It is shown that the world scientific community has accumulated considerable experience in the field of ensuring the economic security of organizations on the principles of standardization. The results of content analysis of the standards of economic security in Russia and developed foreign countries are presented. It is substantiated that the necessary condition for the participation of economic agents in ensuring national and economic security is the use of international and national business continuity standards. It is shown that the application of the PDCA model contributes to the formation of an integrated system of standardizing processes in the field of economic security, including the development of standards and regulations at the national level and their implementation in the activities of enterprises and organizations. It is substantiated that for the successful implementation of the business continuity management standard in the Russian Federation, it is necessary to adapt its provisions to the practice of the subjects of the national economy. It is proved that the activity aimed at ensuring the economic safety of organizations, which is based on the principles of standardization, encourages all participants of the process to constantly introduce new methods and mechanisms of business continuity, which give the activity a long-term, sustainable character.

Raiding as a Treat to Economic Security of Kuzbass Coal Mining Enterprises

The paper deals with the phenomenon of raiding, which has become widespread and poses a threat to economic security of Russia in recent years. The wave of raiding is aimed at coal mining enterprises of Kuzbass, which have a stable holding structure and rising property prices due to development of strategic markets. In Russia almost all cases of hostile acquisition are accompanied by violation of civil, administrative, financial and criminal legislation. Raiding the market for corporate control caused by imbalance of current structure of ownership and control. The effect of raider acquisitions is damage to economy, social sphere and investment climate of Kuzbass and Russia. More aggressive and less civilized nature of raider acquisitions in Russia in comparison with other countries is conditioned by the specifics of socio-economic and institutional environment. In this regard, raiding in Russia doesn’t lead to effective distribution of rights to economic assets, but to aggravation of socio-economic and legal problems. Development trends of raiding currently characterized by a growing number of participants and complexity of forms of hostile acquisitions and ways of providing exposures.

Sustainable Development Strategy for Russian Mineral Resources Extracting Economy

The immaturity of strategic and conceptual documents in the sphere of sustainable development of the Russian economy had a negative impact on long-term strategic forecasting of its neo-industrialization. At the present stage, the problems of overcoming the mineral and raw material dependence, the negative structural shift of the Russian economy, the acceleration of the rates of economic growth, the reduction of technological gap from the developed countries become strategically in demand. The modern structure of the Russian economy, developed within the framework of the proposed market model, does not generate a sustainable type of development. It became obvious that in conditions of the market processes' entropy, without neo-industrial changes, the reconstruction of industry on a new convergence-technological basis and without increasing the share of high technology production the instability of macroeconomic system, the risks of environmental and economic security of Russia are growing. Therefore, today we need a transition from forming one industry development strategy to the national one that will take into account both the social and economic and environmental challenges facing Russia as a mineral resources extracting country.

The current state of inventive activity in Russia is considered. It is shown that Russia isn't included even into ten world leaders by the number of received pa-tents for inventions whereas until recently it was among the top three. It significantly reduces the poten-tial of innovative development of the Russian Federa-tion. Measures which can help to stimulate inventive activity are given. The main of them are: stimulation of intellectual potential (IP) increase of the organization staff capable to be engaged in inventive activity and preparation of specialists in higher education institutions with high IP and having basic knowledge for inventive activity; use of modern economic institute of the public-private partnership (PPP) for detailed study of inventions and introducing them in production. It is most appropriate to use tools of PPP in the form of regional or regional venture funds. The considered measures can help, at the first stage, to intensify inventive activity in Russia, and, therefore, to improve its innovative potential that will lead, as a result, to strengthening of economic security in Russia.

General technical and technological requirements to the system of innovative machine technologies and machinery

The technical and technological requirements to the system of machines are given now only for certain groups of technical means, which does not reflect the values and development of the entire system. The paper deals with the basic general requirements to the system, including aspects of technological and technical basis for sustainable food and raw materials supply for Russia's economic security and formation of technical policy. The system of basic technologies is defined; it should consist of a set of machine process modules that are necessary for the implementation of the entire set of operations of agricultural production. It is found that a promising range of machinery must contain technologically, technically and economically optimal set of standard series, including their constituent equipment with indication of modifications and models in production, united by common economic purpose and complete production technology. It is noted that the developed ranges of the technical means should comply with the progressive innovation trends of scientific and technical and technological progress. It is proposed to put into operation the systematized basic requirements for all main types of agricultural machinery. They should reflect the typical basic indicators for each type of machine. It is found that certain standard sizes of technical means require to cite only those indicators by which they differ from the basic model. The paper summarizes the requirements to the technical and economic efficiency of the system of technology and machinery with highlighting the innovations in the system.

Development of a Methodology for the Economic Assessment of Managerial Decisions as a Factor of Increased Economic Security

The article notes that the emergence of such a phenomenon as the interdependence of security and development, the so-called security-development nexus, becomes a determinant during the development of strategic documents at all hierarchical levels. It gives relevance to the search for methodological solutions that would on a strategic level take into account any potential threats to economic security, and on a tactical level provide for pragmatic actions that are not in conflict with the strategic development vector of business entities. The authors identify the instability factors that pose a real threat to economic security. They substantiate the expediency of forming a new model of the national economy development with a focal point on new industrialization. The article factors in the most important trends in the development of the global economy that determine the strategic vector of enhancing the economic security in Russia. It is ascertained that in the conditions of new industrialization, the intellectual core of the high-tech economy sector is formed by convergent technologies (NBICS technologies). The authors offer a methodological approach to the economic assessment of managerial decisions in the context of uncertainty. They also identify methodological principles that must be taken into account in developing a modern methodology for the economic assessment of business decisions. The principles include forming a preferred reality, or the so-called “vision of the future,” the priority of network solutions as the basis for the formation of new markets; mass customization and individualization of demands, principal changes in the profile of competences that ensure competitiveness on the labor market, use of the ideology of inclusive development and impact investment that creates common values. The proposed methodology is based on the optimum combination of traditional methods used for the economic assessment of managerial decisions with the method of real options and reflexive assessments with regard to entropy as a measure of uncertainty. The proposed methodological approach has been tested in respect of the Ural mining and metallurgical complex.

THE EFFECTIVENESS OF THE IMPLEMENTATION OF YOUTH POLICY AT THE INDUSTRIAL ENTERPRISES AS A CONDITION FOR ECONOMIC SECURITY OF RUSSIA

The article is devoted to questions of efficiency of realization of youth policy at the industrial enterprises as a condition for economic security of Russia. Several reasons contribute to the relevance of the study, including the lack of diagnostics and a comprehensive social monitoring of the implementation of youth programs at enterprises and organizations There are the lack of system diagnostics and comprehensive social monitoring of the implementation of youth programs at the enterprises and in organization among them. The aim of the study is to develop proposals and recommendations for improving youth policy in enterprises. The authors analyze the objective and subjective indicators of effectiveness of implementation of the corporate youth programs and introduce the results of a survey of 300 young workers of industrial enterprises of the Sverdlovsk region. This study revealed a contradiction. On the one hand, the satisfaction of young workers measured aspects of work and implementation of youth programs in the enterprise is high enough. On the other hand, objective indicators of efficiency of realization of youth programs at the enterprises indicate the presence of serious problems in attracting and retaining young workers in the enterprise. Theoretical and practical significance of the research lies in the fact that the authors have made measurements of the efficiency and effectiveness of youth programs at the enterprises of the Sverdlovsk region, and also received information that allows you to enter in the action: diagnostic system for the youth sector, the implementation of youth programs in industrial enterprises; a regular diagnosis of the problems and needs of young employees (by opinion polls); monitoring of the effectiveness of work at the enterprise for adaptation of young workers and the implementation of the youth corporate programs. The study was conducted at the initiative of the Ministry of physical culture, sport and youth policy of the Sverdlovsk region, the Department of youth of the Ural Federal University at the enterprises of the Sverdlovsk region in the framework of the agreement with the Russian center of Patriotic education No. Н803.210.02/15 "Organization of work with youth at the enterprises of the Sverdlovsk region".

International Tax Planning Methodology and Best Practices of Russian Economy Deoffshorization

The purpose of the article is identification of the international tax planning methodology and methods of deoffshorization of the modern Russian economy in order to determine the direction of their improvement, taking into account the need to ensure the economic security of Russia. The article defines the tax planning objectives, content and technology. The article defines a place of the tax planning in the system of tax management. There is a definition of concept and content of the international tax planning as the tax planning method. We have analyzed the different techniques of the international tax planning, most commonly used by the Russian organizations, including the method of offshore. Using the analysis of current statistical data, we have assessed the impact of the international tax planning with the use of low-tax jurisdictions on the economies of capital donor country. There is an estimation of the Russian economy offshorization extent and effects in terms of the economic security. We have analyzed and characterized the tax methods of the Russian economy deoffshorization. The article provides specific recommendations on improving the new Russian methods of the offshore tax regulation and correction of the international tax planning methods under the new conditions - with respect to the improvement of the Russian CFC rules, the new rules on legal entity residence, and the beneficial owner.
