The paper offers an analysis of control and supervision activities in Russia. Starting with systematic properties of the analyzed process, authors accentuate the introduction of risk-analysis as the key subject of current reform phase. Dominant issues of risk-management are theoretical (coping with essential characteristics of it) and practical (mechanisms and methods of applying the one) as well. The methodic and normative regulation of control and supervision activities are scarce, which creates limitations for efficient application of risk-oriented approaches in the field. Actual reform of control and supervision activities in Russia belongs to overall systematic reform of state management in the context of digitalization. Arguing the process approach, we evaluate digitalization as the key factor touching actual model of control and supervision activities that are linked to essential aspects of management in general.
