Necessary reforms in the Greek academic system

Motivated by our EU funded ERA chair projects, that require proposing reforms to yield the Greek academic system more competitive with a particular emphasis on fostering brain gain and preventing brain drain, we propose policy changes on a wide range of topics, based on our joint academic management experience inside and outside of Greece in conjunction with our diverse backgrounds in the humanities, computer science, and the life sciences. The proposed reforms can contribute to increase the competitiveness of Greece in research and development (R & D). We classify proposals by their associated costs and include a plethora of zero cost proposals that do have the potential to increase efficiency and net research time as well as to improve current working conditions in Greek academia. However, to yield Greece more competitive at the international level, reverse brain drain, and foster brain gain, substantial investments and increases of R&D expenditure are required which depend on political willingness and require a long term strategic development plan for Greece beyond being a tourist destination in the European periphery.

Exploring the built environment impacts on Online Car-hailing waiting time: An empirical study in Beijing

Waiting time is a critical metric for evaluating the quality of online car-hailing services, with studies indicating a close association between Online Car-hailing waiting time (CWT) and the urban built environment (BE). Points of interest (POI) data is widely utilized to characterize the built environment. However, quantifying the proper combination or spatial relationships between different types of POIs to capture the functional features of the built environment within a region poses a challenge. This paper proposes a framework for analyzing built environment characteristics based on a semantic probabilistic topic model utilizing Latent Dirichlet Allocation, demonstrating that integrating the building area of POIs along with the travel activity intensity at their respective locations enables a more precise identification of regional functions. Moreover, while some studies have explored the correlation between the built environment and waiting time, few have evaluated the nonlinear interactions between them. On this foundation, employing the machine learning technique XGBoost model in conjunction with online car-hailing order data, we probe the relationship between the built environment and waiting time. The research indicates that CWT is comprehensively affected by multiple factors. Taking weekday evening peak period as an example, the CWT of Central-urban area, where has dense commercial and office land use, positively correlated with commercial and office topics, while negatively correlated with educational, residential, leisure and healthcare topics, leading to a longer CWT in the Central-urban. In addition, the interaction between BEs can weakens their individual effects on CWT. A higher degree of job-residence balance can mitigate the negative impact of residential and office topics on increasing CWT, particularly in Intermediate-urban areas. Additionally, BE topics may also suppress the positive effect of road density on reducing CWT. The relationship between the BE and CWT exhibits threshold effects and a V-shaped relationship, indicating that the BE is significantly associated with CWT only within specific ranges. This correlation also exhibits a gradient pattern from the Central-urban to the Sub-urban, especially concerning office and residential topics. These outcomes elucidate the salient ranges of the built environment that exert substantial impacts on waiting time, informing strategic planning for online car-hailing dispatch and urban development to augment passenger travel satisfaction.

EDUCATION AS A MAJOR CAPITAL AND THE MAIN BASIS FOR THE ECONOMIC POTENTIAL OF THE COUNTRY

Based on the works of philosophers of the ancient world and scientists of our time, the article analyzes the need for the existence of two components of its development in any country, namely human capital and financial and political opportunities. Attention is paid to the fact that intellectual potential is a set of resources that include human intelligence and creative ability, with its characteristic educational and qualification indicators. It is proved that higher education graduates are the intellectual core that forms the market of qualified specialists capable of becoming the economic potential of the country. It is shown that the rational use of this potential, in combination with other scientific achievements of society, contributes to the achievement of a new quality of economic development, raising living standards and preserving the environment for future generations. That is, the level of awareness and education of each individual is the molecule that lays the foundation for consolidating the country's competitive influence in the international market. To implement the above, the need for more active use of public administration in the educational process at all levels is determined, the expediency of applying legislative regulation of the process of interaction between higher education institutions and business structures is investigated, both for the establishment of joint projects and processes of commercialization and reform of education in different countries, including in modern Ukraine, and for achieving positive changes in strategic planning and economic development.

Strategic Development Planning for Global Integration: A Comprehensive Framework for State Universities in the Philippines

This study develops a comprehensive strategic development plan for a state university in the Philippines, aligning its vision, mission, and goals with current trends, internal and external factors, and global objectives. Utilizing a qualitative research design, the study integrates environmental analysis tools such as SWOT and PESTLE, alongside an extensive stakeholder consultation process involving students, faculty, alumni, non-academic personnel, industry representatives, community partners, and government agencies. The inclusion of stakeholder perspectives was crucial in refining the strategic goals and ensuring that the plan addresses the diverse needs of the university community. The resulting strategic framework emphasizes key themes such as globalization, digital transformation, equity and inclusion, human capital development, research and innovation, and sustainability. This study highlights the importance of a participatory and adaptive approach to strategic planning in higher education, providing a model for institutions seeking to navigate the complexities of the global educational landscape.

Uptake of ecosystem service concept in urban blue-green infrastructure planning and decision-making in Russia

ABSTRACT In the scientific community, ecosystem services (ESs) are well-recognized as a promising concept to more actively consider and plan for the multitude of benefits provided by the green environment and thus promote sustainable urban development. Yet, to have an impact on decision-making, the concept must spread from academia to practice. To understand to what extent ES have been adopted in practice and decision-making in Russia, we conducted a series of interviews and an online survey with both practitioners and scientists and complemented it by document analysis. Our results showed that ES are not adequately reflected in urban decision-making and planning processes. Moreover, we found no explicit references to ES in strategic urban planning and landscape development projects, although there are few implicit references in several reviewed documents. Among the identified challenges for better uptake of the concept in practice were many disagreements associated with the lack of a unified terminology, typology, and methods. Stakeholders understand the potential of applying ES valuation in practice, which includes a necessity to develop methodological materials and different tools based on real-life cases. Finally, a list of proposals on possible ways to better include ES in urban planning and in decision-making processes was formed by the respondents.

Adopting Digital Tools in Higher Education: Opportunities, Challenges and Theoretical Insights

ABSTRACTThe digital transformation of higher education, driven by technological advancements and evolving societal needs, presents both significant opportunities and critical challenges. This study integrates the technology acceptance model (TAM), diffusion of innovations (DOI), comprehensive literature review, in‐depth case studies and empirical survey data to explore these dynamics. The findings reveal the potential of digital technologies—such as online platforms, adaptive learning tools and immersive technologies—to expand access, personalise learning and foster collaboration. However, the research also identifies major barriers, including the digital divide, faculty resistance and data privacy concerns. By combining qualitative thematic analysis and quantitative statistical analysis, this study underscores the importance of strategic planning, inclusive policies and ongoing professional development in maximising the benefits of digital education. The paper contributes to the field by offering actionable insights, theoretical implications and practical recommendations for institutions to implement adaptive pedagogical strategies, ensure equitable access to technology and build robust, secure digital learning environments.

SDGs-centric approach to strategic planning of community development

The research of the community growth and the formation of strategies for their development in the context of an approach focused on achieving sus­tainable development goals have been conduc­ted. The problems of the sustainable community deve­lopment and their crucial understanding of achieving the Sustainable Development Goals (SDGs) at all levels of management have been considered. The research is based on the hypothesis that taking into account the features of the Central Development Center approach to the strategic planning of the community development in Ukraine will lead to the improvement of sustainable development indicators at the current stage of the community growth and the sustainable development of Ukraine. Such research methods were used, as: assessment of qualitative, quantitative and social indicators, as well as methods of positional analysis, focus groups, diagnostic interviews, ex­pert assessments, measurement and comparison, system analysis and modeling. The basic concepts and components of sustainable development were analyzed. It has been proposed to define the features of the Central Development Center-cen­tered approach to the strategic planning of com­munity development. The role of intersectoral cooperation between local authorities, business and civil society in the context of achieving the SDGs was considered in detail. The article focuses on the integration of environmental, social and economic aspects into strategic planning, and ex­plores the problems and challenges faced by communities in implementing these approaches. The importance of building the institutional capa­city of communities for the effective imple­men­tation of the SDGs and their adaptation to the changing conditions of the post-war period was sepa­rately emphasized. Recommendations were given for improving the methods of monitoring and evaluating the SDGs achievement at the local level. It is substantiated that only in the presence of a high-quality strategy, joint efforts and mutual understanding of all stakeholders it is possible to achieve the goal of "rebuilding better than it was". It was emphasized that the reconstruction of the country should be carried out by joint efforts, on the basis of transparency, innovation and strategic vision. The leadership role of communities in the Ukrainian post-war reconstruction was defined, the significance of state regional policy and the Road Map adoption of decentralization, as well as the consideration of the need to achieve the sustainable development goals in communities, were revealed. Strategic planning of municipal development: Methodological approaches to determining growth areas

Community attitudes toward tourism and quality of life: a case study of Palangan village, Iran

Community perception is essential for influencing the physical, social, and environmental growth of a region and is key to achieving a high Quality of Life (QOL). Tourism serves as a common means of introducing outsiders to the area where the community lives. Embracing tourism in remote locations like small towns or rural areas can be difficult, and the success of tourism hinges on community attitudes towards it. The community's engagement and approval of tourism are dependent on the benefits such as how tourism improves their QOL in both the short. Therefore, this study aims to explore the local community's perceptions on how tourism influences various aspects of QOL. A survey of 160 households in Palangan Village was conducted to collect primary data, using a conceptual model with 16 indices to evaluate QOL. The findings indicate that the local community generally has a positive perception of the effects of tourism, especially on key QOL components. Civic and generative well-being are considered more significant than other aspects of QOL. Analysis of the data reveals differences in perception across the 16 QOL indices. The highest average ratings were for institutional participation (3.476), quality of employment (3.456), and individual capability (3.203), while the lowest ratings were for standard of living (1.883), social solidarity (2.289), and environmental resource quality (2.725). For instance, the institutional participation index received an average response rating of 3.476. Additionally, the dispersion coefficient index highlighted notable variations in perception, particularly for satisfaction with living conditions (0.488) and standard of living (0.488). Conversely, employment quality (0.360), institutional cooperation (0.385), and freedom of choice had the lowest dispersion coefficients (0.386). Other indices showed moderate levels of dispersion and distribution of perception. In conclusion, these results underscore the significance of community perception in tourism development and its affect on QOL. They also underscore the importance of strategic planning and balanced development to ensure that all aspects of QOL benefit from the expanding tourism sector, leading to a more sustainable and harmonious community.

The article examines the relevance of the management of innovative development of cities and urban agglomerations, as evidenced by the widespread adoption in this area of both international strategic documents and at the national level. To achieve the goal of the strategy "Kazakhstan-2050" to enter the country into the top 30 economically most developed countries of the world by 2050, it is necessary to diversify the country's economy, one of the factors of which is the spatial development of the country, where urbanized territories play a key role. The issues of sustainable urban development and achieving a high level of urbanization are included in the strategic policy documents and plans of the Government of the country. Thus, these priorities are reflected in the Strategic Development Plan of Kazakhstan until 2025, where the main focus of the reform "Strong Regions and Urbanization" is aimed at the development of medium and small cities, the implementation of Smart City projects, the digitalization of urban infrastructure and an increase in the proportion of urban residents to 60% by 2025. This article examines the fundamental works of world regional science, classical and neoclassical urban concepts. During the dissertation work, monographs, scientific papers, and research by domestic and foreign scientists on the specifics of urbanization processes, the impact of urbanization on the socio-economic development of the country, urbanization policy, and improving the management processes of innovative development of cities and urban agglomerations were studied. The achievement of this goal has determined the need to systematize theoretical approaches to determining the essential characteristics of the urbanization process, to reveal the content of the concept of "urbanized territories"; to explore theoretical concepts of patterns and principles of the formation of cities and the urban environment; The practical significance of the study is to develop practical recommendations for the management of innovative development of urbanized territories in Kazakhstan. The results of the study will analyze the problems of the urbanization process in Kazakhstan, identify and analyze the situation concerning the ratio of urbanization and innovative development, develop a mechanism for managing the innovative development of urbanized territories, focused on using the innovative potential of cities and urban agglomerations in areas that provide the greatest return;

ntroduction. The road sector is one of the industries governed by a large number of laws, regulations, and other normative-legal acts, many of which directly or indirectly affect it. Some of these require adaptation to the current conditions of the modern market and integration with the ongoing processes in the industry. Implementing new or amending existing normative-legal acts and regulatory documents is usually a complex process. Currently, Ukraine's economy is in a transitional period, largely due to military actions on its territory. Thus, addressing issues related to determining the cost of project works has become more relevant than ever. The concept of “price” is closely linked to the pricing factors that shape it, with pricing being a key part of achieving the strategic goals of enterprises. Pricing policy plays an important role in the lifecycle of project enterprises as it influences their development, creates a market environment, and allows for the continuation of activities and strategic planning for future development. Establishing a sound pricing policy involves research and gathering information about the market for road works and services, analyzing economic factors, and preparing projects to meet market needs and optimize their implementation. Changes in approaches to determining the cost of project works will help establish a sound pricing policy for project enterprises, which will contribute to the development of the road sector and, ultimately, the recovery of our country.

Strategi Perencanaan Destinasi Tukad Bindu sebagai Daya Tarik Wisata di Kota Denpasar

Tukad Bindu, a river tourism site in Denpasar, Bali, attracts a significant number of domestic tourists. However, it currently lacks a well-defined strategic plan for sustainable development, which is crucial for establishing it as a competitive tourist destination in Denpasar City. This study aims to identify the development potential along Tukad Bindu, Denpasar, Bali, using qualitative methods and SWOT analysis. The research primarily focuses on river revitalization as a catalyst for tourism, enhancing agricultural productivity, tourist attractions, and fostering active community involvement. The findings suggest that the SO (Strengths-Opportunities) strategy can be employed by maintaining river revitalization as a key driver for tourism while also boosting agricultural productivity and tourist attractions. The ST (Strengths-Threats) strategy involves empowering the community through active participation to mitigate potential threats. The WO (Weaknesses-Opportunities) strategy is facilitated by providing educational programs through the Denpasar City Environmental Service to the surrounding community. Meanwhile, the WT (Weaknesses-Threats) strategy underscores the importance of collaboration with the government and private sector to improve tourism promotion, develop cultural and agricultural tourism attractions, and ensure the sustainability of future programs. This study recommends the adoption of these strategies as concrete steps to fully leverage the development potential around Tukad Bindu, Denpasar, Bali. The successful implementation of these strategies is anticipated to positively impact tourism, agriculture, and the welfare of the local community.

Metropolization process in the rural settlement system of the Central Chernozem region of Russia

The Central Chernozem region of Russia has undergone significant changes in socio-demographic processes over the past half-century. The aim of this study was to establish the impact of metropolization on the demographic transformation of sparsely populated rural settlements for the Central Chernozem region and to develop a demographic forecast for 2030. The study’s goals were to (1) determine the scale of regional metropolises; (2) identify the impact of metropolization on the quantitative indicators of sparsely populated rural settlements; (3) establish trends in their transformation; and (4) compile a medium-term demographic forecast for the Central Chernozem region. The set objectives were achieved by integrating methods for spatial-temporal and comparative geographical analysis, statistical methods, and a combination of official statistics with sociological methods. Analysis of the level of urbanization of the regions in modern conditions (20th and 21st centuries) showed that, although this process was and remained below the national average, it did not prevent the formation of regional metropolises (Belgorod, Stary Oskol, Kursk, Voronezh, Lipetsk, Tambov) as an obvious outcome of urbanization processes. A regional pattern of degradation of the network of rural settlements, mainly the smallest and small in terms of population (1-25, 26-50 people), which make up over one third of all settlements in the Central Chernozem region of Russia, was determined. A stable long-term trend of growth in the number of abandoned villages and hamlets was established. Between the last two All-Russian population censuses (11 years), their number increased by 45%. The forecasting results obtained confirm the established patterns in the medium-term trend of “compression” of rural settlement around regional metropolis (with some exceptions). The medium-term demographic forecast showed that population concentration in metropolitan areas and further socio-demographic desertification in peripheral areas will continue with growing territorial differentiation. The obtained results of the study of the transformation of settlement systems of the Central Chernozem region as a result of the metropolization of regional centers can help government institutions in strategic planning of territorial development.

Approaches to the strategic management of the development of medical treatment facilities

The article examines the main approaches to the strategic management of the development of medical treatment facilities and determines that the modern health care system needs comprehensive strategic measures that will contribute to increasing the effectiveness of the management of the strategic development of medical facilities. The market of medical institutions is an important component in the structure of the market of medical services, evidence of this is the intensive development and expansion of not only medical, but also cosmetic services, improving their quality and level of service. Therefore, there is an urgent need to determine the essence of managing the strategic development of medical institutions. The main achievements of foreign and domestic science in the medical field, the strategic planning of its development and the application of the principles of strategic management of medical institutions became the theoretical and methodological basis of the research. The formation and development of strategic management is an important part of corporate management not only of a manufacturing enterprise, but also of health care institutions as a whole. Without effective medical care, citizens are not interested in solving secondary problems, because the issue of preserving and maintaining health always comes first. With the spread of market development priorities, the management of medical institutions is gaining importance. The study analyzes different approaches to strategic management, such as innovation management, resource management, implementation of digital technologies and patient orientation. Special attention is paid to practical aspects of strategy implementation, including assessment of the external and internal environment, development of strategic plans, optimization of operations and risk management. The research results are intended to suggest ways to increase the competitiveness of medical institutions and the quality of the services provided by them, which will contribute to their sustainable development in the conditions of modern challenges in the field of health care.

Modernisation of the personnel management system of the Armed Forces of Ukraine in the context of the ongoing military conflict with Russia

Considering the ongoing military conflict with the Russian Federation, the modernisation of the personnel management system of the Armed Forces of Ukraine is of utmost significance. Effective training of new officers is becoming a strategic task to strengthen the country’s defence capability and ensure its national security. The purpose of this research is to thoroughly analyse and justify ways to modernise the personnel management system of the Armed Forces of Ukraine in the context of the current military conflict, with a focus on improving the education and training of the new generation of officers. The research is based on a statistical analysis of data obtained through expert analysis and a survey of highly qualified professionals. The analysis demonstrated that the existing personnel management system of the Armed Forces of Ukraine requires significant modifications to respond to the current challenges of military operations. In particular, there is a need to introduce advanced teaching methods and use modern technologies in the training of officers. In addition, it is essential to improve the organisational structures that provide training for officers. It includes revision of programmes, adaptation to modern conflicts and implementation of international standards of military training. In addition, the psychological and social aspects of the design and development of the officer corps should be considered to ensure its stability and productivity in the long term. A special emphasis is placed on the need to introduce international experience and cooperation with partner countries, which may include the exchange of experience, and joint exercises and training programmes. The results obtained are essential for the development and implementation of strategic plans for the modernisation of the personnel management system of the Armed Forces of Ukraine, which will help to increase the effectiveness of military activities and strengthen the country’s defence capabilities in the face of ever-growing security threats.

INVESTMENT AND URBAN TOURISM INDUSTRY IN THE CITY OF CONSTANTINE

Global experiences have proven that tourism is one of the crucial economic sectors contributing significantly to the development process, owing to both material and non-material benefits it offers to host regions. Urban tourism, a contemporary type gaining momentum and support, has become increasingly popular in cities worldwide possessing essential tourism resources and attributes. This trend persists because urban tourism operates year-round, unaffected by seasonal or occasional variations. Tourism has evolved into a cornerstone of urban economies, leveraging local potentials to generate sustainable profits and bolstering economic growth. This strategic approach enables cities to assume multifaceted roles supporting development through the utilization of these capabilities. In this context, the concept of stimulating investment in Constantine's tourism sector, which encompasses all the elements necessary for urban tourism—including religious, heritage, and natural attractions—is pivotal. However, the oversight, lack of foresight, and absence of strategic development plans from local authorities have prevented this sector from fulfilling Constantine's esteemed position and potential. Consequently, this neglect has led to the squandering of a valuable economic asset that could otherwise bolster other sectors and drive the city's development. To what extent and through what means can a sustainable tourism industry be cultivated in Constantine by capitalizing on its tourism potential?

Ideal construction and adaptation: experiences and implications of idyllic urban planning in Tel Aviv

ABSTRACT As one of the earliest representatives of the garden city concept, Tel Aviv has developed a unique system of urban space under the influence of Zionism, the modern movement and globalisation. The theory of the idyllic city was proposed at the beginning of industrialisation and urbanisation in the 20th century, and is now widely used in the practice of new town construction and urban regeneration. However, the idyllic city is not only a formal expression of concentric circles and parks, but also has wider applications and intrinsic social significance. Through a historical and social contextualisation of Tel Aviv’s idyllic city development over time, we synthesise and compare the early Jewish theory of the idyllic city, the application and adaptation of the idyllic city in Tel Aviv, the strategic planning for sustainable development, and the application of idyllic city planning in today’s new towns. The “adaptive characteristics” of the idyllic city are understood in the context of the “survival and retention” of the plan, providing a reference for the better application of the idyllic city concept in the new era of urban planning to achieve the sustainable development of human beings, society and nature.

The Role of e-Learning During Martial Law: The Ukrainian Experience

The research aim is to reveal the role of e-learning during Martial law by the example of Ukrainian experience. It focuses on the following objectives: to outline the advantages and challenges of e-learning; to describe the peculiarities of implementation of e-learning at the different levels of education; to analyse teaching methods used to integrate e-learning; and to develop the recommendations to implement e-learning. The systemic literature review was carried out to provide an objective summary of the current topic. All sources were published between March, 2022 and May, 2024. The literature focused on e-learning in Ukraine or similar conflict-affected areas. All articles were available in English or Ukrainian. To analyse the data, the synthesis method was applied. The findings proved that e-learning became an important tool during emergencies, providing continuity in education. It was explained that e-learning is introduced at primary, secondary, and higher levels of education. It includes synchronous and asynchronous models. Certain teaching methods are used to implement e-learning effectively. They relate to interactive simulations, multimedia content, gamification, discussion forums, and personalized learning. These methods, combined, create a dynamic e-learning environment that enhances students’ educational outcomes, particularly during emergencies. The implementation of e-learning in Ukraine during Martial law requires careful consideration of the recommendations: enhancement of digital infrastructure, adoption of flexible learning, formation of digital literacy, support of mental health, using interactive methods, increase of content quality, regular assessment, encouragement of positive teacher-student interaction, implementation of adaptive learning tools, and protection of students and educators' data. The research outcomes on the role of e-learning during Martial law can be used for the development of strategic plan of implementation of e-learning tools within the learning process in the regions affected by war or other emergencies. Also, the study can contribute to future educational practices, encouraging the development of more innovative learning solutions.

Digital Transformation in Non-Profit Organizations: Strategies, Challenges, and Successes

The ownership of technology in people’s lives has largely increased over the recent past, which has caused major revolutions in all spheres of life including non-profit organizations. This paper reflects on the contribution of digital transformation to the improvement of the operations, access and effectiveness of nonprofits. While these organizations attempt to establish themselves and improve in a society that is going technological, they are faced with different issues and feasibility that other not for profit organizations do not face. The study presents approaches indicating how such a process can be most effectively managed and includes specification of strategic planning, leadership, and capacity development, as well as touching upon issues of technology choice and change implementation. However, beyond a general discussion on issues regarding digital transformation, this paper focuses on the problems non-profits face while executing this process which include; Financial risks, Cultural issues, Constraints on technical expertise. These challenges keep limiting the speed and impact of implementing digital strategies, and may only be solved through specific strategies. The paper includes synthesis of the best and worst practices of non-profit digital transformation, supported by the description and analysis of successful and unsuccessful cases. The main conclusion discusses that the research points to the fact that researchers should not recommend general technological solutions for non-profits, but only those that have to do with their goals and activities. Finally, this paper gives a guide on how non-profit organizations can use technology to improve its functionality in meeting the society’s needs in the ever more digital society.
