Paternalism, craft and organizational rationality 1830–1930: an exploratory model

This paper reflects on aspects of industrial and political history in Birmingham from the 1830s to the 1930s. Its object is to consider the strategies adopted by capital and labour in response to the challenges posed by successive phases of capitalist industrialization, urbanization and bureau-cratization. A convenient way to begin is by responding critically to the approach exemplified by the work of Richard Price and Clive Behagg. Although there are differences of emphasis, Price and Behagg have both explored workshop-based craft traditions, paternalistic labour management strategies and the complex links between them. They pay attention to the broader matrix of forces surrounding industry, including the impact of political movements. However, their main concern is the implementation of specific profit-seeking strategies in the sphere of production and the responses of key social actors, especially artisans and large employers, whose interests are advanced or harmed by these strategies. The master process, implicitly at least, is capitalist industrialization as shaped by the dynamics of domestic and international competition.

Spelling, Go-Slows, Gliding Away and Theft: Informal Control Over Work on the New Zealand Waterfront 1915-1951

One of the central debates in labour history has been over the degree to which people of the working class have been able to act as agents in the making of their own history. Originating in the debate between E. P. Thompson and Perry Anderson/Tom Nairn in the 1960s, recent labour historiography has tended to emphasise the domination of the working class by those who control the economic structures of capitalist society.1 The ability of the working class to resist or form counter ideology has been perceived as minimal in the face of inescapable structural determination and capitalist ideological hegemony. The notion of working class initiative has almost disappeared out of the vocabulary of labour history altogether.2 Recent research into the labour process and subordination has contributed to this state of affairs. Moving away from the rather narrow control/resistance paradigm, it has focussed upon the degree to which conflict and co-operation are both engendered by the capitalist labour process. This was the subject of a lengthy debate in Social History between Richard Price and Patrick Joyce in the context of British labour history.3 Michael Burawoy, while asserting the significance of working class interventions in history, discovered a profound twist in the making of co operation on the job. In his study of 'Allied' he found that the workers fulfilled quotas through a game of 'making out'. He concluded that this 'making out' generated consent to the 'relations of co-operation and domination'.4 On the other hand, P. K. Edwards has emphasised the importance of the 'structured antagonism' inherent in the labour process. But

Alexander Hamilton's Hidden Sinking Fund

I am half mad with a project which will give our supplies the effect almost of magic in the reduction of debt.1 Thus did prime minister William Pitt, in I783, express his undiluted enthusiasm for what had become a craze in public finance: the sinking fund. Introduced by the finance minister Robert Walpole in I 7 I 6 as a means to reduce the English national debt, the sinking fund had later lost prestige, for its existence had only encouraged politicians to raid it for other projects.2 Then, in the early I770s, Richard Price rediscovered and popularized it in England as a panacea to liquidate the largest debt that a State could have occasion to contract, at a small expense, and in as little time as its interest could possibly require. 3With the debt reaching enormous proportions, certainly by eighteenth-century standards, it is no wonder that a sinking fund caught the attention of Price's compatriots. At Pitt's behest, Parliament created a Board of Commissioners of the Sinking Fund in I 786 and gave it a permanent appropriation of ?1 million annually.4 Price's marvelous discovery had wide appeal in the United States,5 which had a debt that seemed exceedingly large, although hardly comparable to its counterparts in England and France.6 Many Americans were in a mood to welcome anything that promised to eliminate debt quickly. Benjamin Franklin on Population: From Policy to Theory

In 1751 Benjamin Franklin wrote Observations Concerning the Increase of Mankind which was published anonymously in 1755. It was so popular that it was republished 10 more times in the next 15 years. It influenced Adam Smith David Hume Lord Kames Richard Price Turgot and Malthus. The work contains contradictory messages about population. It clearly is pessimistic about large populations yet it praises and encourages rapid population growth in the colonies. Franklin blames many of the problems in Europe on overpopulation and asserts that as a species we have a capacity to reproduce far faster than our need for replacement. He also strongly felt that we could out grow our ability to sustain ourselves. At the same time he explicitly encourages early marriage large families and rapid population growth in the colonies. He did not seem to think a population doubling every 25 years would lead to trouble in the future. This situation has created multiple interpretations of the work. The work has been used by many different scholars to support positions both pro and con high fertility.

“Rank and Filism” and Labour History: A Rejoinder to Price and Cronin

Few theoretical paradigms in labour history are so deeply entrenched as “rank and filism”. It was only to be expected, therefore, that a frontal assault on its assumptions would provoke a vigorous reaction. The responses to my article by Richard Price and James Cronin thus offer a welcome opportunity to clarify the theoretical claims of “rank and filism” and reassess its empirical plausibility as an interpretation of British labour history. But as in any clash between rival theoretical perspectives, the points at issue in this debate extend beyond factual disagreements to the meaning of basic concepts and the standards of proof involved in their assessment, and neither party fully recognizes itself in the account of their ideas presented by the other. No accumulation of discordant facts can conclusively disprove a theory, as students of scientific revolutions have demonstrated, but readers will have to judge for themselves whether the counter-evidence I have presented amounts to minor discrepancies which can be satisfactorily accommodated within the assumptions of “rank and filism” or fundamental anomalies which necessitate the abandonment of the paradigm itself.
