Application of artificial intelligence methods in solving information security problems: effectiveness and relevance of research results of Russian scientists

The purpose of this study is to evaluate the effectiveness of research results of Russian scientists and specialists in 2013–2019 in the field of artificial intelligence methods in solving information security problems. The analysis was carried out on the basis of RSCI databases (Russian science citation index), taking into account a number of scientometric indicators: the publication activity of researchers – the annual number of their publications based on research results, as well as the citation of these publications and the demand for the results of work.The author identify the dynamics of the formation of indicators of publication activity: there is a continuous increase in the number of publications in this field of knowledge throughout the analyzed period up to 2019 inclusive. At the same time, the growth in their number in 2019 exceeded the figures of 2013 by more than six times. This fact indicates the explosive growing interest of Russian researchers in the analyzed area of knowledge (even in the 2014 crisis). It is noted that the citation index, despite its minimum value in 2015, reaches its maximum in 2017, exceeded the value in 2013 more than twofold.The most popular research results are highlighted in 2017. The minimum demand was observed in 2 015 (this indicator may have been affected by the 2014 crisis). At the same time, the maximum of 2017 was 20% higher than the value of 2013 and more than twice the minimum value of demand for 2015. Small indicators of demand for research results in 2019 are obviously due to the same reason as for low citation indicators this year: the slow "response" of the scientific community to the current year's publications.The directions of research in the field of information security, the results of which were distinguished by their high demand, were determined.The article provides illustrations reflecting the results of the study.

Research Performance of Indian LIS Faculties from Central Universities: A Scientometric Exploration through the Lens of Web of Science (WoS)

This study explores the research performance of LIS faculties from Central Universities of India through Web of Science using scientometric indicators. It was observed that there were 81 LIS faculties working in 17 Central Universities in India. A total of 157 unique publications were retrieved belonging to 42 LIS faculties from 14 Central Universities. BibliometrixR and VOSviewer were used for analyzing and visualization of data retrieved from WoS. Mukherjee B, of BHU, emerged as the most influential author (faculty) of LIS in terms of publications, citations, h-index and g-index. BHU was the most productive Central University in terms of LIS research. DESIDOC Journal of Library and Information Technology emerged out as the most productive source for LIS research while Scientometrics was the most cited source. “India” and its related terms were central to LIS research as observed from Author’s keyword analysis.

Nephrology Publications of Bibliographic Coupling and Co-authorship Network using VOS viewer: A Scientometric Profile

The study has made an attempt to explore the co-authorship network and bibliographic coupling with institutions, authors, and countries based on the research output of Nephrology. Using the Web of Science core collection citation database from the Clarivate Analytics, a total number of 2626 literature found by the researcher and the total citations in global level was 11, 993 and the total cited references were 84, 129 and the total authors was 10, 846, a total number of core journals was 595 and institutions (3494), Institution with subdivision (6630), and 108 total countries have participated in the study. The scientometric indicators and computer software applied for the present study to retrieve appropriate results on Nephrology research such as Average citation per paper (ACPP), Exponential growth rate (EGR), VOS viewer mapping software, HistCite software, Microsoft Excel, and Microsoft Word to bring out fruitful results.

Obesity researches in youth: A scientometrics study in Middle East countries.

Background:The alarming trends of obesity/overweight in youth have been interested policy makers and other stakeholders to exact follow and analysis of related scientific evidence. The present paper quantify the trends of outputs of youth obesity/overweight researches in Middle East countries.Materials and Methods:The Scopus database systematically searched as the most comprehensive multidisciplinary database, for all related obesity/overweight that focused on youth age groups concerns, from 2000 to 2017. These scientometrics analysis included the trends of scientific products, citations, and other scientometric index in Middle East countries.Results:During 2000–2017, in the field of youth obesity, 2350 papers published (0.40% of total 591,105 indexed paper of this region) by Middle East countries. In this regard, Iran with 574 publication (24.43%) had the first rank. After that Turkey and Saudi Arabia, respectively, with 489 (20.81%) and 313 (13.32%) papers, had the next ranks. Over 18-year period, based on the findings all of Eastern Mediterranean countries follow the progressive plans for topics related to youth obesity. Between them, Iran and Turkey have significant growth rates (0.77% and 0.40%, respectively). Scientometric indicators such as “number of published papers,” “number of citations” confirmed that during the 2000–2017 the P-trends of total number of related published papers and the correspond citations, in region countries, were significant (2168 papers and 34,132 citations, P < 0.001).Conclusion:Most of countries at global and regional levels follow ascending trends in publications and citations in obesity/overweight fields. Iran's position has grown significantly among them. Maintaining and promoting this position requires careful planning and special attention. The findings also could be used for better health policy and complementary researches.

The Opportunities of the Performance-based Publication Model in Hungary

The performance-based publication model is a direct rewarding system among the scientific community, referring to the reward that authors receive for their publications. The amount of the reward depends on the citation index level of the journal in which a given article is published. Based on international best practices, the paper aims to investigate the possibilities of the implementation of this publication model within the Hungarian context. The model’s main advantage is that rewarding takes place at the individual level so its distribution is independent from the institutional level. After reviewing the best practices used in various countries worldwide, an empirical analysis is carried out which is based on the total number of publications in Hungary in 2019 indexed by Scopus. It means a total of 12,281 publications, based on scientometric indicators. Two models are used, model A considers the Hungarian co-authorship rate of the publications while model B takes the amount of the reward into account based on the publication without the co-authorship rate. Results show that in Hungary, the disciplines of Medicine and Engineering are the most competitive at an international level where we find a high proportion of highly indexed Q1 and Q2 publications. Beside these, results demonstrate the dominance of multiple authorship and journal articles in the research sample. As a conclusion, the proposed publication model could be implemented within the Hungarian context, based on the analysis, its estimated cost would be around 6 billion Hungarian forints.

A look at modern education and scientometrics through the prism of information economy and science development

In the conditions of informatization of society and the information economy, there is a need for objective quantitative and qualitative assessment of research activities of scientists and organizations, including in the sphere of education involving scientific discipline of scientometrics. The article substantiates the feasibility of conducting scientometric research, shows the methodology for evaluating its effectiveness and realization of scientific potential in the context of an increase in information flows, development of science and modern education, as well as presents existing methods of scientometric research and scientometric indicators used in the world practice in the perspective of information competence and informatization of education.

ТЕХНОЛОГИЯ БЛОКЧЕЙН: НАЧАЛО, НАСТОЯЩЕЕ, БУДУЩЕЕ

Since the beginning of the second decade of the 21 st century, a new blockchain technology (which has not yet been widely used in Russia) has appeared in the world. The paper considers the history of its origin, the stages of implementation, the current state and prospects of development; it gives ex- amples of implementing the technology in the world and in various spheres of the Russian economy including the example of launching a digital platform for knowledge exchange and copyright management for the Ministry of Education and Science of Russia and that of the successful implementation of blockchain technology in Moscow and in a number of regions of the country with electron- ic remote voting during the elections of deputies to the State Duma of the 8 th convocation in September 2021, etc. The article also analyzes the positive dy- namics of the growth in publication activity and citation of Russian researchers in this field of knowledge in 2015–2020. Based on scientometric indicators and using the RSCI system the authors identified promising areas of research for Russian scientists in this subject area among them are legal aspects of the use of smart contracts and blockchain technologies under Russian law; blockchain as a communication basis for the formation of the digital economy: advantages and challenges; approaches to international regulation of cryptocurrencies in certain foreign jurisdictions; cryptocurrency and blockchain technology in the digital economy: the genesis of development; blockchain as a technology for changing existing business models. In conclusion, the paper highlights the main issues that at present slow down the active introduction of blockchain technology in Russia among them an issue of the lack of an appropriate full- fledged legal framework in this area; the lack of a single arbitrator who would be trusted by all users of the technology, etc.

БАЗОВЫЕ РЕГИОНАЛЬНЫЕ НАУЧНЫЕ КЛАСТЕРЫ РОССИИ

The paper analyzes the scientific activity of Russian organizations in the three regional scientific clusters of Russia (Moscow, St. Petersburg and the cluster of the Moscow region), the results of which in a number of branches of science are characterized by high values of the demand, citation and Hirsch indices obtained on the basis of scientometric indicators (publication activity, citation, Hirsch index) from the database of the Russian Science Citation Index (RSCI). At the same time, 11 such natural science branches were identified in the Moscow cluster (chemical technologies and industry, geodesy and cartography, biology, physics, communications, chemistry, biotechnology, astronomy, electrical engineering, electronics and radio engineering, geography) and corresponding organizations in each of these branches of science, in St. Petersburg-six (electrical engineering, physics, geology, electronics and radio engineering, geodesy and cartography, mechanics), in the Moscow region cluster – five (physics, instrumentation, chemistry, chemical technologies and industry, nuclear engineering). The three leaders in the index of demand for research results in the Moscow cluster include the L.Y. Karpov Research Institute of Physics and Chemistry (branch of science – chemical technologies and industry), the Research and Design Institute of Information, Automation and Communication in Railway Transport (geodesy and cartography) and the Institute of Micro-Production (biology). The Moscow Region cluster is dominated by the Institute of Microelectronics Technology and High-Purity Materials of the Russian Academy of Sciences (physics), the Joint Institute for Nuclear Research (instrumentation) and the Institute of Engineering Immunology (chemistry). Among the leaders in the St. Petersburg cluster are the M.A. Bonch-Bruevich St. Petersburg State University of Telecommunications (electrical engineering), Peter the Great St. Petersburg Polytechnic University (physics) and I.S. Gramberg Research Institute of Geology and Mineral Resources of the World Ocean (geology).

Comparative analysis of Avian Conservation and Ecology (ACE) and Zoological Research (ZR) journals based on citation using Scimago journal rank

Researching in Sophisticated laboratories, must be back by the publishing of rigorous experiments results ensuring the quality standards. This research paper uses various tools and criteria to determine the scope and impact of a scientific journal which are based on citation data from journal articles. When selecting targets for publication and evaluation of research results, the use of journal ranking tables based on cited measures reduces uncertainty. Researchers, scholars, and information scientists are encouraged to use journal quality indicators to evaluate journals in their areas of interest. Using Scopus, the world's largest index database, the SCImago Journal and Country Rank (https://www.scim agojr.com) website rank journals based on a variety of measures, including the SJR H-index on International collaboration and various citation indicators. Using data from the SCImago Journal and Country Rank databases, the current study examines the citation-based scientometric indicators of two important journals, Avian Conservation and Ecology (ACE) and Zoological Research (ZR), between 2011 and 2020.

Порівняння методик ранжування науковців на основі індексів Гірша та PageRank: суперечливі ситуації

Experiments aimed at comparing different methods of estimating and ranking scientists and researchers on the base of their publication activity are reported. Scientometric indicators based on h-index and PageRank are being compared. For such a comparison, a graph of citations represented by a matrix was applied. An example when different methods lead to opposite results was described. For example, authors having the best PageRank-based estimations may have the least h-indices. Such a situation is possible when a high-cited author managed to obtain a key result cited by all the other authors but this author has few papers. A comparison with methods of expert estimations was carried out, which appears to be very useful for building automated systems combining various methods of algorithmic estimating and ranking. The Analytic Hierarchy Process was applied. For building pairwise comparison matrices, transitive scales with a parameter representing how much times the next level of advantage is bigger than the previous one were harnessed.

Covid-19 and Food &amp; Nutrition: A Scientometric Assessment of Global Publications During 2020–21

The study presents a scientometric analysis of 878 globally published publications on ‘Covid-19 and Food & Nutrition’ research with the aim to understand the status of research at the global, national, institutional and individual level. The data retrieved for the study was sourced from the Scopus database covering the period from 2020–21. The study provides an insight characteristics and performance of ‘Covid-19 and Food & Nutrition’ research, using scientometric indicators to evaluate the productivity and performance of the most productive countries, organisations, authors, journals and high-cited papers. The VOS viewer and Biblioshiny were used to visually display bibliometric network of countries, organisations, authors, high-cited papers, journals and keywords respectively. The USA tops as the most productive country in the subject. The study also provides a window to key institutions and authors in ‘Covid-19 and Food & Nutrition’. Nutrients and Clinical Nutrition ESPEN were observed to be most productive journals. The results from this study may provide valuable information for researchers and policymakers to identify present and future hotspots in ‘Covid-19 and Food & Nutrition’ research.

Taking the right care of scientometric indicators will take care of research quality

Science has recently been accelerating at a fast rate (∼3.5% per year in the compound annual growth rate of the number of papers published in scientific journals, according to Scopus source). There are now more scholarly communications than ever before, and scientists have too many choices of journals to read, refer, and where to submit: therefore, the evaluation of the performance of each journal has become necessary to delineate impact and contribution of any journal in its respective field of interest and application.

РЕГИОНАЛЬНЫЕ НАУЧНЫЕ КЛАСТЕРЫ РОССИИ

The paper analyzes the scientific activity of Russian organizations in five regional scientific clusters of Russia (Yekaterinburg, Novosibirsk, Tomsk, Tyumen, Irkutsk), the results of which in a number of natural science branches of sciences are characterized by high values of the demand index V, citation C and Hirsch H, obtained on the basis of scientometric indices of organizations (publication activity P, C and H) from the database of the Russian Science Citation Index (RSCI). Two such scientific branches have been identified in the Yekaterinburg cluster: geology and mechanics. In the Novosibirsk cluster, where the maximum number of leading organizations is noted, the latter are represented in such research areas as chemistry, physics, cybernetics, electrical engineering, mathematics, electronics and radio engineering, automation and computer engineering, computer science, energy, chemical technologies and industry, geology. In the Tomsk Scientific Cluster, the leading positions of organizations are noted in chemistry, cybernetics, mechanics, chemical technologies and industry, biology. In Tyumen the leadership of organizations in the following scientific fields is noted: chemistry, geophysics, mining. According to the results of the study, it was also revealed that in the by far the biggest number of organizations that are part of the five analyzed scientific clusters, the maximum value of the Hirsch index exceeds 16, which indicates, firstly, the global level of scientific activity of Russian researchers in the relevant branches of science, and, secondly, in the identified organizations, a high level of publication activity based on the results of research should be expected in the future.

НАУКОМЕТРИЧЕСКИЕ ПОКАЗАТЕЛИ ПУБЛИКАЦИОННОЙ АКТИВНОСТИ РОССИЙСКИХ УЧЕНЫХ В ОБЛАСТИ ЭКОЛОГИИ (2016-2020 ГГ.)

The article presents the results of scientometric analysis of the Russian document flow in the field of ecology over the past 5 years (2016-2020) based on scientific citation databases (Web of Science Core Collection (WoS CC), Scopus, Google Scholar and RSCI), special attention is paid to WoS CC and Scopus. The leading positions in the number of publications were identified (the first 3 positions are considered): authors, affiliated organizations, funding organizations, branches of science, types of documents, publications. The data on the scientometric indices of the publication activity of Russian scientists in the field of ecology are considered in more detail especially according to such indices as the number of publications, the number of citations, the Hirsch index and the percentile for the RSCI core. The article presents dynamics of the publication activity of Russian researchers in the field of ecology on the considered databases of scientific citation, as well as it gives a comparison of indices and the years in which the largest number of publications are recorded. The study revealed a possible correlation of the international and national events with a surge in the publication activity of Russian researchers. It is noted that the scientometric analysis of the industry document flow allows the solution of following tasks: to identify the most productive authors, to identify organizations whose employees are actively publishing in the area, to highlight the organizations participating in the funding of scientific research in the area under consideration, to determine the branches of science in which scientific research is developing in the area.

Imaginary Units of Publication Activities in Consumer Society

Consumer society is associated with abundance of goods and services. Usually the scientific activity is not among them. Meanwhile, with scientometric indicators introduction, science activity acquired characteristics of consumer society in which it runs. The publication activity in modern circumstances got in track of consumer focus: authors, journals and mediators became economical actors, and scientific text became the product of “sings absorption and absorbed by signs”. Was it possible to avoid it? - this question is without answer. It is clear that imposing quantitative scientometric indicators became the catalyst of this process.

Specificity of social adaptation of university teachers approaching retirement age

The article presents a sociological analysis of a topical research problem related to the study of the specifics of social adaptation of university teachers of pre-retirement age. A focused interview method was used (a qualitative strategy was used). The respondents were university professors aged 58 to 64 (women and men, respectively, of pre-retirement age). The research was of a pilot nature; it pursued the goal of collecting preliminary primary information on the problem of social adaptation of teachers of pre-retirement age working in higher educational institutions. As a result of the study, the following results were achieved: respondents are much more concerned about the difficulties of adapting to the status of a «teacher of pre-retirement age» than to the changes in their health status; the overwhelming majority of respondents would like to continue their professional activities when they reach retirement age; the main factor influencing the fulfillment of the obligatory scientometric indicators by teachers is a favorable moral and psychological climate in the work collective and cooperation between members of the teaching staff of different age groups. The potential of personnel development in the higher education system is, among other things, in the successful social and professional adaptation and cooperation of teachers with different teaching experience.

Reforming science in Russia through the eyes of youth

The article is devoted to elucidating the spectrum of opinions of young (up to 35 years old) employees of the Scientific Research Institute of Scientific Centers of the Siberian Branch of the Russian Academy of Sciences (Krasnoyarsk, Tomsk, Irkutsk) about the radical reform of the Russian Academy of Sciences, science as a profession, its place and role in the country, and the value of fundamental science. The bulk of the respondents were chairmen and active members of the Councils of young scientists of institutes. The evidence of serious claims presented by scientific youth to the current style of leadership of science by the state is shown, it is shown that with the transfer of control levers to the hands of the Federal Agency for Scientific Organizations (FANO), this problem has not lost its relevance, in particular, the results show a high degree of dissatisfaction young people the established practice of budget financing of scientific research, which is characterized primarily by the instability of the receipt of funds. It is shown that for scientific youth the problem of stability, predictability of the situation, the possibility of deep planning of the research horizon is no less important than for senior colleagues. A significant proportion of respondents radically assessed thesituation inside the RAS. Recognizing the undoubted importance of the Academy of Sciences for the development and organization of scientific research, young scientists insisted on the need for academic science to meet the time, timely and adequately responding to all kinds of challenges. It was this Academy of Sciences, in their opinion, that was not enough, which became one of the most important prerequisites for reform. Assessing the criteria and mechanisms for assessing the intensity and effectiveness of scientific work (from science as a whole to a specific institute and an individual scientist), young researchers also expressedwell-grounded claims, emphasizing the dominance of formal scientometric indicators in post-reform Russian science. Assessing the relevance of the task of rejuvenating science, noticeable personnel shifts, many respondents recognized its importance; at the same time, in their opinion, such a task was not in the spotlight. Young employees of academic research institutes did not support the widespread opinion about the sharp activation of scientific emigration among young people in connection with the reform. In general, the scientific youth, when assessing the prospects of both science in Russia as a whole and their own, expressedcautious optimism.

Method for Assessing the Thematic Proximity of Scientific Magazines

The paper describes an algorithm for determining the thematic proximity of magazines. The results of its software implementation can be used to solve the following urgent tasks: clasification of the scientometric indicators values in the evaluation of scientific activity; assessment of the main trends in the development of the main scientific areas; determination of the relationships between data in information systems for constructing ontologies and defining safety rules within the framework of the ABAC model; creation of effective and convenient mechanisms for searching for scientific information. A feature of the presented algorithm is the use of the co-authorship graph for constructing the thematic proximity metric and the ability to process magazines in different languages, which is difficult to implement for other thematic analysis algorithms based on the analysis of full-text information. The software implementation of the presented algorithm is used in practice in the scientometric system "ISTINA".

BDS in the context of achievements

Impact Factor (IF) means the scientometric index that represents the average annual number of citations that manuscripts published in a specific journal received in the last two or three years [1, 2]. It expresses the relative importance of the journal in the field from the view of scientific community.&#x0D; Different databases have their own impact factor calculation based on the citations in the indexed journals.&#x0D; For the journals that are indexed on Web of Science, they are ranked by JCR (Journal Scientific Report)/ISI (Institute for Science and Information) in JIF (Journal Impact Factor). For Scopus by SJR (Scimago Journal Rank-citescore)/SNIP (Source Normalized Impact per Paper); etc.&#x0D; Since we got Scopus indexation in 2017, BDS has been growing its CiteScore index from 0.3 to 1.0 in 2020 [3]. This bibliometric index shows a positive trend for BDS during the last years. Our team is focused on the future with a score higher than “1.0”.&#x0D; Furthermore, BDS improves its Editorial Board. Twenty-four section editors and 30 assistant editors are directly involved weekly with the process of the manuscripts submitted to the journal. Opportunities arising from the pandemic brought improvements in the speed of evaluation process, in the distribution of the steps, in the partnership, digital or remote meetings, and visibility of the journal.&#x0D; The communion of ideals among the team members led BDS to a high profile on social networks as Instagram, Facebook and LinkedIn. Scientometrics — a need or a fashionable trend?

The papaer presents a review of some publications on the history of the development, formation, functions and capabilities of scientometrics, as well as the state of Russian science and its role on the international arena. The thoughts regarding the role of scientometrics in modern scientific research are stated. To date, scientometrics provides a number of possibilities. First of all, it is a system for monitoring publication activity of scientists around the world. Obviously, the main goal is structuring scientific publications with the following improvement of scientific activity. Howewer, are modern scientometric indicators objective in relation not only to the number, but also to the quality of scientific publications? Is the notorious Hirsch index an ideal parameter for evaluating the performance of researchers? Are there any prospects for scientometrics in the modern scientific world, or is a worthy alternative to currently used methods for assessing scientific activity required? These and many other questions are raised by the authors in this article.
