The main task of the work is to create a unified information system that will not only automate the processes of collecting and processing initiatives and rationalization proposals, but will also increase the awareness of employees. The correct setting of the task for the innovator is one of the components of success, the other is the development of a universal innovative environment for the innovator. The development and implementation of this information system will increase and provide mechanisms for operational communication with innovators, and the use of feedback at all stages of consideration of applications will allow to control and manage the initiated ideas and proposals at each stage of the life cycle. This system is successfully used in the framework of work with small innovative enterprises. In the presented work, the emphasis is on the universal innovation environment, the ways of development and the mechanisms of its formation, which I will discuss in detail in the course [1-3]. Innovative activity increases the number of innovators, but innovations must be demanded, and as a result, have a necessary and sufficient condition for success, which is characterized by key features on the example of the approach of Falkov and Ostrovsky. Their rhombus allows you to evaluate the project during an expert analysis of the idea proposed by the innovator of the Company: 1. Evaluation of research capacity. At what level of research? 2. Evaluation of innovative potential. What is the effect? What changes will it bring? What is innovation, novelty? 3. Technological potential assessment. What is the new direction? What is the new efficient technology? 4. Evaluation of market potential. For which markets? In the ideal case, if the rhombus of the idea has development in all 4 directions, the idea is considered applicable in the Company. Consider another example: the idea is innovative, successful research has been carried out, but there are no technologies for its implementation, or the market does not need the result of the idea (a certain product), then the idea is sent for further refinement or modification. Thus, this rhombus shows that the development of the idea should take place in parallel in all 4 directions.
