Enhancing Society Welfare Through Smart City Improvement by the Government in Kediri

The era of the fourth industrial revolution has caused many changes in every aspect of human life. The rapid development of technology has brought many advances affecting the socio-economic aspects of the lives of people in urban areas. The impact is different in people who are adapted compared with people who cannot adjust. Therefore, the government must interfere to accommodate these different conditions to reduce socio-economic inequalities for the future. The government also plays a role in efforts to improve welfare through the Smart City program, which involves all components of society. This program involves planning, developing and implementing technology in an urban area, which creates complex and synchronized systems of interactions. The purpose of this study was to determine the strategic role of Smart City in improving people’s welfare. Kediri is one of the regions in Indonesia that has implemented a Smart City program and is continuously improving its implementation. Descriptive qualitative methods were used with a phenomenological approach. Data were collected through observations and literacy studies, to obtain a reflection of the implementation of Smart City in Kediri. The results described the implementation of the Smart City program, and showed that the quality of government services relating to the welfare of the community has improved, in terms of the economy, education, health and public facilities. The level of community participation in supporting regional activities has also increased due to the support of information and communication technology.

Smart cities and behavioural change: (Un)sustainable mobilities in the neo-liberal city

The smart cities agenda has garnered considerable interest recently as the spread of mobile technologies and notions of ‘big data’ have opened possibilities for promoting greater efficiencies in urban metabolisms. This has been particularly prominent in the realm of environmental sustainability, where smart technologies have been viewed as a way of reducing traffic congestion and delivering energy efficiencies. Key to these aspirations is the way in which technologies are seen to interact with human behaviour and how digital technologies can promote behavioural change through the provision of ‘better’ information. However, smart city programmes adopt a particular intellectual and pragmatic framing of behavioural change that we argue is fundamentally narrow and unambitious, raising concerns about how behavioural science is mobilised, by whom and its potential to promote sustainable urban futures. First, we propose that the focus in smart city narratives on quantitative data and insights from ‘big data’ is methodologically narrow and is representative of a highly individualised, libertarian paternalist perspective that privileges rationalistic and atomised understandings of behaviour. Second, we argue that the logic of smart cities leads city governments towards a focus on superficial change and the language of ‘encouraging’ shifts in individual behaviour that presents a distraction from the urgent need to reconfigure city infrastructures for low carbon forms of living. Third, we explore how such behavioural change approaches are fundamentally didactic and often lapse into assuming that publics are the passive receivers of ‘smarter’ information rather than active citizens who can question, campaign and present alternative visions to those of corporate-government interests. In this way, we argue that the suffusing of the smart cities and behavioural change agendas act as a neo-liberal distraction to the ways in which cities can develop to support the priorities of human and ecological wellbeing.

Co-producing smart cities: A Quadruple Helix approach to assessment

Cities are increasingly expected to bring urban stakeholders together to deploy smart solutions that address urban challenges and deliver long-term positive impacts. Yet, existing theory and practice struggle to explain how such impacts can be achieved, measured or evidenced. This paper makes two major contributions. Firstly, the paper shows how the Quadruple Helix (QH) innovation approach can be used as the basis for co-producing smart city projects in order to better capture their impacts. In doing so we present a synthesis of current smart city and QH literatures to argue that assessment criteria and indicators must be co-produced with the full set of smart city stakeholders to ensure relevance to context and needs. Secondly, we present an example of a co-produced monitoring and assessment framework and methodology, developed to capture and measure the impacts of smart and sustainable city solutions with the stakeholder teams involved in the European Union Triangulum smart city programme. The paper draws on experiences working with 27 smart city demonstration projects involving public, private and third-sector organisations and communities across Manchester (United Kingdom), Eindhoven (The Netherlands) and Stavanger (Norway). We show how involving QH stakeholders in co-producing impact assessment improves the ability of projects to deliver and measure impacts that matter to cities and citizens. We conclude with a series of lessons and recommendations intended to be of use to the range of organisations and communities currently involved in smart city initiatives across Europe and the world.

DEVELOPMENT OF INTERACTIVE LEARNING MEDIA EDUGAME USING ADDIE MODEL

In line with the district development program of Dharmasraya regency, namely the Dharmasraya Smart City Program and the implementation of Dharmasraya Smart Education, Edugame is currently one of the favourite innovations being used in the teaching and learning process for the primary school students. This study was aimed at creating a learning innovation using Edugame as a media for conveying information to students as well as inviting students to play. In addition, the approach method used was in the form of media development using the ADDIE (Analysis Design Develop Implementation and Evaluation) development method. This development method was started by conducting the field observations, then designing the Edugame interface to evaluate the shortcomings of the Edugame. From the results of the whiteboard test, it was proven that this application had succeeded in delivering learning materials to primary school students of SDN 08 Pulau Punjung, Dharmasraya Regency, West Sumatra. In sum, the teachers are assisted by the Edugame since the students learn independently to explore each Edugame and try to get the highest score.

Performance level of Kampung Cerdas concept using Importance-Performance Analysis (IPA) methods in Kampung Genteng Candirejo, Surabaya

Indonesian government is committed to manifest a sustainable city and compatible with the new agenda, which is the 2030 Agenda for Sustainable Development as stated in SDGs Goal 11. One of the strategies to complete sustainability in a city is implement smart city concept into the community level or known as Kampung Cerdas. Aligned with realisation of Surabaya Smart City program, supports from urban settlements area, especially kampung in Surabaya that represent locality and community characteristics of Surabaya city are very essential. Kampung Genteng Candirejo as an example that has focusing to develop smart people/community. This article aims to describe the factors that affect the development of smart city implementations in urban settlements and community of Kampung Genteng Candirejo Surabaya through several stages: (1) identify the characteristic of Kampung Cerdas in Kampung Genteng Candirejo urban settlements through observation and interviews (2) factor analysis and performance level in Kampung Genteng using Importance Performance Analysis (IPA) methods. The instrument that is essentially needed for this step is community assessment about performance and priority about their living environment that were collected by conducting the likert scale-questionnaires. The result represented through four quadrants of performance based on smart city dimension of Kampung Cerdas.

Perceived city smartness level and technical information transparency: The acceptance intention of health information technology during a lockdown

With the acceleration of urbanization, effective smart city programs need to consider both daily management and crisis management. In this process, to enable health information technology to better contribute to the construction of smart cities, the government and firms need to pay attention to the public's intention to adopt technology. Based on the context of China's response to the COVID-19 pandemic in smart cities, we analyze the influencing factors of the behavioral intention to use health information technology using an extended unified theory of acceptance and use of technology model. Data for this study were collected from 721 inhabitants of 290 smart cities in China. The empirical results showed that performance expectations, effort expectations, social influence, and facilitating conditions positively affected their behavioral intention to use health information technology, whereas perceived risk had the opposite effect. This study found that the positive effects of social influence and effort expectations on the behavioral intention to use health information technology increased with improvement in the perceived level of city smartness and technical information transparency. Finally, we discuss theoretical and practical implications.

Toward Sustainable Smart City: Lessons From 20 Years of Korean Programs

South Korea has a long history of the planning, development, and management of smart cities to integrate emerging technological advances into complex physical infrastructure. This article explores lessons learned from smart city programs in South Korea to better understand the challenges and opportunities of future sustainable smart city innovation and development. This article conducted a comprehensive review and analysis of South Korea's smart city programs and conceptualized a sustainable smart city framework that will assist policymakers, planners, citizens, and other key stakeholders. This research proposed Governance, Policy, and Services (GPS) as the three pillars of a successful smart city framework, in addition to integrating physical and cyber infrastructures. This article argues that a smart city should function as a service platform that incubates and delivers long-term services to citizens and society. This article also emphasizes that a strong groundwork of the GPS framework will lead to the successful adaptation of innovative technologies and ideas for future smart city programs.

Assisting smart disaster management for smart city program, case study: Pringgokusuman village, Yogyakarta

The smart city is a concept of creating a comfortable, safe, and accessible living place. Furthermore, a smart city is built to raise the value of the city in economic, social, and technology. One dimension of all seven dimensions planned by Yogyakarta Smart City Program is smart disaster management. Yogyakarta located in the disaster – prone area, with disaster potentials such as earthquake, fire, tornado, and flood. This particular dimension becoming essential to reduce the effects of a disaster. One of the effects of a disaster is the loss of human life. Citizen in Yogyakarta especially in Pringgokusuman is one of the group of element at risk in disaster. Education about disaster is important to them. This research aims to analyse citizen knowledge of the disaster information. This research is using qualitative research methodology including an indepth interview with descriptive analysis. This study shows that information about disaster management is not optimized, even though the information is needed. A suitable dissemination strategy needs to be developed in order to educate citizens and enhance their awareness in applying smart disaster management technology.

Societies in Smart Cities: Lessons Learned from Waste Management

Urbanization continues to gather pace creating wicked problems. Waste management is one such issue which is incongruent to the ambition of the UN Sustainable Development Goals (SDGs), particularly Goal 11 – Sustainable Cities and Communities. This paper draws on two case studies of local councils, Canterbury-Bankstown in Australia and Christchurch in New Zealand, to discuss how the councils are tackling the international waste management challenge as part of their creative smart city programs. In doing so, the paper identifies lessons that shine the light on the use of technology and data, funding, community, and government engagement.

The need for local adaptation of smart infrastructure for sustainable economic management

At present, there are several growing problems for sustainable urban growth, and the typical policy strategies to tackle them are inadequate. In recent years, several governments have initiated numerous smart city and smart infrastructure programs aimed at enhancing the quality life of the people and helping town managers improve the public infrastructure activity and management. The usage of the Internet of Things (IoT) for infrastructure system enables the gathering, storing, incorporation, and analysis of large quantities and varieties of information relating to the status and output of infrastructure systems together with public activity through Cloud-based asset management systems, mobile apps, and Big Data analytics. In this paper, a master data management (MDM) approach has been proposed to unlock the importance of comprehensive network data for efficient, safe, and robust community development. In the market field, MDM is implemented for the organization of big data organizational and research applications. The proposed method includes an effective MDM solution for safe, efficient, and functional community design, commercial and open source MDM platforms, city development principles, smart city concept models, adaptive shared network backgrounds, semantic cloud technology, and specialists responsible for designing development, scalable platform technology for evaluating the input.

DAHBOARD EKSEKUTIF SEBAGAI MEDIA KOORDINASI DAN MONITORING KEGIATAN UNTUK PENINGKAT KINERJA APARATUR PEMERINTAH

Pekalongan City Government continues to strive to improve good governance in maximizing the 
 use of Information Technology, this is evidenced by the participation of the Pekalongan City 
 Government in the Movement Towards 100 Smart City programs. One effort that can be made to 
 optimize the use of information technology is the executive dashboard for monitoring RT / RW 
 activities. In 2019, Pekalongan City has 340 RW and 1660 RT. The existence of this executive 
 dashboard application can optimize the role of RT and RW and all information at the lower level 
 can be obtained immediately, such as information on population data, submission of grants and 
 assistance, and others. The information in the monitoring dashboard is the realtime data that 
 currently exists. This research will make a dashboard monitoring RT / RW activities with a 
 prototype model approach. The prototype model and Joint Application Development (JAD) are the 
 most widely used models in creating executive dashboards. The research steps started from data 
 collection, data analysis, application design, application development and testing. From the data 
 collected, a functional and non-functional requirements analysis process was carried out. After 
 that the application design process is carried out and conti nued with the design implementation in 
 the application development process. Then from the results of the Alpha Test and Beta Test, the 
 application can work according to functional and non-functional needs. In the future, this 
 application prototype can be developed in conjunction with the One Data application in Dinas 
 Komunikasi dan Informatikan (Diskominfo) Pekalongan City.

Mapping Communication Priority of Local Government Leaders through Instagram Captions in Publicising Smart City Programmes

Currently, social media is required to inform the public about local government programmes related to smart city. Advances in technology require the government to provide fast, precise and accurate information services. Local government leaders' communication patterns are crucial factors in the successful implementation of the smart city technology. This study aims to map the communication priorities of DKI Jakarta government leaders in publicising the smart city programmes using Instagram. The study, using a qualitative method with a content analysis approach, employs a case study involving an Instagram account owned by Anies Baswedan as the head of the DKI Jakarta regional government, analysing captions posted between February 2019 and February 2020. The ATLAS.Ti program was used for data processing. The study results reveal that the highest priority area for communication regarding the smart city programmes was Smart Economy. Moderate priorities included Smart Living, Smart People, Smart Governance and Smart Mobility. Lastly, Smart Environment had a low priority. This study demonstrates that Instagram can be an effective medium for building interaction between leaders and the community in delivering smart city programmes with balanced communication intensity for each programme. Thus, this study's findings are expected to provide a reference for local government leaders in balancing communication priorities for all smart city programmes. On the issue of a favorable environment in the “Smart City” development program

The article examines acute problems of ensuring a favorable environment in urbanized areas. The author pays special attention to the greening of the urban economy by implementing the “Smart City” program’s digital technologies. The study rests on research and particular scientific methods of cognition. The dialectical method made it possible to ensure a favorable environment in urban areas and, in conjunction with indicators, assess its quality. The comparative legal method is taken as a basis for identifying general trends in the use of new information technologies to determine the quality of a favorable environment. The article emphases that the implementation of information technology in ensuring a favorable environment contributes to an increase in the effectiveness of measures aimed at protecting it from negative influences. Simultaneously, indications of the effectiveness of the implementation of promising programs, including the Smart City program, use virtual indicators that are not accompanied by indicators that allow assessing the degree of environmental friendliness in quantitative terms. The article contains suggestions for improving the mechanism for protecting a favorable environment in the “Smart City” development program.

Enabling Cities to Harness the Full Potential of the Internet of Things

Jamie Cudden, the Smart City Programme Manager for Dublin City Council (DCC), had just participated in the most recent review of the sensor-enabled smart gully project in Dublin city. Tasked with exploring how technology can help address city challenges to create a ‘smarter’ Dublin, Jamie wondered why more smart sensor applications were not being identified and deployed by DCC departments. He knew that smart sensors existed in the commercial marketplace for everything that could be measured and believed that most city services could be improved with better, real-time measurement. What he could not understand was why more sensor-enabled connected systems were not being deployed by operational service teams across the city. Over the last three years Smart Docklands, a smart city testbed in the Dublin Docklands, had facilitated a broad range of projects with DCC staff utilising Internet of Things (IoT) technology. While these projects demonstrated the value of IoT for specific applications – such as blocked gullies [Exhibit 1] and waste management - there still remained a relatively low utilisation of IoT across DCC’s operational services. Jamie thought, if IoT is really a better way of addressing these issues, why was there not a mass migration towards its use across the Council? Through talking with his colleagues, Jamie realised that a major barrier to IoT deployments was a lack of knowledge of what IoT was and how it would help address the challenges the Council was trying to solve. How would Jamie energise his current and future peers to identify more ways to use technology to connect the city? How would they learn about the power of IoT connected devices? How might each city department generate innovative smart solutions to identify and respond to critical issues with the infrastructure and services of the city? Jamie had recently attended an ‘Introduction to IoT’ workshop for DCC staff at Dogpatch Labs. The workshop highlighted that educating the city’s staff about IoT could encourage a move towards more sensor driven city operations. With this, he was now faced with the challenge of how best to design and deliver an education programme on a larger scale so cities across Ireland could capitalise on the on the benefits of IoT.

Smart School Management System as A Student Presention Monitoring in The Khadijah High School Surabaya

As a supporter of the Surabaya city government program, which will make the city of Surabaya a smart city in all aspects of the field, including in the field of education. The smart city program in Surabaya has been running in several aspects of the field, but there are still very few in the field of education, Khadijah High School is one of the schools that will implement all forms of information technology-based school management, which we can call a smart school management system. The system management method uses the RAD (Rapid Application Development) method. The expected results in making this system are, by monitoring the presence of students until end to end it can minimize student delinquency in learning.

Regional Smart City Development Focus: The South Korean National Strategic Smart City Program

Cities around the world are interested in using information and communications technology to solve their urban problems. The smart city concept has been widely adopted as a solution, but the range of services offered in smart cities varies by city and region. The differences are due to a variety of factors, including urban characteristics, social needs, and governmental structures. In Korea, the National Strategic Smart City Program (NSSP) was launched to establish a new technological ecosystem and standards for smart cities. In this study, we introduce the smart city services being developed by the Korean NSSP and compare them to services offered in 15 smart cities in Europe, Asia, and North America. The NSSP services are characterized by applications of 5G telecommunication technology and the definition of its data structure. These characteristics are unique; unlike other existing smart city policies, the NSSP aims to widen the industrial territory of the smart city itself. In conclusion, smart city policies in recent years include measures for not only making cities sustainable but also creating prospective industrial areas, which requires cooperation with public information and construction systems.

Implementation of Smart Governance in Realizing Tomohon Smart City

This study aims to describe the implementation of smart governance in realizing Tomohon Smart City. This study used a qualitative approach, with data collection techniques, namely interviews, observation and documentation. Sources of data from informants are: Head of Tomohon City E-Government Administration, Tomohon City Technology and Communication Infrastructure Section Head, Tomohon City Application Development Section Head, Tomohon City Communication and Informatics Office Staff / Staff, Matani Village Head, and Tomohon City community as users infrastructure and facilities provided by the government. Data analysis using data reduction, data presentation, and drawing conclusions. Data were analyzed descriptively qualitatively. The results showed that: 1) The rules governing the running of the program or policy have not been well socialized and communicated, especially in agencies that have a role as implementers. 2) The government, in this case the Tomohon City Information and Communication Service, is still closed in providing information related to Smart City, especially Smart Governance. 3) The government has not yet launched a public complaint application even though it has been launched since 4) The government is still not ready to respond to existing technological and social developments, especially in the process of implementing Smart Governance. The Conditional Factors of Policy Implementation are a) Information Distribution, b) Resource Support, c) Government Attitude, d) Implementers. Therefore, it can be suggested, 1) There is a need for better socialization, communication and coordination regarding existing regulations to members and related agencies. 2) The government must be more open to the public, and must better prepare itself in responding to all situations and conditions that exist, especially in running the Tomohon Smart City program. 3) The government must improve work discipline, especially in the recruitment process, in order to create "the right man on the right job".

E-Participation in Semarang Smart City

Era 4.0 in the context of e-government is less relevant for discussing smart cities. Because smart city is not only about public services, but smart city has developed into a means of realizing community participation who are involved in government activities. Semarang Smart City is one of the Smart City products which is quite good and general with the conditions of other cities that apply smart cities as well. Using netnographic methods and literature studies by collecting data, information, research journals, books, and literature from trusted sources in written and digital form that are relevant to this research. In this paper, the author will describe several forms of e-participation in the Semarang City Smart City program. Semarang Smart City has been able to provide open services, a place for community aspirations. By knowing the form of e-participation that is applied in Semarang Smart City, it is hoped that it can provide an overview of other local governments that implement smart city programs to better understand the smart city program, and can realize various participatory and collaborative decision-making that is right on target in order to create a highly respected government. high transparency and accountability.

SMART CITY DI KOTA BANDUNG: SUATU TINJAUAN ASPEK TEKNOLOGI, MANUSIA, DAN KELEMBAGAAN

This article is the result of a research which aims to describe the implementation of Smart city in Bandung in terms of technology, human and institutional aspects. The research was conducted with a descriptive qualitative approach. Data collection was carried out by semi-structured interviews with 37 informants, observation and documentation. The research findings show that the socialization related to the smart city program, especially in socializing service applications to the public, is still not widespread so that it has an impact on the lack of citizen knowledge regarding the smart city program and the Bandung City Government has ratified the Bandung Smart city master plan standard operating procedures related to information systems in order to realize smart city ​​in the city of Bandung. It is recommended to increase continuous socialization, educate the public regarding online applications in collaboration with campuses, as well as implement the Bandung Smart City master plan and conduct evaluations at each stage that has been implemented.
