Чусовской городской округ в территориальной общественной системе Пермского края: историко-географический анализ

Chusovoy urban district of the Perm Krai is one of the central municipalities in the east of the region, within the so-called Gornozavodsky Prikamye. At present, the city and the territories adjacent to it are included in the official list of the Ministry of Economic Development of the Russian Federation as a single-industry settlement with a difficult socio-economic situation. One of the reasons for this situation was the reduction in the activity of the city-forming functions, associated with the lack of a diversified urban economy and the creation of a negative image of the city. Based on the historical-genetic approach and the identification of the main factors (driving reasons), the article characterizes five stages of the socio-economic development of the Chusovoy lands and the city of Chusovoy as a part of the territorial system of the Perm Krai. The most important events and decisions that have become a turning point in the history of the development of the territories between the Chusovaya and Us’va rivers are indicated. It is determined that consideration of the functions characteristic of the city in the past will help to substantiate the promising directions of its development in the future. When considering the current stage of development of the district, special attention is paid to the implementation of the concept of a new industrial policy, which implies the modernization of traditional functions for the urban economy, the emergence of new types of activities (as part of stimulating small and medium businesses) and post-industrialization, i.e. active use of the historical and industrial heritage of Chusovoy for the development of the tourist and recreational sphere and other modern service activities.

ПРОГРАМНО-ЦІЛЬОВЕ ПЛАНУВАННЯ ЯК ЛОГІСТИЧНИЙ ЗАСІБ РОЗРОБКИ РЕГІОНАЛЬНОЇ ПРОГРАМИ СТАЛОГО РОЗВИТКУ ТУРИЗМУ

The article examines the theoretical and methodological foundations and practical aspects of programmatic planning in tourism. The sequence of development of the tourism development program in the regions and the logic of using the program-target method as an effective tool for it have been clarified. The structure of regional target programs for tourism development consists of five stages: analytical and information block, target block, organizational support block, financial support block, program activities block. It is noted that when planning and implementing the policy of sustainable development of tourism in the regions, the regional specificity of the territories should first of all be taken into account. Monitoring of modern tourism development programs in the regions of Ukraine was carried out in order to determine their general purpose, characteristics of the territories, the material basis of regional development of tourist activity, priority types of tourism, tourist potential, ways and means of solving the identified problems. It was determined that the main goal of tourism development in the regions is the creation of a modern tourism infrastructure, a high-quality competitive tourism product, the effective use of natural, historical-cultural and tourist-recreational potential, the development of partnership relations between business, the community and the government, the formation of favorable conditions for sustainable development tourism. The basic functions that should be performed by an effective model of the regional policy of sustainable development of tourism in the region are defined. It was noted that each region has its own specific problems in the development of the economy, in the socio-cultural sphere, different conditions of the socio-economic situation and different prospects for development depending on natural conditions, the structure of the economy, and the degree of concentration of industry. A model of the regional policy of sustainable development of tourism has been formed. It is highlighted that the object of the regional policy of sustainable development of tourism is the processes and conditions of sustainable development of tourism in the regions, the subject is regional authorities on tourism issues, local self-government bodies at the regional and local levels, public-private partnership institutes and the public. It is noted that the implementation of the developed modern model of the regional policy of sustainable development of tourism will create favorable conditions for the concentration of available organizational, financial, intellectual, material and technical and other resources on solving the most pressing problems in the field of regional tourism, the development of the most valuable natural territories and objects of cultural heritage The existing tourist potential of the region can be realized on the basis of sustainability by implementing effective approaches to the development of the tourist and recreational sphere and property management of tourist and resort complexes.

УПРАВЛІННЯ РОЗВИТКОМ ТУРИСТИЧНО-РЕКРЕАЦІЙНОЇ ДІЯЛЬНОСТІ НА РІВНІ ДЕСТИНАЦІЇ

Today, despite martial law and the crisis conditions that Ukraine's economy is facing, the tourism business is gradually recovering. In this regard, the country's leadership pays special attention to the formation of separate economic zones of tourist and recreational type and the creation of tourist clusters and destinations. Considering the aforesaid, it is important to provide a scientific justification for the specifics of the implementation of the territorial management system aimed at the development of tourism and regional tourism business. The article considers issues concerning the practice of implementing the methodology for managing the development of tourism and recreational activities at the destination level. The concepts of «tourist and recreational regionalisation» and «tourist and recreational zonation» are studied. In order to study the issue of territorial development and control of regional management processes in the sphere of tourism and recreation, the specific features of regional management processes are investigated on the basis of the methodology of regionalisation and zonation of territory. The article analyses approaches to zonation and regionalisation of tourist and recreational areas. It is specified that the types of tourist and recreational regionalisation and zonation depend on established goals, objectives, and indicators that are determined on the basis of the resource, physical and geographical approaches and socio-economic approaches. The key aspects of implementation of the methodology of regionalisation and zonation of tourist and recreational territories are identified. The approaches to zonation and regionalisation of tourist and recreational areas that have been considered, demonstrate a wide range of tasks that require further investigation and the search for effective solutions. With the purpose of studying the issue of territorial development and control of regional management processes in the sphere of tourism, the specific features of regional management processes have been investigated on the basis of the methodology of regionalisation and zonation of territory. On the basis of the methodology of regionalisation and zonation of the territory, a map of zonation of Cherkasy region by tourist and recreational microdistricts and a schematic map of tourist and recreational microdistricts of the region on the basis of homogeneity and coherence are built.

Tourist and recreational activities: ecological and economic aspects

In modern conditions, the issue of tourism and recreation research arises from the need to find a harmonious balance between economic growth and environmental sustainability. Today, tourism is an important part of the global economy, but it is also an activity that has a significant impact on the environment and natural resources. The study of environmental and economic relations in this area is key to the development of sustainable and responsible tourism. This is especially important in the context of climate change, growing environmental awareness among the population, and increasing regulatory measures by governments. The relevance of this topic is conditioned by the constant changes in the tourism sector, which require rethinking and adaptation of economic models and strategies. In particular, innovative technologies, which are becoming increasingly available, can be integrated to monitor the environmental condition of tourist areas and ensure more efficient resource management. The article aims to study the nature of the tourism and recreation sphere of the region and determine its ecological and economic aspects. The article examines the issue of the definition of tourism and recreation activities and points out different approaches to its interpretation, as well as the lack of agreement on its ecological and economic structural elements. The author proposes to consider this field as an activity aimed at satisfying the tourist and recreational needs not only of local residents but also of visitors from other regions and countries, using natural and other resources that are attractive to tourists. The author analyzes and classifies various types of tourism and recreation services, including ecological and economic aspects. The key factors of their attractiveness, which form popular tourist destinations and influence the specifics and opportunities for the development of the tourism and recreation industry, are identified.

PROBLEMS AND DIRECTIONS OF THE STATE POLICY OF TOURISM AND RECREATION DEVELOPMENT IN UKRAINE: GEOGRAPHICAL ASPECTS

The purpose of the article is the identification of problematic aspects, as well as the determination of promising directions of the state policy for the development of tourism and recreation in Ukraine, considering geographical aspects. During the research, such scientific methods of research as quantitative and qualitative comparison were used (to provide a description of the state policy of the tourism and recreation development in Ukraine); statistical analysis (for the analysis of the state and dynamics, geographical orientation of the development of tourist activity; system-structural analysis (for substantiating the priorities and tools of the state policy of stimulating tourism and recreation development in Ukraine). The indicators of the number of subjects of tourist and recreational activities in Ukraine, the distribution of outbound tourists by the countries to which they went, and inbound (foreign) tourists by the countries from which they arrived in Ukraine, the structure of outbound tourists of Ukraine by country, as well as the functioning of children's health and recreation facilities by region of Ukraine are represented. The directions and tools of the state policy for the development of tourism and recreation in Ukraine are substantiated. It has been established that the priority areas of tourism development in the regions of Ukraine should be the improvement of the effectiveness of image management, the implementation of marketing approaches, the formation of tourist flows based on logistics, the development and effective use of local intellectual and personnel resources. In terms of the development of the recreation sector of Ukraine, the leading vectors should be defined as improvement of the institutional foundations of relations regulation in this sphere; achieving high financial and economic activity of business entities in the recreation sphere, stimulating the increase of internal and external investments in the modernization and restoration of recreation facilities, support from the state and society for the creation of new jobs; development of inbound and domestic tourism, rural (green), ecological tourism; expansion of cooperation practices and international cooperation. The scientific novelty of the obtained results lies in the further development of the scientific toolkit for stimulating the activation of tourism and recreation. The practical significance of the obtained results lies in the possibility of differentiation of state policy in the regional aspect. Prospects for further research in this area relate to the substantiation of the priorities and means of the state policy of supporting tourism and recreation subjects in Ukraine in the conditions of war. BALANCED DEVELOPMENT OF TOURISM AND RESORT AND RECREATIONAL SPHERE: INTERNATIONAL, NATIONAL AND REGIONAL VECTORS

The subject of the study is international, national and regional vectors of balanced development of tourism and resort and recreational sphere. Methodology. The study used general scientific methods, in particular: theoretical generalization; methods of positive and normative analysis and statistical analysis. The aim is to substantiate the process of balanced development of tourism and resort and recreational sphere using international, national and regional vectors in modern conditions. Conclusion of the study. International experience of balanced tourism development has shown that among the leading countries in tourism are France, USA, China, Spain, Italy, Turkey, Mexico, Thailand. It is emphasized that these countries are annually visited by 30 to 100 million tourists. It was noted that France ranks first among the countries that attract tourists, the tourist flow to which in 2019 amounted to 217.8 million people, in 2020 it decreased to 117.1 million people, or almost 1.86 times; in second place among the leading countries is the United States of America, where in 2019 the tourist flow amounted to 167.4 million people, and in 2020 it decreased by almost 3.7 times and amounted to 44.7 million people; China ranks third in terms of tourist visits in 2019 – 167.5 million people, in 2020 it decreased to 30.4 million people, or 5.3 times. Analysis of the national experience of tourism development showed that the pandemic of viral infection also had the most significant impact on the reduction of tourist flows in Ukraine. It is noted that in 2019, the reduction of inbound tourists was almost 4 times, while the reduction of tourists in 2014 at the beginning of military aggression was 1.8 times. The authors consider it appropriate to predict a slight reduction in tourist flows during a full-scale war between Russia and Ukraine and to ensure the development of an innovative model of balanced development of national tourism. The creation of an innovative model of balanced development of tourism and resort and recreational sphere with the use of international, national and regional vectors is quite relevant in modern conditions. It is proved that such a model should ensure the achievement of public interests, short-term and long-term goals in solving alternative tasks of obtaining quick and maximum profit by the tourism business and meeting the needs of international tourist traffic and international capital in solving the problem of geographical promotion of tourist flows to new territories.

SYSTEMATIC APPROACHES TO ENSURING THE STRATEGIC DEVELOPMENT OF THE SPORTS AND RECREATION SECTOR

The subject of the study is systematic approaches to ensuring the strategic development of the sports and recreation sphere. Methodology. General scientific methods were used in the research, in particular: theoretical generalization; methods of positive-normative analysis and statistical analysis. The aim is to substantiate systematic approaches to ensuring the strategic development of physical culture and recreation activities in Ukraine. Conclusions of the study. Particular attention in the context of strategic development of physical culture and recreation is focused on the creation of an effective system of financial and economic support of the industry as a basic factor in the functioning of other subsystems. The financial and economic subsystem of the development of physical culture and recreation in the work is understood as a set of structural and dynamic characteristics of economic relations within the industry (between all participants in the processes of physical culture and recreation) and beyond (with government agencies, scientific organizations, foreign partners), which includes a set of certain property relations, systems of financial resources flow and management methods regulated by the relevant legal norms, embodied in organizational and economic mechanisms that allow to function effectively in a changing environment. In the context of improving the mechanisms of financial support for the development of physical culture and sports in the strategic perspective, the following elements need to be finalized and improved: the formation of state and regional financial preferences for extra-budgetary funding of physical culture and sports; settlement of issues related to the formation of funds for the development of physical culture and sports at the expense of part of the profits of domestic and foreign producers of tobacco and alcohol products; stimulation of investments (especially foreign ones) in the development of sports infrastructure; development of public-private and municipal-private partnership projects; improvement of sponsorship and patronage institutions; development of modern financial instruments that facilitate the attraction of public funds to the development of sports of higher achievements and joint investment institutions.

STRATEGIC VECTORS FOR THE DEVELOPMENT OF SPORTS AND RECREATIONAL ACTIVITIES: INTERNATIONAL AND NATIONAL EXPERIENCE

The subject of the study is international and national education on the strategic development of physical education and recreation. Methodology. General scientific methods were used in the research, in particular: theoretical generalization; methods of positive-normative analysis and statistical analysis. The purpose is the process of researching international experience in order to identify best practices for the development of strategic vectors for the development of physical culture and recreation activities in Ukraine. Conclusions of the study. The experience of the leading countries of the world in organizing the management of physical culture and recreation activities has been studied and systematized, and the possibilities of implementing individual mechanisms and tools in the national model at the present stage of its reorganization have been determined. It is noted that currently the basic condition for the development of the system is the search for the most optimal balance of powers between the state, regions and the private sector in managing this area, which includes the advantages of the American model on the one hand (primarily in terms of creating favorable conditions for attracting private capital) and the European model, which provides for a moderate transfer of powers by the state through setting priorities, coordination of business entities and targeted financing of priority areas. It is noted that the defining features that are inherent in the system of management of physical culture and recreation activities in all countries that have achieved high results in this area are, first of all: a developed legal framework and institutions, clear state priorities for the development of sports, diversified sources of funding and tools to stimulate entrepreneurship, as well as high attention to training and development of science and technology in this area. It is proved that the development of sports and recreation should be carried out at different levels: state, regional, territorial communities. The possibilities of development of sports and recreational activities on the example of Odesa region are analyzed. As of early 2020, it was recognized that the level of funding for sports and recreation in Odesa region from the local budget and other sources, such as trade unions, sponsorships, etc. is insufficient. In addition, problems with the development and condition of sports architectural objects and facilities were noted. Problems with the staffing of the sports and recreation sphere in Odesa region are associated with low wages, which caused the outflow of personnel. A particular shortage of sports facilities is observed in rural areas.

STRATEGIC VECTORS OF SPORTS AND HEALTH ACTIVITY MANAGEMENT

In Ukraine, the foundation for developing sports and health activities has been created. Currently, there is a Strategy for developing physical culture and sports until 2028, which defines the goal, strategic vectors, and principles of developing sports and health activities in Ukraine. However, long-term documents do not take into account current trends of change. For example, before the country’s economy had time to strengthen after the coronavirus pandemic, a full-scale war between Russia and Ukraine began, which led to a significant reduction in the financial sphere of physical culture and sports and a failure to fulfill strategic tasks. That is why, in modern conditions, it is necessary to support the research of strategic vectors of management of sports and health activities and to determine the ways of their improvement. The article aims to study the strategic vectors of management of sports and health activities and to choose the methods of their progress. The strategic vectors of the management of sports and health activities were studied, and the ways for their improvement were determined. The purpose and vectors of the Strategy for developing physical culture and sports until 2028 have been revealed. The risks of vectors and the effect of implementing the Strategy for the Development of Physical Culture and Sports until 2028 have been determined. It is emphasized that it is impossible to implement critical strategic vectors for the current state. The introduction of intensive hostilities on a large country territory leads to the destruction of military facilities and sports infrastructure. It was determined that, under the financing conditions, the specified vector’s implementation is impractical. In general, the strategic vectors of development defined in the Strategy are accepted for the modern needs of their implementation. A conceptual model for ensuring the strategic development of sports and recreational activities is presented. The primary tasks of the state policy for the development of the sports and recreation sphere have been revealed. It is substantiated that for the sports and health sector in Ukraine, it is necessary to separate functional sectors, each of which requires the development of the so-called “strategic set” which includes the mechanisms of its action, functioning, management, resource, and information support. It is emphasized that each of the specified sectors is characterized by certain specific features, subject orientation, needs, and development features. We consider it reasonable to separate each block and develop a different strategy that is included in the general strategic set.

STRATEGIC PLANNING OF THE RECREATIONAL AND TOURISM INDUSTRY DEVELOPMENT: THE UKRAINIAN EVIDENCE

The purpose of the study is to analyse the impact of the investment component on the development of the Recreational and Tourist Industry (RTI), and to perform a comprehensive analysis in order to elaborate a strategic development plan for the sector. Using the matrix method of research and mathematical method of rating, the general strategic direction of development of the recreational and tourism sphere of each region of Ukraine was estimated and chosen. We have developed a matrix "Recreational potential – RTI investment support", which consists of six quadrants and characterizes the long-term attractiveness of the recreational and tourist sphere and its investment level in the market of recreation, entertainment, and sports. The level of income per capita and the level of investment in collective accommodation facilities were investigated. This allowed to determine: (1) which regions need investments for the development of the recreational and tourist sphere as one of the priority areas; (2) which regions already have a sufficient level of cash flow in the recreational sphere, and finally, (3) which regions need careful analysis with the following elaboration of an alternative direction for recreation development in these regions. Based on two indicators, i.e. investment level and recreational potential, a matrix consisting of 6 quadrants was constructed. All regions of Ukraine were classified in this matrix. The results of the study will have implications for the industry, allowing authorities of different levels to formulate a rational policy for the development of the tourism industry.

Tourism, resort and recreation field: features, problems and prospects of development

Currently, it is not the best time for the development of tourism, resort and recreation sector. At the beginning of 2020, the main problem affecting the development of tourist flows around the world was the coronavirus pandemic. In general, tourism began to function gradually due to pandemic restrictions and corresponding requirements for tourists. Nowadays, the development of tourism, resort and recreation sphere is affected by the full-scale war of Russia against Ukraine. Under such conditions, there is a need for the formation of strategies for the balanced development of the tourism industry and the resort and recreation sphere. That is why the process of researching the peculiarities of tourism, resort and recreation sphere, identifying problems and further prospects for development is quite relevant and important. The purpose of the article is the process of researching the peculiarities of tourism and the resort and recreation sphere, identifying problems and further prospects for development. Peculiarities of tourism and the resort-recreational sphere have been studied, taking into account the problems and further development prospects. The model of the relationship between tourism and the resort-recreation sphere is characterized, which takes into account the absorbing effect of the sanatorium-resort sphere using types of health tourism. It was emphasized that the relationship between tourism, resort and recreation sphere will bring a significant result of the socio-economic development of the country and individual regions as a whole. Socio-economic factors of the influence of the tourism and resort-recreation sphere on the development of regions have been determined, among them: an increase in the income of local budgets, the creation of new jobs and a decrease in the unemployment rate, ensuring the increase in the standard of living of the population, the development of related industries, and the modernization of social and industrial infrastructure. The concept of effective functioning of the tourism and resort-recreation sphere of the region is characterized, which provides for an improved management system (personnel, marketing, financial), harmonization of the legal and regulatory framework, modernization of management mechanisms and tools, modification of the services provided. The main problems of the development of tourism and the resort and recreation sphere of Ukraine have been identified: an unimproved legal framework, lack of mechanisms for innovation and investment activation, insufficient development of infrastructure, outdated material and technical base, which leads to low comfort and living conditions, dissatisfaction of tourists. It was emphasized that the main fundamental directions of the development of recreational areas are: greening of the economy and production processes, preservation of the natural environment and reproduction of recreational natural resources, the creation of free recreational economic zones and the expansion of the tourism-ecological network in Ukraine. Challenges and opportunities for development of the tourist and recreational sphere of the region in the context of the COVID-19 pandemic

Subject. This article discusses the State policy in tourism. Objectives. Based on statistical information, the article aims to identify the main trends in the development of the tourist and recreational sphere of the central regions of Russia (Vladimir, Yaroslavl, Ivanovo, Kostroma, and Ryazan Oblasts) in the context of changing environmental factors. Methods. For the study, we used the general scientific methods of research. Results. The article identifies the problems affecting the development of tourism in the mentioned regions, and highlights prospective lines of development of the recreational sphere, which most fully take into account changes in environmental factors. Conclusions. In the central regions of Russia, it is necessary to reorient the development of the recreational sphere to domestic tourism, including autotourism, ecotourism, rehabilitation and religious kinds.

Recreational Zoning of the Coastal Territories Using the Example of the Odessa Region

Abstract This article analyzes the recreational potential of the Odessa region with the implementation of recreational zoning. The evaluation of the recreational potential proposed is based on selected indicators, reflecting the presence of certain recreational resources in the Odessa region, which is located on the Ukrainian Black Sea coast. The zoning of the geosystem of the territories is carried out by combining several tools and methods according to the indicators of the recreational potential identified in the corresponding zones. Based on the assessment results completed in 2019, the territorial units were grouped into the recreational areas proposed according to their suitability for the main recreation functions. The results obtained identify five recreational zones in the Odessa region with the most promising strategy for recreational use. This will become the basis for developing priority strategies for investing into the recreational sphere and determining the types and objects of investment.

Эмоционально привлекательная туристическая реклама как фактор роста экономики Республики Крым

Due the closure of borders and the pandemic of the COVID-19 coronavirus infection, Crimea has become one of the main recreation areas for domestic consumers. Currently the Ministry of Resorts and Tourism of the Republic of Crimea has allocated 4 tourist regions of the peninsula: Crimean foothills, resorts of the eastern Crimea, resorts of the western Crimea, southern coast of the Crimea. However, tourist flows among these areas are distributed extremely unevenly, as a result of which some locations receive less profit from the sale of their services, which slows down the development of the tourist and recreational sphere of the Republic of Crimea. To determine the emotional perception of tourist areas, identify the most attractive areas and factors that affect the emotional state when watching videos of tourist objects, an experiment was conducted using the EmoDetect program. This resource allows you to determine the psychoemotional state of a person from a selection of images (video or a set of files). The calculation of motor units and their classification took place according to the P. Ekman facial movement coding system. The respondents became the students of the V.I. Vernadsky Crimean Federal University aged 18–21 years and counted 50 people. The experiment took place in several stages. At the first stage, the dominant emotions of respondents in relation to the tourist areas of the Crimea were identified, and at the second stage, gender emotional asymmetry to the studied areas was determined. During the experiment, it was revealed that women experience the emotion “happiness” to a greater extent when watching a video of the southern coast of the Crimea, while this indicator corresponds to the Crimean foothills for men; the indicator “anger” is more pronounced in men than in women; men are less susceptible to tourist advertising messages than women.

Стратегическое планирование развития рекреационно-туристической сферы Пермского края в условиях ограничений

Development of the tourist and recreational sphere of the country’s regions is one of the points of economic recovery in the post-pandemic period, the importance of which is increasing in terms of stimulating domestic tourism in the country. Perm Krai has the necessary potential to increase its competitive advantages as a center of tourist and recreational services among the regions of the Volga Federal District, since it is consistently among the top three regions in terms of financial and economic indicators of sanatorium treatment. According to expert estimates, this direction will recover at more quickly accompanied by state support measures. However, with the continuing risks of restrictions the need for strategic planning of this activity increases significantly. The article presents the competitive advantages of tourist and recreational industry of Perm Krai. The study used general logical research methods, system and situational approaches, simulation of economic processes. The analysis of the problems of tourism development of Perm Krai is carried out, the limitations and promising directions of its further growth are determined. A model of tasks and solutions for the development of promising tourist territories is presented, which allows to situationally assess the state of tourism in the region, the dynamics and results of its development, as well as make changes to market regulation, if necessary. Further development of scientific research in this area should be associated with the adjustment of existing tools and mechanisms at the regional level to situational problems of the functioning of tourist and recreational industry of Perm Krai. The formation of a cluster framework of territories should be organically combined with support measures in conditions of restrictions, which may subsidies and compensation for labor costs, preferential loans, tax holidays.

National tourist rating of Russian regions: Typological diversity

In the context of increasing interest in the development of the tourist and recreational sphere of activity, the rating of Russian regions, which makes it possible to identify leaders and outsiders in the development of domestic and international inbound tourism, is one of the effective tools for strategic planning and management at the federal and regional levels of government, at the same time contributing to the formation of preferences of Russian citizens about the possibilities of leisure and recreation. The aim of the study is to identify typological groups of Russian regions and the main trends in the development of their tourist attractiveness based on the dynamics of the values of the National Tourist Rating for the period 2016-2020. The approach based on the dynamics of the values of the National Tourism Rating for the period 2016-2020 and their medians allows us to identify typological groups of the regions of the Russian Federation in terms of tourist attractiveness, oftourist potential and popularity among domestic and foreign tourists, as well as to determine the main trends in its development.The open data of the official website of the National Tourism Rating for the period 2016-2020 as well as scientific developments on the issues under study by Russian researchers are used. The analysis revealed five typological groups of Russian regions in terms of the level of tourist attractiveness: high (12.9%), increased (16.5%), medium (18.8%), insufficient (32.9%) and low (18.8%). In addition, three main trends in the development of regional tourist attractiveness have been identified. The impact of the COVID-19 pandemic on the tourist development of Russian regions is different. The part of the regions of the Russian Federation received benefits and strengthened their positions with varying degrees of growth in the National Tourism Rating (38.8%), a large share reduced their values (47%), the fifth part of the regions retained their positions in the ranking (21.2%). The material is of interest to researchers focusing on the tourist competitiveness and tourist attractiveness of Russia in general and in the regional context, to regional authorities, specialists as well as students of specialized institutions.

FORMATION OF ANTI-CRISIS INVESTMENT POLICY WITHIN MANAGING CHANGE IN THE FIELD OF WELLNESS AND RECREATION IN THE COVID-19 PANDEMIC PERIOD

Topicality. Combined with the need to improve the health and efficiency of people who were infected with coronavirus, wellness recreation is one of the important strategic directions of change management in the context of normalization of the economy and all sustainable development processes in the pandemic and post-pandemic period. And accordingly, the sphere of wellness and recreation, especially given its state in Ukraine, needs to establish a systemic anti-crisis investment policy.Aim and tasks. The purpose of the article is to substantiate the prerequisites and factors for the formation of anti-crisis investment policy in the management of changes in the field of wellness and recreation in the conditions of COVID-19 pandemic in Ukraine.Research results. In the article the prerequisites for managing changes in the field of wellness and recreation during the pandemic period are analyzed and summarized, namely: during 2020 in the world and in Ukraine the volume of investments in the creation of new jobs in the fields of hospitality, tourism and recreation is reduced; during 2020-2021 there are no significant positive changes in the increase or redistribution of investment in recreation or health care in Ukraine, especially in those regions that have a greater number of coronavirus infected; in the field of international tourism, which has a direct impact on the formation of the domestic market of recreational services, further decline is observed in the number of Ukrainians traveling abroad and a gradual stabilization of domestic travel in Ukraine.Conclusion. In the article conceptual principles of managing change in the field of wellness and recreation in the context of the COVID-19 pandemic are formulated, within the anti-crisis investment policy, which provides for the development of appropriate programs, the implementation of which requires a set of organizational and economic measures aimed at creating a favorable investment climate, structural transformation and improving economic, social and environmental indicators of wellness and recreation effectiveness in the conditions of coronavirus pandemic.

Актуальное состояние и территориальные диспропорции в развитии туристско-рекреационного потенциала Волгоградской области

Today, tourism is one of the fastest growing industries in the structure of the world economy. Every year Russia’s share in the global tourism industry is growing, which is reflected in the economy and infrastructure of the country as a whole. The majority of Russian tour agents value the development of regional tourism, which has become a stimulus for the development of tourism in the constituent entities. In the conditions of the modern socio-economic space, the sphere of tourism and recreation can be of strategic importance for the development of regions, especially those that belong to the category of subsidized or even depressed. In this regard, a detailed study of the tourist and recreational potential of the regions is of particular importance. Volgograd region is an attractive territory for the development of regional tourism. Possessing a favorable geographic location, natural resources, and rich historical past, the region is promising for the development of modern forms of tourism and recreation. The data obtained in the course of the research are important in the implementation of comprehensive work on the tourist and recreational development of the territory of Volgograd region. On their basis, cartographic bases for the assessment and development of recreational nature management in the region are being developed and implemented. The results of these studies can be used by educational organizations of Volgograd region, executive authorities, local self-government bodies, private investors, heads of tourist companies operating domestic tourism, representatives of public organizations engaged in youth and sports tourism when developing a strategy for the tourist development of the region, planning, developing and conducting recreational activities and tourist routes on the territory of Volgograd region, and training specialists in the field of tourism and recreation.

Reproduction, Use and Circulation of Natural Recreational Resources in the Context of Globalization

Transformations in the economy have led to significant changes in the recreational sphere of the macroregion. The introduction of market relations in the process of use, conservation, improvement and protection of natural recreational resources in the Carpathian macroregion has significantly exacerbated the solution of environmental, social and economic problems. Reproduction of natural resources in the recreational sphere requires the introduction of new theoretical and methodological principles. First of all, it concerns the qualitative distribution of resources suitable for the organization of recreation between the consumer spheres. This is the conceptual basis for establishing the limits of their use in order to prevent degradation and exhaustion. Exploring the ecological and economic principles of reproduction of natural recreational resources, two areas are identified: intra-industry, which characterizes the reproduction of studied resources within the recreational economy and intersectoral, which relates to the reproduction of attractive natural resources, which at the time of study are subject to economic activities. It is scientifically substantiated that the institutes functioning in the recreational sphere of the macroregion do not provide the proper solution of the set tasks. Institutional changes are needed, taking into account such prerequisites as: transition to a market model of management; intensification of the development of the recreational sphere in the conditions of insufficient experience; ecological situation in the macroregion; environment for the development of recreation in the context of globalization.
