Examining the contribution of community participation in water resource production and management: perspectives from developing countries

As a result of climate change and rapid urbanization, attention increasingly turns to the management of water resources. Proper management of water resources has become a core concern for development practitioners and national governments, especially in the developing world. Accordingly, Community Participation (CP) has been touted as a viable model for managing water in resource scarce regions. This paper synthesizes literature written both from practice-focused and critical-academic perspectives by (1) examining the historical roots of CP theory and (2) reviewing its contribution in water resource production and management. By focusing on these two areas, the paper engages with the issue of water management in this century of climate change, while tracing the theoretical and historical roots of CP. Furthermore, by providing a comprehensive assessment of community participation and its contribution in water resource production, the paper lays the ground for a more in-depth analysis of CP as a central development strategy. Overall, the findings demonstrate CP as a development theory that was well grounded in the African traditional ethos. Using participatory mechanisms communities have managed to deliver development dividends such as maintenance of watersheds and other environmental preservation activities. On the western front, the role of CP has been well established on the principle of democratic governance. In a similar vein, from the Asian perspective, the concept of participatory development is reflected in the legendary work of Mahatma Gandhi. In the domain of water service, the review demonstrates that CP is the panacea of good governance and development. It leads to promoting and protecting the hygiene quality of potable water, enhances sustainability of water supply systems, and leads to the establishment of well-designed/well-constructed water service facilities. We conclude by suggesting that; (a) managers of community water supplies schemes together with their development partners should support CP as the most viable policy for improving water service delivery in this era of climate change and rapid urbanization and (b) we note that while no doubt remain on the prowess of CP theory as a tool for success in the water service sector, more specific case studies based on comparative evaluation are still needed to synthesize context-specific evidence.

The role of community participation in primary health care: practices of South African health committees.

Community participation is an essential component in a primary health care (PHC) and a human rights approach to health. In South Africa, community participation in PHC is organised through health committees linked to all clinics. This paper analyses health committees' roles, their degree of influence in decision-making and factors impacting their participation. Data were collected through a mixed-methods study consisting of a cross-sectional survey, focus groups, interviews and observations. The findings from the survey were analysed using simple descriptive statistics. The qualitative data were analysed using thematic content analysis. Data on health committees' roles were analysed according to a conceptual framework adapted from the Arnstein ladder of participation to measure the degree of participation. The study found that 55 per cent of clinics in Cape Town were linked to a health committee. The existing health committees faced sustainability and functionality challenges and primarily practised a form of limited participation. Their decision-making influence was curtailed, and they mainly functioned as a voluntary workforce assisting clinics with health promotion talks and day-to-day operational tasks. Several factors impacted health committee participation, including lack of clarity on health committees' roles, health committee members' skills, attitudes of facility managers and ward councillors, limited resources and support and lack of recognition. To create meaningful participation, health committee roles should be defined in accordance with a PHC and human rights framework. Their primary role should be to function as health governance structures at facility level, but they should also have access to influence policy development. Consideration should be given to their potential involvement in addressing social determinants of health. Effective participation requires an enabling environment, including support, financial resources and training.

A multilevel mixed effects analysis of informal carers health in Australia: the role of community participation, social support and trust at small area level

BackgroundInformal carers suffer from worse health outcomes than non-carers due to their caregiving role. Yet, in a society carers health is as important as that of their care recipients. This study investigated the self-assessed mental and general health outcomes of informal carers in Australia. It evaluated the influence of carers’ personal social capital- a logically linked sequence of their social behaviour such as community participation, social support and trust in others- on their health outcomes. The study estimated the magnitude of small area level variation at Statistical Area Level 1 (SA1) along with individual level variation in carers’ health outcomes.MethodsThe study used a multilevel mixed effects cross-sectional design using data from the Household Income and Labour Dynamics of Australia survey, wave 14. It included Australians aged 15 years and older that were surveyed in the year 2014. The sample consisted of 12,767 individuals and 5004 SA1s. The outcome measures included- mental health, general health and physical functioning, domains of the Short Form 36 Questionnaire, a widely used multi-dimensional measure of health-related quality of life.ResultsInformal carers suffered from poor mental (Beta = − 0.587, p = 0.003) and general health (Beta = − 0.670, p = 0.001) outcomes compared to non-carers in Australia. These health outcomes exhibited significant variation acrossSA1s in Australia, with 12–13% variation in general and mental health. However, within small local areas, differences at the individual level, accounted for most of the variation in outcomes. Moreover, levels of community participation, personal social connection and trust, as perceived by individuals in the communities, had a positive influence on both mental and general health of carers and non-carers, and were more beneficial for carers compared to non-carers.ConclusionIt seems that the positive influence of social capital for carers helps them in coping with the negative impact of their caregiving duty on health outcomes. Findings suggested that some targeted community support programs for carers to build on their personal social cohesion and trust in their community could help in improving their poor health profiles. Moreover, improved informal carers’ health may help the health system in better managing their resources.

Supporting People’s Right to Participate in the Community: OT Practitioner Perspectives

Three interviews yielded four themes: OT’s role in CP, professional context, professional resources, and the “how to ” of CP. Findings demonstrate that OTPs have an important role in addressing CP. The Effect of Principal’s Competence and Community Participation on the Quality of Educational Services

This research was conducted at Public Elementary School 68 Palembang with 34 teachers as respondents in the study sample. In this study there are three research variables consisting of two independent variables Principal Competence (X1) and Community Participation (X2), and one dependent variable Quality of Educational Services (Y). The extent to which the realization and role of community participation in education depends on the understanding of the community itself in education, and depends on the ability of the school. Quality education services are educational services that are in accordance with the plan and achieve the goals set and can meet the expectations and needs of customers. The results obtained in this study illustrate that the quality of educational services in Public Elementary School 68 Palembang is very good and can meet customer needs.

Community participation in school management from the viewpoint of relational trust: A case from the Akatsi South District, Ghana

There remain research gaps concerning how community participation in school management leads to educational outcomes. This paper explores the following research question: how do managerial and pedagogical factors in school management affect educational outcomes from the viewpoint of relational trust? The qualitative case study in Ghana revealed that low community participation, provoked by conflicts over a chieftaincy issue, affected learning outcomes owing to a lack of relational trust among actors and factors in school management. This points to the significance of community development, which plays a foundational role in community participation in school management.

Based on these problems, the formulation of the research problem is: (1) How is the quality of learning in MAN 2 Lubuklinggau (2) How is the implementation of Madrasah Based Management in improving the quality of learning in MAN 2 Lubuklinggau (3) What are the supporting and inhibiting factors that influence the Implementation of Madrasah Based Management in improving the quality of learning at MAN 2 LubuklinggauThis research is a qualitative descriptive research. With the Head of Madrasa as the research subject. In collecting data, the authors use the method of observation, interviews and documentation. Data is collected from the information specified, the results relevant to the problem under study are analyzed quantitatively through the process of data collection, data reduction, data presentation and drawing conclusions.The results of this study indicate that the quality of the learning process in Madrasah Aliyah Negeri 2 Lubuklinggau can be said to be good. This is evident from the teachers who teach in accordance with their respective educational qualifications. With the Implementation of Madrasah-Based Management in improving the quality of learning at MAN 2 Lubuklinggau, it reveals the Management of Madrasas, the performance of Madrasah Heads / teachers, and the role of Community Participation. The implementation of the Madrasah-Based Management Program will be carried out well with the collaboration between Curriculum Management and Teaching Programs, Management of Education Personnel, Student Management, Financial Management and Financing, Management of Educational Facilities and Infrastructure, Management of School and Community Relations, and Management of Special Services.

COMMUNITY SUPPORT AS AN ALTERNATIVE AND COMPLEMENTARY SOURCE OF FUNDING BASIC EDUCATION IN NIGERIA

The paper discussed the roles of communities as alternative and complementary source of funding basic education in Nigeria. The roles of communities in the provision and management of basic education in Nigeria cannot be over emphasised. The Universal Basic Education Commission, in realization of the indispensable role of community participation in basic education delivery, initiated in its reform programme ,various ways through which community mobilization can be harnessed for sustainable development. Some of these, as highlighted in the paper, include building schools, recruitment of teachers, payment of salaries, provision of furniture, water supply, toilets, etcetera. The role of community participation in solid waste management in Sub-Saharan Africa: a study of Orlando East, Johannesburg, South Africa

ABSTRACT Solid waste management (SWM) is a challenge in poor urban neighbourhoods in sub-Saharan African cities. It is in this perspective that this paper examines the role of community participation in SWM in Orlando East, Johannesburg, South Africa. Using a qualitative research methodology inspired by the traditional participatory research approach, the results of this study suggest that the residents of Orlando East are aware of the problems of SWM. However, none of them have been involved in SWM initiatives taking place in their respective jurisdiction. This study argues that lack of awareness and low community participation in SWM exacerbates the problems in poor urban communities. What seemed to be the case in Orlando East is that the community expects the municipality to meet these challenges. However, the municipality has made it clear that they have limited resources to effectively address these challenges. Therefore, the findings of this study highlight the importance of community participation in SWM to mitigate problems and establish good working relationships between local authorities, the municipality and PIKITUP.

The role of social capital in the recovery of cultural built heritage

PurposeSocial capitals in a community are in the form of bonding, bridging and linking through social networks. This paper aims to determine the role of social capital in the recovery process of cultural heritage sites. It identifies the existing social capital and the role of community.Design/methodology/approachThe paper is based on the existing literature reviews complemented by the questionnaire survey. Three disaster-affected cultural heritage sites in Kathmandu were selected for the study. The questionnaire survey and group discussion with 300 disaster survivors were conducted.FindingsThis paper discusses social capital and its limitations for recovery. It proposes a new model of disaster recovery based on social capital and community.Research limitations/implicationsThis research is based on the region with high social capital. Therefore, researchers are encouraged to test in the low social capital community.Practical implicationsThe approach of disaster recovery discussed in this paper can be implemented in the cultural heritage rebuilding after the disaster.Social implicationsThis paper is based on social capital and community involvement. This paper identifies the importance of community involvement in the recovery.Originality/valueThe paper identified that during the recovery, in addition to social capitals, the role of community participation is unavoidable. This paper demonstrated how recovery is complicated despite external resources without community participation.

The Role of Community Participation in the Development of Lau Debuk-debuk Hot Spring in Doulu village, Karo regency

This study aims to describe the community participation role, the supporting and inhibiting factors in the development of the Lau Debuk-debuk hot spring tourism object in Doulu village, Berastagi District, Karo regency. This study employed qualitative research method. The locations of this study were in the tourism and cultural office of Karo regency, Head office of Doulu village, Berastagi district, Karo regency & Lau Debuk-debuk hot spring tourism object itself. Interview technique was utilized as the technique of data collection. The informants in this study consisted of the Doulu village community, tourism and cultural office staff of Karo regency, village government, entrepreneurs, and tourists around Lau Debuk-debuk. The results presents that the community participation aspect in the development of the Lau Debuk-debuk hot spring tourism object in Doulu village, Berastagi district, Karo regency has begun to develop compared to previous years. Then, the supporting factors for the development of tourism objects include strategic locations, facilities (hotels, restaurants, & attractions), and environments (accessibility, amenities & attractions). On the other hand, the inhibiting factors are insecurity (epidemic disease, natural disaster, human error, crimes), and services. Therefore, the awareness and cooperation from the community and stakeholders related to the progress of the Lau Debuk-debut is urgently required.

Sustainability and replicability framework: Actor network theory based critical case analysis of renewable community energy projects in India

Global concerns for pressing fossil fuel demand with concurrent emissions deliberated India to direct policies for rapid adoption of clean energy methods as sustainable solutions. Responsiveness for affordable electricity access to its residents induced implementation of off-grid and consumer driven energy models like Community Energy (CE), playing significant role in meeting national energy demand in developed countries. It is evident from energy secured nations that centralized planning and electrification is not alone sufficient for meeting energy security. Renewable CE model is predicted to emerge as an effective system of clean energy access to off-grid communities while reducing emissions vividly. In past few years, cases of renewable CE system have been reported in India as well. Hence, it becomes pertinent to assess the extent of CE projects in Indian context, however a comprehensive landscape of such projects is currently lacking. This paper attempts to profile the status of CE projects with their scope and relevance to ensure national energy security. Six diversified case studies of CE projects are analysed by applying actor network theory. Role of community participation in implementation of these projects and its socio-economic impact on localized growth is represented by reviewing detailed case-studies. Qualitative analysis reveals parameters across diversified CE projects in India leading to an assessment framework for sustainable replication in other regions. Insights provide basis to identify associated challenges and incentives with CE projects, policy implications in interest of developers, end users, beneficiaries, promoters and towards emission reduction.

ANALISIS PARTISIPASI MASYARAKAT DALAM MEMINIMALISIR DAMPAK PENGGUNAAN MEDIA SOSIAL PADA ANAK MELALUI OMAH BOCAH DI KOANG KECAMATAN JETIS KABUPATEN BANTUL YOGYAKARTA

Introduction: Social problems that have occurred have been successfully adopted by the development media that can be used as victims or perpetrators of crime through social media. The many negative impacts of using social media to make children, build the Omah Bocah community in the Koang area of Jetis District, Bantul Regency, Yogyakarta with the aim of minimizing the use of social media. The importance of integrating the community in the context of social issues so that it can be used to analyze the community in minimizing the use of social media use in children through Omah Bocah in Koang, Jetis District, Bantul Regency, Yogyakarta. Method: qualitative research with observational descriptive design. Using interview and observation methods. The research subjects consisted of eleven people consisting of one of the founders of Omah Bocah, two Omah Bocah administrators, three children of Omah Bocah users, two community leaders and three communities. Data collection tools are interview guides, observation guides, handpones and stationery. Results: Omah Bocah is a community that aims to minimize the impact of using social media. The history and strategy of the establishment of Omah Bocah with the role of community participation has included determining strategic locations and easy access. socialization of the delivery of vision and mission. Community empowerment and community self-reliance according to ability. Participation is seen from participation in planning, implementation, monitoring evaluation and utilization has been running well to include all levels of society with their respective roles. Obstacles from the implementation of Omah Bocah in the form of awareness from their children and also the ability to procure materials by the Omah Bocah management.

Re-Appropriation of Urban Heritage Buildings and Their Role in the Conservation of Historic Sites

The importance of historical sites containing archaeological and architectural fabrics has many physical, economic and social; they differ depending on the form and structure in different areas of the city. The historic environment of the urban content for historic buildings and heritage guides the manager to the preservation of the entities. Research shows that there is a large gap between the classroom buildings and the development process of the surrounding urban environment. By focusing on sustainable development of the historical heritage areas, it is necessary to operate a reallocation of buildings for better preservation. The study covers the following: the attempt to link the new features for creating activities of the heritage of the population of the surrounding environment, to increase the degree of attention of the living environment around the building. Factors that affect the process of maintenance, and reuse of heritage buildings in the choice of assignment. It is proposed to try to find a general concept for the development of heritage areas within the public sphere. The role of community participation as a means of awareness and the definition of ordinary citizens of the importance of the environment and heritage content. It also discusses the mapping methods to study and treat to represent the heritage buildings through reallocation as one of the important conservation measures through the example of the Casbah of Belamech. This research also presents a set of conclusions and recommendations in the form of a model with an information system on the environment (SIE) to develop the most important features in the development of heritage buildings, to ensure the sustainability of its environment.

Integrated Water Management Approach for Vulnerability Reduction in Delhi, India

Water supply and demand gap is a potential crisis situation for any metro city like Delhi. This situation can escalate during the times of disaster events due to their cascading effects damaging the water storage and supply network infrastructure. Under this study, integrated water management has been emphasized as a comprehensive approach to address the crisis during extreme events. The process of integrated water management is described not only from water management perspective but also from perspectives of disaster management and Sustainable Development Goals. Emphasis on technological and institutional reforms for efficient and effective implementation during disaster event has been given. Along with this, the role of community participation is also considered as an integral component to make the proposed integrated approach sustainable. Results of an impact assessment study on human lives, economic and environmental conditions can be used to create holistic response plans which subsequently may result in disaster risk reduction and thus increased resilience towards vulnerability in disaster scenarios.
