УДОСКОНАЛЕННЯ ДЕРЖАВНОГО УПРАВЛІННЯ СОЦІАЛЬНО-ЕКОНОМІЧНИМ РОЗВИТКОМ АГРОПРОДОВОЛЬЧОЇ СФЕРИ В УМОВАХ АКТИВІЗАЦІЇ ЗЕД ТА ПОСИЛЕННЯ СОЦІАЛЬНОЇ ВІДПОВІДАЛЬНОСТІ БІЗНЕСУ

The improvement of state regulation by the development of the agri-food sector in the conditions of the activation of economic activity and the strengthening of social responsibility of business should be carried out in the context of the ties "state authorities - professional associations of agrarian business entities" at the state and regional levels. The construction of an effective system of coordination of the interests of agrarian subjects is defined as the first priority of the state agrarian policy. After all, the role of the state is to create such a mechanism that allows to ensure the maximum level of self-organization of the agro-food sector within the national economy as a set of interconnected components. The construction of a balanced system of regulation of the development of the agro-food sector allows to ensure its activation through the conclusion of institutional agreements within the proposed structure, which defines the criteria for state intervention, the mutual responsibility of organizations managing socio-economic development and the limits of interdependence of the state's actions with social mechanisms and entities. The conclusion of the proposed institutional agreement should be preceded by a number of measures aimed at the formation of self-sufficient organizations - participants of the proposed structure: activation of the development of selforganization of economic entities; formation of the organizational structure of management of agrarian development, which also includes associations of agrarians; improvement of legislative acts in the direction of liberalization of the activities of self-governing organizations, associations of agrarian subjects in particular. The formation of a clear system of mutual relations is an important step on the way to improving the mechanism of socio-economic development of the agro-food sector, which will maximally take into account the interests of all subjects of agrarian relations. Such an institutional compromise will contribute to: increasing the social and economic responsibility of the state and agrarian business entities; the formation of institutional ties in the system of state regulation of the development of the agro-food sector; avoiding institutional traps caused by the opportunistic behavior of subjects of agrarian management; consolidation of efforts in the direction of achieving priorities for the development of the agro-food sector. Improvement at the "state-region" level of management vertical connections is expedient to ensure the granting of greater autonomy to the regional management of agro-industrial development, in particular in terms of the distribution of agrarian resources and the application of management approaches to the formation of an environment for the development of the agro-food sector. In this regard, it is worth turning to foreign experience of regional development and creating agencies for regional development of the agro-food sector under the executive authorities. To ensure a high level of transparency, it is advisable to entrust these powers to public organizations created at the initiative of state and local authorities.

The need to effectively build relations with the regions, which is facing not only national governments but also the supranational institutions created by them, was noted.It is determined that regional issues require a comprehensive study, given that the experience of such interactions can be used to some extent in Ukraine. Purpose. The purpose of the article is to study the foreign experience of stimulating and equalizing regional development, the role of integration processes in the formation of regional science,identified the main forms of interregional cooperation within the EU, namely the association “Euroregion”, working communities and interregional organizations and identified the main problems that arise in improving the management system of regions in the context of equalization of their development. Results. This research showsthat the relevance of regional issues (as well as the degree of activity of the regions) is different in the EU member states, the contribution of the regions of different countries to the development of regional movement is asymmetric.It was noted that the initiation of structural policy and EU funding has given impetus to the economic development of the regions, strengthening their financial position.This paper researched the main forms of interregional cooperation within the EU - associations such as “Euroregion”, working communities and interregional organizations, identified their main differences.It has been proven that interregional associations of various types contribute to the creation of consolidated interest and its promotion among national governments and supranational institutions of the EU. It is determined that in their development the organizations of interregional cooperation are guided by two strategies - firstly, it is investment in the development of skills of members, which will later bring dividends in the form of additional profits, and secondly - the impact on institutions in order to change the existing rules of the game in the European economic arena. The basic principles of activity of regional associations are defined. The change of mechanisms of realization of EU regional policy is noted, namely transition to regionalization of management and transfer of functions and resources to the lowest territorial level of management.The most important directions of modern regional policy of developed countries aimed at modernization of the economy are considered. Conclusions. This research shows that the role of regions in the political system of Europe has increased significantly in recent years.Considering the role of regions in cooperation with all decision-making bodies (both national and supranational), we can conclude that the regions have taken their own niche in the political system of the European Union, which resulted in the emergence of a new theoretical approach that characterizes the system of government in the EU – «multilevel governance».The paper identifies the conditions under which Ukraine can use the European experience of regional development.

ПРЕФЕКТУРА ФУКУОКА: СПЕЦІАЛІЗАЦІЯ ТА ОРГАНІЗАЦІЙНО-УПРАВЛІНСЬКА СТРУКТУРА ГОСПОДАРСЬКОЇ ДІЯЛЬНОСТІ У КОНТЕКСТІ ЗБАЛАНСОВАНОГО РОЗВИТКУ

The purpose: to study the Japanese experience of regional development and planning in the context of sustainable development on the example of Fukuoka Prefecture. Methods. Were used methods of analysis geography, regional and international studies. Among them: systematic (consideration of the balanced economic complex of the prefecture as an integrated system), literary (selection and analysis of literary sources, relevant to the research topic), descriptive (determining the location of objects and types of economic activity, their description), cartographic (the use of maps as figuratively-symbolic models of the territory, can purposefully display social objects, phenomena, connections and interdependencies related to a certain territory), comparative (data collection and their preliminary assessment). Results. Fukuoka Prefecture is known for its environmental initiatives, the development of modern technologies and related industries, as well as the successful overcoming of the problems of environmental pollution as a result of industrial growth. Fukuoka, in particular the city of Kitakyushu, successfully used the program of the Japanese government "Gorika" ("reconstruction"). Its main goal was the closure of all mines and the restoration of other obsolete metallurgy and manufacturing industries in the country. This program was introduced due to the aggravation of environmental problems and the movement of Japan towards a major environmental disaster. Thus, the “reconstruction” of the Japanese government became an impetus for local governments, the public and representatives of local companies in Fukuoka Prefecture, who came together to subsequently create good working and living conditions for the population. The result was a reorientation of industry, in particular, an increase in the share of manufacturing, automotive, services, high-tech industries, as well as the involvement of young highly qualified personnel with their subsequent development. Scientific novelty. To compare Ukraine with the prefecture of Fukuoka is inappropriate, but studying its development experience, overcoming the problems of depressed territories, environmental pollution and searching for new growth paths for further prosperity is relevant and useful for our state. Practical significance. Fukuoka Prefecture has overcome many of the problems inherent in Ukraine now. Therefore, her experience for Ukraine is an opportunity to take successful initiatives, as well as to avoid unnecessary mistakes. Our state is only embarking on the path of sustainable development, so research and use of the best world practices is relevant.

Reforming of administrative and territorial structure of Ukraine in the context of European experience

Ukraine has been facing the problem of reforming of administrative and territorial structure (ATS) since it became independent, yet it has gained a special relevance after two consequent economic crises and in the period of after-crisis restoration of national economy accompanied by the search for efficient ways to accelerate reviving processes in the country’s economic system. The following reasons have also impacted the acceleration of ATS reforming in the country lately: boosted integration into single European economic space; fierce political-economic discussion about the impossibility of the country’s federalization; search for the ways to reduce the gap in socio-economic development of Ukrainian regions and their components. European experience of regional development is gaining increasing importance in this context, as it should become the leading driver of current restoration and further growth of Ukrainian economy. The paper aims to develop the ways to improve the efficiency of administrative and territorial structure reform in Ukraine based on assessment of the reform results in the country, identification of problems and implementation of foreign experience in their solution. The paper shows the processes of administrative and territorial structure reform in Ukraine and reveals its achievements and problems. Conducting of administrative and territorial structure reform is assessed. Main achievements of administrative and territorial structure reform in the country are characterized. The dynamics of average number of territorial communities that have united into one consolidated territorial community in 2015-2018 is shown. The importance of conducting the reform in the context of the country’s integration with the European Union is emphasized and experience of EU Member States in terms of administrative and territorial structure reforming is examined with the focus on the post-socialistic type of countries. The ways to improve administrative and territorial structure reform in Ukraine and to solve its problems based on implementation of foreign experience are suggested.

РЕГІОНАЛЬНИЙ РОЗВИТОК ЯПОНІЇ – ВАЖЛИВИЙ ОБ’ЄКТ СУСПІЛЬНО-ГЕОГРАФІЧНИХ ДОСЛІДЖЕНЬ

The purpose: to study the Japanese experience of regional development and planning in the context of sustainable development, which is an important objective of socio-geographical research. Methods. Were used methods of analysis political geography, regional and international studies. Results, scientific novelty and the practical significance. The concept of development, modern interpretations of regional development and regional policy, preconditions and grounds for introducing in Japan a new model of development (sustainable regional development), the modern territorial organization of Japan were considered in the paper. Were analyzed the regional planning of Japan in retrospective view and modern trends. To research the experience of such highly developed countries like Japan - is an opportunity to look into the future, to highlight the best practices of the regional and territorial development and to adopt this experience in Ukraine.

An analysis of industrial districts and Triple Helix of innovation – a regional development experience in the south of the state of Rio de Janeiro

This work consolidates a research effort to analyze 70 years of economic development in the region of the Paraíba do Sul River, in the south of the state of Rio de Janeiro, Brazil. The paper follows the trajectory of the leader company, steelmaker Companhia Siderúrgica National, and its relations with other local actors, such as government and universities. The research question investigates if the steel market is still the company's core business and its evolution in the competitive global production network. This work introduces a different exploratory approach, analyzing productive networks using an industrial district typology and the linkages based on the Triple Helix of university–industry–government. The literature review and case study show the first transition, after the privatization process in the nineties, transforming a state-owned company with a focus in the national market into a transnational corporation with business on four continents. The second transition, from the steel market to a globally integrated production chain of mining and steel is underway. The region's configuration migrated from a company town in a state-centered model to a central-radial arrangement. The second migration to a satellite platform is in progress. Regarding technology development, the company's strategy changed from in-house research and development to buying technology. There is a recent effort to recreate interaction space with universities.

Regional Development and the Competitive Dynamics of Global Production Networks: An East Asian Perspective

The debate on the nature and dynamics of regional development in both academic and policy circles has now moved on from the earlier focus on endogenous regional assets to analysing the complex relationship between globalization and regional change. This position paper attempts to engage with this debate through the experience of regional development in East Asia. The paper shows that regional development cannot be understood independently of the changing dynamics of global production networks. While the existing literature on East Asia tends to focus on the state as the key driver of economic development at the national and regional levels, it is argued that the developmental state is a necessary but not sufficient condition for regional development to take place. India's Regional Development Experience in 1980-2000

This study is a preliminary investigation of the nature of change in inter-regional disparities in economic and social development in India, in the light of the prevalent views in this regard across the world. Attention is particularly focused on a comparison between India's regional experience in the pre- and in the post-reform periods, with the year 1990-1991 being considered as the dividing line between the two periods. The article is divided for analytical convenience into seven parts. Part one is introductory and gives the raison d'etre for this study. Part two goes on to give the scope, nature of data and methodology used in the study. Part three contains an examination of the prevalent views regarding the pattern of regional change during the process of national economic development. Parts four and five examine India's regional experience in the pre- and post-reform periods in the light of these views. The sixth part compares the regional development experience of the country between the pre- and the post-reform periods. The concluding part brings together the main findings of the study attempting also to draw some broad policy inferences.JEL Classification: R11

Regional Development Planning in Japan

The turnaround trend and the economically active population of seven capital regions in western Europe

The paper reports findings of a research project covering Britain, France, Belgium, Sweden, Norway, Denmark and Finland. A shift-share analysis of population census data for the period 1950 –the mid 1970s reveals a post-war deconcentration trend of several industries, even those which are usually considered to be of a metropolitan character. The results of the analysis invite a reconsideration of what was usually considered in the 1970s to represent a clear break with past regional development experience.

Containing the growth of Moscow

Abstract The relative dominance of large cities in the USSR is striking given the traditional Soviet ideological bias against such cities. This bias has been translated into policies designed to divert growth away from major urban centres to satellite cities in the metropolitan region, a strategy quite similar to UK urban and regional economic plans. This article examines urban growth in the Moscow metropolitan region to determine the extent to which satellite city policies have helped regulate the growth of Moscow itself. Throughout the analysis the Moscow experience is compared to and contrasted with the UK regional development experience around London.
