О КРИТЕРИЯХ ВЫБОРА КАДРОВОГО КОНСАЛТИНГОВОГО АГЕНТСТВА. ПРОГРАММА АНАЛИЗА САЙТА

The article presents a program for analyzing the website of a personnel consulting agency. Consulting services in various fields are in demand on the market, especially in the HR field, the organization and work of which largely determines the success of the business as a whole. When an organization needs to invite a consultant, the question of finding a qualified specialist always arises. In addition to directly interviewing colleagues in the profession, there is a need to use some objective search options. In modern realities, the company’s website is the “facade” of any organization, reflecting all its achievements and shortcomings, “pros” and “cons” in its work, indirectly indicating attention to clients and awareness of their interests, which is useful to keep in mind even before you contact one or another agency for a specific service. We offer one of these tools, the measuring parameters of which may vary (the number and set of evaluation criteria themselves, as well as the measuring scale), but the principle of use itself remains constant. With the help of the program we offer, company managers and owners can independently search for and independently evaluate personnel consulting agencies based on an analysis of their website.

Fintech: A Stepping Stone Towards Financial Inclusion

Digital transformation underscored as the fourth industrial revolution has led to the emergence of various sophisticated technology-enabled financial services in various fields. One such major innovation called Fintech took place in the field of commerce and management as well. Fintech as the term implies is the combination of two terms Finance and Technology which simply means application of technology in the field of finance. Fintech refers to all the digital technologies that have the potential to transform the provision of financial services spurring the development of new or modify the existing business models, applications, processes, and products. Global adoption of FinTech is rapidly increasing due to its disruptive nature and is largely embraced by the various participants in the financial sector who are under served by traditional financial service providers. There exists a gap in the literature and visualization research on impact and future pathway of FinTech innovations in payments and financial services and role of financial regulations. This study aims to enrich the understanding of FinTech innovations in payments and financing and investigate the correlation and significance of regulatory framework in maintaining a fair ecosystem where the under served sections of the economy are included in the main stream economy. For this purpose, data were collected by using a well-designed Personal Interview Schedule and was circulated to 100 respondents under convenient sampling technique. The collected data were then analyzed with the help of statistical tools like Simple Percentage Analysis, Ranking method and Mean Percentage Analysis. The results of this study imply that the under served sections of the economy still remains the same and also provide a holistic insight to innovations in FinTech

Kinerja Pelayanan Dinas Perpustakaan Dan Kearsipan Provinsi Sulawesi Selatan

This research was conducted with the aim of knowing how the process of managing parking retributions in Makassar City, what are the obstacles experienced in its management so far, the mechanism of collection, deposit until it arrives at the acceptance process into PAD which leads to / is beneficial for the development of Makassar City. In the field of library and information services, the library provides library services in various fields of science such as social sciences, humanities, science and technology and many others. One of the areas of circulation that provides information services to the public, libraries are the places most visited by people who want to get information. In this way, service officers at this library are required to improve their performance in order to provide good quality service to the community. However, in reality the existing service structure at the South Sulawesi Province Library and Archives Service is not yet fully in line with what the community expects. Library development and empowerment has not been optimal and library services are also not satisfactory. The existing phenomenon is that the performance of employees and contract workers in providing services is not fully in line with what users and the public expect, so the quality of library services still needs to be improved. This research was conducted to determine the performance of library services at the South Sulawesi Province Library and Archives Service. 
 

ANALYSIS OF SCIENTIFIC AND METHODOLOGICAL APPROACHES TO OUTSOURCING EFFICIENCY ASSESSMENT

The scientific article implements a scientific investigation of the latest achieve­ments and developments of Ukrainian and foreign scientists and practitioners regarding the application of modern innovative business models, in particular the implementation of outsourcing, which enables the rationalization of management and production activities of enterprises and farms of all industries by transferring a certain part of their functions to enterprises partners, ensuring a reduction in overall costs and strengthening of their own competitive positions.
 On the basis of generalizing the developments of scientists, highlighted in a number of recent sources, eight main areas of application of outsourcing are highlighted, in particular: IT technologies, accounting, marketing, logistics, personnel management, legal support, production and economic activity and production of components.
 A careful analysis of scientific works devoted to evaluating the expediency of outsourcing in modern realities made it possible to identify certain problematic issues that require further processing and finding a solution: first, various scientists use a variety of different methods and approaches to evaluate the effectiveness of outsourcing services, which need to be streamlined; secondly, the selection of the most appropriate approach from this set necessitates the selection of key advantages and disadvantages of each of them.
 The main purpose of the article is the analysis and systematization of methods and approaches to evaluating the effectiveness of the implementation of outsourcing services in various fields of application, as well as identifying their main advantages and disadvantages.
 As a result of the study, based on a thorough analysis and generalization of the methods and ways of evaluating the effectiveness of outsourcing existing at the theoretical level and used in practice, five main scientific and methodological approaches were identified, and for each of them a description of the content was provided, key parameters were outlined, and positive and negative traits inherent in each of them were formulated. The fifth scientific-methodical approach is defined as the most expedient.
 The mentioned developments are the basis for conducting further scientific investigations, in particular, the justification and selection of components-indicators of the integral indicator of assessing outsourcing effectiveness.

Experience of the global fintech market: opportunities and threats for Ukraine

Introduction. In recent years, FinTechs have gained significant popularity in the world, as they open new opportunities for consumers to obtain remote access to a number of services in various fields. That is why it is relevant to determine the ways of development of the domestic innovative financial market, ways of establishing a strategic partnership of its stakeholders with key participants of the financial sector. Purpose. The purpose of the article is to study the foreign experience of using FinTech; identifying the advantages and disadvantages of using FinTech; study of the dynamics of the main parameters that characterize the development of FinTech; study of the prerequisites for the transformation of the domestic market in the conditions of the development of the digital economy. Method (methodology). The theoretical and methodological basis for the research was modern concepts, as well as the scientific achievements of domestic and foreign scientists in the field of innovations and the development of innovative digital technologies. The study of the essence of scientific categories, the analysis of statistical and analytical data was carried out using the methods of scientific abstraction, terminological and comparative analysis and synthesis; system-functional and functional-structural methods were used to study the relationships between economic parameters. Results. The article examines the interpretation of the definition "digitalization", summarizes the advantages and disadvantages of digitalization from the point of view of business entities, and identifies categories of digital products. The evaluation of the state of the modern global FinTech market deserves attention, in particular the determination of the dynamics of income of the Top-10 FinTech companies, the dynamics of the distribution of income of the TOP-10 FinTech companies by country of origin, the dynamics of the share of income of the TOP-10 FinTech companies in the total income of the FinTech industry , the dynamics of the distribution of FinTech investments by world region and the dynamics of the number of FinTech deals by world region over the past 5 years. The study of the dynamics of the TOP-10 values of DESI (Digital Economy and Society Index) across the EU member states made it possible to determine progress/regression in their digital development, identify obstacles to the development of FinTech on the European market, and formulate recommendations for their elimination. The conducted research provided us with information for forming conclusions regarding the prospects for the expansion of the FinTech ecosystem in Ukraine, as a potential innovation hub of Europe.

Digitalization of the administrative services in various fields of activity

The aim of the article was to analyze the state of the digital transformation of administrative services in various fields of activity. The main methodological tools were statistical, graphical, comparative analysis, and observation methods. The research found that national governments are taking a large number of initiatives related to digital public services. The DESI Index has shown itself to good advantage in the EU. It ranks Member States according to their digital performance and analyses their progress in providing e-government services. The AuroraAI programed developed in Finland will contribute to the improvement of electronic administrative services, smooth daily life, business, safe and ethical approach. The Finnish web portal My Kanta provides a wide range of applications that can be of benefit to citizens, healthcare professionals and organizations, government bodies. In Ukraine, the smooth functioning of the Diia web portal promotes the spread of digital skills, the inclusion of citizens in relation to receiving digital administrative services during the period of hostilities. Global geopolitical transformations have focused the efforts of states on strengthening intersectoral cooperation of public authorities in the digitalization of administrative services. The availability of such services for the elderly remains unresolved. The adaptation of the positive practices of the government of Finland in Ukraine will become a vector for further research and thorough studies during the post-war reconstruction of the state. Particular attention will be paid to the issue of availability of the services under research.

Security and Privacy Challenges using IoT-Blockchain Technology in a Smart City: Critical Analysis

A smart city is a comprehensive concept created by multiple digital industries. Smart city is a new generation of information technologies such as the Internet of Things, cloud computing, big data, and geospatial information to promote smart new ideas for urban planning, construction, management and services, power city operation and administrative management, industrial development, and public services in various fields. It is a modern high-end urban development form. A smart city is to establish a city center system by connecting terminals, applying information technology and network, and ultimately promoting the efficiency improvement and economic structure optimization in various fields. However, in the construction of smart cities, due to the sharing of a large amount of data, a lot of data leakage is caused, and data protection faces many challenges. The article first introduces the structure of smart cities, the challenges faced by smart cities in data protection and data privacy protection; then summarizes the characteristics, applications, and challenges of blockchain technology in the application of blockchain in smart cities, and makes reference to references. The corresponding comparisons are made, and the future challenges are finally summarized and proposed.

Using deep learning to detecting abnormal behavior in internet of things

<span lang="EN-US">The development of the internet of things (IoT) has increased exponentially, creating a rapid pace of changes and enabling it to become more and more embedded in daily life. This is often achieved through integration: IoT is being integrated into billions of intelligent objects, commonly labeled “things,” from which the service collects various forms of data regarding both these “things” themselves as well as their environment. While IoT and IoT-powered decices can provide invaluable services in various fields, unauthorized access and inadvertent modification are potential issues of tremendous concern. In this paper, we present a process for resolving such IoT issues using adapted long short-term memory (LSTM) recurrent neural networks (RNN). With this method, we utilize specialized deep learning (DL) methods to detect abnormal and/or suspect behavior in IoT systems. LSTM RNNs are adopted in order to construct a high-accuracy model capable of detecting suspicious behavior based on a dataset of IoT sensors readings. The model is evaluated using the Intel Labs dataset as a test domain, performing four different tests, and using three criteria: F1, Accuracy, and time. The results obtained here demonstrate that the LSTM RNN model we create is capable of detecting abnormal behavior in IoT systems with high accuracy.</span>

Black-Box Audio Adversarial Attack Using Particle Swarm Optimization

The development of artificial neural networks and artificial intelligence has helped to address problems and improve services in various fields, such as autonomous driving, image classification, medical diagnosis, and speech recognition. However, this technology has raised security threats that are different from existing ones. Recent studies have shown that artificial neural networks can easily malfunction by adversarial examples. The adversarial examples operate the neural network model as intended by the adversary. In particular, adversarial examples targeting speech recognition models is an area that has been actively studied in recent years. Existing studies have focused more on white-box methods. However, most speech recognition services are provided online and involve black-box, making it difficult or impossible for adversaries to attack. Black-box attacks have several challenges. Typically, they have a low success rate and a high risk of detection. In particular, previously proposed genetic algorithm (GA)-based attacks are at a high risk of detection because they require numerous queries. Therefore, we propose an adversarial attack system using particle swarm optimization (PSO) algorithms to address these problems. The proposed system uses adversarial candidates as particles to obtain adversarial examples through iterative optimization. PSO-based adversarial attacks are more efficient in queries and have a higher attack success rate than the adversarial methods using GAs. In particular, our key function is that temporary particle generation maximizes query efficiency to reduce detection risk and prevent wastage of system resources. On average, our system exhibits 96% attack success rates with 1416.17 queries, indicating that is 71.41% and 8% better in terms of query and success rates than existing GA-based attacks, respectively.

21세기 들어 새로운 개념과 기술로 각광받는 메타버스는 기술의 혁신적인 발전과 더불어, 또한 팬데믹 현상과 맞물려 폭발적인 가능성을 인정받고 현대 산업의 다양한 분야에 상용 서비스를 개시하기에 이르렀다. 문화예술 분야 역시 메타버스의 신개념과 신기술의 자장 안에 놓이게 되었고, 그 중에서 메타버스의 가상영역은 특히 전시 공간의 새로운 확장과 관람객의 큐레이션(curation) 역할을 주어지게 했다는 점에서 주목할 만한 가치를 가지고 있다. 이미 메타버스 서비스가 제페토, 스페이셜 등 업계 서비스로 상용화 되었으며, 전시 체험의 새로운 감각을 확장했다는 것은 여러 사례를 통해 입증되었다. 메타버스 기술은 또한 기존의 물리적인 시 공간과 제약에서 벗어나 대안적이면서 획기적으로 전시공간을 공유와 향유 중심인 공간으로 바꿔나가고 있다. 실물과 물질화 위주의 전통적 대면의 아날로그 전시방식을 비 물질화 된 플랫폼 전시라는 새로운 개념의 전시 디자인과 체험 공간으로 발전시키고 있는 것이다. 원고는 메타버스 서비스가 전통적인 전시 공간의 역할에 새로운 문제를 제기하며, 그 활용과 가능성을 제시함으로써 관람자 중심의 새로운 전시 관람 행태를 형성하고, 메타버스의 활용과 메타버스 기술이 미치는 미래 전시 공간과 활용 가능의 범주를 미술관과 박물관이 디지털 아카이브 공간에 적용 가능하도록 재고하는 단초를 제공하며, 나아가 예술 작품의 원본성의 가치를 공고히 할 수 있는 가능성에 대해서도 예측해 보고자 한다.Metaverse, which has been spotlighted as a new concept and technology in the 21st century, has been recognized for its explosive potential in line with the innovative development of technology and has launched commercial services in various fields of modern industry. The field of culture and arts has also been placed in the magnetic field of new concepts and new technologies of Metaverse, and among them, the virtual area of Metaverse is particularly valuable in that it has given a new expansion of exhibition spaces and curation for visitors. Metaverse services have already been commercialized as industry services such as Zepeto and Space, and it has been proven through several cases that they have expanded their new sense of exhibition experience. Metaverse technology is also shifting away from the existing physical time and constraints and transforming the exhibition space into a space centered on sharing and enjoyment. It is developing a new concept of exhibition design and experience space called a de-materialized platform exhibition in the traditional face-to-face analog exhibition method focused on real-life and materialization. The Plaintiff raises new issues in the role of traditional exhibition spaces, creates new exhibition viewing behaviors centered on viewers by presenting their utilization and possibilities, provides a clue to reconsider future exhibition spaces and available categories for art galleries and museums to apply to digital archives.

Фінансове забезпечення критичної інфраструктури

An analysis of the experience of financial support for the formation and development of critical infrastructure in foreign countries has been carried out. It is noted that the critical infrastructure provides the necessary services in various fields to maintain their smooth state. It is determined that its financing is carried out by attracting resources from various sources, which include public, private and mixed (public-private) projects, as well as funds of financial intermediaries. Mechanisms for financing critical infrastructure used in foreign countries are revealed. Considerable attention is paid to the issues of regulation operations of financial support for the functional capacity of critical infrastructure. Issues of financial risks of critical services and the factors that affect them are covered. It is noted that to limit them, portfolio approaches have been introduced to place the mobilized resource in infrastructure projects, as well as measures of state and non-state support are applied (guarantees, insurance programs, granting preferences, etc.). Particular attention is paid to the impact of the Covid-19 pandemic on the application of financial support for critical infrastructure upgrades and provision of critical services. It is noted that such changes require a significant increase in costs for increasing investment activities in infrastructure, support for private investment, improving the attraction of funds of specialized financial companies to invest in infrastructure projects. The mechanisms implemented in order to solve such problems are identified. Recommendations are given to take into account the experience of foreign countries in the application of measures to finance critical infrastructure in Ukraine. Abstract:Objective: To explore the pharmaceutical care services during mass gathering (MG) Hajj at the healthcare organizations in Saudi Arabia (SA). Methods: It is a descriptive analysis of a newly established program at the MOH in SA called MG pharmaceutical care program during Hajj and Umra Seasons, which was analyzed within the Pharmacy Strategic Plan 2012-2020 and update the plan with new Saudi vision 2030. Results: MG pharmaceutical care program is a new program established by the healthcare organizations in the last four years, which amongst to provide pharmaceutical care services in various fields. Conclusion: The mass gathering of pharmaceutical care services is a new initiative, part of the mass gathering medicine. The program should expand after the foundation stage with performance indication monitoring and follow up. Further assessment of the new project is required to validate the clinical and economic outcomes to research the high level of quality and professionalism in the future. SYNERGY OF LEAN TECHNOLOGIES AND DIGITALIZATION IN THE CONTEXT OF INCREASING THE EFFECTIVENESS OF PROCESSES IN AN EDUCATIONAL INSTITUTION

Digitalization of universities is an actual trend of our time, due to the direction of development of the Russian economy, focused on improving its efficiency. The tools for achieving this goal are largely lean and digital technologies.The existing regulatory framework of the Russian Federation in the field of effective development is analyzed. The object of analysis is federal and national projects and programs, the purpose of which is to increase labor productivity, ensure the quality and accessibility of services in various fields. The existence of links between federal projects aimed at improving the efficiency of various sectors of the economy through the introduction of lean manufacturing and projects aimed at creating a digital space is demonstrated. The necessity of conforming the development path of educational structures to the vectors of modern social development is substantiated in terms of transferring their internal processes to a qualitatively new level using lean technologies and digitalization of processes. The experience of implementing projects for improvements using lean technologies and digitalization at the Kuban State Medical University is described. The analysis of the effectiveness of projects implemented in the framework of the concept of "Lean university", with the use of digitalization and without its use. Conclusions are drawn about the limitations of the use of digitalization to improve the efficiency of processes, the risks of its use in educational institutions, as well as the need for the synthesis of lean technologies and digitalization in the context of the effective development of organizations.

This research was conducted to confirm how or strategies to resolve applicant complaints regarding the passport queuing registration policy, and its benefits in being able to find out the constraints and shortcomings that are owned so that it can optimize the use of the queuing system and can and can also conclude how the implementation should be implemented in order to minimize passport applicant complaint.
 
 

Retooling GSM-based Services to Link Rural Farmers with Knowledge Experts

Information is one of the most important elements that support the agriculture industry today. ICT-based information systems such as social media, websites, multimedia, mobile apps and other technology driven initiatives were initiated by organizations to disseminate knowledge products. However, with most third world country’s poor ICT infrastructure furthered by the involvement of technology deprived users, an ICT tool to share information has to be chosen well noting its availability, applicability and practicality for the common end-users. This quantitative research explores and establishes the use of GSM-based services for its potential role as an alternative communication and information sharing/access tool for both rural farmers and knowledge experts such as the academe. It is a fact that basic or traditional way of texting and voice calls have been in use in the past decade as communication tool. However, this study’s aim is to establish a theoretical GSM-based model framework that integrates new technological and management features to upscale this service thus, the term “retooling”. The result of this study will be the basis of the actual implementation of the framework as the succeeding part of this study. This paper’s output can be used as guide for researchers, academicians, extension service workers, project managers as well as organizations planning to offer similar technology-based services in various fields.

Perancangan Sistem Informasi Konsultasi Akademik Berbasis Website

In this era of modernization, a successful consultation process can increase its efficiency and effectiveness by utilizing information technology that has been successfully developed by the internet. The development of computer technology, encouraged communities and groups to compete to improve the quality of their services in various fields. Awareness of this must also be used by the Higher Education Institution as a student provider. The computerized Academic Consultation System that is used through the internet network is needed to facilitate students to carry out the coaching process together with academic advisors. This system is very easy to control and evaluate as a whole based on the College Leaders or other implementers at the Faculty level. The system development model used in this study is model prototypes and data collected through observation, interviews and literature. The programming language used is PHP and the software interface for designing using Adobe Dreamweaver CS. Making a database using MySQL with the XAMMP application. The system testing was using black box testing and the results found that the system can run well and in accordance with their respective functions.

An Improved UAV-PHD Filter-Based Trajectory Tracking Algorithm for Multi-UAVs in Future 5G IoT Scenarios

The 5G cellular network is expected to provide core service platform for the expanded Internet of Things (IoT) by supporting enhanced mobile broadband (eMBB), massive machine-type communication (mMTC), and ultra-reliable low latency communications (URLLC). Unmanned aerial vehicles (UAVs), also known as drones, provide civil, commercial, and government services in various fields. Particularly in a 5G IoT scenario, UAV-aided network communications will fulfill an increasingly important role and will require the tracking of multiple UAV targets. As UAVs move quickly, maintaining the stability of the communication connection in 5G will be a challenge. Therefore, it is necessary to track the trajectory of UAVs. At present, the GM-PHD filter has a problem that the new target intensity must be known, and it cannot obtain the moving target trajectory and the influence of the clutter is likely to cause false alarm. A UAV-PHD filter is proposed in this work to improve the traditional GM-PHD filter by applying machine learning to the emergency detection and trajectory tracking of UAV targets. An out-of-sight detection algorithm for multiple UAVs is then presented to improve tracking performance. The method is assessed by simulation using MATLAB, and OSPA distance is utilized as an evaluation indicator. The simulation results illustrate that the proposed method can be applied to the tracking of multiple UAV targets in future 5G-IoT scenarios, and the performance is superior to the traditional GM-PHD filter.

Blockchain-based Multi-Purpose Authentication Method for Anonymity and Privacy

Various applications using smart contract, a leading application technology of blockchain, are being rapidly introduced to the industrial sector. As a result, services in various fields are actively being developed. Currently, most of the services are offered on a variety of platforms, not blockchain-based. If these services are linked to prepaid features that provide anonymity in smart contracts, a more diverse service scenario could be created. In this paper, we propose scenarios that provide certification for various purposes based on smart contracts. It provides a scenario that provides the privacy of the contract signed by the customer while retaining the anonymity provided by blockchain. Smart contracts register keys that do not give a clue to guess the encoding keys and deliver hash functions of the child keys that change each time with authentication parameters.In addition, the master seed that can generate these authentication parameters is designed to be kept only by the user and the service provider to be able to verify them. It is proposed by considering both a single service provider transaction and a smart contract authentication model that is shared with a large number of service providers. To generate these child keys, we proposed a mechanism to use the method of generation of child keys based on the Elastic Curve Cryptography public-key method. Various attack scenarios were analyzed to complement the scenario and the efficiency of the proposed mechanism was analyzed.
