RESEARCH NOTE: Citation Bias and the Economics of Race and Crime Literature

This research note investigates citation bias using probabilities of zero citations, total citations, and citations per year since publication from Web of Science, Scopus, and Google Scholar for all 759 articles on the economics of race and crime as extracted from EconLit for the period 1970–2020 and reported in previous work by Mason et al. Our citation analysis considers two main variables of interest: (a) whether the article was published in the Review of Black Political Economy and (b) whether one or more of an article's authors were Black. We report the results of linear probability models of zero citations and negative binomial models of total citations and citations per year since publication. We also estimate the average marginal effects for publication in the Review of Black Political Economy and Black-authored articles on racism or racial discrimination findings. The results of this research note validate and reconfirm the findings of Mason et al. We find evidence of systematically lower citations of articles published in the Review of Black Political Economy. In addition, we find that articles with Black authors are more likely to include findings of discrimination or racism. Articles published in the Review are also more likely to find racial discrimination, but these journal effects are not always statistically significant at the 5% level. These findings are consistent across citation engines, model specifications, and estimation techniques.

Racial Isolation and Marginalization of Economic Research on Race and Crime

This essay examines the extent to which research on the economics of race and crime produced by Black economists or published in the flagship journal of the organization of Black economists, the Review of Black Political Economy (RBPE), is undervalued by mainstream economics. We use modern bibliometric methods to test for citation biases in the economics of crime literature. We also identify the contributions of three streams of research overlooked in the mainstream literature: identity, police use of force, and mass incarceration. We find evidence that Blacks publishing on race and crime in top economics journals are less likely to be cited than non-Blacks and that articles published in the RBPE are less likely to be cited than articles published in other journals. A review of some under-cited articles reveals that themes related to identity, police use of force, and mass incarceration hold valuable insights for policy makers and those seeking solutions to problems of persistent racial disparities in the criminal legal system. Lloyd Leroy Hogan

Lloyd Leroy Hogan was the first permanent editor of The Review of Black Political Economy who edited Volumes IV through XI. Under his leadership, The Review became a primary journal devoted to understanding the forces and policies that influence the economic, social, and political forces that influence the well-being of African Americans; Third World economies, particularly those in Africa; and other members of the African diaspora. This article presents an overview of Hogan’s career and his contribution to the development of The Review.

Introduction to the Special Edition of the Review of Black Political Economy on Revisiting the Kerner Commission Report

Revisiting the work of the Kerner Commission after 50 years offers the opportunity to explore two unresolved research and policy issues. First, many of the racial disparities that promoted widespread disorder and violent protests in 1967-1968 remain today. Second, there is the embarrassment of not having any African American researchers on the technical staff examining the causes and consequences of racial disparities in economic outcomes. This special edition of the Review of Black Political Economy ( RBPE), with generous support from the Alfred P. Sloan Foundation, explores these two themes.

The National Economic Association at 50: Getting Back to Our Roots

The National Economic Association (NEA) started out as the Caucus of Black Economists in December 1969. At the onset of the 50th Anniversary of the NEA’s founding, this presidential address looks at the organization’s past, present, and future to improve the prospects for current and future African American economists. Three recommendations are offered: support The Review of Black Political Economy, the NEA’s journal; help develop regional student chapters; and continue to foster allies that are aligned with the NEA’s mission. The Economics field needs to be better about becoming diverse and inclusive, and the NEA can lead the movement toward those goals.

The Scholarly Status of Blacks in the Economics Profession: Have the National Economic Association and the Review of Black Political Economy Mattered?

This paper considers whether the National Economic Association and its journal the Review of Black Political Economy have enhanced the scholarly status of black economists. A bibliometric analysis reveals that while the typical black economist has never published in the Review of Black Political Economy, the share of black economists publishing in the Review of Black Economy approximates the share of all articles published on the economic and political economy of race by black economists, and the share of articles published in the Review of Black Political Economy by black economists appears higher than typical journals in economics–-particularly for black economists employed at Historically Black Colleges and Universities. We also find that similar to other economics journals non-black economists dominate the share of published articles, and publications in the Review of Black Political Economy appear to be consistent with Lotka's Law of scientific productivity suggesting that the journal is a standard outlet for research no different from any other science journal. Our results imply a plausible counterfactual that if the National Economic Association and Review of Black Political Economy did not exist, the scholarly status of blacks in the economics profession would have been lower than currently observed.

Volume 39, Issues 2–4 of The Review of Black Political Economy have featured articles on the economic status of women of African descent. These papers were originally presented at a symposium “The Invisible Woman: The Status of and Challenges Facing Black Women” co-sponsored by Bennett College for Women, The Research Network on Racial and Ethnic Inequality, Duke University and the National Association for the Advancement of Colored People (NAACP) on March 18–19, 2011. The symposium papers were to be published as a single special issue. However, due to a miscommunication, the symposium papers were published separately across several issues. In this issue, we publish the remaining papers. The Emergence of the Black Economic Research Center and the Review of Black Political Economy: 1969–1972

This essay discusses the legacy of Robert Browne in the founding of the Black Economic Research Center (BERC), The Review of Black Political Economy, and the Caucus of Black Economists and its evolvement into the National Economic Association. The launching of BERC occurred within a period of far-reaching social change and the Vietnam War era. During this time, Robert Browne also was a national leader of the Vietnam anti-war movement and one of the first public intellectuals to establish a link between the civil rights movement and the peace movement. An argument is developed that this background provided as much impetus to Robert Browne for the creation of BERC and The Review as did the black nationalist programs and conferences of that era. During his eleven year tenure as Director at BERC, he pioneered ground-breaking research on the status of black-owned land in the south; consulted with community development corporations, black-owned businesses and banks; and prompted innovations in modern black philanthropy through the establishment of the Twenty-First Century Foundation. The origin and justification for The Review of Black Political Economy and the early activities and meetings of the Caucus and NEA are emphasized. In addition, an effort is made to include an enumeration of the earliest contributors to BERC, the NEA, and The Review – many of whom have not been mentioned in previous retrospectives.

Robert Browne and the Caucus of Black Economics

Robert S. Browne the founder of the Black Economic Research Center (BERC) and the Review of Black Political Economy was a charter founder of the Caucus of Black Economists. He played an important role in the leadership of the Caucus and its efforts to increase the supply of black economists, to expand research efforts on issues of relevance to black constituencies in urban and rural America. His entrepreneurial efforts have left an indelible record of achievements which continue to influence research by black economists and practical results for economic development institutions in black communities.

Introduction: New Black Power Studies: National, International, and Transnational Perspectives

movement for represented in many ways a new phase in the black freedom struggle in the United States and other parts of the African world. And whereas the campaigns in the United States to end legal segregation and to advance black civil rights have been the subject of scholarly analysis for several decades, Black Power Studies is an emerging subfield in African and African American Studies and in the history of the African Diaspora. And even at this early stage of scholarly research and interpretation, certain themes and trends have emerged in the examination of the Black Power Movement (BPM), especially regarding continuities and discontinuities with earlier social, political, and cultural movements among African-descended people. This Special Issue of Journal of African American History presents Black Power which document those characteristics shared with earlier black social movements as well as those organizations, activities, and leaders who arrived on the political and cultural scene only in the late 1960s and 1970s. (1) Scholars have already described the preoccupation with Africa and African affairs on the part of Black Power groups such as Malcolm X's Organization of Afro-American Unity, Maulana Karenga's US Organization, the Republic of New Africa; the advocates for the creation of Black Studies programs; and Stokely Carmichael and other Student Nonviolent Coordinating Committee (SNCC) members in the late 1960s. (2) Fanon Che Wilkins in his essay The Making of Black Internationalists: SNCC and Africa Before the Launching of Black Power, 1960-1965 presents a well-documented account of the relations between the black student activists and Africa in the 1960s. James Forman, who served as SNCC Executive Secretary beginning in early 1961, had been involved in African Studies from his undergraduate years when he studied with social scientist St. Clair Drake at Roosevelt University in Chicago. Forman established the connections between SNCC and the Pan African Students Organization in the Americas and other international student organizations, and coordinated joint protests and other activities with African students and diplomats in the United States. 1964 trip of eleven SNCC members to Africa solidified the relationships between the newly independent African nations and African Americans, and laid the groundwork for increased international activities in the Black Power era in the late 1960s. Black Power era witnessed not only a cultural and artistic revolution among African-descended people in various parts of the world, but also the appearance of a wide variety of new black publications, including Black Scholar, First World (magazine), Journal of Black Studies, and Review of Black Political Economy, founded in 1970 by economist Robert S. Browne. (3) In her essay An African-Vietnamese American: Robert S. Browne, the Antiwar Movement, and the Personal/Political Dimensions of Black Internationalism, Judy Tzu-Chun Wu examines the unique internationalist perspective that Browne brought to the movement for Black Power. Browne not only lived and worked in Southeast Asia for the U.S. government in the 1950s, he also married a woman of Vietnamese and Chinese ancestry. When nationwide protests erupted in the late 1960s over the U.S. war in Vietnam, Browne emerged as the authentic African Vietnamese voice in numerous antiwar campaigns and protests. Wu documents Browne's activities in support of the withdrawal of U.S. troops from Vietnam long before that stance was taken by other civil rights and Black Power leaders and organizations. As Browne pointed out, I was the one Black who had been connected with [the antiwar] movement before prominent Blacks like Martin Luther King, Julian Bond, and Dick Gregory eventually spoke out. movement for Black Power emerged in the United States in 1966 and eventually spread internationally to the Caribbean and South America, and in South Africa with the launching of the Black Consciousness Movement led by Steven Biko. …

Truth, Generalizations, and Stigmas: An Analysis of the Media's Coverage of Morris Brown College and Black Colleges Overall

A content analysis of the media’s coverage of Morris Brown College’s situation suggests that the media have made and continues to make generalizations about Black colleges based on the faults of a few. These generalizations call into question the very existence of Black colleges. Although news reports began with appropriate questions about the leadership, financial stability, fundraising ability, and quality of the board of trustees at Morris Brown, they quite frequently attributed the institution’s problems to Black colleges as a whole. Is there racism in economic research?

This paper examines the issue of racism in economic research. Black and non-black scholars do see the world differently. Black authors are 13% more likely to report a finding of racial discrimination against blacks. Additionally, among the profession as a whole, there is a continuous long-term trend against published studies finding racial discrimination in the economics of crime, credit, or labor markets. Further, papers published in The Review of Black Political Economy (RBPE)—a black controlled economics journal—receive nearly four fewer citations than papers published in the average economics journals, while papers published in the top-tier journals receive a premium of more than eight citations relative to the average economics journal. Finally, black authors were slightly less likely to publish in top-tier journals.

Migrants and Housing Investments: Theory and Evidence from Nigeria

The dominance of housing may reflect limitations in the menu of investment choices available to migrants in the country of origin. In many developing countries individuals face relatively few savings opportunities where productive assets (such as land farm assets) are associated with high risks and/or low rates of return. Housing investments offer unique advantages in that they are durable highly visible and associated with low risk and monitoring requirements. However there are some important drawbacks associated with housing investments. In particular where resale and rental markets for housing are not well developed migrants housing assets may be relatively illiquid and irreversible. In the next section I provide some background on general patterns of investment behavior among migrants. Here the evidence on housing investments is discussed for a rich set of migrant sending and receiving countries. In Section III I develop the conceptual framework for understanding migrants housing investment decisions. Section IV provides a description of the data sources. Section V outlines the empirical strategy. In Section VI I discuss the empirical findings. Section VII presents conclusions. (excerpt)
