Intranasal Dexmedetomidine for Sedation in Acute Ischemic Stroke: A Case Report

AbstractThis case report presents the innovative use of intranasal dexmedetomidine (IN-DEX) for sedation in an 82-year-old female patient undergoing endovascular treatment (EVT) for acute ischemic stroke (AIS). The patient, with a history of chronic atrial fibrillation, arterial hypertension, and chronic kidney failure, presented with sudden left-sided weakness. IN-DEX was administered to manage her agitation, achieving stable sedation without respiratory depression, facilitating EVT, and preserving the patient's cooperative state for accurate neurological assessments. The procedure was completed successfully, with stable vital parameters and no complications. This report highlights IN-DEX's potential as a noninvasive, effective sedative alternative in emergency neurological settings, emphasizing its advantages in maintaining respiratory function and reducing stress responses in AIS patients. Further studies are recommended to validate these findings and explore the broader applicability of IN-DEX in AIS management.

PERFORMANCE ANALYSIS OF STATE COOPERATIVE BANKS IN INDIA (2012-13 TO 2022-23): TRENDS, CHALLENGES, AND OPPORTUNITIES

This article examines the financial performance and growth trajectory of State Cooperative Banks (SCBs) in India from 2012-13 to 2022-23, focusing on key indicators such as deposits, loans, borrowings, investments, and working capital. The study highlights the significant growth in these areas, driven by increased member engagement and trust. However, opportunities for further improvement remain, particularly in the areas of deposit mobilization, loan management, and investment diversification. SCBs can capitalize on these opportunities by introducing targeted savings products for rural populations, expanding digital banking services, implementing advanced risk management practices, and optimizing working capital. The study also emphasizes the need for SCBs to expand their network into underserved rural areas, leveraging technology for financial inclusion. By addressing these growth opportunities and challenges, SCBs can enhance their operational efficiency, financial stability, and contribution to rural development.

Integrating Activity-based Costing with Continuous Enhancement: A Strategic Approach to Operational Efficiency and Cost Management

The main objective of this research is to show how integrating activity-based costing (ABC) with continuous improvement processes can enhance cost management and operational efficiency. The development of automated firms and global firms has necessitated a shift in principles and measurement accuracy. The principles and concepts have been modified based on economic theory, moving from stable continuous improvement to continuous enhancement, or Kaizen enhancement. The accuracy of the proposed costing system has improved by using modified activity-based costing. The current research has focused on multi-variation in explanatory variables, including the costing system and the degree of enhancement. The suggested costing system should include the modified version of activity-based costing and the new form of continuous enhancement system. The concept of an intelligent supply chain has led to the idea of a cooperative game between all parties in the firm/chain. Intelligent automated systems are closed-loop systems where all members are partners, aiming to maximize global benefits. Resilient considerations indicate different attempts to measure and estimate the multi-effects of externalities and other external effects. This work has closed-to-open excess quantitative models, achieving the cooperative state between different partners. Findings show that ABC helps manufacturing and service sectors identify non-value-adding activities, optimize resource allocation, and reduce costs by providing detailed insights into the true cost of operations. Its integration with continuous improvement strategies amplifies these benefits, enabling businesses to streamline processes, improve efficiency, and enhance profitability. ABC is a valuable tool for identifying non-value-adding activities and optimizing resource allocation. By providing a more accurate understanding of how resources are consumed, ABC can help organizations improve their efficiency, reduce costs, and enhance customer satisfaction.

Az Europol-együttműködés tapasztalatai

Aim: The aim of the article is to present the practical experience of cooperation between Europol, which plays a key role in international criminal cooperation, and Hungary. Methodology: The author collected knowledge about the operation of Europol and its investigative support services by studying the available EU legislation, and by working as the Head of the Hungarian Liaison Bureau at Europol, as well as by carrying out the tasks of the former expert in the cyber-attacks priority and the deputy national EMPACT coordinator. Findings: Europol’s system of cooperation with the Member States and operational and strategic partners provides the law enforcement agencies of the countries concerned with an opportunity that no other agency, institution or organisation can offer. In addition to supporting specific investigations, the institutional system also provides countries with IT, strategic and financial support. Value: The article aims to provide a practical and comprehensive overview of the state of cooperation with Europol, to give a deeper insight into the day-to-day work of the law enforcement and judicial authorities and to provide the interested reader with contextualized insights into the steps and processes involved.

The reach of state power in a globalized world – some lessons for the EU and the Western Balkans

Globalization trends have significantly influenced the role and importance of state power, though certainly not to the extent that one could argue globalization has rendered states obsolete or unnecessary. Many of today’s global challenges, such as terrorism, climate change, the migrant crisis, and others, are impossible to address within national frameworks, necessitating the cooperation of sovereign states as the ‘appropriate measure’ in responding to these and similar global issues.Starting from the fact that the components of state power persist even in an increasingly interactive and globalized world and that the past decades have witnessed attempts to balance state power among the often disproportionate member states of the European Union, this paper posits the hypothesis that the Western Balkan states lack the independent capacity to build institutions modeled after those of EU member states. Consequently, this region serves as a striking example of a neglected area with missed opportunities for clear integration into the EU.Furthermore, the paper analyzes, in light of knowledge on variability and development, identity and diversity, opposition and contradiction, the circumstances that have led to a series of missed opportunities for progress in this volatile region, as well as the internal problems within the Union that affect the Western Balkan countries on their European path.

Integration of legal databases in the context of EU accession aspirations

It is determined that the process of cooperation within the framework of the European Union has increased the need for identification and exchange of legal information coming from regional and national authorities at the European level. This need is partially met by digitally accessible legal information and the widespread use of the Internet. However, the exchange of legal information is largely limited by the differences that exist in different national legal systems, as well as the differences in their technical systems used to store and display the law on their respective websites. This hinders interaction between the information systems of national and European institutions, despite the increase in the availability of documents in electronic format. At the same time, the interconnection of national and international legal information from various sources and their presentation in the form of linked data of legal knowledge will undoubtedly improve the process of searching for legal information, expanding the possibilities of inquiries that are not currently possible. Moreover, in an increasingly digital society, where the number of cross-border civil and criminal proceedings is rapidly increasing, and given the complex diversity of different legal systems in the EU Member States, the simplification and facilitation of cross-border judicial cooperation is essential to ensure effective access of citizens and businesses to justice. At the same time, the system of identification and metadata should be well known to citizens and specialists in the field of law. In addition, to increase the chances of finding case law that is supported by an identifier and metadata, these court decisions should be searchable - by identifier and a minimal set of metadata - through a common interface. The exchange of digital evidence in the EU is also an important aspect. Currently, countries cooperate using private international law in cross-border criminal cases and exchange digital evidence based on these tools. The choice of tool depends on the countries involved and the type of information required.

Unique Features of the EAEU Interregional and Crossborder Cooperation

The article is devoted to the analysis of the main distinctive features of interregional and cross-border cooperation at the current stage of integration in the EAEU. It is shown that today the development of interregional and cross-border cooperation in the association is considered to be one of the priorities that contribute to deepening and ensuring the dynamism of integration processes. The intensification of initiatives at the intergovernmental level in this field dates back to the 2020s. However, up to the present, despite quite a deep degree of economic integration of the EAEU members, the sphere of interregional and cross-border cooperation remains insufficiently institutionalized and is of recommendatory nature. The association lacks multilateral agreements and cooperation mechanisms aimed at developing interaction specifically at the regional level. The main emphasis in the analysis is made on the fact that the current state of interregional and cross-border cooperation is asymmetrical, which is revealed in the following aspects – unequal degree of importance of cross-border cooperation for the participating countries, heterogeneity of the scale and nature of interregional cooperation, unequal level of autonomy of regions in the member states, divergence in applied formats of interaction, significant regional divergence in socio-economic development. It is concluded that in order to overcome such asymmetry and fragmentation, it is essential to have flexible multilateral mechanisms as well as financial and information institutions, the activities of which will contribute to the development of horizontal ties and economic connectivity at the regional level

Analysis of Regional Economic Cooperation in Asia and Policy Options for China

Recent years have witnessed a robust growth momentum in regional economic cooperation in Asia, marking it as an indispensable component of global economic development. With the acceleration of globalization and the deepening of regional integration, cooperation among Asian nations in areas such as trade, investment, and infrastructure has progressively intensified. Particularly under China's impetus, the signing of free trade agreements such as the Regional Comprehensive Economic Partnership (RCEP) signifies a new phase in Asia's regional economic cooperation. As the world's second-largest economy, China, with its vast market and vigorous economic growth, plays an increasingly pivotal role in regional economic collaboration. China's policy choices not only influence the sustainable development of its own economy but also have a profound impact on the entire economic landscape of Asia. Therefore, a thorough investigation of the current state, mechanisms, and characteristics of regional economic cooperation in Asia, along with an analysis of China's policy choices in this process, holds significant theoretical and practical importance.

The Institute of Enhanced Cooperation in European Union Law: Evolution of Legal Regulation

INTRODUCTION. The article presents the evolution of legal regulation of the institution of enhanced cooperation as a legal form of flexible integration in European Union (EU) law. Flexible integration is a fairly widespread and objectively existing legal phenomenon in the practice of various integration associations. However, it is within the framework of EU law that the concept of enhanced cooperation has received the greatest development and legal regulation. This was largely due to the EU's desire to regularize and subordinate alternative forms of co natural that interstate cooperation within the framework of one or another integration cooperation acquires more and more complex character, and cooperation of the member states of an integration association within the framework of one or another direction of interaction has uneven and heterogeneous character. MATERIALS AND METHODS. The methodological basis of the study was traditional general scientific and special methods of cognition of legal phenomena: comparative legal method; method of scientific analysis; formal legal method; method of synthesis of social and legal phenomena.RESEARCH RESULTS. As a result of the analysis, the main stages of development of prerequisites and reasons for the legal regulation of enhanced cooperation have been identified and the periodization of the development of legal regulation of this institution has been proposed. DISCUSSION AND CONCLUSIONS. Within the framework of the proposals on the periodization of the development of legal regulation of the institution of enhanced cooperation the following stages can be distinguished. The first stage can be labeled as “pre-Amsterdam”. This period is characterized by the formation of conceptual foundations of enhanced cooperation as a legal form of flexible integration. Within the framework of the “pre-Amsterdam” period there is an application of some form of flexible integration (Schengen, euro zone, etc.). The conceptualization of enhanced cooperation as a form of flexible integration was the basis for the normative-legal consolidation of this institution in the founding treaties of the EU. The next stage can be called “Amsterdam-Nicean”. Although the institution of enhanced cooperation received different names in the Amsterdam and Nice versions of the establishing treaties, it seems possible to unite this period into one: despite the normative-legal consolidation of enhanced cooperation as a form of flexible integration, the relevant norms of the establishing treaties have not actually received practical application. Finally, the next stage – the “Lisbon” period is characterized by the active ap[1]plication of the norms of the establishing treaties in the EU practice, including judicial.

ASPECTS OF SCIENTIFIC RESEARCH IN UNIVERSAL ENVIRONMENTAL TREATIES: LEGAL AND ECONOMIC ANALYSIS

The article emphasises that aspects of international legal cooperation in the field of scientific research have not yet been the subject of a systematic, comprehensive scientific study either in the context of international law doctrine or in relevant publications. The subject of the study is the legal regulation of scientific research in universal international environmental treaties, with the aim of identifying the specific features of such international legal mechanisms. The paper examines the challenges and paradoxes faced by international environmental law in regulating scientific research as a process, as well as in balancing scientific research with the practical needs for appropriate resources. The research uses hermeneutical, prognostic, comparative and systemic analysis of relevant international treaties as components of the modern system of international law. It applies a complex set of methods, including analysis and synthesis, structural and formal-legal methods, as well as scientific deduction and induction approaches. The combination of these methods provides a thorough examination of how international environmental treaties regulate scientific research. The methodology includes a hermeneutic approach to interpret the language and provisions of various environmental treaties, a predictive approach to forecast potential developments and the outcomes of current regulation, a comparative analysis to identify similarities and differences between different treaties, and a systems analysis to understand how these treaties fit into the broader system of international law. Taken together, these methods provide a reliable basis for assessing the current state and future directions of international legal cooperation in environmental research. The main objective of the article is to reveal the unique characteristics and complexities inherent in the international legal mechanisms governing scientific research under environmental treaties. It aims to highlight the current challenges and paradoxes faced by international environmental law in this context. These include the need to address global environmental problems with often limited and unreliable scientific data, the need to respect and encourage scientific research, and the imperative to balance the search for scientific knowledge with the practical needs of natural resources. The results of the study show that environmental conventions reflect several important challenges. One of the main challenges is to address global environmental issues in the face of a lack of reliable scientific information, while respecting scientific research and its results. Another crucial challenge is to maintain a balance between promoting scientific research and meeting the practical resource needs of humanity. The author posits that international environmental law sources represent an enduring endeavour to achieve equilibrium in the formation of convention bodies. This equilibrium strives to reconcile the sovereign interests of participating states with the necessity of maintaining a high level of expertise within relevant commissions and committees. In conclusion, the paper emphasises the necessity for the continuous development and refinement of legal regulation pertaining to scientific research within the field of international environmental law. This is in order to effectively address the dynamic and complex interplay between scientific advancement and environmental sustainability.

Determinants of Bilateral Cooperation of Small States in Contemporary International Relations: From the Neorealist Perspective of Politics and Security – A Case Study: Serbia and North Macedonia

Bilateral relations of small states represent a very limited field in academic debates and research within the science of international relations. In fact, there is a lack of research and relevant debates on what the determinants and factors of bilateral relations are between small states and how much those factors contribute to promoting it on one hand, while, on the other, how much same factors condition that cooperation, and, finally, how much small states independently determine and define their bilateral relations in their foreign policy activities. In this paper, using the example of bilateral relations between Serbia and North Macedonia in the period of the last ten years, the authors will try to answer the following main research question: What is the basis of the bilateral cooperation between Serbia and North Macedonia and what is its perspective? On those grounds, they will also answer the following questions: To what extent is this cooperation conditioned by internal political circumstances in either country; to what extent is this cooperation determined by regional circumstances; how much is it influenced by the so-called “major actors” in international relations; and, finally, to what extent is it actually a consequence of the sovereign decisions of the authorities in Belgrade and Skopje? With this methodological order of research questions, from the general to the individual in the theoretical sense through the prism of realists and structural realists, the authors will establish the perspective of bilateral relations between small states within the framework of the actual circumstances of international relations.

Peran Dewan Keamanan PBB dalam Penyelesaian Sengketa Internasional: Studi Kasus Konflik Timur Tengah

The Middle East conflict is one of the longest and most complex conflicts in modern history, involving multiple countries and causing significant regional instability. This journal aims to analyze the role of the United Nations Security Council (UNSC) in resolving international disputes, with a special focus on conflicts in the Middle East. Using qualitative methods with a case study approach, this research examines various UNSC interventions through secondary data analysis from research reports, journal articles, books and other reliable sources. The research results show that the UNSC has broad powers and authority to resolve conflicts, including issuing resolutions, implementing sanctions, sending peacekeeping troops, and taking military action if necessary. However, the UNSC faces various obstacles such as the use of veto rights by permanent members, conflicting national interests, limited resources, and inconsistent compliance by member countries. In conclusion, although the UNSC plays a crucial role in maintaining international peace and security, its effectiveness in resolving conflicts is highly dependent on the cooperation and commitment of all UN member states.

Healthcare for All: A Comparative Analysis of Medicaid in the United State of America and Ayushman Bharat in India

This paper presents a comparative analysis of two prominent healthcare initiatives: Medicaid in the United States and Ayushman Bharat in India. Both programs aim to improve healthcare accessibility and affordability for vulnerable populations within their respective countries. Medicaid, established in 1965, provides comprehensive health coverage primarily to low-income individuals and families through federal and state cooperation. In contrast, Ayushman Bharat, launched in 2018, seeks to address healthcare disparities by offering health insurance coverage to over 500 million people, focusing on the economically disadvantaged. This comparative study examines the structures, objectives, implementation challenges, and outcomes of Medicaid and Ayushman Bharat, analyzing their effectiveness in achieving universal health-care goals. Key factors explored include funding mechanisms, coverage criteria, administrative efficiency, healthcare delivery models, and socio-economic impact. By highlighting successes, challenges, and lessons learned from these programs, this research aims to contribute valuable insights into the global discourse on healthcare policy and the pursuit of equitable health outcomes.

Policy-specific human rights shaming: Evidence from the other letters of the UN Special Procedures

This study provides empirical insights into “other letters” (OLs) issued by the UN Special Procedures, a unique tool of policy-specific human rights shaming. By analyzing criticized laws, recipients, state responses, and impact, the study reveals that OLs are predominantly targeted at cooperative states. Despite better human rights records, democracies receive more OLs and they are more likely to implement the recommendations. Authoritarian states receive fewer OLs and tend to reject the allegations. The study highlights the intricate dynamics shaping interactions between UN human rights mechanisms and states, emphasizing democratic responsiveness while underscoring the challenges of addressing abuses in nondemocratic settings.

Trade and economic cooperation of the EAEU: state, dynamics, ensuring national security

The relevance of the study lies in the fact that in the context of international political and economic tensions, the role of regional integration is more important than ever. Despite the fact that the EAEU is one of the youngest integration associations in the world, the history of its existence testifies to the importance for both participating countries and third countries and the global economy, as well as conducting joint policies in various spheres of international relations. The article provides an analysis of trade and economic cooperation between the EAEU countries from the point of view of studying the history and causes of its appearance, the current state and development prospects. The current state and features of trade and economic cooperation between the EAEU countries, the main macroeconomic and trade and economic indicators of the EAEU member states are considered. It is shown that since the creation of the EAEU in 2015, measures have been taken and successfully implemented aimed at identifying and gradually eliminating factors hindering the development of integration processes. With the help of the created strategies for the development of the grouping, supranational bodies strive to minimize the influence of internal and external factors on the growth of the economies of the member countries of the union. The EAEU has significant economic and trade, as well as investment potential. According to the authors, it is important for the EAEU countries and the association as a whole to more actively implement measures aimed at maintaining the economic security of the association and the participating countries, which requires new unified approaches to training at the country and regional levels.

THE NEW ECONOMIC SECURITY OF THE EUROPEAN UNION

Geopolitical changes have shown that current threats are not only directed at the state’s security but also at the individual’s. Besides the traditional concept of security, a new concept has emerged: economic security. The liberal conception was based on the hypothesis that economic interdependence would lead not only to prosperity but also to greater security. Traditional analyses do not sufficiently capture the real connections between the economy and security. In traditional approaches to security, the key concept was state security; in neo-traditional ones, new actors such as international organizations and non-governmental organizations also intervene alongside the state. Transformations in the international system demonstrate the need for a geostrategic renegotiation of relations at the regional level to ensure states of regional economic cooperation based on principles promoted by the European Union. Our analysis is a qualitative one, examining documents relevant to our topic, as well as a series of theories that underpin our analysis. Our research methods include content analysis of important documents and a SWOT analysis of the current crisis generated by the conflict in Ukraine. The central issue is given by these major changes that challenge the European project. In the face of these geopolitical changes, the following question arises: “Can economic interdependence be used to create stable bilateral relations between EU member states and between the EU and third countries to ensure European economic security?” The research starts from the following hypothesis: “As long as there is cooperation between the countries neighbouring the EU, there will be no risk of conflicts.” Since the EU acts not only in its own interest but also to create a business environment conducive to the development of enterprises in member countries, the risks the EU is exposed to as a global actor will also impact various industrial sectors and the internal market. Our objective is to demonstrate that the European Union, as a regional actor, can ensure the economic security of member states in the face of new hybrid threats. Our analysis focus on examining the economic relations between the European Union and its Eastern neighbours in the context of rapid changes in the international arena.

Autocracies and the International Criminal Court: Civil Society Engagement, Dissident ngo s, and the Pursuit of Justice

Abstract The rising tide of autocratization does not bode well for the International Criminal Court (icc), which has almost exclusively intervened in contexts of autocratic rule. As the Court is dependent not only on state cooperation but also on non-governmental organizations (ngo s) for effectiveness and legitimacy, this article explores the role—if any—of dissident ngo s in the pursuit of justice for international crimes committed under autocratic regimes. It shows that, while ngo s have been fundamental to the working of the icc, autocratic states are particularly challenging for the icc and ngo s to operate in. Despite this, ngo s may have found new ways of holding autocratic states to account for international crimes—with or without the icc.

Cavity‐Enhanced Superfluorescence Stimulates Coherent Energy Transfer in a Perovskite Quantum Dot Superlattice

AbstractThe exploration of cooperative states in many‐body systems is a key research area. It focuses on superfluorescence (SF), a phenomenon linked with radiative dipole coupling, and its intersection with classical lasing effects. This produces a unique lasing‐field‐hybrid cooperative dipole (LCD) state through optical cavity‐enhanced superfluorescence (CESF). A coherent energy transfer is demonstrated between two such states within a perovskite quantum dot (QD) superlattice. This results in competitive luminescence timing dynamics. The findings reveal that stimulated energy transfer occurs when two cooperative cavity‐exciton states coexist, controllable via a dual‐pulse pump technique. This understanding is vital for advancing quantum phenomena knowledge and enhancing optoelectronic devices.

An Analysis of the Potential of Philippine Sports as a Tool for Public Diplomacy

With the growing lapses of sports-based strategies in the Philippine setting, the gap between its theoretical foundation and its praxis has ballooned, predominantly attributed to the need for more academic work in this area. Correspondingly, this study provides implications for sports-related strategies for predicting a positive public image of the Philippines and harboring peaceful state cooperation through the merits of soft power. To achieve this, this paper has contrived the objectives, including (1) identifying the implications of hosting the SEA Games 2019 for the country by examining the management of the Philippine government, (2) determining the implications of the elite sporting success of Filipino athletes in sports tournaments, and, lastly, (3) identifying the potential of sports through the implementation of sports-related strategy by the Philippines. Moreover, this paper implements qualitative methods, including document review and key informant interviews, to gather pertinent testimonials from various sub-sectors in sports, including national elite athletes, professional coaches, and sports experts, to assess the state of Philippine sports and significantly determine its potential as a serious form of public diplomacy, particularly in achieving its intended outcomes. This study infers that Philippine sports have the capability to influence the country's stature with consideration of the global media as well as advance its foreign policy of international cooperation.
