SME has several problems, one of which is to develop its business. Performance measurement system required to develop its business. With a performance measurement system, SME can monitor business performance that can help companies in making future decisions to improve the performance of the company. This paper focuses on SME engaged in the shoe industry and using subcontract as its production strategy. This paper also using integrated SCOR-BSC model as the baseline to determine the KPI needed by the Shoe SME. The result of this research is integrated SCOR-BSC KPI which can be used as the basis on performance measurement system making.

A knowledge-based system for overall supply chain performance evaluation: a multi-criteria decision making approach

Purpose Existing supply chain (SC) performance models are not able to cope with the potential of intensive SC digitalisation and establish a relationship between decisions and decision criteria. The purpose of this paper is to develop an integrated knowledge-based system (KBS) that creates a link between decisions and decision criteria (attributes) and evaluates the overall SC performance. Design/methodology/approach The proposed KBS is grounded on the fuzzy analytic hierarchy process (fuzzy AHP), which establishes a relationship between short-term and long-term decisions and SC performance criteria (short-term and long-term) for accurate and integrated Overall SC performance evaluation. Findings The proposed KBS evaluates the overall SC performance, establishes a relationship between decisions (long-term and short-term) and decision criteria of SC functions and provides decision makers with a view of the impact of their short-term or long-term decisions on overall SC performance. The proposed system was implemented in a case company where the authors were able to develop a SC performance monitoring dashboard for the company’s top managers and operational managers. Practical implications The proposed KBS assists organisations and decision makers in evaluating their overall SC performance and helps in identifying underperforming SC functions and their associated criteria. It may also be considered as a tool for benchmarking SC performance against competitors. It can efficiently point to improvement directions and help decision makers improve overall SC performance. Originality/value The proposed KBS provides a holistic and integrated approach, establishes a relationship between decisions and decision criteria and evaluates overall SC performance, which is one of the main limitations in existing supply chain performance measurement systems.

The concept of supply chain management performance measurement with the supply chain operation reference model (Journal review)

In the era of globalization requires companies to start revolutionizing supply chain performance measurement system for their businesses. Supply chain management is one of the important issues that are a concern for companies that want to continue to increase consumer satisfaction, increase payment utility, and save expenses. For this reason, a supply chain performance measurement system is needed. The purpose of this paper is to build a supply chain performance measurement framework using the supply chain operation reference (SCOR) model as a tool for supply chain performance measurement. One of the causes of various failure of improvement programs in the supply chain is the inability to obtain an overview of the current condition of the company, including its cultural aspects. The use of the SCOR model in building the concept of supply chain performance measurement makes companies able to evaluate supply chain performance holistically in monitoring and knowing where an organization is relative to competitors. This paper focuses on the application of the SCOR model for supply chain performance measurement in manufacturing companies. Some tools are described in this paper as a proposal to build a performance measurement framework in optimizing value in the supply chain.

Key characteristics for designing a supply chain performance measurement system

PurposeThe purpose of this paper is to conduct a review of the literature that gives insight into design elements for constructing a supply chain performance measurement (SCPM) system.Design/methodology/approachA systematic review of published research on SCPM systems and frameworks over the last two decades was conducted with the purpose of categorising key functions of SCPM systems by providing an insight into the design, functionality, implementation and practical implications of SCPM systems.FindingsThe review revealed a set of functions governing the SCPM system that have not been fully explored in previous research: the process focus, prioritisation, integration and causality functions of a SCPM system. A relationship between two or more functions can be created to include more functionality based on the needs of the company to create a comprehensive performance measurement system.Research limitations/implicationsThe paper concludes with a conceptual framework to guide future research in the area of designing a SCPM system and define the main aspects that should be considered when developing a SCPM system.Practical implicationsThe paper brings a new dimension to the SCPM research by identifying the main functions of SCPM systems that could benefit practitioners to set up a SCPM system relevant to its intended function. The paper presents multiple potential stages of merging different functions in one SCPM system. Based on the company’s needs and context, the functionality of the SCPM system can be designed at four levels creating ten possible scenarios when designing a company’s SCPM system.Originality/valueThe paper integrated the literature and findings of 269 research papers of the last two decades, upon which a conceptual framework was developed as a guide for constructing an effective SCPM system.

A review on supply chain performance measurement systems

Abstract In today’s fierce global environment, continuous performance measurement is the key mantra for any kind of business successes. The performance measurement system is a framework to measure the efficiency of the supply chain. The purpose of this paper is to review the dearth of research into performance measurement systems in the context of the supply chain by reviewing the contemporary literature for the last two decades and evoking the potential avenues for future research. For this purpose, the authors have considered and classified the supply chain performance measurement systems as approaches and techniques and followed a systematic literature review procedure. Finally, this paper discloses that simulation techniques are more suitable than other performance techniques and approaches for the supply chain performance measurement in a volatile environment. The study also provides a strong basis for future researchers and academicians in applying the performance measurement systems in the context of the dynamic supply chain.
