SHORT-STAY ACCOMMODATION OFFERED VIA ONLINE COLLABORATIVE PLATFORMS IN ROMANIA. A PRE- AND POSTPANDEMIC COMPARISON

The tourism industry has experienced significant growth in recent years, except for the COVID-19 pandemic. The pre-pandemic period was quite favorable for accommodation platforms, but the COVID-19 pandemic had a significant impact on them between 2020 and 2021, which however were able to recover in the post-pandemic period. Once the travel restrictions were imposed in 2020, the possibilities for international travel were also limited, both in terms of the legal regulations imposed by the authorities and the desire of people to avoid unnecessary exposure to health risks. However, in 2021, some countries have lifted restrictions, which has led to a gradual recovery. In this article we want to analyze some statistics on short-stay accommodation in Romania in the period 2018 - 2022. The article is based on data provided to Eurostat by four international platforms (Airbnb, Booking, Expedia Group and Tripadvisor). Following the analysis of the data at the Romanian level, we could observe that in the pre-pandemic period the number of nights spent via collaborative platforms registered an increase, after which the pandemic period determined a significant decrease in the number of nights spent. After the pandemic period the number of nights spent was again on an upward trend, even exceeding the prepandemic period. However, the ratio of domestic to foreign overnight stays changed in the post-pandemic period. In Romania, the share of domestic guest nights has increased.

Nasal High-Frequency Oscillatory Ventilation Use in Romanian Neonatal Intensive Care Units-The Results of a Recent Survey.

Nasal high-frequency oscillatory ventilation (nHFOV) has emerged as an effective initial and rescue noninvasive respiratory support mode for preterm infants with respiratory distress syndrome (RDS); however, little is known about nHFOV use in Romanian neonatal intensive care units (NICUs). We aimed to identify the usage extent and clinical application of nHFOV in Romania. A structured web-based questionnaire was designed to find the rate of nHFOV use and knowledge of this new method of noninvasive respiratory support in Romanian level III NICUs. Using multiple-choice, open-ended, and yes/no questions, we collected information on the NICU's size, noninvasive respiratory support modes used, nHFOV use, indications, settings, nasal interfaces, secondary effects, and equipment used. Descriptive statistics and comparisons were performed using IBM SPSS Statistics 26.0. A total of 21/23 (91.3%) leaders from level III NICUs (median [IQR] number of beds of 10 [10-17.5]) responded to the survey. The most frequently used noninvasive ventilation modes were CPAP mode on mechanical ventilators (76.2%), followed by NIPPV (76.2%); heated, humidified high-flow nasal cannula (HHHFNC) (61.9%); and nHFOV (11/21 units; 52.4%). A total of 5/11 units reported frequent nHFOV use (in two or more newborns/month) in both term and preterm infants. The main indications reported for nHFOV use were CPAP failure (90.9%), hypercapnia (81.8%), and bronchopulmonary dysplasia (72.7%). Face/nasal masks and short binasal prongs are the most commonly used nasal interfaces (90.9% and 72.7%, respectively). Air leaks at the interface level (90.9%), thick secretions (81.8%), and airway obstruction (63.6%) were the most frequently mentioned adverse effects of nHFOV. Only three of the NICUs had a written protocol for nHFOV use. Most units not yet using nHFOV cited lack of equipment, experience, training, or insufficient information and evidence for the clinical use and outcome of nHFOV use in neonates as the main reasons for not implementing this noninvasive respiratory mode. Our survey showed that nHFOV is already used in more than half of the Romanian level III NICUs to support term and preterm infants with respiratory distress despite a lack of consensus regarding indications and settings during nHFOV.

Evolving Patterns of Labour Migration from Romania in the Aftermath of the COVID-19 Pandemic

Abstract This paper examines the specifics of the migration process in recent years, from before the COVID-19 pandemic to the post-pandemic years. It focuses on the reasons why Romanian citizens choose to emigrate to other EU member countries and explores the factors that motivate their return. The paper also includes a bibliometric analysis of the literature on labour migration during the pandemic and post-pandemic period, with a focus on the works published in the period 2019-2024, as well as a detailed analysis of data collected at the Romanian level by the National Employment Agency (ANOFM), reported for the period January 2019 - September 2023. Main results entail clear trends and intentions of Romanians to work abroad in the coming years, considering the skills and competencies that will be required in the future in a globalized digital economy and the training and knowledge of certain fields of activity.

The circular economy in Romania and in the EU Member States

Abstract The transition to a circular economy could bring many benefits, such as: Reducing the pressure on the environment, improving the security of supply of raw materials, increasing the competitiveness of businesses, stimulating innovation, boosting economic growth and not least creating new jobs. The aim of the work is to highlight the situation of Romania compared to the Member States of the European Union as regards indicators specific to the circular economy. To achieve this aim, the following indicators have been analyzed: Trade in recyclable raw materials, circular use rate of material, municipal recycling rate, and private investment in circular economy sectors, both at Romanian level and across all EU Member States, in the period 2010-2020. The countries with the largest amounts of recycled raw materials are Germany and the Netherlands with more than 1,5 million tons in 2020 and the country-wide extra-EU trade in recyclable raw materials was 25,2 thousand. The Netherlands, Belgium and France are the leading figures for the use rate of recyclable metals. However, the highest recycling rate was registered by Germany with 67%, with Romania among the last countries.

Regulation and Certification of (Bio)Medical Engineers: A Case Study on Romania.

This paper analyzes the Romanian biomedical engineering educational path and certification process in European and international contexts and emphasizes the existence of a deficient operationalization of this qualification and profession, arguing that the domestic shortcomings are both a consequence of an unquestioned process of adopting European and even international classification schemes, and of insufficiently developed national administrative capabilities to properly implement the aforementioned classification frameworks. The core part of the article investigates the current academic track of the biomedical engineering specialization and scrutinizes the classification of occupations at different jurisdictional levels. The conclusions of the study indicate that one of the possible solutions for improving this unsatisfying status quo comes from a better communication between the national and European levels, and by their pro-active involvement in the international attempts of reviewing and refining the existing frameworks. The article ends with several recommendations and policy proposals meant to strengthen the role of various profession-certifying European documents, as well as to alleviate the regulatory deficiencies that this specialization has at Romanian level, in order to maximize its potential in the labor market.

Abstract Accounting it’s an important component of the economic information system. E. Horomnea believes that through specific means and procedures, accounting provides: clarifications of the past and the present of the economic entities, pertinent analyzes that are directed to the market; provides guidance on the strategic future; provides motivations and solutions for the decisions made. This article will analyze the evolution of managerial accounting from traditional costing to the new guidelines, when the issue of creating added value and managing third parties needs represents the future of any information system. After 1987 there are continuous changes and concerns, not only at Romanian level but at world wide scale.

Conflict of Interests Under Romanian Public Procurement Rules. Pros and Cons of the Prevent System

The article starts with a short analysis on the main features of the definition of conflict of interest under public procurement laws at EU and Romanian level. Although it is a positive thing having a definition of conflict of interest in the current Public Sector Directive, a close look at this definition could raise some practical issues. Yet, this definition highlights the importance of prevention in detecting a potential or an actual conflict of interest. Thus, when a conflict of interest seem to occur, a contracting authority could take several measures from debarment of a bidder, exclusion of a member from the evaluation committee or even termination the public procurement contract. Since it obvious that is easier to limit the occurrence of this kind of situations, Romania has implemented the Prevent system since 2017. The Prevent system is designed to electronically detect a potential case of conflict of interest in public procurement procedures. Yet, Prevent system has its own limitations resulting from: (i) the category of persons under scrutiny and (ii) the number of exclusions form Prevent. Thus, the purpose of this article is to show that a great emphasis should be put also on raising awareness at the contracting authority level by updating the current internal procedures and monitoring the internal level of awareness. A starting point for such an update could be the example of contracting entities in energy sector that drafted detailed codes of conducts and internal policies addressing this issue. In this line, we must underline the fact that the employee’s level of awareness of conflict of interest rules is a minimum indicator under the Anti-Corruption National Strategy for 2016-2020.

Clean Energy, a Sine Qua Non Condition for Sustainable Development

Starting from the reality that Europe is in full transition, the aim of this study is to carry out an analysis to determine the contribution of renewable energy sources to primary energy production and also to determine the impact of the increase in the share of renewable energy on energy prices, on the economy. The study is based on the 2011 – 2015 information taken from the most recent studies conducted at EU and Romanian level on action plans on renewable energy sources and energy efficiency. On the basis of the data collected, the analysis focused on the share of renewable energy sources in energy production and primary energy production from renewable sources divided by individual sources and the structure of consumption on the main activities of the national economy to see how various factors influence the future of clean energy and the impact on energy prices. For analysis, a dynamic analysis tool was used, the Risk module in the Palisade software package, which through a series of simulations allows combining the identified uncertainties. The results of the analysis and simulations carried out made highlight the best scenarios of increasing the share of renewable sources in energy production, to lower energy prices and to sustainable economic growth.

A succinct picture of national goals and the evolution of the areas of smart specialisation in Romanian research have been outlined by reviewing research policies at EU and Romanian level.

DYNAMICS AND EFFICIENCY OF EVENTS TOURISM, FACTORS IN GLOBAL ECONOMIC GROWTH

Meetings, Incentives, Conventions, and Exhibitions (MICE) is an elite segment of tourism linked to business tourism. It has become dynamic worldwide in recent years. The efficiency of tourism events emerges with the connection between the corporate world and world travel organizations. This connection is a dynamic link that is profitable for all parties involved. Currently, about 40% of the activity and profit is due to worldwide business travel and the event industry. This paper aims to highlight the efficient role of tourism events through the dynamic “Convention Bureau”, at both the international and Romanian level, in terms of global economic growth. We found from the study of this activity sector that one of the important directions of innovation and raising the competitiveness of the tourist offer of any country is given the additional service diversification by stimulating tourism dynamics of events. The advantages and benefits that may be mentioned in business events tourism are revenues from services such as accommodation, facilities conference, catering, leisure, transport and entertainment. These revenues are stimulating the growth of the world economy.

This article intends to show the distance between work-life balance as a political and social issue at the EU and Romanian level, through the lens of the local gender equality policies following the process of EU accession. The article provides, in its first part, a brief presentation of the main theoretical axes structuring the available literature, followed up by the analysis of the occurrence of the work-life balance issue at the European level. Then the study examines the normative dimension of work-life balance in post-communist Romania, seeking to understand to what extent work-life balance policies have been designed and implemented in the last 25 years.

"Particularities Concerning The Beneficiaries Of Audit Services Provided By The Big 4 Companies: Evidence From Romania "

This study aims to explore some particularities concerning the Romanian audited entities which are oriented mainly towards contracting audit services from the largest companies providing auditing services (Big 4 companies). The assessment criteria taken into consideration for the differentiation of the beneficiaries of the audit services, at Romanian level are related to competitiveness, to the structure of share capital and to the nature of the audited entities' management. There was taken into consideration the impact differentiation of each indicator, by coefficients of importance. If at international level, previous results show a supremacy for the Big 4 audit services providers, not the same situation confirms at Romanian level. The results show that only 18% of the sampled audited entities benefit from audit services provided by the Big 4, irrespective of their level of competitiveness, the structure of share capital or the structure of management.

The role of stakeholder attitudes in managing contaminated sites: survey of Romanian stakeholder awareness

The past decade has seen substantial policy effort directed at promoting the reclamation and reuse of urban brownfield or potentially contaminated land. This paper is based on the results of a survey regarding the role of stakeholder attitudes in managing contaminated sites at the Romanian level. Findings indicate that effective policies and programmes need to be framed within an understanding of the different needs of national development. While different perceptions were identified in regard to the meanings of several concepts and terms used in this field, important aspects related to the need for developing a correctly ranked and coordinated decision-making process were also identified. Additional findings indicate gaps in the legal mechanisms intended to promote brownfield rehabilitation in the course of redevelopment. At the same time, the survey respondents suggested several recommendations such as the necessity of developing a risk assessment to establish the level and extent of contamination that can endanger human health and the environmental integrity on a site and also the need for greater compatibility between land-use planning processes and environmental legislation related to contaminated site management. The paper presents general conclusions engaging all the recommendations drawn from the survey questionnaire as well as from the general current situation in Romania.

An empirical approach to traditional products from Europe compared to the traditional ones from Romania

The traditional products exploitation is the source of income for many European manufacturers who have obtained the certification of traditional products at European level; thus, many of them avoided bankruptcy. This research has proposed to find out the situation at European and Romanian level for traditional product certification. In the end, conclusions were drawn based on the results, followed by ways to improve the situation in Romania.
