FUTUROLOGICAL EXPLANATIONS OF THE NEW UKRAINIAN EDUCATIONAL POLICY

The article considers the peculiarities of futurological explications of the new educational policy in Ukraine. It also shows the existing contradictions in the development of the state education policy of Ukraine and the importance for transitive societies of its formation on a democratic basis, actualizing the development and implementation of the policy of reforming the national education system. At the same time, the peculiarities of the formation and development of the Soviet and European education system are analyzed. Each of them has certain advantages and disadvantages. The article notes that educational policy should move away from monosubjectivity and become polysubjective. To do this, it should be based on state, as well as on public, social mechanisms of activity regulation, make and keep a favorable environment for the existence and functioning of other opportunities, which is a necessary condition for the establishment of free educational interaction and the understanding of education as a practice of freedom. The article illustrates the main provisions of the Ukrainian educational policy based on the Ukrainian national idea. These provisions provide for the following: education policy of Ukraine should be based on the recognition of the fact of the birth of individuality, as well as be based on the principle of "do no harm"; an individual approach to pupils and students requires certain changes in the organization of the system; relevance of the language issue in education; it is necessary to establish independent public control over the quality of educational services provided and their compliance with modern world standards; it is necessary to go away from the trendy of the received diploma, and it is also necessary to strive for constant professional growth of all categories of the population: from teachers to motorists. The article illustrates the main provisions of the Ukrainian educational policy based on the Ukrainian national idea. These provisions provide for the following: Ukrainian educational policy should be based on the recognition of the fact of the birth of individuality, as well as be based on the principle of "do no harm"; an individual approach to pupils and students requires certain changes in the organization of the system; relevance of the language issue in education; it is necessary to establish free public control over the quality of educational services provided and their compliance with modern world standards; it is necessary to go away from the cult of the received diploma, and it is also necessary to strive for constant professional growth of all categories of the population: from teachers to motorists. TRAINING OF FUTURE DOCTORS OF PHILOSOPHY IN PROFESSIONAL EDUCATION FOR THE IMPLEMENTATION OF THE REQUIREMENTS OF SUSTAINABLE DEVELOPMENT OF SOCIETY

The content of the training of future doctors of philosophy in professional education for the implementation of the requirements of sustainable development of society is theoretically substantiated in the article.The research methodology includes analysis of legislative and regulatory documents to determine the specifics of the professional competence of higher education institutions teachers; modeling for the development of the content of the educational program “Professional education in the conditions of sustainable development” for the training of third-level higher education applicants; formulation of conclusions and determination of prospects for further research in this direction.In accordance with the goal, the professional standard of teachers of higher education institutions regarding the ability to update the curriculum of an educational discipline in accordance with the requirements of the internal quality assurance system, which involves understanding new scientific achievements and trends in the development of the subject area, was considered.The content of the training of third-level higher education applicants (the doctor of philosophy degree) specialty 015 Professional education (by specializations) to mastering the functions of professional activity provided by the educational and scientific program, in particular regarding the formation of the ability to project a theoretical model of professional training of a future specialist in conditions of sustainable development (general competence), is highlighted and the ability to carry out professional training of a future specialist in conditions of sustainable development (professional competence).Achieving the expected results is carried out at the expense of the educational discipline “Professional education in conditions of sustainable development”, which is aimed at familiarizing third-level higher education applicants with the problems of professional education in the state educational policy and aimed at the formation of human capital in conditions of sustainable development; understanding of strategic tasks and main directions of professional education reform, training of teachers of the new generation.

School policy design during the COVID 19 pandemic

The article provides a brief overview and comparison of school policy development trends during the pandemic in Kazakhstan. The relevance of the review is dictated by the need to identify problems and reduce the negative effects of the pandemic coronavirus (COVID-19). The partial or full transition to distance learning during the quarantine exposed many weaknesses in the education systems of the world, but at the same time provided new opportunities for their development. The work analyzes the legislative acts, orders and instructions of the competent authorities of the Republic of Kazakhstan in the field of education, aimed at the effective and inclusive transformation of school activities. On the topic of research an overview of the works of domestic and foreign scientists was conducted. The main requirements that should be taken into account when developing the educational policy of a particular school are considered. For practical application a model of the three-level stage of decision-making on the implementation and implementation of the educational policy of schools is proposed. The analysis of school policy changes was carried out in the directions of academic (educational), educational, human resources policy. The work offers theoretical justifications and practical recommendations for the development and introduction of changes to school policy documents in the period of the COVID-19 pandemic.      Key words: world educational policy, state educational policy, school policy, policy, design. &nbsp

To the problem of accessibility of high-quality general education in the Russian Arctic: an assessment of the conditions for the implementation of educational programs

Introduction. The priorities of the state's educational policy formulated in the federal center actualize the problem of developing scientific and methodological support for managerial decisions taken within the framework of this policy. For the Russian Arctic as one of the four groups of priority geostrategic territories of the country such a task is to increase the availability of high-quality general education. Considering the Federal State Educational Standard, the practical solution of this problem implies the alignment of the conditions for the implementation of educational programs. The purpose of the study is to create and test a set of criteria, indicators and procedures for assessing the conditions for the implementation of general education programs in the territorial educational segment. Materials and methods. Using the Theil index, an indicator of inequality measurement, we assessed the difference of system-wide, technical, educational, personnel, pedagogical and financial conditions for the implementation of general education programs in the regions of the Russian Arctic according to 23 criteria in the context of urban and rural schools. The results of the federal statistical observation of activities in the field of general education have become the information base of the calculations. Results. In the Arctic educational segment, according to most criteria characterizing the conditions under study, there is a slight difference: the value of the Theil index does not reach 0.1 according to 18 criteria in cities and 17 criteria in rural areas of the Russian Arctic. However, we noted maximum difference according to five criteria common to urban and rural schools, relating to system-wide (the entropy index varies from 1.05 to 1.23), technical (from 0.15 to 0.63), educational (from 0.11 to 0.34) and pedagogical (from 0.12 to 0.89) conditions for the implementation of general education programs. The difference structure of these conditions in urban schools is determined primarily by differences within federal districts (according to 14 criteria out of 23), while the uneven distribution of the values of the analyzed criteria in rural schools (according to 16 criteria out of 23) depends mainly on differences between federal districts. Conclusion. Based on the calculated values, priority directions for leveling the conditions for the implementation of general education programs in the Arctic educational segment are identified. The results of this study can be used in the activities of both regional education authorities and at the level of the territorial educational segment to assess and make informed decisions related to increasing the availability of quality general education.

СОЦИОЛОГИЧЕСКОЕ СОПРОВОЖДЕНИЕ КАК ФАКТОР ПОВЫШЕНИЯ КАЧЕСТВА УПРАВЛЕНИЯ ОБРАЗОВАНИЕМ

Within the framework of this research work, an attempt is made to combine fundamental and applied research developments and the real needs of the management system in order to achieve the only possible goal of education – to educate a harmoniously developing competitive personality with modern competencies. The article presents a synergetic analysis of the determinism of the theoretical and methodological base, sociostructural changes, as well as the modernizing substantive practices of state educational policy for the development of a qualitatively new model of socio-political management of the system of intellec-tual resources in the context of the implementation of the national project "Education" with the help of sociological support of educational actors.

Civil identity formation and digital technologies in the educational process of teachers’ training (experimental model)

Abstract.
 The paper is devoted to the role of digital technologies in the formation of Russian civil identity in the educational process. The focus of the presented research is on the main parameters of the experimental model of updating the work programs of History courses at specialized (History) faculties, taking into account the capabilities of end-to-end digital technologies and digital tools in the training of pedagogical staff. At the same time, the pedagogical experiment of this kind is considered as a necessary integration of humanitarian and digital technologies in order to bring the countrys educational policy to a common meaningful and value denominator within the framework of Russian civil identity formation. Particular emphasis in this paper is placed on the importance of the teachers professional training for the implementation of tasks in the field of state educational policy in the modern information space. In this regard, close attention is paid to the close relationship between historical politics and historical education, on the one hand, and humanitarian and digital technologies, on the other hand, in terms of targeted (re) formatting of Russian civil identity in the educational process. In addition, methodological and organizational restrictions on the use of digital technologies are outlined, which have a noticeable impact on civil identity formation within the framework of historical education at the stage of teachers training.

The State Innovation Exchange and educational policy

Especially since 2010, conservative interests’ dominance at advancing their preferred policies across U.S. states has been clear, with large and escalating impacts in education. Although adversaries on the political left remain in catch-up mode, there have been auspicious developments. This study focuses on one of these, seeking to understand a uniquely positioned progressively state-focused policy organization called State Innovation Exchange (SiX). It was aimed to a) provide a valuable case study of perhaps the leading organization in this space, focusing on understanding its education policy footprint; b) further understandings of conflicts, tensions, and responses on the political left relative to education policy; and c) generate insights into contemporary sub-national policy mobility. We interviewed nine key stakeholders and analyzed electronic materials to address two research questions. Findings demonstrate SiX fulfills four main purposes: 1) building and sustaining cross-state progressive power; 2) acting as a counter; 3) fostering progressive leader development; and 4) advancing progressive policies/ideas. SiX shows an economics-focused agenda emphasizing working- and middle-class families, and education policy has not been a major, consistent area of emphasis. SiX does, however, play unique roles in education (as in other areas) by connecting state legislators and supporting their work. Specific to education, we surfaced some challenges SiX has faced in building alignment around a shared vision. We suggest, if SiX or a similarly situated organization can develop a clear education philosophy and policy agenda, it will be more effective at advancing its preferred policies, and in countering those being advanced by adversaries. Absent such shifts, we project continued conservative dominance of education policy at the state level.

The articles included in this issue take into consideration the relationship between television and education in its broadest sense, offering historical studies of television programming, national policies, audience attitudes and evolving socio-political contexts. It includes case studies of different broadcasters, specific educational programming initiatives, government or state education policy delivered through the television medium, the intersections between broadcast programmes and what is retained in television archives. They cover Turkey, Germany, Italy, the UK, and Finland and map the period from the 1960s to the present day. All of this material helps situate educational provision on television within broader histories of both television as a form and education as an overarching idea or objective.

State policy of Ukraine in the field of education

The purpose of the article is to analyze the essence and characteristics of the state policy of Ukraine in the field of education, in order to determine the main ways to optimize this policy in the field of educational processes. The work used a set of methods such as: content analysis, logical and semantic analysis, systematic analysis of the implementation of state policy in the field of education; axiological method and prognosis. It is concluded that, state educational policy is a systematic and deliberate activity of public authorities and public self-government in school The priority of state policy is to ensure civic, patriotic, moral and spiritual education. Among the most concrete results of the research, existing deficiencies have been identified, which are characterized by contradictions. These paradoxes can be avoided by combining regulations. Finally, the existing state policy in the field of education has a comprehensive legal framework, but needs constant updating.

Vaccination campaign against COVID-19 in Ukraine: Current Problems of State Educational Policy and Outreach Work of Higher Medical Educational Institutions

The study is dedicated to the coverage of the peculiarities of the organization of the vaccination campaign against COVID-19 in Ukraine, all this, to analyze the achievements and current problems of the outreach work of medical institutions of higher education. This paper is an independent scientific research review with an analysis of the questionnaire data on the problematic issue. The study was based on the application of a series of theoretical and empirical methods: analysis, systematization and generalization of data on the search for the characteristics of the organization of dissemination work in higher medical education institutions; questionnaire survey to the participants of the educational process.The survey involved 250 respondents from the aforementioned medical HEIs. The results established the awareness of the participants and also testified to the feasibility and importance of strengthening outreach activities in the selected higher medical education institutions. We conclude that consistent disclosure about the risks, uncertainties and availability of vaccines fosters public confidence in vaccination.

Family language policy in a multilingual Mongolian family in China: A cross-generation exploration

ABSTRACT This qualitative case study explores the multiple forces driving the development of language ideologies within a multi-generation ethnic Mongolian family in mainland China and its family language policy (FLP) implementation. The findings reflect changes in family members’ language proficiency, ideologies, and practices across generations, per the influence of state education and language policy, the changing national-level socioeconomic and political environment and globalisation. The findings suggest the multiple factors that influence and shape FLP. It is found that conflicts and contradictions exist among family members’ language ideologies, language management and language practices, driven by the dual position of the Mongolian language’s decline (due to its lack of involvement in globalisation) and revival (due to national-level efforts to enhance cohesion). Presenting a nuanced and holistic understanding of FLP, this study relates the Mongolian family’s FLP to wider educational, historical and sociocultural realities. The implications for different stakeholders are discussed.

Response Measures of States in the Field of Higher Education in the Context of Coronavirus

As a result of the sudden onset of a pandemic around the world many problems have arisen that no one has met before. One of these problems was the threat of liquidation of higher education as a social institution. Therefore, this article presents the results of a study of possible actions on the part of states, academic communities and all interested parties, including administrative and financial resources in the context of a sudden outbreak of a pandemic around the world. The consistent measures that the states should take when pursuing a certain state educational policy are analyzed.

TRENDS IN THE DEVELOPMENT OF HIGHER EDUCATION IN AUSTRALIA

The study of foreign experience is necessary for innovative modernization of domestic higher education. Education in Australia guarantees successful studying, mastering of the latest technologies, promising development, and successful employment of graduates in the future. That is why interest in the development trends of higher education in this country is justified. The purpose of the article is to outline the main trends in the development of higher education in Australia. In the preparation of the article a number of theoretical methods were used. Among them are general scientific (analysis, synthesis, comparison, generalization, specification, which contributed to the identification of the main ideas for determining the key trends in the development of higher education in Australia) and specific scientific (cause and effect analysis, which helped to study the influence of international and state educational policies on the development of higher education in the country). The following main trends in the development of higher education in Australia have been identified: higher education sector is developing with state funding and on the basis of forward-looking government laws, improving conditions for the provision of educational services; the Australian system of higher education successfully cooperates with the European Higher Education Area, whose integration is based on thorough observance of national traditions and trends; there is close cooperation among enterprises and universities, support and development of scientific research; The National Workforce Strategy (2022–2027) defines a coordinated approach to solve the problem of personnel control (student employment and further professional development); lifelong learning is a link to educational success. Highlighting the main trends in the development of higher education in Australia will help to further determine the specifics of the professional training of specialists in English Philology at the country’s universities.

THE FORMATION OF BENEVOLENCE OF FUTURE SPECIALISTS AS A COMPONENT OF THE STATE EDUCATIONAL POLICY

The article is devoted to the formation of the integrity of future specialists in the context of the state educational policy and the practice of educational activities of higher education institutions of Ukraine. To achieve the goal of the article, general scientific methods were used: analysis, synthesis, specification and generalization. It has been established that modern scientific research presents a philosophical, legal, sociological, pedagogical, psychological understanding of the phenomenon of integrity. The main approaches to defining the category «virtue» are characterized. The works of foreign researchers and current regulatory documents on issues of integrity in the field of public administration were analyzed. Emphasis is placed on the importance of promoting the ideology of integrity at the state level. The expediency of introducing educational components that specify the standards and principles of integrity in future professional activity, form a culture of integrity of participants in the educational process, in the professional training of students of various specialties in higher education institutions of Ukraine is substantiated. It was emphasized the need to introduce the program learning result «observance of the principle of integrity» when updating the educational programs of the fields of knowledge 01 «Education / Pedagogy», 05 «Social and behavioral sciences» and 07 «Management and administration». Emphasis is placed on the need to combine formal and informal education on issues of integrity at the stage of education in higher education institutions. The possibilities of informal education for the self-development of integrity of future economists and managers are analyzed.

Influence of State Policy on the State of Higher Education System in Ukraine

The task of the authors of this article is to assess the implications of the state policy of Ukrainian governments for the country's higher education system. The author researched the legislative acts determining the institutional conditions of educational activities, as well as information contained in the reports of the State Statistics Service since 1995. It was found that along with the positive consequences of reforms in higher education, they were accompanied by threats to educational institutions. They should be taken into account not only by the developers of the state educational policy, but also by the providers of educational services in order to make amendments to the strategies developed by them. Otherwise, the country will face a slowdown in the expanded reproduction of intellectual capital required by the economy. The information base of the study consisted of the reports of the State Statistics Service of Ukraine. Methods of statistical analysis and graphical visualization of trends were used for data processing and interpretation.

THE RESULTS OF REFORMS IN THE FIELD OF TRAINING HIGHLY QUALIFIED PERSONNEL IN THE LATE XX- EARLY XXI CENTURY: SCIENTIFIC PERSONNEL

Aim - to study the last 25 yeas dynamics in the system of Russian postgraduate education. The research is based on institutional analysis of the system of postgraduate education, as well as the resource approach in assessing the human potential of scientific personnel, postgraduate students and doctoral students. A comparative approach allowed us to analyze the dynamics of changes in the numbers, gender, age characteristics of researchers, doctoral students and graduate students for the last decades. Other methods used include analysis and systematization of statistical data, periodization method, analysis of theoretical sources, secondary analysis of sociological data. Results: the article presents the overview of Russian postgraduate education system evolution and analyses characteristics of its present state. The authors introduce their own periodization of the postgraduate education system development. The study presents human capacity, age and gender profiles of scientific personnel. The study reveals the trend in reducing the number of organizations providing postgraduate studies, as well as the decrease in the number of postgraduate and doctoral students and researchers. The authors came to the conclusion that the present situation is characterized by the contradiction between government regulation to the system of postgraduate education and its possibilities to ensure these requirements. The crisis in the system of Russian postgraduate education is evident. The presented results evaluate the process of training highly qualified educational personnel, the effectiveness of the institute of postgraduate and doctoral studies, as well as the qualitative and quantitative characteristics of scientific personnel in Russia. The data presented in the article will contribute to the development of the state educational policy and bring the process of training highly qualified educational personnel in accordance with the requirements and demand for highly qualified specialists in modern industry and science.

Analysing the National Education and Learning Priorities Policy Statement Through the Lens of Fielding’s Person-Centred Education Framework

In the 30 years since the advent of the fundamentally system-altering ‘Tomorrow’s schools’ reforms in the 1990s, the education system of New Zealand has undergone many reviews and changes. The recent Taskforce Inquiry into the suitability of the current system to deliver equitably for learners as we approach the third decade of the 21st Century has seen a detailed report produced that proposes more significant change for the system. The Ministry of Education has used this to develop its National Education and Learning Priorities that will drive the next stage of development of the education system in Aotearoa, New Zealand. This analysis examines the report, the subsequent National Priorities and their philosophical underpinnings through the lens of Michael Fielding’s typology of Person-centred education frameworks and suggests that despite a significant shift towards Person-centeredness, the underlying neo-liberal building blocks of our current schools remain, and that it is likely the system will remain focused on competition, high-stakes assessment results and a narrow interpretation of educational success and equity.

School Social Work Practice in Charter Schools: Current Trends and Future Considerations

AbstractSince the establishment of the first charter school in 1991, over 7,000 charter schools have opened across the United States. Charter schools are publicly funded schools that are exempt from some of the local or state regulation and serve as alternatives to the more traditional public and private schools for many children and families. As charter schools proliferate across the United States, so does the number of school social workers employed by them. Even though school social work practice can vary widely across location, type of school setting, state educational policies, and contractual mandates, there is minimal research and limited information about school social work practices in charter schools. This article examines social work practice in the context of charter schools to provide charter school social workers with insight and information tailored to their unique school settings. The article will also review the history of the charter school movement and the impact of current charter school policies on social worker roles and interventions. Suggestions for future research are also discussed.

High Achievement in Mathematics and Science among Students in Ireland: An In-Depth Analysis of International Large-Scale Assessment Data Since 2000

ABSTRACT National policy initiatives in Ireland, such as Project Maths and the Science, Technology, Engineering, and Mathematics (STEM) Education Policy Statement have sought to increase the engagement and performance of students in mathematics and science. The current study investigated the performance of students in Ireland in these areas and in reading in international large-scale assessments (Programme for International Student Assessment [PISA], Trends in International Mathematics and Science Study [TIMSS], and Progress in International Reading Literacy Study [PIRLS]), with a view to better understand the performance of high-achieving students, relative to their counterparts in other countries in general, and in countries with similar average performance. Lower than expected proportions of high achievers were noted and a pattern of relative underachievement was observed among high achievers – those performing at the highest levels of proficiency, and those performing at key benchmarks, including the 75th and 90th percentiles – in mathematics and science to a greater extent than in reading. These issues were found to be consistent over time, and more prevalent at post-primary level, compared with primary level. The findings of this study are discussed with reference to individual and societal costs, and specific issues that need to be investigated further are identified.
