Specialized Rehabilitation of Military Personnel Convicted of Narcotics Crimes: A Normative Legal Study

This study focuses on the specialized rehabilitation of military personnel who have been convicted of narcotics crimes. Its aim was to comprehend the meaning, urgency, and concept of rehabilitating individuals within the military who have been found guilty of such crimes. To achieve this aim, the methodology used is normative legal study with statutory, contextual, case-based, and comparative approaches. Furthermore, the legal sources utilized consisted of both primary and secondary legislation. The results obtained from this study showed that rehabilitation for incarcerated military personnel involved in narcotic crimes corresponds to an endeavor aimed at providing exceptional rehabilitation specifically tailored to their circumstances. It is also important to note that the urgency of rehabilitation is closely related to the vested interest of the military in continuing the rehabilitation process, aligning with the initial recommendation. The state should, hence, give careful consideration to the implementation of specialized medical and social rehabilitation programs for military personnel who have been convicted of narcotic crimes. It is of utmost importance to establish a comprehensive framework within military agencies to facilitate the execution of medical and social rehabilitation measures for military members involved in narcotics offenses, including the necessary funding. In conclusion, the imposition of specialized rehabilitation measures, in conjunction with imprisonment, is essential for military personnel that are convicted of these crimes before their reintegration into society. This approach makes the state responsible for addressing the repercussions of their actions and providing tailored rehabilitation support to prevent any lingering resentment, minimize the risk of their recruitment by adversaries of the state, and enable their potential contributions if required in the future.

Data Sources of Child Protection Program Development Planning in The Directorate of Social Rehabilitation for Children, Ministry of Social Republic of Indonesia

Efforts to protect children through social rehabilitation programs are one of the efforts to ensure that children's needs are met in order to realize good quality of the younger generation. Children's social rehabilitation programs have quite specific responsibilities, especially in ensuring that the tools or menus in the program are in accordance with the needs of children's growth and development which are also adapted to current developments, therefore concrete efforts are needed to be able to develop child protection programs in the environment. Directorate of Child Social Rehabilitation, Ministry of Social Affairs of the Republic of Indonesia. To answer these background conditions, the purpose of this study was to determine the source of data for planning the development of child protection programs at the Directorate of Child Social Rehabilitation. This research was conducted with qualitative methods and descriptive types. data collection techniques in the form of study documentation, observation and in-depth interviews. The number of informants in this study amounted to 5 informants with the sampling technique, namely purposive sampling. The results of this study indicate that the source of data for planning the development of child protection programs within the Directorate of Child Social Rehabilitation comes from several activities such as supervision, monitoring, evaluation, reporting, and of course policy reflection.

Guide to Social Work Intervention for Community Re-entry of Offenders With a History of Violence Against Individuals

Objective: The re-entry of offenders to the community after their imprisonment is a sensitive and important stage and should always be considered by governmental and non-governmental organizations. The proper transition from prison to the community occurs when rehabilitation and social reintegration programs are developed and implemented based on the real needs of individuals. Social work is one of the professions that can help the judicial system with this issue. Many graduates of this profession provide social work services to prisoners and their families. Therefore, it is necessary to identify effective operational solutions in accordance with the conditions of the country and formulate a specific framework. This study aims to prepare a guideline for specialized social work intervention for community re-entry of offenders with a history of violence against individuals. Materials & Methods: In this study, a qualitative approach was used to prepare the specialized guideline. First, the initial barriers and facilitators of successful community re-entry for offenders with a history of violence against individuals were prepared using thematic analysis. Then, based on the protocols of the social work process, the initial draft was developed. Next, at a focus group discussion session with faculty members and experts, the draft was reviewed and improved. To assess its applicability, we used the Appraisal of Guidelines for Research and Evaluation (AGREE) tool. Results: Intertwined concerns, protective shields, welfare/economic security, social support, and achieving relative independence were identified as the five dimensions of successful community re-entry. The specialized social work interventions were presented after approval in four main stages: preparation for the case plan, development of the case plan, interventions and actions, and monitoring and review of interventions. The results of evaluation by AGREE tool showed an overall acceptable average of 58.7% (82.9% for scope and purpose, 88.1% for stakeholder involvement, 85.6% for rigor of development, 83% for clarity of presentation, 84.9% for applicability, and 89.8% for editorial independence). The users of this guideline are social workers and other professions related to prisons and training and security organizations, especially after-release care centers. Conclusion: Investing in rehabilitation programs for prisoners is one of the best and most cost-effective ways to prevent the reoccurrence of violence, which not only has beneficial effects on those concerned but also promotes public safety. This issue becomes important when social reintegration and rehabilitation programs are developed based on scientific approaches and perspectives. Future studies on the effectiveness of the developed guideline, considering the local conditions, can help identify the effective factors of re-entry to the community in newly released prisoners. The skills and capabilities of social workers in presenting specialized interventions and establishing professional and inter-organizational communication, supporting rules and programs, motivation, and enthusiasm of the offender to change can all contribute to the success of this guideline in achieving the defined goals.

Принципы уголовно-исполнительного права: проблемы содержания и правовой регламентации

The article contains a scientific and theoretical analysis of the points of view presented in the scientific literature regarding the content and list of principles of penal law. We consider proposals on the inclusion of new principles in the penal enforcement legislation, and on modification or exclusion of existing ones. We substantiate the need to ensure comprehensive execution of criminal punishment, providing for active participation of convicts in reformation and social rehabilitation programs and adding the pedagogical (social rehabilitation) content to the process of execution of punishment. We propose to supplement penal enforcement legislation with legal mechanisms to mitigate the situation of convicts, taking into account their personal characteristics, without waiting for the final stage of execution of the sentence associated with the preparation for release.

Homelessness and Research: Methodological Obstacles and Lessons Learned from a Psychological Study in Parisian Homeless Services

Homelessness, defined as a lack of appropriate, stable, and permanent housing, is a common issue in many societies and is linked to both structural and individual factors. These factors include psychological mechanisms and disorders which can trigger or worsen already precarious situations. In order for these factors to be taken into account in social rehabilitation programs, they need to be precisely described. However, at present, studies in this field are lacking in France. Despite homelessness being an issue across the country, few studies have evaluated the underlying psychological or neuropsychological mechanisms. More data are needed, not only to provide an accurate description of the situation in France, but also to ensure that foreign observations and interventions are relevant for application to the homeless population. In order to achieve this, more quantitative and qualitative data and investigative methodologies and studies are needed. Sharing experience and methods within the scientific community is one way to support further research, particularly in complex domains such as homelessness. At the moment, only a few such papers have been published. In this paper, we share our experiences from a research project that started in 2020 (currently unpublished) on the prevalence of cognitive disorders among homeless service users in Paris. We describe the exploratory phase of our project, obstacles encountered during the implementation of the study, including how we dealt with ethical issues, and data collection. We end the paper with recommendations for future psychological studies on homelessness.

OVERCOMING SLUM SETTLEMENTS: LESSON LEARNED FROM IMPLEMENTATION OF UNINHABITABLE HOUSE SOCIAL REHABILITATION PROGRAM IN SURABAYA

Slum areas can generate bad impacts on health and the environment. Thus, the government of Surabaya city arranges TAHU PANAS innovation through a social rehabilitation program for unfit for habitation to overcome. The program has achieved good output. This is evidenced by an increase in program beneficiaries every year, a decrease in the percentage of slum areas, and an award from the Ministry of PANRB as an outstanding innovation. This research aimed to determine and describe the success of the implementation process of this program in overcoming slum settlements in Surabaya city. The success of this implementation can be understood by the theory of policy implementation by Hill & Hupe as an analysis tool. We used qualitative methods through document analysis to discuss these issues. The results showed that the implementation process seen from the characteristics of the policy was optimal because the level of ambiguity and conflict was low; policy formation is adequate in terms of policy objectives, policy standards or targets, human and financial resources as well as incentive policies; the policy transfer process is quite clear and detailed; the effect of the implementor response is quite optimal both in terms of disposition and behavior; horizontal relations between organizations are adequate; positive target group response; and the policy environment that has supported the running of the policy. The implementation process in this program to tackle slum settlements in the city of Surabaya is optimal enough, thus, successful implementation can be achieved.

Pengarusutamaan Sustainable Development Goals (SDGS) Program Pengentasan Kemiskinan di Kota Pagar Alam

Poverty is one of the indicators in judging the succeded sustainable development efforts. This study aims to analyze correlation between poverty alleviation budget programs by the Government and Local Government of Pagar Alam City with the percentage of poverty levels and determine poverty alleviation priority programs can be pursued by the Local Government of Pagar Alam City related to the achievement of SDGs mainstreaming target on 2030. The analytical method in this study uses the Pearson Correlation and Analytical Hierarchy Process (AHP). The results showed that the poverty allevation program budget had a signifiant corelation to the poverty percentage reduction in collaborative and synergistic budgeting through the APBD of Pagar Alam with APBN. Based on the assessment in the AHP model, the Social Welfare Services and Rehabilitation Program is first ranked or the first choice in the framework of poverty alleviation by SDGs mainstreaming.

Between Shame and Femininity: The Experience of Lithuanian Women Who Have Left the Industry of Prostitution. Ethnographic Field Research

This paper focuses on women who have left the industry of prostitution and is based on ethnographic field studies conducted in several cities in Lithuania. Four women have agreed to share their stories of entering and leaving the industry of prostitution and in all their narratives the core accent was the experience of shame. During the interviews, each of these women had an urge to express the importance of moral virtues in their lives and, as all of them claimed, they felt ashamed because “they have lost their femininity.” It was very important for these women to emphasize that they are not “easy going” or “loose women,” but women who have high moral standards and that entering the industry of prostitution was never the idea of their own, it was rather the consequence of several different factors varying from manipulations of their pimps to their poor social and financial circumstances. It is evident that these 4 women understand femininity as opposed to the work which women in prostitution do (providing sexual service). According to their narratives, women in prostitution, due to the aspect of providing sexual service to many male clients, lose the virtue of femininity, and that is the main factor generating the experience of shame. Due to experience of shame, all these women could not share their traumatic experiences with their families or even close friends.
 The construction of femininity in Lithuania is heavily influenced by the cult of Mother Mary and the doctrine of innocence. Therefore, the division of women into the categories of the Madonna and the Whore is still very much prominent in the Lithuanian society today. According to the Code of Administrative Offenses, prostitution in Lithuania is categorised as a crime against morality, and both the client and the sexual service provider must be fined. Nevertheless, the data shows that disproportionately very few clients get punished compared to the sexual service providers, mainly women. While non-governmental organisations are putting their efforts to focus the attention of society and the law institutions onto the client and in that way to put an end to the stigmatisation of women in the industry of prostitution, since both the client and the provider of sexual services are needed for the act of prostitution, in reality no social rehabilitation programs in social politics exist for these women in Lithuania today, apart from the help they receive from non-governmental organisations. Therefore, they are left to cope with the traumatic experience on their own, while the stigmatisation of women in prostitutions persists.
 Empirical material confirms the hypothesis that the experience of shame, which is based on the construction of femininity and the system of moral virtues in the society, reflected in the law defining prostitution in Lithuania, creates certain psychological and social configuration. Due to this configuration, these particular women experience social isolation. Therefore, their rehabilitation from the trauma period is prolonged and new obstacles in achieving well-being in their lives emerge.

Эффективность медико-социальной реабилитации постинсультных пациентов с нарушениями средней степени тяжести

The importance of post-stroke rehabilitation cannot be overestimated. The aim of this study was to assess the effectiveness of a standardized post-stroke rehabilitation program for patients with moderate impairments. A total of 122 stroke survivors participated in the study. Group 1 (the comparison group) consisted of 59 patients undergoing standard rehabilitation. Group 2 (the main group) consisted of 63 patients participating in a specially designed social rehabilitation program. The functional, cognitive, psychological and emotional states and the level of social activity were monitored for 6 months. Group 2 demonstrated more pronounced improvement than group 1 after 6 months of follow-up, confirmed by higher Rivermead (p = 0.011) and SS-QOL (p < 0.05) scores and lower DASH and Beck scores (p = 0.015 and p < 0.001, respectively). In both groups, MMSE (cognitive function) scores slightly increased, but the differences between the groups were insignificant. The proposed post-stroke rehabilitation program is effective in helping patients regain their independence and improve social adaptation. The scales and scores used in the study, especially DASH and SS-QOL, are sensitive to changes in the functional state of stroke survivors with moderate impairments.

Prison Rehabilitation Programs: Efficiency and Targeting

Increasing evidence suggests that incarceration, under certain circumstances, can improve inmates' social reintegration upon release. Yet, the mechanisms through which incarceration can lead to successful rehabilitation remain largely unknown. This paper finds that participation in social rehabilitation programs while incarcerated can significantly reduce recidivism. This result is entirely driven by inmates whose risk and needs were evaluated by a widely used assessment tool identifying their criminogenic needs. For this group, we estimate that participation in these programs reduces recidivism by about 9 percentage points within three years following release. Our results suggest targeting criminogenic needs is crucial for successful rehabilitation. We also find considerable heterogeneous program treatment effects: inmates with a high overall risk score, or who exhibit procriminal attitudes, benefit little if at all from program participation. We investigate the stability of the treatment effect coefficients and conclude they unlikely suffer from an omitted variable bias.

From a Government-Based Partnership to a Civic-Governed Paradigm

This article reports a pioneering qualitative research study that illuminates the way a global philanthropic partnership enabled the Israeli government to launch a national program which later evolved into a non-governmental initiative. It examines the model of an urban and social rehabilitation program through the prism of its funding partnership, citizen participation practice, and collaboration with municipalities; it also illustrates the way this government-based model was transformed into a new program, detached from governmental ties and shifted to focus on communal and international people-to-people connections and collaborations. The article traces the programmatic transformation that unfolded over four decades.

Konsep Diversi terhadap Anak sebagai Pelaku Tindak Pidana Narkotika di Masa Depan

When looking at social reality today, the number of children as perpetrators of crime is still significant, especially children as perpetrators of narcotic crimes. This encourages a study to find out how the concept of diversion in the future as an alternative settlement of cases of children as narcotics offenders. The research method used is a normative approach, which is also complemented by a comparative juridical approach. The data used are secondary data consisting of primary legal material in the form of laws and regulations on narcotic crime and the juvenile justice system. It uses secondary licensed content in the way of literature related to narcotics misconduct by children. The results of the study concluded that "the concept of diversion towards children in the future must expel children from the criminal justice process, relating to the handling of children who abuse police narcotics as holders of discretionary authority should diversify through medical rehabilitation and social rehabilitation programs without having to be confronted with the judicial process criminal.

조현병 환자를 위한 격려 중심 사회인지 재활프로그램 적용 : 사례연구

본 연구는 조현병 환자의 사회인지 능력을 향상하는데 사용되어왔던 사회인지 재활프로그램에 아들 러 학파에서 조력을 위한 방법으로 강조하는 격려 요인을 추가로 적용한 효과를 검증하기 위한 예비 연구이다. 이를 위해 지역사회 정신건강복지센터에서 참가 신청한 6명을 대상으로 16회기로 구성된 ‘격려 중심 사회인지재활 프로그램’을 실시하였으며, 프로그램 효과를 검증하기 위해 격려 및 사회인 지 관련 척도를 사용하여 사전․사후 검사를 진행했고, 합의적 질적 분석(CQR) 통해 수렴된 자료를 살펴보았다. 연구 결과, 사회적 관심 행동과 사회적 관심 태도로 구성된 사회적 관심 영역에서 긍정 적인 변화가 나타났으나 사례연구이자 예비연구의 한계를 고려한 해석이 필요했다. 사례 면담 내용을 분석한 결과에서는 2개의 영역, 16개의 하위 영역, 4개의 범주로 도출되고, 프로그램에 참여한 모든 사례에서 전형적으로 사회적 지식(social knowledge)이 향상되었다. 사회인지 능력의 저하와 손상으로 인해 낙담과 좌절 및 패배감을 경험했던 참여자는 본 프로그램의 참여 후에 사회적 존재로서 타인과 인간관계에 대한 관심이 향상되고, 사회적 지식을 학습하는 모습을 나타냈다. 반복적인 격려 활동 및 사회인지와 관련된 프로그램 참여가 조현병 환자에게 긍정적인 사회적 행동 및 태도 변화에 영향을 줄 수 있다는 가능성을 연구 참여자들을 통해 확인할 수 있었다. 이러한 결과를 바탕으로 본 연구의 한계점과 향후 연구를 위한 함의를 논의하였다.

Community Rehabilitation for Families of persons Convicted of Terrorism, Field study in Anbar provincem

Iraqi society, like other societies, witnessed social, economic and political changes after 2003. These changes have increased social problems within the community. Terrorism is one of the main phenomena that spread at that time. Many terrorist organizations have emerged in Iraqi society, whose social fabric, political stability and economic activity are at risk. The most dangerous of these organizations appeared in 2014, when they controlled a third of the governorates of Iraq. They have destroyed many cities and practiced brutal and inhumane methods against members of Iraqi society, such as rape, detention, displacement, and the recruitment of children, youth and families. These methods have led to many problems, including the problem of families of those convicted of terrorism and their effects on the individual or society. Therefore, this research aims to give special importance to the rehabilitation of these families and their integration into society. It aims to define social rehabilitation programs for families of those convicted of terrorism and to understand the nature of these programs. It seeks to determine the reasons for joining terrorist organizations. It also highlights the social reality of families of those convicted of terrorism, in Anbar Governorate and Habbaniyah city in particular, In order to improve the living conditions of these families and achieve opportunities for social integration so that they can achieve social integration within the community. The study relied on the descriptive and analytical method and the method of a social survey by taking a sample of (250) families.

Kemitraan Dinas Sosial Provinsi Lampung dan Lembaga Kesejahteraan Sosial Amanah Bunda dalam Rehabilitasi Sosial Penyandang Disabilitas

Non-governmental organization as one of the stakeholders in organizing public services can be used as partner by the government in human development efforts. The partnership between the government and non governmental organization in the public service applied by Social Service of Lampung Province and Social Welfare Institution Amanah Bunda in addressing social issues disability through the Social Rehabilitation Program. This research aims to identify and know the process and pattern of partnership of Lampung Province Social Service and Social Welfare Institution of Amanah Bunda. The method used in this research is a type of descriptive study with a qualitative approach. Data collection is conducted using observation techniques, interviews and documentation. The results of this study show that the partnership process is going pretty well. The partnership has adopted the partnership principle of equality, openness, and mutual advantage. This partnership process implements sequential and structured partnership stages. Furthermore, the partnership pattern used in this partnership is a linear collaborative of partnership pattern. This partnership pattern does not distinguish the magnitude or volume, legality, or strength of the parties that partner, as well as the purpose and vission-mission of the two institutions more emphasized in the partnership. Model Pembinaan Remaja Putus Sekolah Terlantar di Provinsi Lampung (Studi Pada Uptd Pelayanan Sosial Bina Remaja (PSBR) Raden Intan Lampung

Education is a mandatory thing that must be obtained for every child. However, not all children are able to get education due to several factors, one of which is the economic condition of the family which causes them to drop out of school. Guidance for neglected drop-out teenagers is an action that is taken to overcome one of the social problems, which is neglected teenagers who have dropped out of school with the purpose of directing their personality, abilities and skills through non-formal education. This research was conducted at UPTD PSBR Raden Intan Lampung. The purpose of this research is to describe and analyze how the models and coaching programs are carried out to overcome neglected dropout teenagers.The method used in this research is descriptive with a qualitative approach with the use of data collection techniques, such as: structured interviews, documentation and observation. The data analysis technique used in this study was data reduction, data presentation and drawing conclusions, and for data validity techniques are the extension of observations and triangulation. Based on the research results, it shows that the model that is used as a reference in the implementation of coaching activities for neglected dropouts teenagers is the Youth Development Program (YDP) Model which has 3 approaches, that are: Institutional Based, Family Based and Community. The conclusion of this research is based on the analysis, namely the Youth Development Program (YDP) Model which is the reference applied through 4 programs by the UPTD PSBR Raden Intan Lampung, that are Social Rehabilitation Program, Social Security Program, Social Empowerment Program and the last Social Protection Program with the hope that this effort can solve the problem of neglected dropouts teenagers, especially in Lampung Province.

EVALUASI PROGRAM REHABILITASI SOSIAL DAERAH KUMUH TERHADAP PENINGKATAN KUALITAS HIDUP WARGA DI KELURAHAN NGAGELREJO, KECAMATAN WONOKROMO KOTA SURABAYA

Housing and settlements are one of the basic human needs that are important factors in improving human dignity and the quality of a prosperous life in a just and prosperous society. . The problem of slums which is mostly inhabited by the poor is a complex and intertwined phenomenon, because it has long been a social problem in the community. One of the efforts of the Surabaya City Government to reduce uninhabitable housing is through the Slum Areas Social Rehabilitation Program (RSDK). Research on the Evaluation of the Slum Region Social Rehabilitation Program for Improving the Quality of Life of Residents was carried out to describe the extent of the Evaluation and Impact of the Implementation of the RSDK Program, using descriptive qualitative research methods based on the criteria of Effectiveness, Efficiency, Adequacy, Equality, Responsiveness and Accuracy. The results of this evaluation indicate that in general the Program Implementation was sufficient to meet the criteria targeted at the implementation program. In terms of efficiency, program implementation still has shortcomings due to the minimum timeframe specified and also the implementation process that is appropriate to the cost per stage. Adequacy is judged by the success of the development is still low due to complaints from some program beneficiaries. The similarity is seen based on the costs incurred for the Construction of Home Improvements have been carried out fairly. The level of community responsiveness related to program implementation is quite good because of the role of the local community in helping the program implementation process. The accuracy of the program implementation related to the results or program objectives are in accordance with what is desired. The physical impact that occurs with the construction of uninhabitable housing improvement programs can help the development of environmental conditions in the communities living in slums. Meanwhile, the social impact that occurs is to bring up value that is useful and useful for the needs of people's lives.

Polskie programy resocjalizacyjne jako sposób oddziaływania na przestępców

The subject of the research in this article is the issue of social rehabilitation. The aim of the study is to show how social rehabilitation programs affect criminals. The defnitions of both social rehabilitation, along with Polish rehabilitation programs, as well as criminals and crimes were also discussed. The research methods used include the analysis of research carried out by the authors. The research was carried out on a group of prisoners from one of the prisons in Poland using a questionnaire. The article is an attempt to examine the effectiveness of social rehabilitation in Polish prisons. The article may be the basis for further detailed research on the phenomenon of social rehabilitation.

Social integration as a significant factor in the rehabilitation of people with disabilities in a neuropsychiatric boarding school

The article describes the experience of social rehabilitation of persons with mental disorders and central nervous system living in a neuropsychiatric boarding school. It has been established that modern rehabilitation practices aimed at developing or restoring lost skills of patients is not a program limited to a specific time period, but a long continuous process that requires constant monitoring and corrective measures. But mental diseases in the vast majority require large expenditures from the state budget, therefore, the implementation of systematic individual resocialization measures becomes extremely difficult, and subsequent work with the mentally ill is reduced to meeting the basic life needs of the disabled, assigning them the role of recipients of guardianship and care. It is justified that social rehabilitation programs aimed at developing or restoring the necessary skills, as well as activating compensatory mechanisms, do not fully fulfill the socializing function without forming the individual and social value of the wards. The novelty of the study is to justify the prospect of including in the process of existing practice of social rehabilitation a component that can to some extent change the social status of patients in a neuropsychiatric boarding school and allow them to master new social roles – the integration of the mentally ill and society.

ЭФФЕКТИВНОСТЬ СОЦИАЛЬНЫХ СЛУЖБ В ИНКЛЮЗИИ ДЕТЕЙ-ИНВАЛИДОВ

Актуальность исследования определяется модернизацией основанной на политике инклюзии системы социального обслуживания и изменением форм помощи, оказываемой семьям, воспитывающим детей-инвалидов. Цель: исследование деятельности государственных социальных служб Саратовской области в контексте эффективности осуществляемых мероприятий, направленных на инклюзию детей с ограниченными возможностями здоровья, с инвалидностью. Методы: серии экспертных полуформализованных интервью со специалистами социальных служб Саратовского региона; анализ социологической литературы для составления критериев оценки эффективности деятельности социальных служб. Результаты. С позиций принципов инклюзии проанализирована доступность социальных служб и оказываемых ими социальных услуг, входящих в комплексные программы реабилитации. Определена инклюзивная направленность существующих социально-реабилитационных программ, основанных на поддержке, солидарности, социальной сплочённости, которые способствуют успешной социализации и инклюзии. Выявлены критические ограничения организационной культуры социальных служб, снижающих эффективность деятельности социальных сервисов в инклюзии социально уязвимых групп населения, в частности детей-инвалидов.
