Export Improvement Strategy in West Nusa Tenggara: Policy Stakeholder Perspective

The purpose of this study is to examine export policies in West Nusa Tenggara Province from the standpoint of each stakeholder. The authors conducted extensive interviews with respondents using a qualitative approach. Bank Indonesia representatives from West Nusa Tenggara, Mataram Fish and Agriculture Quarantine Center, Bappeda NTB, and Mataram Customs and Excise were among those who participated in this study. Furthermore, the author employs a literature review approach to investigate the role of the central government in regulating export policy in greater depth. They have all taken steps to improve export services, it can be concluded. Each party's actions range from policy development to training, guidance, and assistance in improving services. Furthermore, all stakeholders play an important role in assisting export-based business actors from the pre-production stage to the end of post-production.

Customer Satisfaction And Electronic Service Quality On Online Quarantine Check Applications

This Study Aims To Measure The Model Of Increasing Customer Satisfaction Through Electronic Service Quality And Influenced By Customer Trust. Risk Perception and Protective Health Measure Regarding COVID-19 among Nepali Labour Migrants’ Returnee from India

Thousands of Nepali migrant workers returned home from India due to the impact of the COVID-19 pandemic. This cross-sectional study examines the association between risk perception and protective behaviour regarding COVID-19 in returnee migrant workers. The study used opportunistic sampling and 384 participants, based in a quarantine center on return from India, volunteered. Using the health belief model (HBM) as a theoretical framework, a structured interview questionnaire was designed and applied as the key data collection tool. Three health workers were interviewed face-to-face. The study showed that the perceived risk of COVID-19 among participants was medium to low. Participants perceived few barriers and had low self-efficacy levels compared to other constructs. This study further showed that participants were more likely to follow a range of protective health behaviours, but not found all. The study revealed a significant association between all risk perception constructs and protective behaviours (p=< 0.05). This study accordingly highlighted a significant relationship between the respondents' risk perception level and protective health behaviours. The study envisaged that public awareness of risk to the people who returned from India is essential to increase risk perception during the outbreak.

Acceptance of The SAKTI Financial Management Government Application Systems in Indonesia Based on the Unified Theory of Acceptance and Use of Technology (UTAUT) Model

This study aims to test and measure the factors that can increase the acceptance of SAKTI at the North Sumatra Agricultural Quarantine Center based on the UTAUT framework. The findings processed 35 respondent data from the survey method and analyzed using partial least squares (PLS) structural equation modelling (SEM) with path coefficient. The results showed that social influence and facilitating condition variables strongly influence the acceptance of SAKTI. The existence of adequate computers, internet networks, and government obligations has resulted in SAKTI being increasingly accepted by work units in managing finances. Improving the quality of tools that support the use of SAKTI and the influence of related agencies can be a solution for the government to increase the acceptance of SAKTI.

Juridical Analysis of the Application of Criminal Sanctions for Violations of the Importation and Export of Plants (Research Study of the Batam Class I Agricultural Quarantine Center)

Positive legal norms related to Animals, Fish, and Plants are required to provide legal certainty in preventing the entry, exit, and spread of quarantine plant pests. One way to safeguard quarantine measures is by imposing sanctions on offenders in the field of quarantine. The application of sanctions for violations of Law Number 21 of 2019 includes both administrative and criminal penalties. The issues in this study revolve around the legal regulation of the import and export of plants, the application of criminal sanctions for violations of the import and export of plants at the Class I Agricultural Quarantine Center in Batam, and the obstacles or challenges to imposing criminal sanctions for violations of the import and export of plants, along with their solutions at the Class I Agricultural Quarantine Center in Batam. This research aims to understand and analyze the legal regulation of the import and export of plants, to comprehend and analyze the application of criminal sanctions for violations of the import and export of plants at the Class I Agricultural Quarantine Center in Batam, and to identify the factors hindering the imposition of criminal sanctions for violations of the import and export of plants, as well as to analyze their solutions at the Class I Agricultural Quarantine Center in Batam. This study employs normative legal research using literature as the primary source material for analysis. The research results indicate that the application of criminal sanctions for violations of the import and export of plants in Batam is often not in accordance with the regulations stipulated in Law Number 21 of 2019.

The work is devoted to molecular genetic methods for the diagnosis of pathogens of bacterial spot of tomato – a harmful bacterial disease of tomatoes and peppers, predominantly spread in the open ground in the southern regions. The research was conducted on the basis of the All- Russian Plant Quarantine Center (FGBU “VNIIKR”) in 2022–2023. The objective of the work was to determine the analytical sensitivity and specificity of molecular genetic methods for the detection and identification of three species of different pathological types of bacteria of the genus Xanthomonas – pathogens of bacterial spot of tomato. Due to the necessity of import substitution of expensive reagents, the tests were carried out with domestic reagents produced by OOO “Evrogen” and ZAO “Dialat”. The results of the effectiveness of real-time PCR (qPCR) are presented, the analysis of which showed that all tested primer systems can be recommended for the detection of bacteriosis pathogens. At the same time, qPCR AFLP derived Taqman PCR and XopD Taqman PCR were found to have high analytical sensitivity (102–103 CFU/ml). It has been shown that three out of four primer systems according to to the methodology of Koenraadt et al. (2009) also have a high sensitivity of 102 CFU/ml. The analytical sensitivity of the Bs-XpF/R primers for the detection of X. euvesicatoria pv. perforans was 104 CFU/ml, which is sufficient for samples with a high concentration of the pathogen and for the identification of a pure bacterial culture. All primers are 100% specific for the target strains of pathogens; no cross-reactions with other strains have been observed. The proposed reliable operational method for detecting pathogens of bacterial spot in tomato and pepper seeds will significantly reduce yield losses and increase the economic efficiency of domestic vegetable production.

Quarantine, Diseased Geographies, and Cross-Cultural Encounters in the Eighteenth-Century Mediterranean

AbstractThe article examines the relationship between quarantine practices and Western European medical notions of the Ottoman Empire in the eighteenth-century Mediterranean, as well as the crucial role of quarantine centres in facilitating trade and mobility between the East and the West. I argue that quarantine should be analysed to understand the complexity of the early modern Mediterranean as a shared context that saw both connections and clashes. The first part of the article focuses on Western European ideas concerning the geography of the Mediterranean, medical theories, and related quarantine practices. These theories often presented the ‘healthy’ ‘Christian West’ as opposed to the ‘infidel’ and ‘plagued’ Ottoman Empire. However, the article argues for a more nuanced understanding of the early modern Mediterranean, where both unity and diversity co-existed. Quarantine, despite its association with isolation and the reinforcement of borders, also enabled connections and circulation despite the fear of plague. This article explores quarantine centres as key components of the infrastructure of mobility, with a particular focus on religious diversity, tolerance, and multilingualism. The article also explores the perception of the institution through the eyes of Ottoman passengers, shedding light on their perspectives and attitudes toward quarantine.

Government Administrative Practices and Spread of COVID-19 in Akwa Ibom State, Nigeria

This study examined government administrative practices and the spread of COVID-19 in Akwa Ibom State, Nigeria, employing a survey research design. The study sought to ascertain the effect of lockdown and quarantine as administrative practices on the spread of COVID-19 in Akwa Ibom State. Data were collected from three hospitals, one from each of the three senatorial districts of the state. A descriptive research design was adopted to review data, using the Statistical Package for Social Science (SPSS) version 25. The Emergency management theory was reviewed as a basis for the explanation of concepts for the study. The findings of the study revealed a significant effect of lockdown administrative practices on reducing the spread of COVID-19, while quarantine administrative practices indicated an insignificant impact on the spread of COVID-19 in Akwa Ibom State. It was concluded that the use of lockdown and quarantine were useful administrative instruments for curtailing the spread of COVID-19 in Akwa Ibom State. The study therefore recommended that lockdown should be used in disease-endemic areas in Akwa Ibom state, especially in areas with high infection rates for Lassa fever and others. This would help curb infections like coronavirus. Also. there is a need for the government to retain all the activated quarantine centres for healthcare purposes if another pandemic occurs. This will reinforce the preventive capacity of the government to deal with such.

Abstract 11999: COVID-19 Increases the Risk of New Myocardial Infarction in Patients With Prior Myocardial Infarction

Introduction: The pathology of coagulopathy in patients with COVID-19 infection is not fully understood and it is believed to differ from the other critical illness. Hypothesis: we aimed to investigate the incidence and type of thromboembolic events (TEE) and particularly myocardial infarction (MI) in patients who were hospitalized with Covid-19 infection with a prior MI. We hypothesized that Covid-19 infection increases the rate of new TEE in this population regardless of age and gender. Methods: A retrospective analysis was conducted for all adult patients (≥18 years of age) admitted for treatment in quarantine centers with COVID-19 infection and developed TEE during the hospital course between February and August 2020. Patients were categorized based on the history of prior MI, age (<55 vs ≥55) and gender. The type of TEE was specified Results: Between February and August 2020, 16,903 patients with COVD-19 infection were admitted in the country and 210 (1.2%) developed TEE (89% were males, 55% were <55 years old, 72% were south Asians, and 80.5% had prior MI). Out of patients with prior MI, 92.5% developed another MI (Figure 1). DVT and portal vein thrombosis were common than new MI in patients without prior MI (Figure 2). New MI was more evident in young male patients who had prior MI; however, it was also reported in young males with no prior MI. No new MI was noted in females with no prior MI. Conclusions: the rate of TEE, particularly MI, increases after Covid-19 infection in patients with prior MI. Age and gender had great impact on the occurrence of TEE as well.

Juridical analysis of entry and exit points for animal and plant quarantine carrier media

Purpose: The purpose of this study was to determine the legal arrangements for the place of entry and release of animal and plant quarantine carrier media, and the factors, constraints, solutions, and implementation of the place of entry and release of animal and plant quarantine carrier media.
 Methodology: The research method of this thesis is normative juridical (legal research) through a literature study with an empirical juridical approach (sociological juridical) through field studies aimed at empirically obtaining legal knowledge.
 Results: The results showed that the legal regulation of the place of entry and release of animal and plant quarantine carrier media is Article 86 and Article 87 of Law Number 21 of 2019 concerning Animal, Fish and Plant Quarantine, which regulates the prohibition of entering or removing animal and plant quarantine carrier media other than the place of entry and release determined by the Central Government. The implementation of animal and plant quarantine entry and exit points at the Batam Class I Agricultural Quarantine Center reflects serious efforts to maintain the integrity of the national biological security. However, there are obstacles, such as limited human resources, inadequate facilities, and challenges in inter-stakeholder coordination. However, by applying the latest technology, increasing the capacity of human resources through training, and improving coordination and communication with related parties, the Batam Quarantine Center found a strategic solution to improve the efficiency and effectiveness of its services in carrying out quarantine duties.

Droplet digital PCR application for the detection of SARS-CoV-2 in air sample.

Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2) may transmit through airborne route particularly when the aerosol particles remain in enclosed spaces with inadequate ventilation. There has been no standard recommended method of determining the virus in air due to limitations in pre-analytical and technical aspects. Furthermore, the presence of low virus loads in air samples could result in false negatives. Our study aims to explore the feasibility of detecting SARS-CoV-2 ribonucleic acid (RNA) in air samples using droplet digital polymerase chain reaction (ddPCR). Active and passive air sampling was conducted between December 2021 and February 2022 with the presence of COVID-19 confirmed cases in two hospitals and a quarantine center in Klang Valley, Malaysia. SARS-CoV-2 RNA in air was detected and quantified using ddPCR and real-time reverse transcriptase-polymerase chain reaction (RT-PCR). The comparability of two different digital PCR platforms (QX200 and QIAcuity) to RT-PCR were also investigated. Additionally negative staining transmission electron microscopy was performed to visualize virus ultrastructure. Detection rates of SARS-CoV-2 in air samples using ddPCR were higher compared to RT-PCR, which were 15.2% (22/145) and 3.4% (5/145), respectively. The sensitivity and specificity of ddPCR was 100 and 87%, respectively. After excluding 17 negative samples (50%) by both QX200 and QIAcuity, 15% samples (5/34) were found to be positive both ddPCR and dPCR. There were 23.5% (8/34) samples that were detected positive by ddPCR but negative by dPCR. In contrast, there were 11.7% (4/34) samples that were detected positive by dPCR but negative by ddPCR. The SARS-CoV-2 detection method by ddPCR is precise and has a high sensitivity for viral RNA detection. It could provide advances in determining low viral titter in air samples to reduce false negative reports, which could complement detection by RT-PCR.

Effect of Transactional Leadership, Organizational Culture, Work Commitment, and Compensation on Agricultural Quarantine Employee Satisfaction in the South Sulawesi Region

The purpose of this research is to analyze effect of transactional leadership, organizational culture, work commitment, and compensation on agricultural quarantine employee satisfaction in the South Sulawesi Region. This research is exploratory research. In terms of its purpose, it is a causal study that seeks to explain the causal relationship of influence. Population in this study are agricultural quarantine employee in the South Sulawesi Region who are taken purposively by determining two regions, namely Makassar City and Parepare City. The Makassar City agricultural quarantine center has 157 employees and the Parepare City agricultural quarantine center has 36 employees. So the total population is 193 employees. The sampling technique uses the full sampling method or census method. So the sample size in this study is 193 respondents. The analysis to answer this hypothesis uses inferential analysis. The research results show that transactional leadership has a positive and significant effect on agricultural quarantine employee satisfaction in the South Sulawesi Region. Organizational culture has a negative and significant effect on agricultural quarantine employee satisfaction in the South Sulawesi Region. Work commitment has a positive and significant effect on agricultural quarantine employee satisfaction in the South Sulawesi Region. Compensation has a positive and significant effect on agricultural quarantine employee satisfaction in the South Sulawesi Region. Covid-19 Case Management in Isolation and Quarantine Centers: A Review of Patients and Suspected Patients’ Justification for Abandoning Centers

This paper finds out the justification of COVID-19 patients and suspected patients’ abandonment of isolation and quarantine centres. In this paper, the authors sought to identify the justification for escaping from isolation centers, to inform and modify decision markers strategies. The questions the paper sought to answer were, has escape from isolation centers by COVID-19 patients happened only in Ghana, what could be the main reasons behind escaping across the world, and how will the knowledge of these reasons help transform management practice achieve the best cooperation from patients The research method was largely qualitative, adopting a deductive and archival research approach. However, a quantitative research technique was used in reporting counts of documents evaluated for the study including escapees from the centers. In this paper, fifteen published news items, 35 articles, and 22 textbooks were reviewed. The research revealed that escape from isolation centers has happened world-over, while stigmatization stands as the main reason for escaping. In conclusion, patients in the centers should be respected, and receive counseling, and daily updates of information on the well-being of their families and themselves.

IoMT based smart healthcare system to control outbreaks of the COVID-19 pandemic

The COVID-19 pandemic caused millions of infections and deaths globally requiring effective solutions to fight the pandemic. The Internet of Things (IoT) provides data transmission without human intervention and thus mitigates infection chances. A road map is discussed in this study regarding the role of IoT applications to combat COVID-19. In addition, a real-time solution is provided to identify and monitor COVID-19 patients. The proposed framework comprises data collection using IoT-based devices, a health or quarantine center, a data warehouse for artificial intelligence (AI)-based analysis, and healthcare professionals to provide treatment. The efficacy of several machine learning models is also analyzed for the prediction of the severity level of COVID-19 patients using real-time IoT data and a dataset named ‘COVID Symptoms Checker’. The proposed ensemble model combines random forest and extra tree classifiers using a soft voting criterion and achieves superior results with a 0.922 accuracy score. The use of IoT applications is found to support medical professionals in investigating the features of the contagious disease and support managing the COVID pandemic more efficiently.

ANALISIS AKUNTANSI PERTANGGUNGJAWABAN PADA BALAI KARANTINA PERTANIAN KELAS I PALEMBANG

The implementation of good governance was a manifestation of appreciation for the objectives of public sector organizational mechanisms in order to fulfill the desires of the community to achieve the goals and ideals of the nation. This understanding required the development and implementation of an accountability system that was appropriate, clear, measurable and valid so that the implementation of organizational activities can be carried out effectively, efficiently, free from Corruption and Corruption and can be accounted for. One of the benefits of public sector accountability was as a basis for budgeting. The budget preparation process was essentially the process of defining roles in achieving the goals and implementation of the budget to be achieved. The aim of this research was to analyze accountability accounting at the Palembang Class I Agricultural Quarantine Center. The method that researchers used in this research is descriptive qualitative method. The research resulted show that: 1) the organizational structure had been running well and has carried out its respective main tasks and functions; 2) Performance assessment had been carried out properly through the e-performance application; 3) Budget preparation had been carried out and involves each responsible unit. 4) Not yet implementing the classification of responsible costs in the form of controllable and uncontrollable costs; and 5) Accountability reports had been reported to the leadership periodically.

Examination of Heavy Metals Lead (Pb) and Cadmium (Cd) in Fishery Products at the Quarantine Center, Quality Control and Safety of Fishery Products, Denpasar, Bali

Fishery products in Indonesia serve as a vital source of nutrition for the local population and are significant export commodities. However, the presence of chemicals, particularly heavy metals such as lead (Pb) and cadmium (Cd), nearing safety thresholds, has led to export rejections. The aim of this research is to detect heavy metal contaminants in fishery products using Atomic Absorption Spectrophotometry (AAS). This research was conducted at the Fish Quarantine and Inspection Agency Denpasar, Bali. A total of 17 samples of fishery products intended for international export were analyzed. The results of the tests revealed that none of the samples exceeded the allowable threshold for heavy metal contamination.

IDENTIFIKASI DAN PREVALENSI EKTOPARASIT IKAN NILA (OREOCHROMIS NILOTICUS) DI PULAU LOMBOK

This study aims to determine the type of ectoparasites and the level of prevalence and intensity with which they attack tilapia. The method used in this study is a survey method with a purposive sampling technique. Sampling was carried out at five locations on the island of Lombok, namely West Lombok, Central Lombok, East Lombok, North Lombok, and Mataram City. At each location, four fish were taken and examined at the Parasite Laboratory of the Fish Quarantine Center for Quality Control and Safety of Fishery Products in Mataram. Observation of ectoparasites was carried out on the outside of the tilapia, namely mucus, gills, and fins. Parameters observed in this study included identification of the type of ectoparasites that attacked, prevalence and intensity of ectoparasites in tilapia, and water quality as supporting data. The research data obtained was analyzed descriptively. The results showed that there were 3 types of ectoparasites identified, namely Tricodina sp., Dactylogirus sp., and Gyrodactylus sp. The highest prevalence rate of Trichodina sp. and Gyrodactylus sp. is located in Mataran with values of 100 and 75%, while the highest prevalence rate of Dactylogyrus sp. is in North Lombok with 100%. The highest intensity of Trichodina sp. was in the city of Mataram in the moderate category; Gyrodactylus sp. was highest in the low category of West Lombok; and Dactylogyrus sp. was in the medium category in North Lombok
