Leadership as an important component in the competencies of a young specialist

An innovative economy needs for highly qualified personnel with new competencies of the future. Presents the most demanded competencies of young professionals. The article shows that leadership and involvement are considered the main of the key skills. Leadership is a factor in increasing the efficiency and development of organizations in any sphere of the economy. The programs for the development of cross-professional skills are listed. Railway transport is widely supported by the development of leadership competencies of specialists. Main directions of the Quality Management System of Russian Railways are given. Discusses the possibilities of leadership development and universal leadership qualities. They are can be acquired in the learning process. In the article written opinion of employers that institutions of professional and higher education are positioned not only as sources of knowledge, but also as sources of formation of leadership potential and such qualities of students as purposefulness, adequacy, flexibility of thinking, responsibility. Concludes that it is necessary to form the leadership potential of students. The development of railway transport is impossible without interaction of educational institutions and the real sector. Discusses opinion that high-quality professional training and leadership qualities will create high motivation among graduates. Quality education and cross-professional skills will develop new leaders to strengthen the innovative potential of the country.

Analysis of the influencing factors of the cost of village prefabricated housing in rural revitalization: a southern Shaanxi case study

PurposeUnder the rural revitalization, the effect of China's implementation of rural prefabricated housing is not obvious. Cost has become the biggest obstacle to its development. Therefore, it is necessary to study the factors influencing the cost of prefabricated buildings in villages and clarify the focus of cost control.Design/methodology/approachThis paper focuses on the whole process of prefabricated housing construction in villages in China and uses grounded theory to identify and screen out 27 related factors that affect the construction cost of prefabricated buildings. A system dynamics model is used to dynamically analyze the influencing factors. The engineering examples in rural areas of southern Shaanxi are simulated. Finally, five key factors that influence cost are obtained. Based on this, cost control countermeasures are proposed for rural prefabricated housing in southern Shaanxi.FindingsThe results show that: the key factors affecting the cost of prefabricated buildings in villages include the selection of production methods, the degree of design standardization, the quality of construction personnel, the level of construction technology and the circulation cycle of molds. The cost of prefabricated housing in villages can be controlled through five aspects: mass production of components, design exchange and feasibility analysis, improvement of employee professionalism, strict selection of construction schemes and technologies and improvement of mold turnover rate.Research limitations/implicationsThe system dynamics model applied in this paper is based on the idealized state. The system boundary is narrow and has a certain subjectivity. It needs further detailed research to make it closer to the engineering practice. In addition, this paper applies the rural engineering example in southern Shaanxi to carry out a single case study, and the universality of the research results needs to be further tested. There are many village construction projects and building types, so the research results can be further enriched through large sample research.Practical implicationsRural construction is an important step in the implementation of rural revitalization. Exploring the factors that affect the key costs of prefabricated buildings in villages and towns in view of the particularity of rural areas will help provide a reference for their cost control and help the rural development of prefabricated houses.Social implicationsThe research results of this paper can provide a reference for the development of prefabricated buildings in other rural revitalization areas.Originality/valueDifferent from the traditional research on urban prefabricated buildings, this paper focuses on rural areas and explores the core factors affecting the cost of prefabricated buildings from the micro level. This study establishes a system dynamics model suitable for the cost control of prefabricated housing at the village level and provides methods for its cost control. Based on the identified key factors affecting costs, cost control measures were proposed for prefabricated housing tailored to the unique characteristics of villages.

A unified framework for high-dimensional data stream analysis in fault diagnosis

Modern industrial systems routinely generate data in high volume at high velocity. These high-dimensional data streams (HDDS) provide valuable information at granular levels to quality personnel during root cause investigation in cases of a system fault. The goal of fault analysis using HDDS is twofold: (1) identify abnormal data streams and (2) locate the change point when the processes become out of control. Existing research has largely focused on addressing the two issues separately. In this article, we propose a unified framework by formulating the problem as optimal control of hierarchical missed discovery rates in multiple classifications. Theoretically, we establish that our approach minimizes the number of false discoveries while controlling the missed discovery rates at desired levels. Numerically, we develop a computationally efficient algorithm for solving the optimization and demonstrate its superior performance over the existing methods. A data-driven version of the proposed approach is suggested as well. An application to a real data set in semiconductor manufacturing shows that our approach works well in practice.

The accessibility of oncologic medical care in the Russian Federation in context of radiotherapy: The last years analysis

The accessibility of medical care plays important role in ensuring basic human needs and means unimpeded access to all services in national health care system. It is conditioned by: balance of necessary volumes of medical care of population, national medical and financial resources, availability and qualification of medical personnel, rendering of necessary types of medical care in territories, possibility of patient free choice of physician in charge and medical organization, available transport possibilities, level of public education on health promotion and diseases prevention. The availability of radiotherapy, as an integral part of oncological care, is determined by possibility of its timely delivery to all patients and is conditioned by total number of oncological centers equipped with radiotherapy equipment and qualified specialists. In this regard, availability of radiotherapy treatment is gradually introduced into priority state programs of health care modernization. The timely delivery of radiotherapy associated with increasing of numbers of oncology centers, improvement of their equipment and medical personnel staffing is crucial part of development strategy of state oncological care programs.

Components of educational and professional adaptation of residents: self-assessment of experience

Introduction. The relevance of ensuring the quality of training in residency as the main stage of training highly qualified medical personnel is beyond doubt, but the need for such provision is widely discussed at the level of both theory and practice. Only a combination (addition) of a number of factors can ensure the success of educational and professional adaptation in residency and, accordingly, its quality. The opinion and self-assessment of the data compiled by the residents themselves as full-fledged subjects of the educational and professional process require clarification and consideration. Purpose of the study: having identified and ranked the residents’ assessment of the main factors (components) of their own educational and professional adaptation, compare the assessment data and identify the most “vulnerable” factors that require correction and prevention. Research methods. analysis of domestic and foreign scientific literature revealing issues of training of residents and their adaptation; survey (724 first-year residents from 4 Russian medical universities: Altai (ASMU), Kazan (KSMU), Siberian (SSMU), Tyumen (TSMU)); generalization, ranking and analysis of data based on the results of the survey. Research results. Among the components of the educational and professional adaptation of first-year residents, they especially highly value the presence of awareness of the professional, ethical and deontological values of the doctor, his responsibility to patients, colleagues and satisfaction with training (noted by about 90% of respondents). The level of emotional comfort in residency was rated somewhat lower (“good” and “excellent” by almost 70% of respondents). The degree of independence in making medical decisions at the beginning of residency training is not highly rated (about 40%). One of the solutions to increase these indicators is employment based on internships. At the same time, the overwhelming majority of beginning residents were not ready to make proposals to improve the organization of their training. Conclusion. The most “vulnerable” factor in educational and professional adaptation (according to residents’ self-assessment of their own experience) is their lack of independence in making medical decisions. There are obvious problems in organizing residency training, mainly related to mentoring, which requires a comprehensive study of both the models of this organization and its assessment by all subjects of the educational and professional process in residency.

The innovative and economic development of the state directly depends on the availability of qualified engineering personnel capable of introducing new technologies. Countries with a solid and extensive base for the development of innovative engineering solutions today occupy leading positions in key industries, easily adapting to dynamic changes in global economic conditions. The formation of a sustainable research culture is an important aspect of the development of higher engineering education in the Russian Federation. In order to achieve the technological sovereignty of the country, the educational paradigm of higher engineering education is also changing, shifting its emphasis towards the development of research culture, technical creativity, and independence in carrying out research projects. Research culture is crucial for solving many other social problems and developing technologies to improve the quality of life in modern society. The culture of research and innovation is aimed at the acquisition by future engineers of the competencies, engineering and scientific thinking that are necessary to solve complex technical problems of the future. Understanding these provisions is of great importance for educating a new generation of engineers who are ready to make a significant contribution to the development of the state, science and society.

Portrait of a Profile vice-rector for Educational Work in Educational Organizations of Higher Education

Introduction to the problem. The solution of educational tasks in higher education is accompanied by the expansion of subjects of organization of this activity. In higher education institutions there began to appear positions at the level of vice-rector, who is responsible for educational work. From the practical point of view it is important to consider the actors of the implementation of educational programs in higher education at the level of organization The purpose of the article is to analyze the functionality of the organizers of student youth education in higher education institutions. The research methodology was based on systemic, personal-activity approaches, as well as analytical and synthetic theoretical methods, methods of comparison, generalization and systematization. The official websites of one hundred higher education institutions, which were included in the rating of the best Russian universities RAEX-100 in 2022, served as an independent base for the study. The results of the study. Three groups of job profiles of educational vice-rectors depending on the accompanying functionality were identified; the peculiarities of gender and age differentiation of persons responsible for the specified work were established. Conclusion. The results of the conducted research allowed us to create an average portrait of the person responsible for educational work in a higher education institution at the present stage. Educational work in higher education institution directly affects the quality of training of highly qualified personnel.

К безопасности труда при транспортировании гидросмесей по трубопроводу

The article describes the technology of pipeline transportation of hydraulic mixtures for stowing at underground mining. The relevance of optimization of the hydraulic mixture transportation processes is based on the fact that filling the excavated space during its abandonment is the main factor of injury prevention among workers and the integrity of industrial facilities. The aim of the study is to detail the hardening mixture transportation methods for increased distance compared to the reached distance. The maximum damage factor is a rockslide into the open excavated space; therefore, the delivery of stowing pulp to the location of use minimizes the hazard for miners. The advantages of the proposed solution are substantiated by the adopted study methods. The study results can be used for the development of a set of protective measures. The applied mixture transportation methods have been analyzed. The practices of hydraulic mixture transportation for the distance of 2.5 km, which exceeded the best global achievements, have been described. Models of the description of hydraulic mixture transportation have been provided including the models obtained by calculations and experimental pressure loss. The operation schedules in forced mode for pipeline transport have been provided. It has been demonstrated that the optimization of aspects of the issue is specifically relevant for the intensification of processes of metal deposit development. The outcomes of the experimental study can be used when involving accumulated washery refuse in the treatment. It is recommended to determine the parameters of efficient delivery of hydraulic mixtures in vibration-induced mode by modelling in accordance with the criteria of distance and reliability of transportation. The recommendations on the use of hydraulic mixture delivery technology in forced mode can be required when developing mineral deposits by open and underground methods and training highly qualified personnel.

A DEEP LEARNING ENSEMBLE APPROACH FOR X-RAY IMAGE CLASSIFICATION

The application of deep learning-based intelligent systems for X-ray imaging in various settings, including transportation, customs inspections, and public security, to identify hidden or prohibited objects are discussed in this study. In busy environments, x-ray inspections face challenges due to time limitations and a lack of qualified personnel. Deep learning algorithms can automate the imaging process, enhancing object detection and improving safety. This study uses a dataset of 5094 x-ray images of laptops with hidden foreign circuits and normal ones, training 11 deep learning algorithms with the 10-fold cross-validation method. The predictions of deep learning models selected based on the 70% threshold value have been combined using a meta-learner. ShuffleNet has the highest individual performance with 83.56%, followed by InceptionV3 at 81.30%, Darknet19 at 78.92%, DenseNet201 at 77.70% and Xception at 71.26%. Combining these models into an ensemble achieved a remarkable classification success rate of 85.97%, exceeding the performance of any individual model. The ensemble learning approach provides a more stable prediction output, reducing standard deviation among folds as well. This research highlights the potential for safer and more effective X-ray inspections through advanced machine learning techniques.

Impacts of Education Quality Perception on Profession Change Tendency: The Mediating Role of Career Decidedness

ABSTRACT This study aims to determine the effects of education quality perception on career process. The positive developments in tourism flows cause tourism employment to gain importance as an economic phenomenon day by day. However, negativities in matters such as working conditions and personal rights reveal an important problem such as employee turnover rates for tourism employment. It can be concluded that education quality is an important factor in both meeting the qualified personnel need of the tourism industry and decreasing the personnel turnover rate. In the study in which quantitative research methods were used, the questionnaire was preferred as the data collection tool. A total of 436 questionnaires were obtained from tourism students in Turkey. The research revealed the linear relationship between education quality perception and career decidedness. It was concluded that students who have positive perceptions about the quality of their education have low profession change tendency.

Organization and methodology of stress testing of banking risks

The paper identifies stress testing as an important tool that helps the NBU and banking institutions effectively manage risks. The importance of stress testing is determined by the possibilities of: assessing the stability of banks, identifying vulnerable places, increasing transparency and trust, preparing for crisis situations, improving policies and procedures. It has been proven that the effective conduct of stress testing allows: to ensure the stability of the banking institution, to identify vulnerabilities, to increase transparency and trust, to prepare for crisis situations, to improve policies and procedures. It was determined that the NBU plays a key role in conducting stress testing, providing supervision of the banking system and determining general approaches to assessing the stability of banks by establishing regulatory requirements, analyzing the results of stress testing, developing policies and recommendations for banks. It is shown that the main aspects of credit risk stress testing are: assessment of the impact on the credit portfolio, analysis of financial indicators, sensitivity to risks, development of preventive measures, capital planning, systematic approach to credit risk monitoring. The banking institution uses the results of stress testing to develop a strategy and business plan, risk management policies and procedures, and business recovery plans. The methodology of stress testing of credit risk, liquidity risk, interest rate risk of the bank book, market risk, and operational risk has been formalized, which should be carried out at least once a quarter. The purpose of stress testing and assumptions for developing stress scenarios for each type of risk are defined. Recommendations for improving the organization of the stress testing process have been developed. A set of measures to improve the mechanism of stress testing of banking activity risks is substantiated: development of unified methods and algorithms of stress testing, harmonization of national approaches with international standards, integration of stress testing into the risk management system, technological support and automation of processes, improvement of personnel qualifications.

FEATURES OF MANAGEMENT OF INCLUSIVE DEVELOPMENT OF AGRICULTURAL ENTERPRISES: FACTORS, TRENDS AND EXPERIENCE OF CHINA

In modern conditions, the practical issues of implementing effective management of inclusive development of agricultural enterprises are extremely relevant to ensuring the country's food security. The aim of the article is to study the theoretical and practical aspects of managing the inclusive development of agricultural enterprises, factors, trends, and world practices in modern conditions. Among the trends, special attention is paid to ensuring sustainable development, supporting small farmers, engaging in innovative activity and technologization, ensuring social and economic equality, and adapting to global challenges. In this context, the features of agricultural enterprises are studied. It is determined that at the world level, food security is a global problem that requires joint efforts of countries and international organizations. The features of the world experience (in the example of China) of managing the inclusive development of agricultural enterprises are analyzed. The main challenges facing the agricultural sector of Ukraine and hindering the full development of biological agriculture in these countries are highlighted, namely: climate change, limited water resources, pests, and disease outbreaks, limited access to organic materials, the presence of fierce competition in the world market, lack of qualified personnel in the agricultural sector, population growth, military conflicts. However, despite the challenges and obstacles, the experience of inclusive development of agricultural enterprises in the above-mentioned countries demonstrates the importance of an integrated approach, including government programs and other initiatives, financial support, training, innovation, and market access. This comprehensive approach is crucial for the success of the agricultural sector and its significant impact on the world economy and the environment.

INNOVATIVE BUSINESS MODELS IN THE AGRICULTURAL SECTOR: INTERNATIONAL EXPERIENCE AND ADAPTATION OPPORTUNITIES IN UKRAINE

In today's globalization and acceleration of technological changes, the agricultural sector is becoming an important platform for implementing innovative business models. Innovation is a key factor in increasing production efficiency, improving product quality, and reducing the negative impact on the environment. International experience, particularly the experience of the United States of America (hereinafter—the USA) and the European Union (hereinafter—the EU), demonstrates significant success in using innovations in the agro-industrial complex. However, the issue of adapting these models to Ukraine's conditions remains open and requires a thorough analysis. The article is devoted to considering the international experience of innovative business models in the agricultural sector and the possibility of its adaptation in Ukraine. It was determined that adapting innovative business models in Ukraine's agricultural sector is a critically important step toward increasing Ukrainian agriculture's competitiveness on the world stage. Business models in the agrarian sector of successful innovative international practices of the EU and the USA were analyzed to adapt them to Ukrainian conditions. It has been established that Ukraine has significant potential for implementing innovative business models thanks to its natural resources and agricultural traditions. However, certain factors must be considered for their successful adaptation, such as infrastructural challenges, financial support and investments, human resources, legal regulation and policy, and circular economy. It's been demonstrated that the introduction of international experience and technologies can optimize production, reduce costs, and enhance resilience to economic challenges. However, to successfully implement these models, it's crucial to address several internal barriers, such as imperfect infrastructure, insufficient investment, and a shortage of qualified personnel. Overcoming these barriers is a key step towards the successful adoption of innovative business models in the agricultural sector. Attention was focused on the broad prospects for introducing innovations. Ukraine has every chance to become a leader in the region by using modern business models in the agricultural sector.

This scientific article examines the application of legal drafting techniques in domestic legislation. The study includes a literature review, identification of key methods and techniques of legal drafting, and emphasizes the importance of studying these fundamentals in higher education institutions to prepare students for practice-oriented professional activities. In addition, the article presents the results of a survey conducted among university students, focusing on the challenges related to gaining experience in drafting legal documents or normative legal acts during their studies. It is noted that the study of legal drafting techniques in universities can enhance the quality of education and prepare highly qualified personnel for activities related to the writing of legal documents and legislative texts. The work is of practical importance for educational institutions of higher education and specialists in the field of law and pedagogy.

By focusing on these strategic priorities, Ukraine's education sector can enhance its resilience, competitiveness, and contribution to national economic development.

Digital technologies in additional professional education curricula as a mean for developing professional competencies in polytechnic university students

Digitalization of education plays an important role in the implementation of programs to train highly qualified personnel for the digital economy. The project “Digital departments”, implemented since 2022 at the intersection of additional education and information technologies within the framework of the national program “Digital economy of the Russian Federation”, creates a unique educational format, not only changing the organizational forms of training but also allowing the use of digital technologies as means of developing the vocational competencies of students. The article presents data on the first implementation results of the additional professional education program “Information technologies in design” at the “digital department” of Perm National Research Polytechnic University and aimed at training specialists in the field of industrial design. The digital technologies considered in the article act not only as tools in the operational activity of an industrial designer but also as means for the vocational development of special design thinking skills. The author’s teaching methods are of practical value for achieving the effect of “creativization” of design solutions developed by the program participants. It is proved that in such context, digital technologies contribute to the formation of students’ skills of creative actions carrying artistic, aesthetic, and economic value. The presented results may be of practical interest to heads of university design education, to teachers — researchers of the problems of digital transformation of engineering and graphic education, as well as methodologists and teachers­practitioners who provide training in the programs of higher and additional vocational education in the IT sphere.

Markers of healthcare: the scientific and legal environment of a medical university

The article notes and examines in detail the currently important healthcare tool that provides training for highly qualified personnel — research work carried out at a medical university. In May 2024, the decree of the President of the Russian Federation defines strategic goals for the development of the social sphere facing domestic healthcare and relating, in particular, to strengthening human health, increasing healthy life expectancy, timely disease prevention, and increasing the level of satisfaction of participants in a special military operation with conditions for medical rehabilitation. The analysis of the features of legal support of scientific personnel of medical universities involved in the training of highly qualified doctors who are called upon to directly solve the above tasks, possessing not only theoretical knowledge, but also having passed scientific and practical training.

Physical Activity as a Means of Enhancing Students' Academic Performance

This publication addresses the issue of improving the educational system's performance by increasing the academic success of students in higher education institutions through physical activity. The relevance of this scientific problem is extremely high. In the current reality, ensuring a proper quality of education is of paramount importance for Ukraine. The educational system provides the state and society with qualified professional personnel. From the defense sector to healthcare, there is a need for well-prepared professionals. Given this situation, the issue of high-quality student training, who will meet the labor market demand in the future, is particularly pressing. It is also important to note the significant negative impact of the trend of a substantial number of skilled and able-bodied individuals leaving Ukraine. Furthermore, a large number of highly qualified professionals from various fields have been mobilized into the Defense Forces. The labor market currently experiences a shortage in a number of professions. These factors heighten the relevance of the discussed issue. It is also worth noting that at the time of this publication, the higher education system is undergoing reforms. The optimization of the network of higher education institutions is taking place, which may lead to various negative phenomena in the education system for an indefinite period, caused by changes in curricula, personnel, and administrative restructuring in educational institutions, among other factors. It is essential to consider this contemporary challenge. In this regard, developing methods to enhance students' academic performance through all available means is an important task for the educational system. Mass physical activity among students is one of the most effective methods within this problem area. In fact, the main goal of this publication is to demonstrate that systematic physical activity, given the mass involvement of student youth, has significant potential as a tool for improving academic performance in higher education institutions. Systematic physical activity helps combat the negative effects of stress, which adversely affects students' academic activities. Additionally, regular physical exertion has been observed to positively impact cognitive abilities, which is also significant in the context of this publication. However, it is noted that the outlined issue remains a field for extensive scientific and pedagogical work, as the direct impact of regular physical activity on students' academic success is not sufficiently studied, especially in the context of Ukrainian scientific research.

Cost Control and Analysis in University Financial Management

In modern university financial management, cost control and analysis are critical means for enhancing economic efficiency and resource utilization. However, universities currently face numerous challenges in cost control, including imperfect management systems, insufficient levels of informatization, and inadequate personnel quality. This paper aims to explore methods of cost control and analysis in university financial management, proposing optimization strategies through the comparison of traditional and modern cost analysis tools to help university administrators improve financial management. The research provides not only theoretical guidance for universities but also practical and feasible solutions for implementation.
