Peran Komunikasi Dinas Perhubungan Kabupaten Tangerang dalam Menangani Pelanggaran Jam Operasional Angkutan Tanah

Judging from the Perbup or Tangerang Regent's regulation Number 12 of 2022 concerning the second amendment to Perbup Number 46 of 2018 concerning restrictions on the operational time for goods cars on roads in the Tangerang Regency area, namely that the operational time for goods transport vehicles (sand, stone, soil) is limited to 22.00 WIB until 05.00 WIB. However, transportation such as trucks carrying mounds of earth that are material for the construction process often violate operating hours. In running the transportation and freight system, such as land-laden trucks in Tangerang Regency, the Transportation Department plays an important role in organizing and managing transportation systems. The method used in this research is a qualitative research method. The communication used by the Tangerang Regency Transportation Service is verbal, through the media, and symbolic communication. In terms of four important implications in Social Systems Theory, such as interdependence, openness, forms of analysis, and organizational adjustments or updates, the communication role of the Tangerang Regency Transportation Service in dealing with violations of land transportation operating hours has carried out these four important implications. This is appropriate and relevant to the Social Systems Theory used in this research.

Opportunities and challenges of establishing a nuclear power plant in the Bangka Belitung islands province: juridical and sociological perspectives

Abstract This study aims to analyze the legal aspects of using nuclear power in Indonesia and the challenges of developing nuclear power plants in the Bangka Belitung Islands Province from a legal and sociological perspective. The research method uses an empirical juridical method. Indonesia already has several regulations governing nuclear energy. However, existing rules cannot yet enable Indonesia to have its nuclear power plant. Apart from that, there are four primary keys to the nuclear legal framework—safety, security, safeguards, and liability for atomic losses. Indonesia must still improve its safeguard and security framework in regulating nuclear energy law. So, the law needs to be amended or replaced. Meanwhile, the opportunity to build a nuclear power plant is due to a regional regulation regulating the Bangka Belitung Islands Province Regional Regulation Number 13 of 2019 concerning the General Regional Energy Plan for 2019-2050 and the abundant potential for thorium. Meanwhile, the challenges are due to resistance from the WALHI community organization and several communities and the lack of regulations at the central level.

IMPLEMENTASI PERATURAN DAERAH NOMOR 7 TAHUN 2020 TENTANG PAJAK DAERAH DI KABUPATEN GORONTALO UTARA

This research aims to analyze the description of the implementation of regulation number 7 of 2020 concerning regional taxes in Gorontalo North Regency. The research method used is descriptive with a qualitative approach and literature study. Data collection techniques were carried out through observation, interviews and documentation related to this research. Evaluation of entertainment tax revenue in Gorontalo North Regency until the end of 2020 proves that the percentage of achievement is still low. So it is considered not to meet the planning targets of the Gorontalo North Regency Government. Realization and budget are not comparable. because the object and number of points are clear. Achievement of Regional Original Income from this sector can be achieved. So by optimizing entertainment tax collection it is hoped that it can increase Gorontalo North Regency's Original Income. This research was chosen because it aims to present systematic, factual and accurate data about facts in the field. By using this type of research, you can explore facts about the implementation of Gorontalo Regency Regulation Number 7 of 2020 concerning Regional Taxes. The results of the research show that the implementation of Gorontalo North Regency Regional Regulation Number 7 of 2020 concerning Regional Taxes has gone well but has not been optimal. The benchmarks for determining the success of implementing Gorontalo North Regency Regional Regulation Number 7 of 2020 concerning Regional Taxes are through communication, resources, disposition and bureaucratic structure.

PERLINDUNGAN MASYARAKAT HUKUM ADAT DI KABUPATEN LUWU TIMUR

This research aims to find out and analyze the role of the East Luwu district government towards customary law communities. and To find out what the obstacles are in implementing the protection of customary law communities in East Luwu district. This type of research was carried out using the Normative-Empirical method. The results of the research show that East Luwu Regency, in recognizing and protecting its customary law communities, is by enacting Regional Regulation Number 1 of 2022 concerning Recognition and Protection of Customary Law Communities, where the regulation aims to provide legal certainty regarding the position and existence of customary law communities. Obstacles in the recognition and protection of customary law communities are related to legal factors where there are no more specific regulations governing the protection and recognition of customary law communities.

Public Sector Organizational Culture Innovation: Improving General Literacy skills in SD/MI, SMP/MTs in Pesisir Selatan Regency

The enactment of law number 23 of 2014 concerning local government and government regulation number 38 of 2017 concerning regional innovation and supported by regent regulation number 7 of 2022 concerning the policy of developing a decent district in order to encourage the creation of an innovative organizational culture in the education sector of the southern coastal district. The research method used in writing this article is descriptive qualitative, the results obtained from this research are in the form of annual school report card data starting from the SD / MI, SMP / MTs levels in the southern coastal district, and which are challenges in improving general literacy in the southern coastal district school environment such as limited infrastructure, availability of books and reading materials, and community mindset. The conclusion is that improving general literacy in the southern coastal district requires a comprehensive and sustainable innovation in public sector organizational culture.

Penerapan Program “Makan Rendang” sebagai Strategi Pemerintah Kabupaten Tanah Datar untuk Meminimalisir Ketergantungan UMKM Terhadap Rentenir

This research aims to determine the supporting and inhibiting factors for the implementation of the Rendang Eating Program for MSMEs as a flagship program for the Tanah Datar Regency Regional Government. In this research, the researcher used a qualitative descriptive method where the aim of this method was to describe things that happened according to the conditions when the research was carried out. Data collection techniques in this research are interviews and documentation. Data were analyzed using reduction techniques, data presentation and drawing conclusions. The research results show that the implementation of the Rendang Eating Program has supporting factors, including First, the existence of clear regulations, with the latest legal basis, namely Regent's Regulation Number 1 of 2022. This regulation provides clear guidance and framework for all parties involved, including local government, KUKMP Service, Bank Nagari and Community. Second, full support from regional governments can also be seen through adequate budget allocation and good coordination between agencies. The inhibiting factors include First, there are still many people involved in BI-Cheking which causes these people to not be able to take advantage of the program. Second, the Rendang Meal Program has not been properly socialized to the public, so there are still many people who do not know about this program and the budget for the Rendang Meal Program itself has not been fully realized.

Stop! Marriage at Child Age

Marriage at a young age remains a significant social issue requiring special attention, particularly in Indonesia. This study aims to analyze the implementation of the Child Marriage Prevention Policy in Majalengka Regency, as regulated by Regent Regulation Number 54 of 2021, which focuses on the prevention of child marriages. The research employs a qualitative descriptive method, utilizing primary and secondary data sources through observation, interviews, and documentation. The findings reveal that the rate of child marriages in Majalengka Regency is still increasing, despite the government's efforts to implement preventive measures, including socialization strategies aimed at reducing the incidence of child marriages. One of the main challenges in effectively preventing child marriages is the limited human resources available for implementing the program. This research highlights the need for strengthened resources and better coordination among stakeholders to effectively reduce the prevalence of child marriages in the region. The study also suggests that additional interventions, such as enhanced education and community involvement, are essential to complement the ongoing efforts and address this persistent issue comprehensively.

Faktor-Faktor Penghambat Dalam Implementasi Peraturan Daerah Nomor 10 Tahun 2017 Tentang Pengelolaan Barang Milik Daerah Di Dinas Pekerjaan Umum Dan Penataan Ruang Kota Padang

This research aims to identify and analyze the inhibiting factors in the implementation of Regional Regulation Number 10 of 2017 concerning the Management of Regional Property at the Public Works and Spatial Planning Office of Padang City (PUPR). This study was conducted to understand the obstacles that arise in the implementation of this policy, providing an overview of the challenges faced by the agency related to regional asset management. This research uses a descriptive qualitative approach. Data were collected through interviews with stakeholders actively involved in policy implementation, as well as through documentation studies related to the management of regional property at the PUPR Office of Padang City. The results of the study indicate that there are two inhibiting factors in the implementation of the regional regulation. First, the low awareness of users of regional property regarding their responsibility to report the condition and status of the goods they use. This leads to inaccuracies in reporting and recording assets, which impacts asset management. Second, the limited budget allocated to support the implementation of management, especially in asset maintenance. This budget limitation hinders the optimization of regional asset management and poses a challenge for the PUPR Office in effectively implementing the regulation. This research is expected to provide recommendations to improve the implementation of this policy in the future

Analisis perhitungan dan pencatatan penerimaan Bea Perolehan Hak atas Tanah dan Bangunan di Badan Pendapatan Daerah Kabupaten Minahasa

Land and Building Acquisition Fee (or BPHTB) is an important source of regional income to support development in Minahasa Regency. This research aims 1) To find out the calculation of fees for acquiring land and building rights at the Regency Regional Revenue Agency Minahasa. 2) To find out the system for recording fees for acquiring rights to land and buildings at the Regency Regional Revenue Agency Minahasa. The data analysis method used in this research is the descriptive analysis method with data collection methods, namely interviews and documentation. The research results show that the calculation of BPHTB is carried out after the NPOP is determined as the basis for taxation minus the Non-Taxable Tax Object Acquisition Value (NPOPTKP) of IDR 60,000,000 for each taxpayer and IDR 300,000,000 for rights due to inheritance or testamentary grants. Then multiplied by a rate of 5%. The calculation has been carried out in accordance with the regulations, namely Minahasa Regency Regional Regulation Number 2 of 2011 concerning Land and Building Acquisition Fees. Recording of BPHTB receipts is adjusted to the taxes received and recording is carried out through proof of deposit, which can be in the form of a Deposit Certificate (SKS) from a bank or bank statement, all payment data is then inputted into the application system digitally. The BPHTB transaction or receipt recording system uses the BPHTB application system which is integrated with the land registration service system by the National Land Agency (or BPN).

Analisis Peraturan Bupati Sampang Nomor 27 Tahun 2021 tentang Pemberhentian Penjabat Kepala Desa

The author analyzes Sampang Regent Regulation Number 27 of 2021 concerning Guidelines for Candidacy, Election, Appointment, Inauguration, and Dismissal of Village Heads, focusing on ambiguity regarding the dismissal of Acting Village Heads. Currently, around 50 villages in Sampang Regency are led by Pj. Kades who are being evaluated, but the regulation does not contain clear provisions regarding their dismissal. This creates legal uncertainty and potential turmoil in society. The author uses a normative method with case studies based on primary and secondary legal materials, such as the relevant Regent Regulation. The results of the analysis show that the lack of clarity in the rules for the dismissal of the Acting Village Head poses a risk of abuse of power and politicization, especially because the evaluation results are not transparent. Therefore, it is necessary to revise the Regent Regulation to provide a clear legal basis for the dismissal of the Acting Village Head, in order to create legal certainty in the village government in Sampang Regency.

Bridging the Gap Between Policy and Practice: A Critical Discourse Analysis of Local Wisdom Integration in Pasuruan City's Urban Planning Regulations

The Pasuruan City Government, rich in historical and cultural heritage, aims to integrate local wisdom into spatial planning through Regional Regulation Number 4 of 2021 (Rencana Pembangunan Jangka Menengah Daerah or RPJMD 2021-2026) and Regional Regulation Number 1 of 2022 (Rencana Tata Ruang Wilayah or RTRW 2021-2041). However, these policies often prioritize colonial heritage over local traditional culture. This study uses Critical Discourse Analysis (CDA) to examine the formulation, implementation, and community impact of these policies. CDA reveals the power dynamics, ideologies, and specific interests within policy discourse. The research analyzes the government's policy direction and sensitivity towards local wisdom, focusing on the discourse content and structure in the RPJMD and RTRW documents, as well as their intertextuality. Findings indicate a greater emphasis on preserving colonial-era buildings rather than local traditional culture. Recommendations include developing inclusive policies that balance physical infrastructure development with the preservation and promotion of local culture.

Evaluasi Peraturan Daerah Nomor 8 Tahun 2005 tentang Pelarangan Prostitusi terhadap Praktik Prostitusi di Kecamatan Karawaci Kota Tangerang

Prostitution is a sexual relationship between men and women without being bound by a legal marriage. The practice of prostitution continues to be a problem until now and has become one of the professions and business fields for economic purposes. If left unchecked, it will cause an increase in the number of sexually transmitted diseases. The formulation of the problem in this study is how to evaluate the Tangerang City Regional Regulation Number 8 of 2005 concerning the Prohibition of Prostitution. The research method in this thesis is a qualitative descriptive approach, this study uses analysis through interviews, observations, and document studies. The theory used in this study is the policy evaluation theory according to William N. Dunn (2003:610) which consists of 6 components, namely effectiveness, efficiency, adequacy, equality, responsiveness and accuracy. Based on the results of the study on the evaluation of the Tangerang City Regional Regulation Number 8 of 2005 concerning the Prohibition of Prostitution, its implementation has run smoothly, but there are several things that need to be optimized comprehensively in terms of effectiveness, during the process of enforcing this Regional Regulation, information leaks often occur which cause PSKs not to be optimally caught. Next, efficiency, Guidance carried out in the form of overcoming the negative impacts of Regional Regulation Number 8 of 2005 seems less than optimal due to the limited capacity of the Shelter House and the existence of equality, in the implementation of Tangerang City Regional Regulation Number 8 of 2005, namely in the Regional Regulation only regulates perpetrators of the opposite sex, but perpetrators of the same sex are not regulated in the Regional Regulation. Many perpetrators of the same sex or homosexuals also violate the Regional Regulation. If left alone, it is possible that this will happen which will increase the number of sexually transmitted diseases. In this component, the implementation of Tangerang City Regional Regulation Number 8 of 2005 concerning the Prohibition of Prostitution in Karawaci District seems smooth, but in reality it has not run with optimal results.

The Influence of Regulatory Compliance, Use of Information Technology, and Leadership Commitment on Securing Fixed Assets in the Regional Revenue and Assets Agency of East Nusa Tenggara Province

One of the regional assets managed by the regional government is fixed assets. In relation to fixed asset management, in the NTT Provincial Government, the authority to manage fixed assets rests with the NTT Provincial Regional Revenue and Assets Agency. Based on NTT Province Regional Regulation Number 1 of 2019 concerning Amendments to East Nusa Tenggara Province Regional Regulation Number 9 of 2016 concerning the Formation and Structure of East Nusa Tenggara Province Regional Apparatus. The Regional Revenue and Assets Agency has the task of "assisting the Governor in carrying out some regional household affairs in the field of Regional Revenue and Asset Management". Based on balance sheet data from the NTT Provincial Government, it was found that the nominal value of fixed assets had increased and some had decreased. Throughout 2018-2023, the nominal assets of land, equipment and machinery, buildings and structures, and other fixed assets have increased. Road, irrigation and network assets experienced a decline in 2019 and an increase in 2020-2023. Construction assets under construction experienced an increase in 2019, 2020 and 2022, while in 2021 and 2023 they experienced a decrease. The formulation of the problem in this research is as follows. What is the description of regulatory compliance, use of information technology, leadership commitment and management of fixed assets at the Regional Revenue and Assets Agency of East Nusa Tenggara Province? Does regulatory compliance have a positive and significant effect on fixed assets by the Regional Revenue and Assets Agency? East Nusa Tenggara Province.

Juridical Implementation of Regional Regulation Number 11 of 2023 Regarding Local Taxes and Levies on the Elimination of Subscription Parking in Tulungagung

The implementation of Regional Regulation Number 11 of 2023 concerning Local Taxes and Levies in Tulungagung District has significantly altered the management of public parking services. This regulation abolishes the subscription parking system and replaces it with a conventional ticket sales system. The accompanying procedural and technical changes aim to streamline operations and enhance revenue collection for the local government. This study investigates the juridical-sociological aspects of the implementation process, focusing on its impacts on local revenue, quality of public services, and citizen satisfaction. Through qualitative analysis involving primary data from interviews and secondary data from documentation and field observations, the research evaluates how the elimination of subscription parking has affected revenue generation and service provision. Key findings highlight a significant decline in revenue from subscription parking but indicate potential benefits in improving service efficiency and citizen satisfaction. Recommendations include continuous policy evaluation and adaptation to optimize regional financial management and public service provision in Tulungagung District.

Local Government Policy of Oil and Natural Gas Governance: A Case Study of Indonesia

This study aims to determine the policies used by the Bojonegoro Government in managing oil and gas in economic resilience and the impact on the development of oil and gas mining in the socio-economic community in Mojodelik Village, Gayam District, Bojonegoro Regency. By using qualitative descriptive methods and using data collection techniques in the form of observation, interviews, and documentation. The results of this study indicate that the realization of economic resilience during the period of Regent Suyoto was achieved through the issuance of Regional Regulation Number 23 of 2011. Furthermore, the negative impacts caused by oil and gas management policies are greater than the positive impacts because the entire community feels more negative impacts such as socio-economic and environmental stability are disrupted, such as reduced community income, the location of agricultural land with houses is getting further away, reduced water absorption, reduced interaction between farmers and farm laborers, and the emergence of envy between farmers affected by land acquisition. And the positive impacts are able to help facilitate travel including speeding up travel distances and shortening travel time between regions considering that roads without obstacles speed up travel time.

Monitoring Improper Waste Disposal by the Department of Environment (DLH) of Bengkulu City Based on Regional Regulation Number 2 of 2011 Regarding Waste Management in Bengkulu City Alfio Ayu Lestari Sandi Aprianto, S.H, M.H Ferawati Royani, S.H, M.H One of the environmental issues frequently faced by the community is the abundance of scattered waste in places where they should not be. Therefore, it is important to evaluate the supervision of waste disposal prohibitions and the effectiveness of the local regulations governing them. Based on this issue, the problems can be formulated as follows: How is the supervision carried out by the Department of Environment of Bengkulu City regarding improper waste disposal, and how is the Law Enforcement conducted by the Department of Environment towards those who dispose of waste improperly. The purpose of this study is to determine the supervision conducted by the Department of Environment of Bengkulu City in controlling waste against the prohibition of waste disposal in random places and to understand the legal enforcement processes carried out by the Department of Environment towards those who dispose of waste improperly. The theories used in this research are the supervision theory and the law enforcement theory. This research falls under the category of Empirical Research, which is a legal research method that uses empirical facts taken from human behavior, both verbal behaviors obtained from interviews and actual behavior observed directly. The results of the research conducted at the Department of Environment of Bengkulu City can be concluded that the supervision conducted by the Department of Environment at improper waste disposal sites, especially at Rawa Makmur street, Pasar Bengkulu street, and Lingkar Barat main road to golf field of Bengkulu City, are still not running optimally. This can be seen from the improper implementation of regulations and also from the lack of public understanding regarding waste management regulations, waste handling, and waste disposal prohibitions, leading to an increase in illegal improper waste disposal sites.

Implementation of Regional Regulation Number 13 of 2002 Concerning the Prohibition of the Alcoholic Beverages Circulation in Malinau Regency

Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency is a guideline in the implementation of programs and policies to maintain and protect every citizen, especially the residents of Malinau Regency in order to avoid the use of alcoholic beverages and abuse in the social life of the community. The purpose of the research is to find out the Implementation of Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency, and to find out the obstacles and find solutions to overcome the obstacles faced by the Malinau Regency Regional Government in enforcing the regional regulations. This study uses qualitative descriptive research, to find out the population in this study is to use a sample to find out the extent of the implementation of the local regulation on the prohibition of alcoholic beverages in the community whether it has been fully implemented. This research instrument uses library study methods and field research which includes observation, interviews and documentation techniques. Method for Data Analysis in this study uses qualitative data analysis of an interactive model consisting of data collection, data reduction, data presentation, and conclusion drawn. The results of the study illustrate that the problems faced in the implementation of Regional Regulation Number 13 of 2002 concerning the Prohibition of the Circulation of Alcoholic Beverages in Malinau Regency such as the lack of socialization carried out by the Regional Government to the community, the absence of financial support for agencies or implementing agencies in the context of socialization and implementers that are very lacking compared to the area of the area which is not in accordance with the number of implementers or implementers that exist. In addition, it is necessary to improve bureaucratic reform so that the purpose and implementation of the prohibition regulation can be more optimal.

Analisis sistem dan prosedur pemungutan pajak parkir di Kota Manado

Manado City is the capital of North Sulawesi Province and has enormous potential. One area that has not been explored is the potential for parking tax. This research was conducted at the Manado City Regional Revenue Agency with the clear objective of understanding the parking tax collection system and procedures in Manado City. This research employs a qualitative descriptive method. This research employs both qualitative and quantitative data. This research employs two data collection methods: interviews and documentation. This research has revealed that the parking tax collection system used is the self-assessment system. The parking tax collection procedure is carried out in accordance with Manado City Regional Regulation Number 2 of 2011 concerning Regional Taxes and Manado Mayor Regulation Number 57 of 2013 concerning Procedures for Collecting Regional Taxes. The new application from Bapenda must be adjusted to suit taxpayers and Bapenda employees. Secondly, there are still taxpayers who do not deposit their taxes according to the turnover they receive.

EKSISTENSI SATUAN POLISI PAMONG PRAJA (SATPOL PP) DALAM PENEGAKAN ATURAN ALKOHOL DI KABUPATEN LUWU TIMUR

One of the roles of the Civil Service Police Unit in East Luwu Regency is the Enforcement of Regional Regulation Number 3 of 2017 Concerning Control, Supervision and Order of the Production, Distribution and Sale of Alcoholic Beverages in East Luwu Regency. The purpose of this paper is to determine the Existence Of The Civil Servant Police Unit (Satpol PP) In the Enforcement Of Alcohol Regulations In East Luwu Regency. The research method uses a qualitative approach, a combination of a normative legal approach, and the addition of various empirical elements. The results of the study show that the existence of the Civil Service Police Unit in enforcing Regional Regulation Number 3 of 2017 concerning Control, Supervision and Order of the Production, Distribution and Sale of Alcoholic Beverages in East Luwu Regency is one form of contribution by the Civil Service Police Unit in the form of (1) intensive and external supervision, (2) guidance for places selling alcoholic beverages illegally, and (3) order for places selling alcoholic beverages illegally, the effectiveness of efforts to supervise the distribution of alcoholic beverages in East Luwu Regency.

ANALISIS IMPLEMENTASI KEBIJAKAN PENCEGAHAN DAN PENANGGULANGAN HIV/AIDS PADA GAY DI KABUPATEN BANYUWANGI

Analysis Of Policy Implementation Of HIV/AIDS And Control On Gay In Banyuwangi District. This research was conducted to determine the implementation of HIV/AIDS prevention and control policies in Banyuwangi Regency. The HIV/AIDS status in Banyuwangi Regency is getting higher and is ranked second in East Java as an HIV/AIDS red zone. Cases of HIV/AIDS There are still many sufferers, for example cases that are often found in Banyuwangi Regency are people with HIV/AIDS in gay people. This study uses a qualitative method with a descriptive perspective, using observation data collection techniques, guided free interviews, and documentation. In the implementation of HIV/AIDS prevention and control policies for gays in Banyuwangi Regency, using the theory of William Dunn (2004) which focuses on 5 (five) aspects, namely: Policy Problems; The Future of Policy; Policy Action; Policy Results; and Policy Performance. The result of the research is that the Health Office along with KPA and other stakeholders have made efforts to control HIV/AIDS in Banyuwangi Regency, as has been written in the policy through Perda Number 5 of 2017. Namely gay, in the end not all certain communities can know the existence of regulations made by the government and have limited socialization and awareness of certain communities so that the existence of Regional Regulation Number 5 of 2017 is only limited to written regulations.
