Performance evaluation of two-stage network structures with fixed-sum outputs: An application to the 2018winter Olympic Games

In many applications of performance evaluation based on data envelopment analysis (DEA), it is often found that decision-making units (DMUs) have two-stage network structures, and the sum of these DMUs’ outputs is fixed. For example, in the Olympic Games, each participant country has two stages—the preparation of athletes and competition of athletes—and at a single game the total numbers of gold, silver, and bronze medals (the DMU outputs) are fixed. Such an evaluation scenario is very common in practice, but none of the existing approaches adequately analyze this kind of situation. This paper addresses this scenario and proposes a two-stage DEA approach with fixed-sum final outputs. The approach has two steps: constructing a common efficient frontier and evaluating the DMUs based on that frontier. To illustrate the proposed approach, we apply it to a real dataset for the 2018 PyeongChang Winter Olympic Games. Our results show that: (1) countries with high latitudes and a developed economy had much better efficiency; (2) the efficiency of the whole two-stage Olympic process is much more correlated with competition stage efficiency than with preparation stage efficiency; and (3) there are few DMUs whose efficiency in both stages is better than average. Finally, policy suggestions are made to help inefficient nations to win more Olympic medals.

Measuring Olympics Achievements via Stochastic Multicriteria Acceptability Analysis

The lexicographic and sum ranking systems are two widely-used instruments to measure Olympics achievements. However, the lexicographic ranking system is typically criticized as overvaluing gold medals, while the sum ranking system is particularly criticized as devaluing gold medals and incapable of discriminating National Olympic Committees (NOCs) with identical total number of medals. Meanwhile, there are controversial scoring schemes to assign points to gold, silver and bronze medals. In addition, measuring Olympics achievements in either the Winter or the Summer Olympic Games is unfair to the NOCs who perform significantly different at both Olympics. These issues are addressed in this study by developing a sophisticated mathematical transformation without the exact weights determination to aggregate the lexicographic ranking system in an interval metric. An interval decision matrix is therefore formulated under the simultaneous consideration of the Winter and the Summer Olympics. A Stochastic multicriteria acceptability analysis method is finally utilized to provide a robust measurement with sufficient discriminating power. Spearman’s rank correlation coefficients are calculated to indicate the merits of our method. The proposed method and relative analysis are demonstrated using the date drawn from the Sochi 2014 Winter Olympics and the Rio 2016 Summer Olympics.

Mentoring for the VI East Java Teaching Team Sports Basketball Banyuwangi Regency

Porprov VI East Java Province will be held in four districts namely Gresik, Bojonegoro, Tuban and Lamongan. Banyuwangi Regency participates in this multi-event sports event held every 2 years with great enthusiasm. Where preparation as well as pre Porprov has been followed. One of the sports that is attracting enough attention is the women's Basketball sports. Where in the pre-warm-up event Porprov was able to wipe out all matches with a win. Plus in this generation there are 2 heroines from Gandrung who represent East Java to take part in Pre-PON, adding to the solid Banyuwangi women's basketball team. Naturally, the management of the coach is targeting this team to enter the final round in this VI VI porprov. In this Porprov we provide assistance to the women's basketball coach team to help maintain the physical and psychological condition of the athletes in attending this event. With a fairly tight schedule to compete 1 time a day makes the athlete's physical and psychological decline. So we provide the right method to recover physically and psychologically from athletes who face a hectic schedule. The method for carrying out this activity is (a) the preparation phase (b) the implementation phase of the mentoring at each match (c) the evaluation phase, which is to make a final report. The results of this mentoring activity were very positive, this can be seen (1) the Banyuwangi basketball women's team entered the final round and won the silver medal (2) the physical and psychological condition of the athlete was always maintained every day proved that there were no athletes who were injured and under perform, (3) the assistance process went smoothly without any significant obstacles.

Popularity and Visibility Appraisals for Computing Olympic Medal Rankings

ObjectiveThe ranking of countries in the Olympic Games generates a great deal of interest among analysts, academics, and fans. This article proposes an innovative approach to provide Olympic medals (gold, silver, and bronze) with different weights based on metrics of popularity and media visibility and create an alternative historical ranking.MethodsThe analysis uses “Google Trends” and “MERIT” appraisals to capture content and news articles on the Internet that relate to the different types of metals. Figures on weekly relative search intensity in Google and content in the Internet registered monthly are used to track changes over time and thus to control for differences between Summer and Winter Olympic Games.ResultsThe results show that gold medals gather far more attention than silver and bronze medals. By applying the estimated multiplying factors, we create an alternative historical ranking of countries that shows some relevant changes.ConclusionThe use of weights based on popularity and visibility has managerial implications and opens new avenues for future research.

International Academy for Systems and Cybernetic Sciences (IASCYS): The first awards of the International Prize

For the first time the International Academy for Systems and Cybernetic Sciences, IASCYS, ( http://iascys.org), has awarded the Charles François International Prize, during the 10thUES-EUS Congress (http://ues-eus.eu), in Brussels, Belgium, Europe. The first step of the procedure was the nomination of interesting papers through asking for the reviewing process by all IASCYS Academicians. So, 6 weeks before the start of the meeting, a booklet of 40 abstracts, all previously anonymously peer-reviewed by the scientific committee of the congress, and each as a 1 page of text, with neither author(s) name(s), nor affiliation(s) or references, was sent to all Academicians. After a 1 month delay, 10 papers of people from 9 Countries (Algeria, Belgium, Denmark, France, Germany, Greece, Italy, Portugal, Russia), have been nominated by Academicians, by e-mails replies. After the congress organizers have proposed as jurors a team of 3 systems scientists who all are speaking both French and English (the official formal languages of the UES-EUS congress), an equal number of 3 Academicians, who are as well fluent in English, French and other languages, attended as the IASCYS part of the jury. After this key step of peers pre-selection, the second step, during the meeting in Brussels, was for all 6 jurors to listen and participate to the corresponding talks-debate for each of the selected papers, in order to rank the top 3 of the most promising works, and then to reflect on the final ranking for the award. The jurors were anonymous. The listening process was the usual process of talk (20 min) and questions (10 min) with the public as in every congress, but also with personal no-formal discussion of jurors with the nominated persons. The first Charles François International Prize of the Academy (gold medal) was awarded to Julio LABORDE, a young Chilean research engineer who is working in the International industrial firm 'Insight Signals'. He is also a student in the prestigious École Pratique des Hautes Études, in Paris, France. His talk was about "Extraction of Information from Agent Base Models. A new pre-topological metric for controlling the propagation of crises." It took place during the 'Methods and tools for risk management of complex socio-technical systems'session. No discussion, his work was the most promising work of the congress. His work was the most promising work of this congress of the European Union for Systemics.This second step allows also, after a debate, to award 3 second places (3 silver medals). They all got the Charles François tutorial in Systems Science on a USB stick and they all, gold and silver medals (Figure 1), will have a certificate of ranking. But, all of them, will get their certificates of award/ranking only after their paper proof will be corrected and accepted. The other 3 certificated persons, silver medals, are (by alphabetic order): -Mick ASHBY, a research engineer in computing sciences who is working for IBM in Germany. His work was about the application of a new paradigm 'The Ethical Regulator Theorem'; -Tjorven HARMSEN, a very young Swedish women who is in Ph. D. in the Leibniz Institute for Research on Society and Space, in Berlin (Germany). Her work was ab out 'Crisis as Social Autocatalysis. On the emergence and Utilization of Opportunities' (a very promising talk, a young researcher to follow; and -Daniela TERRILE, a women who is Professor in the Department of Design at the Polytechnic Institute of Milano, Italy. Her work was about 'Applications of the Target Constellation Model'. 2 other works were also very interesting but one was not into the book of abstracts (it was not peer-reviewed), the other one was into it but it was not pre-selected. No process is perfect. But the rule is the rule: no peer-reviewing, no preselection, means no competition. The important point is that few of the 'preselected and nominated, but not ranked in the top 3' participants said they will attend the next one edition of the Prize in Morocco. And other young researchers said they will do their best to attend another occurrence of the Prize. The Prize was opened to strengthen multi-disciplinary research and the multi-language communication of recent results, towards a worldwide education in Cybernetics and Systems Thinking (Bricage, 2017), which are aims of the Academy (Bricage, 2014). “Want to influence the world? THE EFFECTS OF RECOVERY TECHNIQUES TAUGHT TO CHILDREN AFTER TRAUMA EXPERIENCE ON THE COPING STRATEGIES

Through selecting and applying 24 professional physical development exercises for male students of Vovinam Club at FPT University Ho Chi Minh City (HCMC) for 6 month-period, the results showed that students' professional fitness who participated in the experimental group had a remarkable growth compared to the students participated in the control group. Specifically, the average of all 7 evaluation criteria had a statistically significant difference at probability threshold P <0.001. At the same time, through the results at the national student Vovinam tournament in 2019 (took place in Thua Thien Hue), 5 of 20 students participated in this experimental group, achieved excellent results with 5 medals of all kinds (include of 01 gold medal, 01 silver medal, 03 bronze medals). Thereby, it has contributed significantly to help FPT University HCMC rise to the rank second of Vietnam). Tactics Analysis of the Top Six Athletes of Men's 20km Race in Jakarta Asian Games

This article analyzes the segmental results of the top six athletes participating in the 20km men’s walking race in the Jakarta Asian Games and the average speed change trend of each segment by using methods such as literature data and mathematical statistics. The results show that China as a whole looks at China. The overall speed distribution of athlete Wang Kaihua and Japanese athlete Shanxi Lihe is the same. They are slow first and then fast. The other four athletes are all fast first and then slow; the first six athletes basically start with the slower speed is gradually accelerating. Wang Kaihua and Shanxi Lihe have relatively good acceleration ability in the first half and speed keeping ability in the second half. The other four athletes have different degrees of speed reduction in the second half. Chinese athletes Wang Kaihua and Jin, the gold and bronze medals were won forward. Wang Kaihua adopted a speed-shifting tactic. Gold forward adopted a follow-up tactic. Silver medalist Shanxi Lihe also adopted a follow-up tactic.

Is Truth the Gold Standard of Inquiry? A Comment on Elgin’s Argument Against Veritism

In True enough, (The MIT Press, Cambridge, 2017), Elgin argues against veritism, which is the view that truth is the paramount epistemic objective. Elgin’s argument against veritism proceeds from considering the role that models, idealizations, and thought experiments play in science to the conclusion that veritism is unacceptable. In this commentary, I argue that Elgin’s argument fails as an argument against veritism. I sketch a refutation by logical analogy of Elgin’s argument. Just as one can aim at gold medals and still find approximations to gold, such as silver and bronze medals, to be acceptable and honest achievements in competitive sports, one can aim at full truths as the paramount epistemic objective and still find approximations to truth, such as models and idealizations, to be acceptable and honest achievements in scientific inquiry.

Frequency of pathogenic/likely pathogenic germline variants in cancer-related genes among children with acute leukemia in Saudi Arabia.

The frequency of pathogenic/likely pathogenic (P/LP) germline mutations in cancer-related genes among children with cancer in highly consanguineous populations is not well studied. Whole-exome sequencing of germline DNA was performed in 60 children with acute leukemia. We used the St. Jude Pediatric Cancer Variant Pathogenicity Information Exchange (PeCanPIE) data portal for the classification of germline variants by the St. Jude Medal Ceremony pipeline. Fifty-seven patients had acute lymphoblastic leukemia (ALL) and three patients had acute myeloid leukemia. Parental consanguinity was present in 27 (45%) patients. All patients were of Arab ancestry. Three patients (5%) had a history of cancer in their siblings. Five patients (8.3%) had P/LP germline mutations in cancer-related genes. Three patients with B-ALL had heterozygous pathogenic mutations in TP53, BRCA1, and BRCA2; one patient with B-ALL had homozygous pathogenic mutation in PMS2; and one patient with T-ALL had LP homozygous mutation in AK2 that was associated with reticular dysgenesis. Among patients who had history of parental consanguinity, three (11%) had P/LP germline mutations compared with two (8%) in the absence of parental consanguinity. Fourteen (23%) patients had gold medal variants in cancer-related genes, 13 were heterozygous, and one was homozygous. Silver medal variants were present in 35 (58%) patients; all were heterozygous except one homozygous. Children with acute leukemia in Saudi Arabia had low frequency of P/LP mutations in cancer-related genes despite the high rate of consanguinity. Larger studies using whole-genome sequencing are needed to further explore the heritability of childhood leukemia.

Altitude and Heat Training in Preparation for Competitions in the Heat: A Case Study.

To quantify, for an elite-level racewalker, altitude training, heat acclimation and acclimatization, physiological data, and race performance from January 2007 to August 2008. The participant performed 7 blocks of altitude training: 2 "live high:train high" blocks at 1380m (total = 22d) and 5 simulated "live high:train low" blocks at 3000m/600m (total = 98d). Prior to the 2007 World Championships and the 2008 Olympic Games, 2 heat-acclimation blocks of ~6 weeks were performed (1 session/week), with ∼2 weeks of heat acclimatization completed immediately prior to each 20-km event. During the observation period, physiological testing included maximal oxygen uptake (VO2max, mL·kg-1·min-1), walking speed (km·h-1) at 4mmol·L-1 blood lactate concentration [La-], body mass (kg), and hemoglobin mass (g), and 12 × 20-km races and 2 × 50-km races were performed. The highest VO2max was 67.0mL·kg-1·min-1 (August 2007), which improved 3.1% from the first measurement (64.9mL·kg-1·min-1, June 2007). The highest percentage change in any physiological variable was 7.1%, for 4mmol·L-1 [La-] walking speed, improving from 14.1 (June 2007) to 15.1km·h-1 (August 2007). Personal-best times for 20km improved from (hh:mm:ss) 1:21:36 to 1:19:41 (2.4%) and from 3:55:08 to 3:39:27 (7.1%) in the 50-km event. The participant won Olympic bronze and silver medals in the 20- and 50-km, respectively. Elite racewalkers who regularly perform altitude training may benefit from periodized heat acclimation and acclimatization prior to major international competitions in the heat.

Milt Campbell: Olympic Decathlon Champion “Famous for not being Famous”

Abstract Milt Campbell, an outstanding African American athlete from Plainfield, New Jersey, captured the silver medal in the decathlon in the 1952 Olympic Games in Helsinki and garnered the gold medal in the same event in the 1956 Olympic Games in Melbourne. Despite these great performances, Campbell is arguably the least known of all the decathlon gold medalists from the United States and was very slow to receive the honors and awards he deserved relative to his Olympic triumphs in track and field’s most grueling event. This essay assesses the possible reasons why Campbell received belated honors and has been lost from historical memory, ultimately contending that it resulted from the years he spent living in Canada in relative obscurity, his outspoken position on racial issues, his tendency to shun the spotlight, and a combination of other factors.

Scientific activity of prince V.O. Kudashev on the development of theoretical and methodological principles of agronomy and animal husbandry (second half of the XIX century - beginning of the XX century)

The article highlights the research activities of Prince V.O. Kudashev on agronomy and animal husbandry. Both general and special methods of scientific cognition were used in the research. Based on the research, it was found that the results of unique studies conducted by V.O. Kudashev during 1878–1888 were the first in domestic branch science to experimentally prove the advantages of surface tillage as an effective way of preserving soil moisture. The prince proposed a specific plan for the application of agricultural measures aimed at optimizing the physical parameters of the soil to obtain sustainable winter crops in conditions of insufficient moisture, as well as improved the technology of harvesting cereals. The prince's research on animal husbandry is of scientific significance. Thus, in 1886, V.O. Kudashev was the first in the country to breed Karakul sheep. In his estate, the prince also successfully bred horses of the Orlovskyi breed. In 1887, as the owner of a first-class horse factory of 350 heads, he took part in the work of the horse department of the Kharkiv Agricultural Exhibition, as a result of which he received a large silver medal for four horses in the trotting department. His article, published in 1888 in the Journal of the State Horse Breeding, which presented the results of six years of experiments on fattening young animals with feeds containing phosphoric acid compounds, was scientifically fundamental and new for its time. The prince established the optimal dosage of the introduction of dibasic phosphate lime in the diet in the first two and 3-4 years of a horse's life on the background of unlimited nutrition. During the position of editor of three leading domestic industry publications during 1901–1904, another facet of V.O. Kudashev – as a great promoter of industry research – was revealed. Shortly after his appointment as editor, the Zemlerobska Gazeta magazine was awarded a gold medal at the 1902 International Exhibition of Magazines and Newspapers.His name is associated with constructive achievements and decisions that determined the further development of agricultural research in Ukraine for several decades to come.

Serving Patterns of Women's Badminton Medalists in the Rio 2016 Olympic Games.

The aim of the present study was to describe and identify the serving performance profiles of medalists during an elite women’s badminton tournament taking notational and temporal variables into account. The sample was composed of the 14 matches (n = 1,052 rallies) played by the three medalists during the 2016 women’s singles Olympic Games badminton event (Rio, Brazil). The independent variable studied was serving player (medalist/opponent); while the dependent variables were related to notational analysis: serve type, set, and point won by the server/receiver; and the time-related variables: number of strokes per rally, rally time, rest time, and frequency of strokes. The main results showed that: (i) temporal parameters were similar for total match duration but shorter for rally time, and longer for rest time and with more strokes per rally than found in previous research; (ii) the serve effectiveness showed neutral values when analyzing serving by all the players, medalists, and opponents (around 50%); (iii) the two-step cluster analysis identified how successful players used the serve when playing short rallies with backhand short and flick serves (cluster 1), and forehand long serves (cluster 2); and during long rallies with the use of the backhand short serve, forehand short serve and forehand long serve (cluster 3). On the other hand, medalists and their opponents used forehand long serves during set 1 with durations of 8.80 s (cluster 5); and the opponents showed an independent performance using the forehand short serve during sets 1 and 2 (cluster 4); and (iv) the classification tree analysis (Exhaustive CHAID) identified the importance of different serving patterns with the gold medal player using more backhand and forehand flick serves, and the main use of backhand short serves during sets 1 and 2 in all the tournament stages. The bronze medalist used more forehand long serves during all sets, and the silver medalist showed a mixed performance of serves using the forehand short serve, the backhand short serve and the forehand long serve. The current findings may help coaches and players to manage different serving and playing patterns during training and matches according to the serve and rally requirements.

Modern agriculture technologies and equipment - trends of an AGRITECHNIKA 2019 exhibition

The world largest specialized international agricultural exhibition AGRITECHNICA 2019 took place in Germany on 10-16th of November, 2019 at the Deutsche Messe exhibition hall in Hannover. The exhibition hall covered an area of over 320,000 m² and included 28 sites. All the world-leading companies in the industry were represented at the exhibition. Around 600 new companies used this international market platform to introduce their products. The slogan of the exhibition AGRITECHNICA 2019 is: Global Farming - Local Responsibility. About 300 new products were registered during the exhibition. The electromechanical gearbox EAutoPower was awarded by gold medal. Other 39 winners were awarded by silver medals. The exposition mostly included models of self-propelled traction and harvesting machinery, as well as machinery for tillage and crop care. Special attention was paid to improvement of the undercarriage systems and particularly to removable tracked running systems for tractors and other self-propelled vehicles with its tracked and wheeled-tracked embodiment versions. Almost every company showed different kinds of automation and robotization solutions for partial operations in agriculture, both for basic tillage and weed control. The big attention is drawn to the significant contribution of the results of cooperation of individual manufacturers to the formation of the overall image of the exhibition. Labor decentralization tendencies to achieve the best results by both complete machines production and separate components release were noted. The domestic manufacturer Rostselmash received particular acknowledgment by winning a silver medal for the development of night vision system RSM Night Vision. Everything mentioned above allows us to conclude that, undoubtedly, the level of technical and technological preparation of agricultural machinery and equipment is increasing, which entails an expansion of the technological component of agricultural work.

Among many other honours and signs of regard, he is Professor Emeritus at the University of Oslo and Member of the Norwegian Academy of Science and Letters, who awarded him their prestigious Fridtjof Nansen medal in 1999. He has also been honoured with the Silver Medal of Hagios Demetrios from the Holy Diocese of Thessaloniki, and is a Knight of the Order of Merit of the Italian Republic.

Andrey Gavrilovic Rusanov – the first Chairman of the Voronezh medical surgical society&#x0D; (to the 145th of birthday)

Andrew G. Rusanov (03.02.1874–9.10.1949) was born on 3 February 1874 in the city of Ostrogozhsk of the Voronezh province. Andrey Gavrilovich graduated from the 1st Voronezh classical gymnasium with a silver medal and the medical faculty of Moscow University (1989). In 1900 he passed the test for a senior doctor of medicine and in 1902 became a Zemstvo doctor and then head of hospitals in the Penza and Ekaterinoslav provinces. Andrey Gavrilovich Rusanov moved to Voronezh in January 1907 and took the position of senior doctor of the provincial Department and surgeon of the provincial hospital (1907-1919), organized and headed the Voronezh medical surgical society, created a paramedic and obstetric school. In 1912, Rusanov prepared and defended his doctoral thesis. In 1918, Rusanov Was elected head of the hospital surgical clinic of the Voronezh state medical Institute. During the great Patriotic war of 1941-1945 he worked in the hospitals of Voronezh, Tambov and Ulyanovsk. In December 1943 he returned to Voronezh and again headed the Department of hospital surgery. In Voronezh, he was the first to do an appendectomy, the surgery to children about brain herniation, successfully produced orthopedic intervention, first in the USSR made a successful resection of the stomach about a perforated ulcer. One of the first to apply bestmoney method of treatment of wounds. A. G. Rusanov the author of over 70 scientific papers, 3 monographs, under his leadership were defended 3 doctor's and 19 candidate's theses. Rusanov was awarded the Order of the red banner of labor and medals. In 1946 he was elected to the Supreme Soviet of the USSR. In 1949, Andrey Gavrilovich died. A. G. Rusanov named lane in Voronezh (1962). In the state archive of the Voronezh region there is a personal Fund of Rusanov (P-2980). Memorial plaques are devoted to it: on buildings of the 2nd and 3rd city hospitals of the city of Voronezh.

On PON XVIII/2012 Riau, achievements earned by West Java table tennis athletes were not the best. Those athletes only earned 1 silver medal and 1 bronze medal. One of several factors influencing these athletes achievement is physical condition of the athlete.Underwhelming achievements may be caused by discrepancy of athletes physical condition with Central KONI standards. This study aimed to describe predominant physical components of West Java table tennis athletes in PON XVIII/2012 Riau according to Central KONI standard. The study was conducted using descriptive study design andcross sectional approach using secondary data that has been measured by Sport Medicine field of KONI West Java. Secondary data consists of predominant physical components in table tennis athletes, which are strength, muscle endurance, power, flexibility, reactionspeed, and heart lung strength, that will be compared to Central KONI standard. Based on Central KONI standard, there were predominant physical component of West Java table tennis athletes in PON XVIII/2012 Riau still on deficient and adequate level, which were arm and shoulder muscle strength, leg muscle strength, abdominal muscle endurance, arm muscle power, and heart lung endurance in male athletes; and arm and shoulder strength, abdominal muscle endurance, leg muscle strength, and heart lung endurance in female athletes. There were still predominant physical components of West Java table tennisathletes that have not achieved good, very good or perfect category according to Central KONI standard. Hence, efforts to coach athletes through scalable and well programmed training are needed. In conclusion, an athlete can earn gold medal if predominant physical component capability of said athlete achieved good, very good or perfect category.
