ФІНАНСОВІ ІНСТРУМЕНТИ ЯК ВАЖЛИВА ДОМІНАНТА ЗАБЕЗПЕЧЕННЯ ІНКЛЮЗИВНОГО РОЗВИТКУ ТЕРИТОРІАЛЬНИХ ГРОМАД

Introduction. In the context of the latest transformational challenges, the problem of ensuring inclusive development of territorial communities is becoming increasingly relevant, and it is advisable to develop innovative approaches to the use of financial instruments in managing socio-economic development at the local level. The purpose of the article is to develop the conceptual framework for the use of financial instruments by public authorities as a means of management to ensure the inclusive development of territorial communities. Methods. The methodology of the study is based on the use of dialectical and process approaches, methods of induction and deduction, analysis and synthesis - when considering the content and specification of the essence of the concept of “inclusive development of territorial communities” and determining the imperative of this type of socio-economic development; structural and functional approach and methods of theoretical generalization, scientific abstraction, systematization, argumentation - to develop a conceptual model of the use of financial instruments as a dominant factor in ensuring inclusive development of territorial communities. Results. Based on the generalization of scientific views and the use of the process approach, the author's own definition of the concept of “inclusive development of territorial communities” is formed. The study of the key aspects of the concepts of inclusive development, barrier-free, integrated and sustainable development, and current global challenges and threats made it possible to outline the imperatives of inclusive development of territorial communities that should be taken into account by public authorities when choosing financial instruments. The use of the structural-functional approach made it possible to consider financial instruments for the inclusive development of territorial communities as a means of managing socio-economic phenomena and processes, which result in the implementation of the principles of financial policy aimed at the inclusive development of territorial communities. The article reveals the dualistic nature of the impact of financial instruments for inclusive development of territorial communities on the object of management from the standpoint of their provisioning, allocative and regulatory effects. Conclusions. Financial instruments are an important dominant of the inclusive development of territorial communities. It is through the dualistic nature of their impact on the object of management, taking into account the imperative of inclusive development, the priorities of the State regional policy and strategies for the development of territorial communities, that the goal of managing socio-economic development at the local level is achieved.

THE RELATIONSHIP BETWEEN THE INDIVIDUAL AND THE STATE IN THE CONTEXT OF THE THEORY OF JUSTICE

The article is devoted to the study of an important problem - how to build a reliable model of interaction between the state and the individual based on the idea of social justice in modern society. This issue is especially relevant against the background of rapid political and social changes that require the unification of citizens around common values and a vision of the future. Renewal of the ideological foundation, which is the basis of national identity, as well as the formation of a unified outlook on social justice can become a powerful driver of the state’s development.The main goal of the article is to find effective approaches to the modernization of society through the creation of a nationwide concept of social justice, which is able to unite society around common values and contribute to the formation of trust in social institutions. For this, the article refers to the theory of John Rawls «justice as honesty», which has already proven itself in European countries as an effective basis for establishing social harmony. The study also examines two main ethical concepts – «correctness» and «goodness», which complement Rawls’s theory and provide an opportunity to build a more stable ideological foundation for Ukraine.The research methodology includes systemic-analytical, historical, comparative and structural-functional approaches, which allow a comprehensive assessment of how mass attitudes and social attitudes affect the formation of the concept of justice in the country. Sociological methods were also used, which helped to identify shortcomings in the attitude of citizens towards state institutions and to determine the main directions for strengthening public consensus.The results of the study demonstrate that there is a lack of a generally accepted vision of social justice in Ukrainian society, and the lack of a single ideological reference point makes it difficult for citizens to consolidate around national priorities. Sociological surveys indicate a low level of trust in state institutions, which significantly slows down reform processes. Therefore, the implementation of the concept of social justice requires active cooperation between the public and the political elite, efforts to restore trust and build a positive vision of the future.As a result, the author of the article concludes that in order to build a just and prosperous society, it is necessary to update the existing approaches to social policy. Only through the creation of a common ideological field based on justice and an active citizen position, it is possible to achieve sustainable development of the country and ensure the consolidation of the nation.

Sociological perspective on migration in South Africa

This paper examines the socio-economic dimensions of population migration, emphasising its role as a vital social process within the broader societal framework. Employing a structural-functional approach, the study highlights how migration is shaped by and contributes to societal structures, norms, and cultural dynamics. Migration is influenced by socio-structural and cultural factors, reflecting the interconnectedness of institutions and societal conditions. For instance, urban industrial societies, characterised by institutional and structural compatibility, encourage rapid spatial mobility and long-distance migration. Conversely, traditional rural agrarian societies favour limited mobility and slower migration rates. Drawing on Durkheim’s theory of social evolution, the paper underscores migration’s transformative impact on society. It facilitates the transition from segmented, mechanically organised societies to complex, interdependent ones with advanced divisions of labour. This evolution signifies migration’s role as a driver of societal progress and adaptation. Secondary data analysis reveals that socio-cultural considerations, including family circumstances, are as influential as economic factors in migration decisions. The paper argues for government initiatives that promote social cohesion and regional integration to enable equitable migration opportunities. Such policies are essential for harnessing migration’s potential as a tool for societal advancement. By addressing the interplay of social, cultural, and economic factors, the study provides a nuanced understanding of migration as a dynamic and socially conditioned phenomenon. This research contributes to the discourse on population mobility by linking structural-functional theory with contemporary migration dynamics and policy implications.

J. Biden’s First Term: Renaissance of U.S. Public Diplomacy?

Since the end of Cold War, U.S. public diplomacy (PD) has displayed signs of a systemic crisis, largely due to a lack of political will to regard PD as one of the key foreign policy instruments. At the beginning of J. Biden’s presidency, it seemed likely that under his administration American PD would finally undergo significant modernization. Indeed, during the period from 2021 to 2024, there have been numerous changes within U.S. PD. The author analyzes the most prominent changes using principles of historic approach, systemic approach, as well as structural-functional approach. The article classifies these changes into three categories: institutional reforms, practical reforms, and methodological reforms. Reforms from the first category aim to optimize the organization of PD institutions and improve staff qualifications. Those from the second category focus on revision of the old practical methods and development of the new ones. The third category is defined by scientific analysis of the current U.S. PD system, its target audiences as well as the possible ways PD can be used to advance American foreign policy goals. All indicators discovered through the research conducted for this article suggest that J. Biden’s presidency has indeed become a starting point for major modernization of the U.S. PD and its re-emergence as one of the key foreign policy instruments.

Parameters of the efficiency of modernization of the economy of a macroregion from the perspective of a system of sustainable development

The relevance of the study lies in determining the parameters of the implemented economic transformations on the territory of the federal district as a single set of resource and production potentials, the relationship of which is ensured through public-state regulation based on modern information and digital technologies.The purpose of the study is to establish the parameters of the effectiveness of the implemented modernization of macro-regional systems in accordance with the conditions of balanced development with the help of modern electronic-digital technologies for regulating information flows.The objectives: to identify various options for scientific and theoretical interpretation of conceptual ideas for the content and implementation of economic modernization of various economic systems; to identify the relationships between territorial-resource and production factors with ensuring the optimal nature of production and technological processes at the macro-region level; to establish special functions of regional public administration bodies capable of ensuring balanced socio-economic regulation in the territory of the macro-region; to highlight the key characteristics of the implemented modernization of the economic system of the Southern macro-region in accordance with the specifics of sustainable development.Methodology. In the process of the research, systemic and structural-functional approaches, methods of analysis, generalization, comparison of initial research materials, as well as classification of the results of already implemented research studies of the most important aspects of the modernization of macro-regional socio-economic structures were used..Results. The processes of modernization of the macroregional economic system from the standpoint of the sustainable development system consist in public-management support for the efficient production of various economic goods, conditioned by the optimal-saving use of elements of natural systems within the framework of the implementation of innovative entrepreneurial initiatives while ensuring the optimal standard of living of the population.Conclusions. The parameters of the efficiency of modernization of the economy of the macroregion from the standpoint of sustainable development characterize the formation of available innovative fixed assets and the release of high-quality products with the optimal use of available resource potential. This is ensured through the creation of a single information and communication field of public-private partnership and the coordinated activities of stateadministrative structures of the constituent entities of the Russian Federation within the framework of a single electronic-digital space of the macroregion.

HYBRID APPROACH TO LEARNING BASED ON EMOTIONAL EXPERIENCE AND THE DEVELOPMENT OF INNOVATIVE METATHINKING IN POST-WAR UKRAINE

Purpose of the study is to synthesize generalized metaheuristic and metacognitive models, the use of which in project culture contributes to the formation of innovative creative-critical metathinking of an individual. Methodology. The methodology for studying creative activity and training of a designer is based on the post-neoclassical paradigm of scientific knowledge, subject-object integrity of the system of relations and dialectically developing relationships in a hybrid innovative learning environment. The methodology also includes new methods of interdisciplinary research and modeling of reality, integrating physical and social ontology. It is shown that the development of a structural-functional approach to the perception of physical and digital reality takes into account the peculiarities of an individual's brain activity. Results. The main results obtained are a triad of generalized author's metamodels, namely: 1. A heuristic metamodel of post-neoclassical perception of physical reality by a designer, in which the independence of cognition cycles, as well as the complementarity of paradigms (synergetic, triadic and semiotic) combines physical and social ontology, which creates new opportunities for the formation of a designer's creative metathinking in the process of experience. activity. 2. A heuristic metamodel of post-neoclassical perception and reflection of physical and virtual reality by a conceptual designer, in which the dependence of cycles of cognition, as well as the complementarity of heuristic metamodels, is achieved through universal triangles (fractal, Pascal, Sierpinski), the structures of which contribute to innovative activity of the conceptual designer. 3. Cognitive meta-model for the formation of meta-thinking of a designer-conceptualist, which is based on the spatio-temporal balance of explicit and hidden relationships, the cognitive visualization of which contributes to the search for harmony in the process of experience-oriented learning and creative activity through semiotic tools. Scientific novelty is determined by the complementarity of the structures of the author's metamodels of physical and digital reality, the synergy of which contributes to the optimization of experience-oriented models of teaching and self-learning. The interrelation of the structures of metamodels and their complementarity is the basis of successful activities in a hybrid learning environment (real physical and virtual mathematical), which facilitates the transfer of emotional and intellectual content between objects and subjects of the digital world. Practical significance of complementarity and interconnection of new metamodels of metathinking allows us to develop: universal criteria for determining the quality of design objects using GenAI; a method for identifying triads of interconnected opposites in information sources of various natures, the visualization of which simplifies interdisciplinary interaction between designers; create a personal e-assistant, e-consultant, e-expert using GenAI. In post-war Ukraine, interdisciplinary exchange of ideas, methods and successful experiences is extremely relevant within the framework of a hybrid approach to understanding the harmony of physical and digital reality, which promotes successful creative activity based on the perception of the harmony of nature to achieve the unattainable. Further development of experiential learning through the formation of metathinking is necessary to improve mental health and adapt to inevitable social transformations.

The Concept of Cognitive Space in the Context of Cognitive Securitology

Introduction. The article discusses the conceptual foundations of a new field of knowledge – cognitive securitology. The relevance of the study is due to the fact that the main means of cognitive warfare are modern digital technologies, while the object of influence of technical systems is mental systems, therefore there is a need to combine technical and humanitarian conceptual apparatus. The purpose of the article is to clarify the concept of “cognitive space” and distinguish between the concepts of information and cognitive spaces. Methodology and sources. One of the basic concepts of cognitive security is the concept of cognitive space, which has already been developed in linguistics, but due to the interdisciplinary nature of cognitive securitology needs to be clarified. Placing the category of cognitive space in the field of linguistic analysis narrows its content and does not make it possible to determine its semantic boundaries. The novelty of the analysis of the category “cognitive space” lies in the fact that the conceptual analysis of the category of cognitive space is based on the concept of self-organizing systems and the structural-functional approach. The concept of autopoiesis assumes that all elements and structures of the system, including cognitive ones, arise in order to ensure self-preservation, and the structural-functional approach allows us to determine the content and functions of the object. Results and discussion. Information space and cognitive space are intersecting but not coinciding fields, differing in their domains, but having one common task – ensuring the stability of the social system. Conclusion. The modern era is characterized by a global confrontation between civilizational systems and the transition of the confrontation into the phase of proxy wars, in which the main role is given to cognitive-psychological influence. Cognitive-psychological influence on the enemy is not only carried out at the preventive and preemptive stages of confrontation, but also often replaces other forms of war. Cognitive-psychological influence becomes possible and is carried out through the destruction of the cognitive space in which meanings and ideals that are specific to the social system function, which form goals and models of activity.

POTENTIAL APPLICATION OF GENERATIVE LANGUAGE MODELS IN MODERN MEDIA COMMUNICATION AND JOURNALISM (ON THE EXAMPLE OF CLAUDE AND YALM)

This article serves as a theoretical and practical synthesis based on the results of an experiment conducted by the authors. Although the core of this publication is grounded in the relevant outcomes of the aforementioned authorial experiment, the work also presents a brief theoretical analytical review of the history and key problem areas in the development of generative language models at the current stage. The methodological foundation of this study lies in the systematic and structural-functional approaches to exploring the potential use of generative language models in contemporary journalism, complemented by a three-part case study that forms the basis of the work. A concise analytical overview of the current state of academic discourse related to the stated research topic is provided at the beginning of the article. The main focus is on the transformation of the media sphere as a whole, and media communication tools, through the lens of AI technology development. The primary objective of this work, as set by the authors, was to conduct a theoretical and applied investigation into the current potential of leading generative language models in the field of media communication and journalism, utilizing the aforementioned authorial experiment. The importance of such research is underscored by the unprecedented rapid development of large language models over the past two years. In the author's experiment, the generation results of large language models (Claude 2.0 and Yandex GPT), developed and publicly available in 2023, were used and compared. The experiment was based on generating texts in various genres of contemporary journalism, which were subsequently evaluated both by the authors and by the automated system Glavred. Based on the experiment's outcomes, the authors formulated conclusions and brief analytical predictive statements within the context of the stated topic.

PUBLIC ADMINISTRATION IN POST-CONFLICT RECONSTRUCTION: UKRAINIAN REALITIES AND INTERNATIONAL EXPERIENCE

The problem of post-conflict reconstruction amidst an ongoing war is particularly relevant due to the necessity of balancing two key objectives: the rapid rebuilding of infrastructure essential for the functioning of society and the implementation of reforms aimed at enhancing the state’s investment attractiveness, promoting socio-economic modernization, and introducing modern educational standards. The fulfillment of these tasks is closely tied to the role of public authorities, which serve as the primary agents of the reconstruction process – from assessing the extent of destruction to integrating new practices and mechanisms in the context of socio-economic transformation. The purpose of this article is to examine global practices applicable to the post-war reconstruction of Ukraine, taking into account its specific circumstances. The research methodology combines institutional and structural-functional approaches, enabling an analysis of how institutional transformations impact the implementation of recovery projects. The methods employed include document analysis, case studies, synthesis, and generalization. The study concludes that Ukraine requires both the adoption of global best practices in post-conflict reconstruction and the development of its own mechanisms, tailored to the specific nature of the destruction and occupation. The research also reveals that Ukraine needs differentiated recovery strategies for areas under its control and those still occupied. Additionally, the role of public authorities is emphasized as critical, requiring improvements in management practices and the establishment of safeguards against corruption and abuse. It is further demonstrated that the recovery process necessitates enhancements in both the legislative framework and the organizational structure of public authorities, with a focus on incorporating prioritization and planning principles across different levels of recovery efforts. Lastly, digital technologies are highlighted as instrumental in advancing recovery objectives, as they can streamline administrative processes, improve Ukraine’s investment rating, facilitate the compensation process for war-damaged property, and assist communities in executing recovery projects.

Principles of barrier-free formation of “green” architecture in the contemporary spatial-object environment

The relevance of the chosen topic lies in the necessity of developing barrier-free architecture that incorporates the principles of inclusivity. This study examined the trends in leading architectural and urban planning areas, specifically “green” architecture, through the lens of addressing the needs of all population groups, including those with limited mobility. The purpose of this study was to analyse the key trends in barrier-free “green” architecture and to determine their role in shaping modern accessible urban environments. In conducting this study, the philosophical level included principles of objectivity, a holistic approach, and the consideration of processes in development and interaction with other systems. The study employed general scientific methods such as the comparative-historical method, modelling, and a systemic approach. The special scientific methods involved a structural-functional approach. Each of these methods was implemented through distinct approaches, methods, and tools. The study found the key issues and prospects for developing the barrier-free “green” architecture concept. In identifying the main issues, the relevance of the study in the contemporary spatial-object environment was determined. Through an in-depth analysis of the current state of barrier-free “green” architecture formation, it was found that the barrier-free “green” architecture is multifaceted and encompasses inclusive energy-efficient, ecological, and economic aspects with minimal impact on the environment. The principal trends in developing barrier-free "green" architecture were identified, which helped to determine their role in shaping the modern accessible urban environment not only in terms of sustainable development but also in modern aspects of accessibility and inclusion. Based on the conducted research, the key principles of barrier-free “green” architecture were determined – the principle of energy efficiency, the principle of solar orientation, the principle of inclusivity, the principle of ecological sustainability, and the principle of autonomy. The practical value of this study lies in the systematisation of the “green” architecture developing process, wherein principles of accessibility and inclusion are applied at all stages of its formation

Responsible urban development policy: criteria, subjects, prospects

This article examines the primary directions of contemporary urban development policy, along with the issues and contradictions associated with its scientific research and practical implementation. The study aims to conceptualize the concept of “responsible urban development” as a complex of approaches and practices that hold promise for integration into practical urban and regional development policies, and to typologize potential approaches to implementing such policies. The authors use an institutional approach, the methodology of identity studies, the structural-functional approach and a case study. The article investigates quantitative and qualitative indicators, the key challenges and tasks of urban development policy, with a particular focus on the resources of modern urban development. The authors note that relying on a limited set of indicators does not provide the capacity for decision-making necessary to update and transform urban development policy to ensure its ability to promptly and flexibly respond to the numerous problems and challenges arising under conditions of socio-political instability. The article addresses and analyses several cases of contemporary urban development and the implementation of corresponding policies. Based on this analysis, the authors conclude that one of the central and most pressing issues in the policy of responsible urban development and the socio-political dynamics of cities is the inefficiency of the communication process between civil actors and stakeholders, on the one hand, and city authorities and the city administration, on the other. This communication deficit can only be partially addressed through digitalization, as the primary obstacles to improved communication are administrative barriers and the dominance of the interests of certain groups, such as large corporations and financial institutions.

Президентские выборы как показатель внутриполитической стабильности в РФ: федеральные и региональные аспекты

Subject. Presidential elections as an indicator of internal political stability in the Russian Federation. Purpose. Identification of factors of political stability in the Russian society capable to influence the electoral behavior of citizens, their attitude to various political institutions and actors, as well as affect the results of presidential elections. Results. The processes that took place during the election of the President of the Russian Federation since the beginning of the 2000s were considered. Based on the data of the Central Electoral Commission, the results of voting for the country as a whole and for individual regions were analyzed. It was noted that the ability to overcome difficulties at crucial moments for the state predetermined certain victories of V.V. Putin in elections. Methodology. The article uses general scientific methods of analysis, synthesis, induction, deduction, method of comparative analysis, system and structural-functional approaches, statistical method. Scope. The results of the study can be applied in the practical activities of public politicians, state and municipal government bodies, in the development of general and special courses in political science, conflict science, national and regional security, political regionalism. Findings. The stability of the functioning of the structured political system and the high percentage of voters in the presidential elections clearly lie in effective action to ensure the well-being of citizens, the traditions of the national political culture.

Book Culture Ecology: Looking for a Concept

The authors have attempted to comprehend the ecological component of book culture, its importance for social development and evolution of human needs. This problem updating is closely connected with the modern state of book culture, characterized by minimization of state management, absolutist commercial approach, appearance of the great amount of players on the book market, multiformity of book products and modes of their advancement, transformation and re-estimation of activities of institutes of reading infrastructure, etc. It demands, according to our viewpoint, re-comprehension of the book culture state, inclusion of ecological criteria into its functioning, which presupposes, most of all, social attention to its various manifestations due to their correspondence to humanist values and national interests. The aim of the article is to reveal and justify the “book culture ecology” concept.The formation of ideas about this concept was ­carried out in the context of the paradigm of cultural ecology through clarification of its content and main vector directions. The article justifies the importance of book culture and considers different approaches to its treatment. It is shown that the eco-cultural aspects of book culture are an organic embodiment of its static and dynamic characteristics. In the progress of the study, the authors used terminological and operational analysis as well as structuralfunctional approach. Eco-cultural approach to different phenomena of book culture defines ethical norms of functioning of book-publishing industry different actors, determines their most important for the society principles of activity. Moreover, the study has defined difficulties of developing book culture ecological compatibility criteria. The result of the analysis has manifested itself in the generalized definition of the concept under study.

Development of information and didactic tools for practice-oriented education in universities

Relevance. The relevance of the research is determined by the change in the educational environment, which contributes to the search for new innovative methods of training qualified specialists capable of solving any tasks within their professional activities. Purpose. The purpose of the paper is to analyze the characteristics of practice-oriented education in Kazakh higher educational institutions in accordance with the development of information and didactic tools. Methodology. General scientific theoretical methods were used in the work, such as comparison, synthesis, system analysis, systematization, generalization and statistics, the method from abstract to concrete based on systemic and structural-functional approaches. Results. The author analyzed a number of scientific and methodological Kazakh and foreign sources to determine the semantic component of the phenomena of "practice-oriented education" and "information didactic tools". The current state was considered of the practice-oriented conception of learning in Ukrainian, Russian and Australian universities. The interpretation was substantiated of information and didactic means as material tools of professional interaction of subjects of the educational process. Practice-oriented education was analyzed in universities of the Republic of Kazakhstan, and key information and didactic tools were identified, including very open online courses, case-methods "Workbook", individualized electronic education programs. The promising vector was confirmed of the development of practice-oriented education in Kazakh universities based on statistical data of the state of previous years. Conclusions. It became evident that contemporary educational paradigms prioritize an activity-based approach, necessitating the refinement of pedagogical foundations. Various studies, both local and international, were scrutinized to grasp the nuances of developing informational teaching tools and integrating practical learning methodologies. It was established that a comprehensive analysis of these concepts is imperative. "Practice-oriented education" emerged as a holistic system of innovative teaching techniques designed to enhance essential aspects of a student's development, encompassing psychological, cognitive, motivational dimensions. Struktural Fungsional dalam Pengelolaan Desa Wisata Simarasok di Nagari Simarasok Kecamatan Baso Kabupaten Agam

The background to this research is the less than optimal management of the Simarasok Tourism Village. The type of research is a qualitative descriptive approach. The aim of this research is to analyze the Structural Functional approach in Management of the Simarasok Tourism Village in Nagari Simarasok, Baso District, Agam Regency. The results of the research show that: The Structural Functional Approach in Management of the Simarasok Tourism Village in Nagari Simarasok, Baso District, Agam Regency from four components, namely Adaptation, Goal attainment (Achievement of goals), Integration (Integration), and Latency (Latency or pattern maintenance) has been achieved. run by a larger social system, namely the Simarasok Tourism Village community, meaning that the Simarasok Tourism Village social system is able to fulfill its role and function. However, there are things that need to be improved in the Goal Attainment section, inadequate facilities and infrastructure, promises that are still electronic, resources that are not yet competent in the tourism sector.

Regional food security management based on Data Driven Decision Making

The goal is to study the effectiveness of food security management in the country and regions based on the principles of Data Driven Decision Making (DDDM) for making justified and effective decisions. This research was carried out as part of implementation of the tasks of the project on grant financing of Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan on the topic AP14871923 “Management of regional food security in the context of global challenges based on the concept of Data Driven Decision Making.” Methods - the works of domestic and foreign economists concerning the problems of food supply in the context of globalization and integration of the country's economy were used as theoretical and methodological basis for the study. Scientific research methods: monographic, abstract, logical, systemic and complex analysis, statistical data processing, structural-functional approach. Results - the authors considered the possibility of using DDDM in agricultural sector. Conclusions - implementation of the results allows to obtain a multiplier effect associated with achieving sustainability of agro-industrial system of the country's regions through the implementation of DDDM principles in practical activities of central state and local authorities. It is substantiated that the use of the concept of decision-making based on Data Driven Decision Making contributes to objective assessment of economic and physical availability of food, food safety, when quality of raw materials and products meets established requirements and guarantees safe consumption. It is necessary to support domestic production and reduce imports. This policy is followed by many countries with high level of food self-sufficiency.

Scientific substantiation of conceptual directions of development of the system of donation and transplantation

the article is devoted to the substantiation of the conceptual directions for the development of the system of organ donation and transplantation in the regions of Ukraine. The main principles of development are revealed. The basis for the formation of a modern conceptual model of the regional system of organ donation and transplantation has been laid. Materials and methods. To achieve the goals, the work used general scientific methods of analysis, synthesis, generalization, interpretation of scientific data, as well as systemic and structural-functional approaches. Results. Presents the conceptual directions for the development of the regional system of organ donation and transplantation, in the form of a set of principles (from Latin principium - beginning, basis) underlying the development of the system under consideration. The implementation of conceptual directions in modeling a modern conceptual model of the regional system of organ donation and transplantation will provide a model for the formation of strategic management mechanisms, will be the key to the development of regional transplant practice, the provision of affordable highly qualified transplant care to the population, sustainable socio-economic development of the system in the long term. Conclusions. The developed conceptual directions for the development of the system of organ donation and transplantation in the regions of Ukraine are a priority basis for the formation of a modern conceptual model of the regional system of organ donation and transplantation. The system of organ donation and transplantation in the regions of Ukraine is at the beginning of its formation and needs optimization of many organizational processes, which should be carried out systematically, comprehensively and purposefully on the basis of scientifically based principles, legislatively for the benefit of the population of the region.

Information and Environmental Media Hygiene as an Object of Sociological Analysis

Relevance. The widespread use of modern information and communication technologies, in particular, social Internet media, forms a special space (media ecosystem), which has a significant impact on the formation of public opinion, values and behavior of people. Particularly significant in the realities of expanding the boundaries of the media space of the culture of modern society, in the context of human interaction and the media ecosystem, is the researchers' appeal to the problem of determining the basic principles of the information and environmental media hygiene, considered as the ability of society to resist the destructive influence of media discourse in the post-truth era and related to the study of the influence of the media on mental and moral health of a person. The purpose of this work is a sociological analysis of the information and environmental media environment as one of the directions of countering the risks and dangers of the modern media environment. Objectives: disclosure of the essence of the main risks and dangers of the modern media environment; analysis of the relationship between the concepts of "information hygiene" and "information and environmental media hygiene"; definition of the basic principles of information and environmental media hygiene both from the side of modern social media (primarily Internet communication) and from the side of modern active users of the media environment (both media consumers and media producers). Methodology. The article uses such general scientific methods as comparative analysis, synthesis, abstraction and generalization. The research is based on the basic principles of a systematic and structural-functional approach. An ecological approach to understanding the media space was chosen as the main theoretical and methodological guideline. Results. The paper presents the results of theoretical and methodological analysis of the phenomenon of information and environmental media hygiene. The basic principles of the information and environmental media hygiene are defined and formulated both on the part of modern social media (primarily Internet communication media) and on the part of modern active users of the media environment (both media consumers and media producers). Conclusions. The modern media space and the developed media environment, in addition to providing various benefits and privileges to meet the information needs of media users, also carries large-scale risks and dangers, which, first of all, include infodemia and infoxification. Due to the fact that these negative phenomena have serious consequences for society, it becomes especially important to define and develop the principles of information and environmental media hygiene, which must be observed both by modern social media (primarily Internet communication) and by active users of the media environment (both media consumers and media producers).

Formation of strategic partnership between the state, employers and trade unions to ensure the workforce capacity of the post-war industrial recovery: condition and prospects

Abstract The authors of the article justified the need for the formation and implementation of a strategic partnership between the state, employers and trade unions in order to create favorable conditions for ensuring workforce capacity for the post-war recovery of Ukraine's industry. The author's research is based on the structural-functional approach. Its purpose is to identify and justify the possibilities of forming a strategic partnership between the state, employers and trade unions to ensure the workforce capacity of the post-war industrial recovery based on the analysis of the condition and specifics of their activities and interaction under conditions of full-scale armed aggression. The content and logic of the author's research included the following: 1) assessment of the general state of the domestic industry, key challenges and threats affecting it under conditions of martial law; 2) identifying the dynamics of changes in the supply of labor to industry, existing sharp contradictions, as well as positive changes in the recovery of certain branches of industry; 3) determination of key guidelines for the renewal of the system of institutions and mechanisms that regulate employment in industry and affect the justification of priorities regarding the processes of formation of workforce capacity for the recovery of Ukrainian industry; 4) analysis of the current state of the system of collective agreement regulation, the activities of key partners of the partnership, the functions of the National Tripartite Socio-Economic Council and the activities of specialized state structures regarding the prospects of personnel support for the recovery of Ukrainian industry; 5) conceptualization of the vision of the formation of a strategic partnership between the state, employers and trade unions to ensure the workforce capacity for the post-war recovery of industry, with the definition of priority tasks. It is substantiated that the modernized system of social dialogue is the basic tool for achieving mutual agreement and synergy in the implementation of strategic partnership in Ukraine. This system should be aimed at solving strategically important issues regarding the stability of the national economy, ensuring the workforce capacity for the post-war development of the industrial sector. Key guidelines for updating the system of relevant institutes and mechanisms are: 1) focusing on the concept of decent work, following the principle of the International Labor Organization (ILO) – 'build back better', as well as not focusing on the indicators of the pre-war level, but rather on achieving a qualitatively new level of functioning of the economy, social labor sphere, Ukrainian industry; 2) implementation of the European integration course and ensuring compliance of the system of relevant institutes in the industry with EU requirements and standards. The Policy of Preserving National Linguistic Identity on the Example of the Welsh

Introduction. The article examines the British policy pursued in the 16th – first half of the 20th centuries in relation to the autochthonous languages of Wales, Scotland and Northern Ireland. The author characterizes the language policy of Great Britain in this period as a policy of linguistic nationalism of the English language and discrimination against the national languages of other peoples. The article also discusses the main legal acts aimed at expanding the use of the Welsh language and consolidating the status of the Welsh language as the national language of Wales.Materials and methods. To achieve this goal, the article used the method of the structural-functional approach, as well as modern principles of scientific knowledge of complex social phenomena and processes, based on a combination of macro- and microsociological research. The materials of the article were the works of scientists on the stated issues.Results of the study. It is concluded that the Welsh language has managed to maintain its independence to a greater extent than other autochthonous languages of the peoples of Great Britain, and in modern conditions there is a tendency to increase the number of people using the Welsh language in everyday life. The main findings of this article were the demonstration of specific discriminatory measures applied by the UK in relation to the Welsh language, including the ban on the use of Welsh as the language of legislation, the language of judicial proceedings and restrictions on teaching in Welsh.Discussion and conclusion. The study identifies the reasons and constitutional and legal factors for the transition from a policy of language discrimination to a policy of dialogue of cultures, as well as the influence of public figures advocating the preservation and expansion of the use of the Welsh language on the language policy of Great Britain. The constitutional significance of the Welsh Language Regulations 2011 is stated, and for the first time in the Russian-language doctrine the content of this law is analyzed.
