СИСТЕМАТИЗАЦИЯ ОСНОВ СОЗДАНИЯ И РАЗВИТИЯ ДЕТСКОГО ТУРИЗМА НА ПРИМЕРЕ СПЕЦИАЛИЗИРОВАННЫХ РАЗВЛЕКАТЕЛЬНЫХ ЦЕНТРОВ

On the case of the natural potential of the Republic of Crimea, modern possibilities of implementing the Orders of the President of the Russian Federation on the development of children’s tourism in the constituent entities of the Federal Districts of the country are considered. The high educational role of schoolteachers in the processes of forming a child’s personality in childhood is shown. The author emphasizes the importance of children’s tourism based on recreation, games, and entertainment in the physical and intellectual development of children. The substantiation of the need to form a network of specialized centers for the physical and intellectual development of children in the municipal territories of the subjects using the experience of the best schools, with their subsequent transformation into the Centers for Children Specialized Tourism is given. For systemic management and purposeful interaction, it is proposed to unite the Centers into the Crimean Children’s Tourism Cluster. The conditions for the share participation of enterprises and organizations of the Crimea and other constituent entities of the Russian Federation in investing in the processes of creating and operating the material base of the Cluster are shown. The necessity of motivating the participants in the creation and functioning of the Centers is substantiated. The important role of the decisions of the heads of the constituent entities of the Federal Districts on the development of children’s tourism in their municipal territories is shown. It is proposed to create a special section on the development of children’s tourism in the regional state program Development of tourism on the territory of the subject for the time up to 2035. The protection of the local budget is provided since considering all the results of the activities of children’s tourism organizations. The directions of the necessary training and retraining of the personnel serving children’s tourism are shown. The composition of technical and economic indicators that characterize the components of the quality of life, affecting the life expectancy of a person is proposed. The most important of them, generated by the development of children’s tourism in the municipal territories of the subjects: the number of new jobs; the number of accommodation places for children and adults put into operation at centers of specialized children’s tourism; the number of trainees trained in the system of training and retraining of personnel in the professions of workers and employees who are in demand for serving children’s tourism; the amount of monetary income per capita and its increment; the number of educators and school teachers involved in the creation and operation of specialized children’s tourism centers; increment of the local budget. Current state of mortality of the working-age population in Russia and Europe

Introduction. Issues of preserving the health and saving of the Russian population are important in the development of state programs. One of the main sources of population growth, as well as the preservation of the labor potential of our country, is the reduction of the death rate of the working - age population. The aim of the study was to analyze the mortality of the population in the age groups 15-59 years and 15-64 years for men and 15-54 years and 15-59 years for women in Russia in comparison with the countries of the European Union (EU-28). Materials and methods. Mortality was studied based on data from Rosstat and the WHO Mortality Database and the Human Mortality Database. Age-standardized mortality rates were calculated for Russia in 2018 and the EU-28 countries in 2017 (European standard, revised 2013). Results. Comparative analysis of the standardized mortality rates of the population 15 to 59 years and 15-64 years for men and 15-54 years of age and 15-59 years of age showed a significant gap between Russia and the EU-28. Differences in mortality among men in comparison with the EU-28 in the age group of 15-59 years was 3.1 times, and in the age group 15-64 years - by 2.8 times. In women aged 15-54 years, the excess was 2.5 times, and in those aged 15-59 years - 2.2 times. Conclusions. Thus, the analysis of modern data on the mortality of the male (aged 15-59 and 15-64 years) and female (aged 15-54 and 15-59 years) populations indicated that negative trends persist in Russia's lagging behind the European Union countries.

SIGNIFICANCE OF COOPERATION FOR THE DEVELOPMENT OF ORGANIC AGRICULTURE

The purpose of the article is to study the impact of the basic principles and benefits of the development of cooperative movement on the development of organic agricultural production, as well as to determine the role of cooperation in the development of organic entrepreneurship. Methodology. The author has used the methods of analysis and synthesis, the method of statistical grouping and comparison, induction and deduction, structural and functional approach to solve the problems and achieve the goals. The study is based on the comparative analysis and synthesis of scientific literature. Results. Organic food is increasing in popularity. The growing demand is mainly attributable to consumer concerns about negative implications of conventional agriculture for human health and the environment. Organic agriculture has a great potential to neutralize a negative impact of agricultural intensification on the environment. The article describes the concept and analyzes the current state of cooperation in agriculture. It is found that during the period under the research, the number of registered cooperatives has increased by almost 45%. The concepts of organic agriculture and organic production are clarified. The dynamics of agricultural lands engaged in organic production and the number of certified organic farms in Ukraine are studied. It is indicated that the consumption of organic products in Ukraine is much lower than in the European countries and the United States. The advantages of introducing a cooperative movement in the field of organic agriculture are identified. Being part of a cooperative helps small farms to be able to produce enough to generate profits and ensure their substance, which is an opportunity to compete with larger companies. Risks arising in the process of establishing organic cooperatives are outlined considering the international experience. It is concluded that efficient organic farming cooperatives can support local and export markets, stimulate production efficiency and promote local logistics. Practical implications. The advantages of consolidation of enterprises and entrepreneurs in the field of organic agriculture on the basis of cooperation can be used for the development of state programs to support the cooperative movement in organic farming. Value/originality. Views on the organization of production, processing and logistics activities of organic agricultural producers through the introduction of cooperatives have been expanded.

FINANCING OF ECO-INNOVATIONS: SOURCES AND TRENDS IN KAZAKHSTAN

Nowadays most developed and some developing countries are moving to the path of “green” economy and strive to develop in the direction of sustainable development. An important aspect is the development of eco-innovations that contribute to reducing the negative impact on the environment through the creation of fundamentally new products, processes and systems with minimal use of natural resources and virtually zero environmental pollution. Such clean technologies are possible in the field of renewable energy, water resources management, “green” construction, waste reduction, etc. The vast accumulated international experience of countries that develop eco-innovations serves as a positive experience for the development of this direction in Kazakhstan. Energy efficiency and renewable energy resources should be considered as national priorities of the country, be integrated into energy and socio-economic policies, and become the basis for the development of state programs for sustainable development. Kazakhstan strives to achieve its goals for sustainable development, including improving the environmental situation in the country. This paper focuses on financial issues in ecoinnovations, it represents analyses of current trends in this sphere in Kazakhstan.

Non-stationary poisson model of continuously functioning queuing system

The study of non-stationary queuing systems is related to their important applications in computing systems. Algorithms for calculating non-stationary queuing systems are quite complex. Nevertheless, the development of modelling of production processes and communications, trade processes and consumer services requires the development of methods for calculating such queuing systems. In this regard, we should mention the currently actively developing state programs ”Smart city”, ”Digitalization of the economy” which require the development and specification of methods for calculating non-stationary queuing systems. Therefore, it is necessary to build non-stationary queuing models in such a way that their calculation would be quite simple and convenient for computing. In this paper, this can be achieved by assuming that the service time is deterministic, the input non-stationary flow of customers is Poisson, and that there are an infinite number of devices that exclude the customers from being in the queue.

DEVELOPMENT OF TECHNICAL FACILITIES AND TECHNOLOGIES FOR TRANSPORTATION OF GRAIN CARGO IN UKRAINE BY LARGE TRANSPORT

Purpose. The purpose of the article is to study the development of technologies and technical means of transportation of grain cargoes by rail in Ukraine. Methodology. The research was carried out on the basis of methods for analyzing the state of development of the processes of transportation of grain cargo in Ukraine and in other states, as well as analysis of literature sources, statistical reports on the export of grain, the state of railways. Results. The paper deals with the history of development and the problem of organizing cargo transportation to seaports by independent carriers. The needs for reducing the cost of transportation of grain cargo are determined. It has been established that when solving this issue, one should use the achievements of domestic scientists, as well as the know-how of advanced developed countries in the implementation of grain transportation. The study shows the potential for applying foreign experience, taking into account the peculiarities of the local specifics of the development of political and geographic conditions and the existing infrastructure. Scientific novelty. The scientific novelty of the work lies in the fact that it provides a study of methods for organizing the transportation of grain cargo by rail, used in the world and an analysis of the possibility of their application in Ukraine. Practical significance. The practical significance of the work lies in the fact that it can be used for further research, development of a state development program and assistance to the agro-industrial industry of Ukraine, in the analysis of the construction of new elevators, the introduction of new transportation technologies, as well as for assessing the costs associated with various logistics schemes for grain delivery to seaports.

Требования рынка труда к человеческому капиталу молодежи

Цель: статья посвящена определению и изучению требований рынка труда к человеческому капиталу молодежи. Обсуждение: российский молодежный рынок характеризуется рядом негативных тенденций, среди которых сокращение рабочих мест по причине активной информатизации бизнес-процессов, рост показателей безработицы, низкий интерес молодежи к работе в реальных секторах экономики, предпочтение молодежи удаленной работы, распространение феномена людей, которые не хотят ни работать, ни учиться, и многие другие. В этой связи наиболее актуальными вопросами как в теории, так и на практике, имеющими не только общегосударственную, но и глобальную значимость, выступают: изучение проблем современного молодежного рынка труда, занятости молодежи, ее эффективного и быстрого трудоустройства. Результаты: в статье использована методика поэтапного исследования требований рынка труда. На первом этапе были определены мотивы найма молодых специалистов, основные преимущества и недостатки молодежной рабочей силы. На втором этапе анализировались причины отказа в трудоустройстве молодых специалистов. Третий этап предполагал выделение групп характеристик человеческого капитала молодежи, коррелирующих с эффективным трудоустройством. Результаты исследования могут быть использованы при разработке государственных программ молодежной политики, вузовских программ трудоустройства выпускников вузов.

The prevalence of most behavioral risk factors varies substantially among states. The prevalence of current cigarette smoking ranges from 22 percent to 38 percent. Estimates of alcohol use show geographic clustering, with lower rates in the southeastern states. The prevalence of sedentary lifestyle, uncontrolled hypertension, overweight, and seatbelt use differs markedly among states. These findings represent an initial step toward the analysis of state-specific baseline risk-factor data for use in developing state programs aimed at reducing the leading causes of death in the United States.

Transport security: analysis and comparison of existing approaches

All countries are involved in ensuring transport security of transport infrastructure facilities and vehicles. Specialized transport security services are being created by type of transport. Each country develops its own methodologies that are acceptable in the specific conditions of the transport system functioning. However, there are general provisions. In this study, the specifics of the Russian Federation were examined and compared with the approaches used in the EU and the United States of America. Using a number of well-known methods, including the theory of qualimetry, the theory of networks, the method of expert assessments, an analysis and systematization of the existing structure and approaches in the field of transport security was carried out, on the basis of which the matrix of the existing situation in the relevant field, as well as an algorithm for ensuring security of transport infrastructure facilities and vehicles. The results obtained may be of interest to decision-makers in the field of transport security. Also, the presented results can be used for the training of specialists in the field of ensuring transport security and in the development of state programs aimed at ensuring security in the transport sector.

Anti-Crisis Legal Regulation in the COVID-19 Conditions: The System of Restrictions or Creative Legal Impact

Purpose: The purpose of this study is to scientifically and critically comprehend the experience of European countries in overcoming the COVID-19 consequences and, on its basis, to construct an optimal model of modern anti-crisis legal regulation. Design/Methodology/Approach: The authors constructed the anti-crisis legal regulation model and studied using the systematic scientific approach and the method of analysis and programming to reconstruct typical patterns of social relations, basing on knowledge about the regulation object and using legal tools and techniques. Through the methods of modeling and reconstruction the authors could develop and substantiate the anti-crisis model structure. In order to determine the national characteristics of the subject, the authors used the comparative legal method as well as statistical, system-structural and functional methods. Findings: As a result of the study, the authors made the conclusions about the essence of the crisis impact caused by the COVID-19 on the mechanism of legal regulation, about the features and principles of anti-crisis legal regulation, in particular, its subject, method, goals and tasks, and means of legal influence. The authors determined the conditionality of the anti-crisis legal regulation model by the initial legal principle underlying it, and the national legal awareness features. The authors prove that total restrictions make the population to overstep law, thereby reduce the authority of the law and trust in the legal bodies, deform legal awareness, violate existing legal relations and relationships. Practical Implications: The results of the study, based on a wide range of empirical data, are necessary for the development of state programs for the business normalization and the economy recovery, as well as for the formation of national strategies for anti-crisis legal regulation and guidelines, recommendations and clear procedures for the public emergency introduction. In particular, the authors proposed to use political and legal programming as a method of legal regulation in a crisis. Originality/Value: The novelty of the article is to develop the structure, models and features of anti-crisis legal regulation in COVID-19 pandemic conditions on the analysis and generalization of the experience of some European countries. The study proves the low effectiveness of the restrictive anti-crisis model of legal regulation in comparison with the creative legal impact both in conditions of a crisis and in overcoming its negative consequences.

THE FOURTH INDUSTRIAL REVOLUTION AND EMPLOYMENT MODIFICATION IN UKRAINE

Purpose. The aim of the article is to assess the impact of Industry 4.0 on employment in Ukraine and the world. The following tasks are set to achieve this goal: to analyse the historical impact of industrial revolutions on employment, including the characteristics of changes in its structure, as well as professional composition; highlight how the fourth industrial revolution differs from the previous three; consider the structure of available vacancies in Ukraine and assess how the national labour market is subject to automation. Methodology of research. This article uses the historical and logical unity method to analyse the impact of industrial revolutions on employment, as well as a comparison method to highlight the distinguishing features of Industry 4.0. A graphical method is applied to assess the sectorial structure of vacancies prone to automation in Ukraine. Findings. Industry 4.0 has been found to have common and distinctive features of the impact on employment with the previous three industrial revolutions. The structure of employment at different historical stages is analysed. It was found out that its structure is actively changing now; new professions and whole branches of application of human labour are appearing. The structure of the labour market in Ukraine is considered. It has been proved that Industry 4.0 can exacerbate inequalities between different sections of the population and lead to the disappearance of a large number of occupations, which today employ half of the workforce of national economies. Originality. An analytical approach to the definition of professions that are most prone to automation in the context of the fourth industrial revolution in the Ukrainian labour market has received further development. This approach simultaneously takes into account modern foreign practices and the national statistical base. Practical value. The obtained results in the course of the study can be used in the development of state programs to support employment in the national economy. Since people will require retraining and additional training due to the special propensity of their professions to automation and computerization. In addition, the obtained data can be used to determine the priority areas of state funding for educational institutions, which in the future will reduce youth unemployment. Реформирование субъектов валютного регулирования и контроля России на пути к цифровой экономике

The article analyzes the current system of currency regulation and control and reveals the structure of subjects of currency regulation and control. There have been proposed the changes necessary for adaptation to the conditions of the digital economy. There has been presented the scheme of the unified system of currency regulation and control, and defined its main elements. The retrospective illustrates the process of reforming currency control agencies and agents on the eve of Russia's transition to the digital economy. There have been revealed both current legal norms that determine the structure and functionality of subjects of currency regulation and control and bills related to the subject under study. The current state development program “Digital Economy of the Russian Federation” for 2017–2025 acting in the Russian Federation is found not to contain the procedure for state regulation of foreign exchange transactions in the digital economy and not to disclose the functionality of the regulatory authorities in the context of digitalization. The analysis of the work of Russian researchers, supplementing the theory and methodology of currency relations has been carried out. Currency regulation and control are studied from the perspective of the activities of the state bodies of the government, by means of administrative, legislative and organizational measures aimed at maintaining a stable external balance and sustainable economic growth. The concept and the nature of a smart contract is considered in detail, the principal differences (according to the criteria of the form, subject, settlements and fulfillment of other obligations of the transaction) of the smart contract from the foreign trade agreement in electronic form are given. Інвестиційний потенціал аграрного сектору України: формування та розвиток

The purpose of the article is to assess the investment potential of the national agricultural sector of the economy and the potential of its development (potential volumes of gross value added, taking into account the real level of investment efficiency) in the conditions of revitalization of investment activity of agricultural enterprises through expansion of their credit and investment potential. Research methods. Methods: dialectical method of scientific cognition, analysis and synthesis, systemic generalization (generalization of definition approaches to the definition of the investment potential of agricultural enterprises and the formation of conclusions), methods of abstraction, comparison and imaginary experiment (in assessing the investment potential of capital investments and potential gross value added in agriculture, forestry and fisheries, taking into account the actual level of investment efficiency). Research results. The approaches to determining the essence of the category «investment potential» are substantiated and the investment potential of the national agricultural sector of the economy is assessed. The potential volumes of gross value added of products in agriculture, forestry and fisheries into account the actual level of investment efficiency in the conditions of credit and investment potential expansion are calculated. Scientific novelty. Based on the generalization of approaches to determining the investment potential of agricultural enterprises, the principles of formation and development of investment potential of the agricultural sector of the economy by expanding the credit component are substantiated. Practical significance. Conclusions, suggestions and practical recommendations can be used in the formation of investment programs and projects in agriculture and the development of state programs for the development of the agricultural sector of the economy of Ukraine. PROBLEMS AND PROSPECTS OF UKRAINE’S FOOD INDUSTRY

Ukraine's food industry is extremely important for the country's economy, and food production always deserves special attention in state economic policy and ensuring food security of the country. Therefore, this research is dedicated to the analysis of the main problems of development of the food processing sector of the country's economy and finding prospects for its development in the current conditions of functioning. The purpose of the article is the researching of problems of functioning and search of ways of improvement of development of Ukraine's food industry in the conditions of reorientation of process of manufacturing of branch products to more innovative and technologically advanced with high value added, taking into account modern global financial and economic, and technological trends of functioning of economy; identification of all positive and negative factors of functioning in the new conditions of the industry. Such production is considered as the main instrument of the country for improving the efficiency of development of the food industry of Ukraine in particular, and the economy of the country as a whole. In order to reach this purpose, the following objectives have been solved: the basic tendencies of development of the food processing sector of Ukraine are summarized in the context of solving global problems and challenges of the present and the directions of improving the efficiency of development of the food industry of Ukraine are justified by determining the priority of the state influence on the production and increase of export of food products with high value added. The subject of the research have been scientific, theoretical, methodological and practical aspects of the problems and prospects of development of the food industry of Ukraine. The methodology of the research assumes the dialectical nature of the relationship between the development of the global economy, integration processes, structural and transformational changes in the world economy with the formation and functioning of the food processing sector of the national economy. The research is based on a systemic approach, which is a comprehensive study of the main problems of food industry development. In addition, the methods of the empirical as well as theoretical levels have been used, namely: comparative analysis is to study the development of particular branches of the food industry and the main problems inherent in a particular industry; SWOT analysis, the methodology of which is the basis for developing strategic plans at any level; statistical and economic methods are to identify trends in structural and dynamic changes in food production; abstract-logical method is for generalization of theoretical propositions, establishment of causal relationships and formation of conclusions and proposals. The article considers the objective necessity of state supporting of the food industry of Ukraine in the conditions of a market economy, in view of their unique features. The economic principles of the necessity of directing state regulation to support the development of food processing with a deeper technological process of manufacturing of innovative products with high value added, as the main tool for enhancing the development of the food industry, are formed. The results of the research and conclusions obtained can be used in the practical activity of public authorities and local self-government aimed at ensuring food security, for the development of programs for the development of food industry, in the development of state programs of socio-economic development.

Assessing the Strategic Efficiency of Aviation Projects

The strategic efficiency of a project is defined. An approach to assessing the strategic efficiency of projects is outlined. This approach, incorporated in the State Development Program, consists of three main modules, executed in eleven consecutive stages. It addresses the factors impeding the global competitiveness of enterprises. Aspects of aviation projects that are attractive to private investors are identified.

Case studies for studying the status of families of Кazakhstan

The institution of the family in Kazakhstan is undergoing complex transformations; it is influenced by economic, political, psychological, historical, cultural factors, internal conditions and external circumstances. In the context of globalization, families are influenced by foreign cultural and even countercultural influences that transform the original ones, displacing them. Globalization formats identity faster than traditional institutions: family, education, religion. With the approval of the market structure, the family depends on the state of the macroeconomics, which is subject to cyclical development, including crises. The economic status of the state is not well defined, but it sets the structure and dynamics of other institutions, including the family. The family was at the epicenter of systemic failures related to the functioning of the social sphere (employment, medicine, education). Special conceptual approaches and programs aimed at social support of families were required. The state implements social family and gender policies in order to maintain stability and stability. The problematic situation is that the state has not sufficiently studied the needs for the scale of social projects, the population is not always informed, knows and understands what opportunities exist in overcoming the problematic family situation. A special analysis is needed in studying the growth trends of protest activity based on dissatisfaction with social family and gender policies. In this regard, the article presents some results of a study conducted by the PF “Institute of Equal Rights and Equal Opportunities of Kazakhstan” in the framework of the preparation of the national report “Kazakhstani Family 2019” commissioned by the Center for Support of Civil Initiatives. Researchers have identified that the strengths of state social family and gender policies are the development of state programs for engaging in employment and temporary employment, the implementation of policies to support families in need through access to targeted social assistance, changing lending conditions for affordable housing, and others. Researchers include the following: a systematic approach to understanding the phenomenon of unemployment in Kazakhstani society; lack of knowledge of the social structure of society in the projection on the type of economic structure and types of households; weak forecast expectations in the development of the social situation as a whole; lack of clear ideas about the ways, means, possibilities of socializing youth with different starting possibilities; lack of plausible statistics; low commensurability of national statistics. Technology for Determining the Effectiveness of the State Industry Development Program

AnnotationThe analysis of the state program “Development of the aviation industry 2013-2025” is carried out. A set of program targets is being studied. A methodology for assessing the effectiveness of the implementation of state programs of the Russian Federation, which is used to prepare sections of the consolidated annual report, is considered. The analysis of the development of the aviation industry. The problems of assessing the effectiveness of the implementation of the state development program are highlighted. The article presents the results of the analysis of the relationship of gross domestic product, target indicators, and performance indicators of the state program "Development of the aviation industry 2013-2025." The expected results of the implementation of the state program are substantiated, discrepancies in the results of implementation from the expected results of the program are identified. A technology is proposed for determining the effectiveness of the state program, taking into account the technological, material, technical, innovative, personnel development of the industry. The results of the analysis can be used in the process of evaluating the effectiveness of implementation and planning of state development programs.

Тувинский язык в правовом и функциональном измерении

В статье анализируются позитивные и проблемные аспекты языковой политики в Республике Тыва. Несмотря на высокую демографическую мощность тувинского языка и его статус государственного языка республики, продолжаются негативные процессы языкового сдвига у молодого поколения тувинцев. Отмечается ослабление функциональной мощности тувинского языка не только как государственного, но и как родного языка титульного этноса республики. Сегодня чуть более 50% тувинских респондентов 18–30 лет свободно владеет родным языком и около 70% из них разговаривает на нем с детьми. В столице республики лишь 62% тувинских школьников изучают родной язык. В результате активными тувинско-русскими билингвами является лишь часть детей при увеличении категории русскоязычных монолингвов. В то же время есть группа сельских детей со слабым или почти нулевым владением русским языком. Выявленная противоречивость между позитивным отношением к родному языку и выбором русского для обучения в школе и даже для семейного общения связана с недоступностью или недостаточностью научной и образовательной информации о преимуществах билингвизма, об особой важности родного языка для интеллектуального и эмоционального развития детей, их психологической устойчивости.Важной позитивной особенностью языковой политики республики является наметившийся конструктивный диалог ее основных субъектов — власти и активных защитников родного языка. Соответствующее финансирование в рамках Государственной программы развития тувинского языка 2017–2020 гг., открытое обсуждение хода ее реализации позволяет прогнозировать возможность поворота языкового сдвига и постепенное развитие сбалансированного активного тувинско-русского и русско-тувинского билингвизма при сохранении межэтнического согласия в Республике Тыва.
