KONTEKS SOSIOKULTURAL MIGRASI INTERNASIONAL: KASUS DI LEWOTOLOK, FLORES TIMUR

One of the extern factors that caused the socio-cultural change in a society is migration. How the migration process influenced the alteration process were so much influenced by the area of origin. The impact of international migration to the area of origin were influenced by the new value inter relation brought by migrants such as the physical, socio-economic and socio cultural aspect. The research results with an anthropological approach, supported with survey data in one of the sub districts in East Flores, showed that the strength of traditional value in controlling migrant behaviors existed through formalization with various social control systems. This system could eliminate the negative impact of migration, even though the condition could cause a society dynamic block. The physical condition of the research area that could not be developed also made it more hampered. Hence, modernization and the area development process could not be spurred with international migration.

The Quiet Revolution: The Nature, Development and General Legal Implications of Private Policing in Canada

The post-war years in Canada have witnessed what can fairly be described as a quiet revolution in our country's policing and social control systems. To the general public, the major manifestation of this change has been the transformation of the public police through more sophisticated management techniques and the introduction of elaborate technology. But at the forefront of the changes which are taking place in the arrangements for policing in our society is a phenomenon whose growth has only occasionally received public attention, and has only recently become the subject of serious study by criminologists and others traditionally concerned with developments in policing and social control. This is the phenomenon of private security.

LEGAL MEDIA DISCOURSE AS A MODERN PHENOMENON OF DISCURSIVE AREA

The article focuses on the legal media discourse as a contemporary and complex communicative phenomenon, which is at the interface of two major and widespread institutional types of discourses – the legal and the media discourses. Having closely intertwined with each other, the legal and the media discourses form a special type of discourse known as the legal media discourse which is realized in the field of mass communication and aimed at integrating mediated legal topics and categories in a daily reality. Moreover, the author also considers the position of legal media discourse in the discursive area. The author proposes the hypothesis that the legal media discourse is a kind of media discourse and -increasingly– institutional discourse that has specific features related to its mass informational nature. This hypothesis is based on the arguments and conclusions of the scientists studying the legal discourse as a meaning-reproducing activities aimed at regulating and supervising the public relations through a system of social control, which is created with the help of such institutions as education, religion and the media; and considering the media discourse as any kind of discourse, realized in the field of mass communication produced by the media. Author argues that the legal media discourse is seen as a special kind of media discourse, as a result of mediatization of the legal discourse, which is characterized as a process of broadcasting and interpretation of mass information of the social and legal nature by the mass media. In this case, the media are an important tool not only in the interpreting and popularizing of the legal concepts and reality to a wide audience, but also in the improving of legal literacy and legal culture. Thus, having many similarities, the author concludes that the media discourse and legal discourse intersect in some area of its application. Los centros de internamiento de extranjeros (CIEs) entre control migratorio y control social: una frontera interna y polimorfa

The Immigration Detention Centres (CIEs) operate on foreign immigrants lacking valid residence documents. Here, they are analyzed as part of the new border regime explored in this section. Located within European territory, managed with obscurantist procedures and disrespectful of the Human Rights of the people confined in them, they represent a constant threat of retention and expulsion of foreigners. And they do not just directly affect the newcomers, but also foreign residents, including already rooted immigrants. They are thus «internal borders» creatingin fact a polymorphic social control system, and provoking a widespread fear sensation towards a potential detention. Running against official integration rhetoric, CIEs represent the permanent threat of expulsion. If an anthropologist would have had trouble accessing these centres through standard ethnographic means, the committed ethnography of voluntary work allows the access to the experiences of those locked up there. Knowledge of the point of view of those migrants trapped in CIEs allows for the questioning of the very notion of «irregular immigrant» and the political agenda behind the fight against irregular immigration and the control of population flows. In this vein, the CIEs can be critiziced, as they can be understood as the result of a split in the universality of Human Rights, revealing anunfairly restrictive application of them.

The challenges of leading change in health-care delivery from the front-line.

The public sector is facing turbulent times and this challenges nurses, who are expected to serve both patient interests and the efficiency drives of their organisations. In the context of implementing person-centred health policy, this paper explores the evolving role of front-line nurses as leaders and champions of change. Nurses can be seen to have some autonomy in health-care delivery. However, they are subject to systems of social control. In implementing person-centred policy, nurses can be seen to be doing the best they can within a constrained environment. A survey of nursing practice in person-centred health-policy implementation is presented. Despite much being written about managing health-professional resistance to policy implementation, there is a gap between what is being asked of nurses and the resources made available to them to deliver. In this milieu, nurses are utilising their discretion and leading from the front-line in championing change. Empowering nurses who seek to lead patient involvement could be the key to unlocking health-care improvement. Health services tend to be over-managed and under-led and there is a need to harness the potential of front-line nurses by facilitating leadership development through appropriate organisational support.

摘要近年来，随着社会的多元化和复杂化，原有的社会控制体系越来越不适应社会发展的需求。在这种背景下，中央和地方不断开展警务改革，试图藉此推进国家的强制能力建设。各地的警务改革实践主要有七种模式，这些警务改革模式体现了当前国家强制能力建设的两大核心特征：一方面强化警察对社会进行控制的“渗透性权力”，另一方面则强调对警察进行规训的“抑制性权力”。“渗透性权力”是“抑制性权力”得以发生的前提，而“抑制性权力”是“渗透性权力”得以有效的保障。处理好这两者的辩证关系，是确保新时期国家强制能力建设顺利进行的关键。

National identification as a function of perceived social control: A subjective group dynamics analysis

Based on subjective group dynamics theory (SGDT; e.g., Marques, Paez, & Abrams, 1998), we examine the effects of a group’s ability to effectively control its deviant members on participants’ ingroup identification. In Studies 1 and 2 ( N = 79 and N = 173) participants were informed that the ingroup (vs. outgroup) dealt with deviant occurrences in an effective (vs. ineffective) way. As predicted, induced ingroup effectiveness generated higher ingroup identification, trust in the ingroup’s social control system, and more positive emotional climate, whereas induced ingroup ineffectiveness generated more negative emotional climate or anomie and weaker ingroup identification as compared to outgroup conditions. In Study 3 ( N = 115), perceived ingroup effectiveness predicted ingroup identification, via emotional climate, ingroup anomie, confidence in the group’s social control system, and ingroup emotions. We discuss the results in light of SGDT and the role of perceived ingroup social control in promoting ingroup identification.

Social Security: Theoretical Aspects

The paper looks at the phenomena of security and social security from the philosophical, sociological and psychological perspective. The undertaken analysis of domestic and foreign scientific materials demonstrates the need for interdisciplinary studies, including pedagogy and education, aimed at developing the guidelines for protecting the social system from destruction. The paper defines the indicators, security level indices and their assessment methods singled out from the analytical reports and security studies by the leading Russian sociological centers and international expert organizations, including the United Nations. The research is aimed at finding out the adequate models of personal and social security control systems at various social levels. The theoretical concepts can be applied by the teachers of the Bases of Life Safety course, the managers and researches developing the assessment criteria and security indices of educational environment evaluation, as well as the methods of diagnostics and expertise of educational establishments from the security standpoint.

Co-operative wineries: Temporal solution or efficient firms? The Spanish case during late Francoism, 1970–1981

Part of economic theory has regarded co-operative firms as useful tools for dealing with market failures during periods of economic contraction, but also as suffering severe efficiency problems during periods of growth. The main aim of this article is to test this hypothesis in the case of Spanish co-operative wineries during the years of late Francoism. In order to do this, the balance sheets of 75 co-operative firms from the 1970s have been subject to financial-ratio analyses. The main conclusion is that these firms were inefficient due to their excessive financial debt. The Spanish Francoist government promoted their creation and granted financial aid – for their value as social and economic control systems – framing them within a rigid corporate system typical of authoritarian states. This involved limited autonomy and conditions conducive to free-riding behaviour, which is at the core of their inefficient performance.

The Rise of Italy’s Neo-Ghettos

Italy’s urban camps for segregating the Roma minority have received much critical attention recently, yet few attempts have been made to explore how they have evolved historically and function as systems of social control from a theoretical point of view. This article seeks to fill that gap, drawing on Wacquant’s framework for identifying constituent elements of ghettos past and present. It explores whether a genealogy can be traced between the early modern Jewish ghetto and today’s camps, focusing on the Italian capital, Rome. It suggests that many of the original ghetto’s functions operate in contemporary camps; however, it also argues that a crucial feature of the ghetto—its ability to strengthen solidarity within the segregated community—is being strategically undermined. The camps can thus be defined as neo-ghettos, rooted in the past but refined in the present and functional to their specific contemporary social and political context.

Stuck Inside of Mobile

Guided by Augé’s concept of “non-place,” we conduct a mobile ethnography of the Las Vegas Strip to evoke and critically reflect on the characteristics of such environments. Informed by our findings, we contribute to the scholarship of non-places by (1) attending to three components of such environments that are seldom mentioned together (temporal organization, soundscape, and social control) and (2) suggesting a tentative model of non-places that integrates function (entertainment, transportation, hospitality, consumption); design (signage, movement, temporal organization, and soundscape); social control system (their mechanisms, visibility, power, sanctions, types of violation); performances (the roles they prompt users to play and the interactions they direct them to perform), and subjectivities (the sort of self-experiences they induce). In the conclusions, we summarize our findings and revisit the concept of non-place.

Effects of the open method of coordination (OMC) in research and innovation: indirect legislation in EU policy-making?

This study offers new insights on the open method of coordination (OMC) of the European Union (EU) by focusing on the effects of this new method for producing EU regulation. The starting points here are that the OMC is not a radically new method of governance, and that it must be seen as an application of the theory of indirect legislation – as developed by Bentham. With the concept of indirect legislation, Bentham thinks a system of governing individuals that does not rest only on the fear of legal punishment, but is backed by the prospect of rewards and the fear of public censure. For the purpose of the comparison between the OMC and indirect legislation, the latter is considered as a system of social control, which – whether it be categorised as legal or not – is first and foremost normative and has effects, i.e. is applied, followed and enforced in a given community without resorting to the binding force of the law. Thanks to the input of indirect legislation, this study aims to understand what have been the real effects of the OMC and more particularly of the OMC applied to the research and innovation policy in Belgium.

Deep culture in action: resignification, synecdoche, and metanarrative in the moral panic of the Salem Witch Trials

Sociological research on moral panics, long understood as “struggles for cultural power,” has focused on the social groups and media conditions that enable moral panics to emerge, and on the consequences of moral panics for the social control systems of societies. In this article I turn instead to modeling the specific cultural process of how the conditions for a moral panic are turned into an actual moral panic, moving the understanding of moral panic away from its Durkheimian origins and towards a process-relational cultural sociology. Drawing on Roland Barthes’ theory of myth and Kenneth Burke’s dramatism, the paper posits the cultural process of resignification via synecdoche and metanarrative as the driver of the disproportion, concern, hostility, consensus, and volatility of moral panics. This process can be carefully traced in the case of the Salem Witch Trials; a retrospective reading reveals the same process at work in the “Mods and Rockers” panic analyzed by Stanley Cohen. Beyond moral panics, theorizing resignification as a non-exclusive counterpoint to framing and ideational embeddedness enriches the theoretical repertoire of cultural sociology. “Deep culture” and mythological signification can, using the schema proposed here, be understood as practical accomplishments—rhetorical responses to particular situations that, when performed successfully, legitimate violence and other forms of domination.

A Simulation Model for Dichotomous Approach between Governance and Operations Management: Case Study of Financial Sector

The following article focuses on the influence of corporate governance on the management of the activities at the operational level. The Corporate Governance is the set of management tools used by top management to guide and monitor the business activities and ensure efficient and transparent functioning of the organs and systems of social control. The study, presented here, is aimed at corporate organizations are characterized by a significant profile of complexity, in which the property involved, for the purposes of management, through the interposition of top management. In such operational realities, are opposed two fundamental needs: the need for compliance with the regulations dictated and operational security vs. efficiency and production flexibility. The first is a goal typically on the governance, while the second is due to a management profile. For this reason, articulating a corporate governance structure is necessary to ask ' what ' and ' how ' corporate governance affects the management of the activities at the operational level and what kind of relationship exists between them. The two fundamental tools of connection identified, are the Corporate Governance and the evaluation system efficiency. Only after analyzing the type of link between governance at the highest levels of the hierarchy and task management to the lower levels of the hierarchy, you can find a fair share of reengineering of governance itself, leading to an improvement in business performance.

Toda a arquitetura sensitiva do Estado Novo, ao chamar a atenção permanente dos sentidos, quis tornar os sujeitos consumidores e reprodutores de uma representação de mundo, de uma crença em relação à identidade nacional brasileira. Sob o império dos sentidos disciplinados e habituados, essa mesma arquitetura acabou permitindo um "sentir brasileiro" que levou os sujeitos a experimentá-lo, saboreá-lo, tocá-lo, ouvi-lo, cheirá-lo e vê-lo no interior de um sistema cultural e simbólico construído pela maquinaria ordenadora do poder. A constituição de uma arquitetura sensitiva no espaço escolar - objeto de discussão e análise deste artigo - deveria ajudar a compor essa trama nacionalizadora e a promover a disciplinarização dos sentidos. As ritualizações e as técnicas de reprodutibilidade das imagens nesse espaço tiveram a função de divulgar, generalizar, uniformizar, habituar e manter os sentidos em alerta constante e, portanto, ligá-los, condicioná-los ao sistema de controle político-social.

This essay works to connect the history of local enforcement of immigration law and policy against Mexican migrants and Mexican American citizens and its relationship to the creation and perpetuation of what Michelle Alexander has described as a redesigned caste system in the United States. As state and local government authorities then and now sought to define and respond to a “Mexican menace” as the failed enforcement of federal immigration law, such law and policy challenged not only Congress’s seemingly settled plenary power to determine who had license and permission to be in the United States but also who had the authority to define and extend the benefits of citizenship and full participation in American culture and life. In tandem with federal law, the essay identifies how local ordinances and state statutes created legal and social conditions remarkably similar to the Jim Crow ordinances and state statutes that perpetuated and justified racial discrimination and unequal treatment against African Americans in the years and decades after the Civil War. A local or state government’s attempt to police and deport the “illegal alien” with the use of its county sheriffs, the state patrol, or its national guard highlighted the problematic extent that local and state governments exercised in most disciplinary powers of sovereignty (policing) against Latinos, subject to the most minimal standards of judicial review (immigration law). In the end, the essay highlights the domestic consequences of the United States’ imperial project in the ways that laws and policies designed to preserve a nation’s borders in turn have played a fundamental and pernicious role on the creation and maintenance of a racialized system of social control in the modern multiracial United States.
