PROFESSIONAL ACTIVITY OF STATE EMPLOYEES OF STATE SERVICE OF UKRAINE ON EMERGENCY SITUATIONS: OPTIMIZATION OF INTERFERENCE RELATIONS OF WORKERS OF EMERGENCY RESCUE DEPARTMENTS WITH SUFFERED

The article deals with the issues of the activity of civil servants of the State Service of Ukraine for emergency situations, the general concept of interpersonal relations of workers with victims is disclosed, the main aspects of rendering emergency psychological assistance are considered. The ways of perfection of professional optimization of interpersonal relations of workers of rescue units of the DSNC of Ukraine with the victims are analyzed. The analysis and consideration of all existing forms, methods and methods of providing emergency psychological assistance as a single system. For the first time, it is proposed to consider the provision of emergency psychological assistance as a multi-channel queuing system with an unlimited queue. Proposals have been made on the activities of government bodies and civil servants to improve the forms, methods and methods of providing emergency psychological assistance to victims in emergency situations. It is noted that for many years, along with the development of psychological ideas, concepts and theories, there was a large “army” of psychologists who worked in health care institutions, in production, in education, in the internal affairs, aviation and space industries, and other sectors of the national economy. The content and results of their activities often did not fall on the pages of newspapers or in scientific publications. But these psychologists and their work often served as the primary source for experimental research and theoretical work of scientists. It is proved that any person, following certain recommendations and having information about the personality characteristics of the victim, will be able to provide him with the first psychological help in certain circumstances. It is very important to know how to help the victim immediately after the tragic event, to master the skills of working with the individual consequences of psycho-traumatic situations. It is especially important to know, in order to identify in a timely manner unfavorable psychological conditions and seek help from a specialist.

Features of experimental researches on the formation of professional competence of future firefighters

The analysis of the number and type of fires for 2016 has been carried out, which makes it possible to assess the degree of difficulty in performing tasks for the designation of special units of the State Service of Ukraine for Emergencies. The degree of competence of the personnel of fire-rescue units in the legal (normative and technical documentation of Ukraine) was determined. It is determined that one of the reasons for the imperfect preparation of a firefighter-rescuer is the lack of methods and technical means of practical training in conditions close to real. Taking into account the European experience, the interaction between the reduction of injuries among firefighters and their practices is defined, it is personified in the use of training grounds of the container type, as well as demonstration mock-ups of residential buildings. On the basis of the results obtained, an innovative approach was proposed to provide experimental studies on the formation of the professional competence of the future firefighter-rescuer and the method of its testing before and after practicing professional training tasks in container-type simulators

Application of the system approach to the development of the project of a safety management system for navigation in Ukraine

The maritime transport industry of Ukraine has an extensive network of navigable routes, sea ports and river terminals, developed infrastructure and interacts with other types of transport in Ukraine. The State Service of Ukraine for Transport Security (Ukrtranssafety) is the central executive body implementing a national policy on security issues in land transport and security in maritime and river transport. The main shortcoming in the implementation of Ukrtranssafety is the lack of comprehensive methodological support for formation of the level of transport security, depending on the impact of technical and technological, organizational and management, environmental and anti-terrorist factors of impact. To solve the problem of ensuring maritime and river safety, the implementation of a specialized safety management system for shipping is required. The basis of the development of a safety management system for navigation, a system model is used, which has been tested in the theory and practice of project management. The proposed system model is a methodological tool for the generation and system design of an integrated safety management system for shipping that can be used at all stages of its development, including: – conceptual design; – design of functional and providing parts; – design of the communication and documentation system; – development of elements: models, methods, algorithms, programs and regulatory support (user guidance, corporate and system standards, methodologies, instructions). The conducted study shows the main causes of the increase in accidents in the marine and river fleet. The construction of a safety management system for navigation will reduce the level of accidents and damage on the maritime and river transport.

Видова характеристика епізоотії сказу в Україні за 2011–2016 рр.

The article presents analysis of dynamics of the animal rabies incidence and characteristics of rabies epizootic situation for the animal species in Ukraine from 2011–2016. We analyzed the laboratory research expertise, reports of regional departments of Veterinary Medicine and the State Veterinary and Phytosanitary Service of Ukraine (now State Service of Ukraine on issues of food safety and consumer protection) for the period from 2011 to 2016, and the information that is presented in the Rabies Bulletin Europe. During this period in Ukraine registered 8807 cases of rabies among 17 animal species. Analysis of rabies cases indicates that the main reservoir of rabies virus among wild animals is foxes. Fox incidence rate ranged from 38.8% in 2014 to 31.2% in 2016 from total cases of rabies. Among domestic animals, the first place in the structure of the incidence of rabies is occupied cats, part of which is 25.9% in 2014 to 32.5% in 2016. In the second place are dogs, which account for 18% in 2012 to 23.5% in 2016 of the total number of animal rabies cases. Increased incidence of domestic animals, especially in cats and dogs, are the result of an incomplete rabies vaccination coverage and direct evidence of improper performance of the current "Instructions for measures to combat and prevent of rabies."

Визначення динаміки погодних умов протягом календарного року в прибережних ділянках акваторії Одеської затоки з метою утримання морських ссавців у відкритих вольєрах

The article provides data about the dynamics of weather conditions in the coastal water areas of Odessa Bay by the year. The research was conducted within the framework of the advanced study of research center of the armed forces of Ukraine «State Oceanarium» with the aim of determining the optimal location of open enclosures for marine mammals in coastal waters. In accordance with the requirements of operating leading documents, on maintenance marine mammals in the conditions of captivity, the open constructions of cages must take place in the clean natural waters, assuredly protected from storms, surf wave and influence of anthropogenic pollution. Undertaken studies the official figures given by the Hydrometeorological center of the Black and Azov seas (the State service of Ukraine for emergency situations) on the dynamics of air temperature and sea water, changes in weather conditions in coastal areas of the water area of Odessa Bay in recent years. In times of researches, in this district there were maximal increases of air temperature to 38.1 °C and sea water to 28.6 °C in summer, which exceeds possible norms for maintenance of dolphins in the conditions of open water areas. The largest decrease in air temperature in winter was recorded in January and February. Accordingly, the temperature of sea water went down and noted the appearance of floating ice shape. This fact is also very unfavorable, on condition of maintenance of marine mammals in the open waters in winter. Constructing open-air cages for marine animals must necessarily include a measure of the maximal strength of the wind and the main directions on the investigated areas. According to the obtained data, there is only seasonal maintenance of marine animals in open-air cages can be applied in the district of waters of the Odessa Bay. The alternative decision of this question can be the combined type of maintenance: moving of marine animals in the apartment of the covered pool with the natural cleared sea water, at the considerable decline of temperature of air and the formation of ice in winter or at disparity of sea water to the main sanitary and epidemiological requirements.

ПРАВОВЕ РЕГУЛЮВАННЯ ОКРЕМИХ АДМІНІСТРАТИВНО- ГОСПОДАРСЬКИХ САНКЦІЙ, ЩО ЗАСТОСОВУЮТЬСЯ ДЕРЖАВНОЮ СЛУЖБОЮ УКРАЇНИ З БЕЗПЕКИ НА ТРАНСПОРТІ

The article is devoted to the study of the legal nature of administrative and economic sanction and administrative and economic penalty as its type and separately considered the legality of the application of this type of sanction in a separate case by the State Service of Ukraine for Transport. The scientific positions and approaches to which the type of responsibility should be studied should be studied. It has been established that the positions of scientists are mainly divergent in two directions - some attribute them to economic and legal responsibility, while others to the administrative. The practice of depositing the State Service of Ukraine for transport on the use of an administrative- economic fine to business entities carried out within the territory of Ukraine through the absence of documents containing data of the operation of the device for registration of the registration regime and recreation of drivers (tachographs). On the regulatory and legal basis for regulating the provinces of Ukraine, and the individual provisions of the Commercial Code of Ukraine, the Law of Ukraine "On Automobile Transport", the provisions on working hours and time of rest of drivers of wheeled vehicles, approved by the order of the Ministry of Transport and Communications of Ukraine No340. From the norms of these legislation acts, it becomes clear that the audits on the availability of established tachographs and respectively documents containing data on their work on vehicles carried out internal transportation are not covered by a circle of powers of the State Service for Transport Security. It also notes that administrative courts when considering the appeal of the above-mentioned decisions took the position of the state body and misinterpret the norms of legislation, which in turn leads to the case of unfair decisions that are contrary to the requirements of legislation. It is emphasized on the need to change this false trend in order to avoid illegal interference of state authorities into economic activities of business entities.

The State Service of Ukraine on issues of food safety and consumer protection (Derzhprodspozhyvsluzhba) is a central executive body that implements the state policy in the field of veterinary medicine, the fields of security and individual food quality indicators, identification and registration of animals, sanitary legislation, market surveillance within the scope of their responsibilities, the state control over observance of legislation on consumer protection and advertising in this area in accordance with the law of Ukraine «on basic principles and requirements for safety and quality of food», which entered into force on 20 September 2015. This law establishes a new approach to food safety. The primary responsibility for food safety lies with the manufacturers, and government control is not directed to the finished product, and the production and trafficking.The only supervisory body in the field of food safety in Ukraine, according to the law, is the State Service for Food Safety and Consumer Protection. Service exercises its powers directly and through its territorial bodies – food safety and veterinary control products in all areas of Kiev, and cities of regional subordination, areas.As a result of the creation in Ukraine Derzhprodspozhyvsluzhby obtained a clear hierarchy of government veterinary medicine, required by the European Community, in particular, is structurally complies with the requirements of the European Union. Their main task – the diversity of the state veterinary supervision and its periodicity.

Burden of serious fungal infections in Ukraine.

Ukraine has high rates of TB, AIDS and cancer. We estimated the burden of fungal disease from epidemiology papers and specific populations at risk and fungal infection frequencies. HIV/AIDS cases and deaths (2012) and tuberculosis statistics were obtained from the State Service of Ukraine, while chronic obstructive pulmonary disease (COPD) cases were from M. Miravitlles et al., Thorax 64, 863-868 (2009). Annual estimates are 893,579 Ukrainian women get recurrent vaginal thrush (≥4× per year), 50,847 cases of oral candidiasis and 13,727 cases of oesophageal candidiasis in HIV, and 101 (1%) of 10,085 new AIDS cases develop cryptococcal meningitis, 6152 cases of Pneumocystis pneumonia (13.5 cases per 100,000). Of the 29,265 cases of active respiratory TB in 2012, it is estimated that 2881 new cases of chronic pulmonary aspergillosis (CPA) occurred and that the 5-year period prevalence is 7724 cases with a total CPA burden of 10,054 cases. Assuming adult asthma prevalence is ~2.9%, 28,447 patients with allergic bronchopulmonary aspergillosis (ABPA) are likely and 37,491 with severe asthma with fungal sensitisation. We estimate 2278 cases and 376 postsurgical intra-abdominal Candida infections. Invasive aspergillosis in immunocompromised patients is estimated at 303 patients annually; 930 cases in COPD patients. Ninety cases of mucormycosis (2 per 1,000,000) are estimated. In total, ~1,000,000 (2.2%) people in Ukraine develop serious fungal infections annually.
