Regional Alliance - Lublin Triangle: geopolitical priorities and dynamics of foreign policy transformation in the context of security challenges and threats

The article is devoted to the current problem of the effectiveness of the Lublin Triangle Alliance as a multilateral security cooperative format between Poland, Ukraine and Lithuania in the military-political, economic, cultural and social spheres. The strategies and directions of activity of the Lublin triangle are analyzed in the context of modern geopolitical and security challenges, including Russian expansion and aggression. The decisive role of the Alliance in the development of the European security system, the provision of military-technical, financial-economic, and humanitarian aid to Ukraine during the full-scale Russian-Ukrainian war is substantiated. The role of the Lublin triangle in maintaining the territorial integrity and sovereignty of the Ukrainian state has been studied; the de-occupation of the territories captured by Russia, as well as the realization of Ukraine's European and Euro-Atlantic integration aspirations, including membership in the EU and NATO. The article analyzes the dynamics of transformations of partnership strategies and interactions of Poland-Lithuania-Ukraine in the context of security threats from Russia during the full-scale war. The priority areas of cooperation for 2022-2024 have been outlined and characterized. The effectiveness of cooperation between the states of the Lublin Triangle in the field of security and defense is substantiated; cybersecurity; energy security; strategic communications, comma and countering hybrid threats. It was emphasized that in the conditions of modern geopolitical challenges and threats, security strategies in the activity and foreign policy of the «Lublin Triangle» are a priority.

Post-9/11 Analysis of Pakistan-Afghanistan Relations (2001-2021)

In the post-9/11 era, Pakistan and Afghanistan share a closely interconnected geopolitical relationship characterized by a mutual prosperity that not only affects the well-being of their populations but also significantly influences regional and global developments. This study employs historical analysis and case studies to examine the bilateral interactions between Pakistan and Afghanistan in the political, security, and economic spheres since the events of 9/11. It finds that their relationship has long remained at a subdued level. The core thesis of this research is that border disputes, terrorism, strategic mistrust, issues with refugees and narcotics, and Indian interference are the principal barriers preventing an improvement in their bilateral ties. Strategic suspicions between Pakistan and Afghanistan have accumulated over many years. The return to power of the Afghan Taliban has once again made terrorism a major impediment in their relationship. In the short term, it remains unlikely that there will be any fundamental change in their bilateral relations.

MODERNIZATION OF STATE POLICY IN THE FIELD OF STATE CONTROL (SUPERVISION) OVER ECONOMIC ACTIVITY

The article analyzes the essence of modernization of the State policy in the field of control (supervision) over economic activity with due regard for the changing political and economic situation in the country. The author examines the main conceptual approaches to the definition of basic terms, and also identifies the features and purpose of state control (supervision) in the economic sphere. It is found that the state of the system of control (supervision) over economic activity does not always correspond to the realities of today. Hence, the author concludes that the control system is not always relevant and effective. The author identifies the main problems on the way to modernization of legislation in the field of control (supervision) over economic activity. The author proposes to use adequate means of regulating and controlling economic activity during a special period caused, for example, by a pandemic, military operations on the territory of Ukraine, etc. The author examines the key areas of state policy in the field of legal regulation of control (supervision) over economic activity. The author defines the system of regulatory and legal support of the state policy in the field of control over economic activity at different stages of economic development of the country. The author analyzes the legal acts adopted under the legal regime of martial law aimed at stabilizing the situation in the economic system of our country.

ANCIENT GREEK EXPERIENCE OF POLITICAL AND LEGAL REGULATION OF OIKONOMIA AS A BALANCE OF INDIVIDUAL AND GENERAL

The paper examines the political and legal means and ethical principles of harmonizing the interests of the individual and the general in the economic activity of ancient Greek society in the 8th–4th centuries BC. Explore the reform of the economic sphere, reveal the meaning of oikonomia, its structural components in the imagination and state legal practice of the ancient Greeks, highlight the shortcomings of legal regulation in matters of capital accumulation to level out the contradictions of the individual and the general. The ancient Greeks were aware of the antagonism between the individual and the general, understood the dynamic essence of their relationship and formed ethical and legal means of harmonizing the manifested contradiction. As a result of the pan-Athenian agreement, polic was determined as the dominant sphere, where oikonomia acted as a separate subject of citizen activity and consisted of three meanings: a) archaic form of blood-family economic activity, closed in itself, despotic in its essence and therefore destructive for the general; b) a household that naturally provides everything necessary for a patriarchal family and provides the opportunity for its owner to become a “master of industrial relations management.” Individual management experience ensures freedom for each citizen and can promote the interests of the general; c) chremastics is an element of оікіа. This type of activity, under the influence of egocentrism and an anti-human position, naturally threatens the common because it destroys the solidarity and democratic foundations of the policy. Therefore, certain types of chremastics (usury) were prohibited, and the type of activity itself was placed under ethical and legal control – in the form of voluntary charity. This policy was not effective and the way of managing authority was replaced by the state-legal way of managing domestic policy. Since the formation of the professional state apparatus and the formation of the Athenian Empire, oikonomia and chremastics have been transformed from a multiple phenomenon of the internal life of policy into a political lever of the external activities of the state. Athens was transformed into a large archaic оікіа – the majority of citizens and the state itself were enriched unlimitedly. Chremastics have become the dominant activity and value of the public sphere in Athens. This became one of the levers of a new imbalance of individual and general interests, the decline of ancient Greek civilization.

Buying and selling in the Balkans: the case of Kosovo

The study analyzes from the anthropological viewpoint the transformation of trade relations, trade transactions, the inclusion of men and women of different ages, representatives of various ethnic groups, religions and strata of society in the circulation of goods and services in the territory of Kosovo/Kosovo and Metohija at the turn of the 20th-21st centuries. From a quiet “province” of the Ottoman Empire, royal Yugoslavia and the SFRY, the historical region has turned into the forefront of confrontation between both Balkan elites and international forces. Leaving aside, as far as possible, the multi-vector discussion regarding the status of the territory/region/state, the author focuses on the social and cultural aspects of the type of activity and economic sphere that directly and acutely affect all residents of the region without exception – be they Albanians, Serbs, Turks, Gorans or Roma, Muslims or Christians, rich, poor or middle class – namely, trade. Growing all over the world, both in the business community and among professional researchers studying culture and society, the interest in corporate anthropology is due to the importance of the ethnic factor in the development strategy of individual states and the global economy, and this involves the collection of empirical data and an attempt to assess the risks of conducting business, trade, scientific and other projects that directly affect people’s lives and influence their social “well-being”.

Sustainable development as the basis of a strong and long-term peace

The purpose of this paper is to suggest some ways and mechanisms for creating long-term peace based on sustainable development of the world and the purpose of the work is to develop recommendations aimed at counteracting the emergence of dictatorial regimes that were legitimately established. Five common features of such dictators have been identified, namely: coming to power in a legitimate way, using manipulative technologies, openly declaring their aggressive intentions, gradually implementing their aggressive intentions, creating a military potential with the active participation of developed countries, including those with established democracies. The reasons for the creation of dictatorial regimes are substantiated, namely: the imperfection of electoral legislation, excessive conservatism of legislation, insufficient determination and timeliness of countering the strengthening of dictatorships, “national egoism”, the unscrupulousness of dictators in their foreign and domestic policies. It was determined that in order to actively oppose dictatorial regimes, it is necessary to: improve the system of elections to the highest positions and to the legislative bodies of the state, put a strong barrier against manipulative technologies and fakes, through the improvement and effective application of international legislation with the involvement of artificial intelligence, determine the strategy of relations with dictators in all directions in advance: economic, diplomatic, sports, scientific and technical, etc., establish the scope of relations in direct proportion to the index of democracy in a country with an authoritarian regime and, in order to prevent negative consequences on the economy and social condition of the society of one’s country, determine and carefully regulate import and export activities. It is proposed to start an indicator of the effectiveness of the head of state and an internal truth index of the head of state, as well as measures for moral stimulation of heads of state. As a result of the study, two root causes of threats to the existence of humanity were additionally identified, which directly affect the formation of dictatorial regimes. 1) The emergence on the basis of modern information technologies of a powerful system of manipulative technologies, the use of which leads to the power of future dictators. 2) Belated opposition of the democratic world to the formation of dictatorships. This is expressed in condescension to the initial illegal actions of future dictators, uncontrolled cooperation in the economic, political and humanitarian spheres. Two key mechanisms for achieving sustainable development and long-term peace are proposed.

Termination of Prosecution Based on Restorative Justice in Indonesia it is Associated with the Renewal Criminal Law

Criminal acts arise from various aspects of human activity, including the political, social and economic spheres. The success of law enforcement is traditionally measured by the ability to bring criminals to justice and impose appropriate penalties. However, in certain minor cases, such as theft, embezzlement, and fraud with minimal losses, the public questions the need for prosecution, as they believe that prosecution does not match the seriousness of the offense. The purpose of this study is to analyze the implications and effectiveness of prosecution discontinuation based on restorative justice in the Indonesian legal framework. Using a qualitative research approach, this study examines the regulatory structure and practical application of restorative justice in Indonesia. Data was collected through document analysis and interviews with legal practitioners to explore alignment of regulations with legal principles and community expectations. The research findings show that, although restorative justice offers a viable avenue to achieve peace between offenders and victims, its implementation in Indonesia is still limited, as it is not yet embedded in the broader criminal law system. Currently, peace agreements between the parties are only considered as a mitigating factor in the sentencing process. This research suggests that stronger legal legitimacy for restorative justice, such as the inclusion of restorative justice into the Draft Criminal Procedure Code is essential to adapt to the evolving legal culture and public expectations. The implications of this research highlight the need for comprehensive criminal law reform to ensure justice that aligns with societal values and contemporary legal standards.

THE ROLE OF TRADITIONAL FARMER MANAGEMENT ON THE PERFORMANCE OF PRIVATELY OWNED FORESTS: CASE STUDY IN CIAMIS REGENCY, WEST JAVA, INDONESIA

Privately owned forests (POF) play an important role in Indonesia’s social, economic, and environmental spheres. The success of optimizing their roles relies on the traditional management practices carried out by farmers. Therefore, this study aimed to explore POF traditional management by farmers, POF performance, and their influencing factors. Respondents included 170 farmers selected by simple random sampling and key informant. This study was conducted in three villages across Ciamis Regency, West Java, in 2022. Data was collected through structured questionnaires, in-depth interviews, and field observations. The collected data was tabulated, graphic, categorized, and descriptively analyzed. The results showed that although the knowledge about POF management was constantly developing, not all farmers applied their knowledge. POF management practices were found to be closely related to marital status, farming experience, land area, distance from home, number of parcels, and income. Furthermore, traditional management practices were reflected in POF performance; the higher the management level, the better the performance, and vice versa. Equitability and efficiency were high across all locations; productivity was low, while sustainability was only high in Kalijaya Village. The different conditions of each element of POF, show that although POF might not be optimal in terms of economic contribution, its sustainability provides environmental benefits. This study has many limitations as it only looks at factors within POF farmers that influence POF management and performance. Further research into external factors that can influence POF performance and encourage an increased economic role for POFs can be explored in more depth

The Place of World Economy Research in the Heterodox Analytics of Eurasian Integration

Aim. The article shows the increased productivity of heterodox approaches in the part of economics that studies the problems of the world economy, including regional integration.Methods. Illustrations of the apparent paradoxicity (for representatives of the economic mainstream) of geopolitical and world economic dynamics after 2022 are used to explain the importance of analyzing economic processes in the world economy, taking into account approaches of related social disciplines. The connection of some important scientific results of Russian scholars in the field of economics with the achievements of historians, orientalists and cultural scientists, representatives of economic and political geography and studies of international relations is shown.Results. The article describes the boundaries of the mathematization of the considered segment of heterodox analysis related to the unreliability of world economic statistics, with examples of the successful application of approximate (in a broad sense relative to mathematical terminology) calculations to assess shifts in foreign trade and foreign direct investment in contemporary Russia. The author demonstrates that the heterodox approach reveals the absence of contradiction between Russia’s intensification of Eurasian economic integration (including within the narrow limits of the EAEU) and our country’s efforts to build a more equitable polycentric world order, including strengthening the BRICS format. Greater interdisciplinary transparency for heterodox economists against the background of representatives of the mainstream, among other things, makes it possible to intensify fruitful cooperation between scientists and practical analysts representing analytical centers — think tanks of the post-Soviet space and neighboring countries in the interests of developing integration projects.Conclusions. The proposed methodological framework can enhance the effectiveness of the work of the analytical community of Russia and its friendly countries in obtaining new applied conclusions in the economic sphere, especially in terms of enhancing the effectiveness of integration efforts in Greater Eurasia. At the same time, heterodox economists are more receptive to cooperation with historians, political scientists and other analysts who have focused on Eurasian economic integration.

STRATEGIES FOR USING SOCIAL PLATFORMS TO ATTRACT INVESTMENTS IN THE RECOVERY OF DEOCCUPIED TERRITORIES

The article addresses the complex issue of restoring Ukraine's de-occupied territories, which have suffered significant damage due to military actions. It emphasizes that the scale of destruction goes beyond ordinary material losses, encompassing both social and economic spheres, which significantly complicates the processes of restoration and reintegration of these territories. The recovery of regions left without proper infrastructure, damaged roads, bridges, and residential buildings requires a strategic approach that goes beyond physical rebuilding and includes long-term economic planning, social stabilization, and the integration of innovative solutions. The focus is on the role of economic revival as a key element of sustainable regional development. Given the limited state resources, attracting investments becomes a necessary tool for initiating economic processes, such as the restoration of production capacities, the creation of new enterprises, and the introduction of foreign technologies. The article also highlights the importance of the social aspect of recovery, including the reintegration of people who have lost their homes, jobs, or loved ones, which seriously affects their psychological well-being. The restoration of social infrastructure, education, and healthcare facilities is considered critical for ensuring basic living conditions and stability in the region. The work emphasizes the importance of implementing innovative solutions in the reconstruction process. Specifically, it explores the potential for developing "green" technologies and renewable energy, which could contribute to environmental sustainability and the region's energy independence. The authors propose the active use of digital technologies to increase the efficiency and transparency of recovery management processes, as well as to attract investments. Special attention is given to the use of social platforms as a tool for attracting investments and creating a positive image of the de-occupied territories on the international stage. The article analyzes the experience of other countries, such as the Balkan states, Colombia, and Iraq, which have used social media to promote their regions, attract investors, and enhance transparency. Based on this experience, the authors suggest creating special social media campaigns that may include webinars, online conferences, promotional videos, and infographics aimed at attracting investors' attention. The conclusions emphasize the need for a comprehensive approach to recovery, which includes economic, social, and technological aspects, as well as an effective communication strategy involving social platforms. Such an approach will ensure sustainable economic growth, social stability, and the integration of innovative technologies, which, in the long term, will contribute to the successful restoration of Ukraine’s de-occupied territories.

The Impacts of Cyberattack on SMEs in the USA and Way to Accelerate Cybersecurity

We are at the 4th industrial revolution called industry 4.0. The world is turning from digitalization to automation. Technological advancement and adoption and utilization of changing pattern of technology is gaining the gear at all social, political, diplomatic, economic and commercial spheres including SMEs. Technological advancement is bringing speed, innovation and sophistication of products and services in SMEs in one hand and on the other hand, cyber hacking and various and changing pattern of cybercrimes are hampering the growth and development. The aim of the study is to analysis the impacts of cyberattacks on SME’s productivity, growth and development in USA and potential way to accelerate the cyber security in the area. The study is mainly based on secondary sources of data including journals, research publications, scholarly articles, thesis papers etc. The finding of the study revealed that Banking and finance, healthcare, small manufacturing firms, retailers and E-commerce, public transport and infrastructure with less than 500 employees are the most vulnerable sectors for the Cyber-attack in the USA. The most commonly practiced cyberattacks are Phishing attacks, Ransomware, Malware, DDoS attacks, MitM etc. The Study suggests a number of cyber security measures including employee awareness and training program, creation of security policy and practice, know how to distinguish between fake antivirus offer and real notification and protect OT-IT system to prevent the damage.

Educational Inequality and Its Political and Economic Consequences: A Case Study of Nigeria and Kenya

Two of the most populous and economically varied countries in Africa, Nigeria and Kenya, continue to face significant obstacles to their development: educational inequality. The article examines the various facets of educational inequality in different nations, emphasizing the effects on the political and economic spheres. Differences in educational accessibility and quality between rural and urban regions, as well as between the north and the south, have contributed to social discontent, political disenfranchisement, and economic stagnation in Nigeria. In a similar vein, while there has been improvement in Kenya regarding educational access, notable inequalities still exist, especially in disadvantaged areas, which fuels political polarization and increases the economic divide. This article highlights effective solutions meant to solve these issues while examining the effects of unequal educational resource distribution on political polarization, economic development, and national stability. This study offers important insights into the larger consequences of educational disparity for sustainable development in sub-Saharan Africa by contrasting the educational systems of Nigeria and Kenya.

DESCRIMINALIZAÇÃO DE DROGAS: UMA ANÁLISE ENTRE AS COMPETÊNCIAS DO LEGISLATIVO E JUDICIÁRIO

Drug use is proven to be harmful, both physically and intellectually. Currently, drugs are the main social evil, linked to all types of crime. The methodology used was the literature reference, and the STF decisions of 2023 and 2024 on the issue. In this sense, the objective of this research/article is to develop a study on the decriminalization of marijuana possession and its legal, economic, moral, and public health consequences. To do this, initially a definition of competences is made from the perspective of doctrine and jurisprudence regarding the limits of powers to legislate. It also addresses the main aspects related to drug use and its consequences; And, finally, the positive and negative points within the legal, moral, social, economic and public health sphere of this decision. It is concluded that this is a matter that should be entirely up to congress to decide, and that the STF usurps the functions of the Legislative and Executive branches by giving its opinion on topics that would be the responsibility of the technical body ANVISA. Even because they are decisions with broad repercussions, which could have major consequences for society, including in the field of public security, crime, society in general and public health.

Kompetencje cyfrowe Polaków w świetle teorii przyspieszenia społecznego

The dynamic development and spread of information and communication technologies have caused contemporary society, also known as modern or information society, to undergo constant changes. These are taking place both in the technological, economic and social spheres, becoming the focus of researchers in social, economic, engineering and technical sciences. As a result of these changes, we can even, according to Hartmut Rosa (2020), speak of a society of acceleration, in which technological acceleration is accompanied by an acceleration of the pace of living. As part of numerous consequences, acquiring new skills and improving those already acquired, especially in the use of ICT, becomes particularly important. Achieving an appropriate level of expertise turns out to be almost indispensable, both at the micro level - the realm of work and everyday life of individuals, and at the macro level, as a condition for stable and systematic socio-economic development. Therefore, the purpose of the article is to analyze the level of digital competence of Poles, primarily focusing on the level of overall digital skills and its changes over recent years, the type of digital skills that pose particular challenges, as well as to determine the rank of Poland as compared to other European Union member states regarding the subject matter. The source material is statistical data from Eurostat and Poland Statistics.

“Abandoning her nature as a woman”: Ṭaytu Bǝṭul and the Ethiopian paths for female empowerment

ABSTRACT This essay centers on one African woman, Ṭaytu Bǝṭul (1851–1918), and argues that her path to empowerment has a significant African and Ethiopian precedent. African scholars write about how African women have obtained authority through shifting aspects of their identities through the religious, economic and political spheres. The Ethiopian precedent is seen in the lives of historical Ethiopian women like Mǝntǝwwab, Mänän, and Wällätä Petros. Using the relevant primary and secondary sources, I continue to argue that Ṭaytu used the strategies that served these women in the past, such as the prominent position of women in African religions, imperial marriages of her relatives throughout her and her husband’s growing Empire, and her central place in her husband’s inner circle to create, maintain and expand her influence culminating in her governing the nation for years after a series of strokes incapacitated her husband Mǝnilǝk II.

Educational and professional task as a means of assessing the professional competencies of IT students based on the requirements of employers

One of the most important tasks of higher education under digitalization of all spheres of economy and society is training specialists in IT (including specialists in web development) who are in demand in the labor market. To address this task successfully, it is necessary to have close interaction between universities and employers at all stages of the implementation of basic professional educational programs from their creation to the assessment of the formation of professional competencies.The article is focused on the current problem of choosing and designing effective tools for assessing professional competencies of IT students within the framework of advanced training in web development. The article carries out an analysis of psychological and pedagogical literature in order to determine the optimal means of assessing professional competencies of students. The use of educational professional tasks as a means of modeling the professional activity of a graduate and evaluating the educational results of the university study process is substantiated. It is substantiated that employers gain a special role in the design and implementation of educational programs, including the formation of the repertory and content of educational professional tasks and so the necessity of employers’ representatives’ participation in the process of assessing the development level of professional competencies is explained.

The article is devoted to practical applications of mathematics. The use of matrices in the spheres of economics, medicine, programming, psychology and other sciences shows that they play an important role not only in mathematics, but also in all spheres of our life. The article shows ways to use mathematical packages and MS Excel to perform operations on matrices. This, on the one hand, directs students' attention to the essence of the issue, reduces additional calculations, and on the other hand, leads to the development of their skills in working with ICT.

The Politics of Poverty and Economic Development in Nigeria

This study on the Politics of Poverty and Economic Development in Nigeria examined the intricate relationship between money politics and economic development in Nigeria. The economic development variable used in the study was proxied by Real Gross Domestic Product (RGDP) and the politics of poverty variable was proxied by the poverty rate in Nigeria while other variables used in this study were government spending and population growth. The data used for this study was obtained from the World Development Indicator and CBN Statistical Bulletin (2022). Also, the period under review was from 1980 to 2022. The study adopted secondary and annual data for the empirical analysis using the autoregressive distributed lagged model for investigating the relationships among the variables. The findings revealed a negative relationship between poverty and economic development in Nigeria. Also, government spending has a negative and statistically significant impact on poverty in Nigeria. The study therefore proposed actionable recommendations such as strengthening political institutions, enforcing anti-corruption measures, and ensuring that economic policies are designed and implemented with a focus on poverty reduction and inclusive growth. These measures are essential for fostering transparency, accountability, and sustainable development in Nigeria's political and economic spheres.

In the conditions when Ukrainian statehood is facing the most serious challenge in its recent history, issues regarding state policy priorities in the social and economic sphere are becoming relevant. The goal of the article is to study the place and role of social policy in the process of ensuring the sustainability of the state. General scientific methods of analysis and synthesis, generalization, classification, system analysis, as well as a graphic method for visualization of the obtained results were used to form the main theses of the study. The work analyzes the modern scientific and theoretical platform and basic definitions of the concept of «sustainability», investigates the specifics and permanent context of the use of terms related to it — viability, stability and resilience, offers a systemic view of the state’s viability and identifies its components. Social policy is considered as an element of the management system of social processes, which directly affects the sustainability of Ukrainian society. At the current stage of development of the global economy, human is the main source of economic growth, and the quality of human potential is the key to the state’s competitiveness. Taking this into account, the importance of social and humanitarian policy is growing many times over. In economic policy, making a profit does not become a self-sufficient activity, instead the policy should be aimed at the person, unlocking the potential of the individual and forming the quality human potential of the state. Therefore, when assessing social policy, one should remember the value of a person, in particular the economic one, and the need for appropriate investments — in safety, health care system, and improving working conditions for the development of this resource. The work highlights the main elements of the state’s sustainability, shows the connection between its higher-level elements, such as the sustainability of the economy and the sustainability of society. It is in society — in the family, community, at the place of study — that the personality is formed and acquires a certain physical condition, education, professional skills and qualifications, and social connections. In this way, human and social capital is formed as a resource for the development of the economy and, accordingly, its stability and sustainability. At the same time, the economy generates material and financial resources that are necessary for both physical existence and development of an individual, as well as for the existence of society as a whole, in particular, social and engineering infrastructure facilities. The conducted analysis clearly demonstrates the importance of social policy as a social institution of sustainability in the state.

Current issues of the formation of a modern system of institutional support of resilience based on the ecological component in Ukraine are considered. Attention is focused on the development of conceptual methodological postulates aimed at creating an effective institutional environment for sustainable and resilient nature management. The purpose of the article is the formation of a modern institutional environment for nature management, which will be based on an effective combination of formal and informal institutions, which will directly or indirectly, with the help of appropriate tools, ensure the involvement of natural resources in economic circulation. The research was conducted using a complex of general scientific and special methods, which made it possible to ensure the conceptual integrity and reliability of the obtained results. With the help of abstract logical analysis method, conceptual methodological postulates on institutional support for the sustainability of resilient nature management were formed. Structural and functional analysis is used to study the functional features of institutions within the framework of resilient spatial development. Based on the modeling method, a scheme for the distribution of institutional tools by components of ensuring resilience in the natural resource sphere was developed, and the relationships between these tools were identified and visualized. The novelty of the work consists in the development of an algorithm for the implementation of institutional transformations regarding the management of territorial entities’ resilience (in terms of natural-resource / ecological component) taking into account the European experience of municipal management of spatial development. The principles of institutional transformations in resilience management, which are of a universal nature, have been improved with an interpretation in the field of natural-resource (ecological) relations. Attention is focused on the importance of forming multi-subject corporate structures of territorial development management using modern platform mechanisms. This approach makes it possible to balance the interests of various stakeholders — the state, local self-government bodies, businesses and the population, and, accordingly, to ensure a consensus regarding the directions of resilient development of territorial entities. The article also examines the issue of consolidation of financial resources in the natural and economic sphere and the mechanisms of their effective use to achieve the goals of resilient development. Innovative approaches to the management of natural resources are proposed, including their capitalization and involvement in economic circulation, taking into account environmental limitations. Conclusions have been made regarding promising directions for further research in this field, including the development of specific mechanisms for implementing relevant institutional transformations, evaluating their effectiveness in various regions of Ukraine, as well as studying the possibilities of adapting international resilience management experience to Ukrainian realities.
