The author studied the experience of the registration and examination units of the traffic police of the newly acquired subjects of the Russian Federation in the provision of public services, conducted a survey of 30 employees, identified problems of integration of the State Traffic Inspectorate of the new subjects of the Russian Federation into the system of public services in the field of road safety, described the accompanying circumstances, identified organizational and methodological measures to reduce the integration of these public relations in line with the Russian legal system.

In the Russian legal system, the phenomenon of favoritism in the public service system is given extremely little attention. In legal science, there is an opinion about the illegality of this phenomenon and its negative impact on society and the state. Without denying this statement, the author, nevertheless, tried to consider it from different sides and to identify, in addition to the negative, also the positive qualities of favoritism. Only some cases of favoritism in cases of granting property benefits are covered by corruption relations; in other cases, it falls out of legislative prohibitions and restrictions. It is very difficult to prove the identification of non-formal relations between the manager and his protege, the influence of deviation from formal rules on the effectiveness of management as a whole. The objectives of the study were to analyze the positive and negative aspects of management in the system of patron-client relations among the management level of employees of public management bodies. The author presents standard forms of influence on subordinates in order to release their positions for people close to the new head, suggests directions for improving the legislation on the conduct of state and municipal service. When preparing the article, the methods of formal logic were used-comparison, description, classification, analysis, synthesis, etc., which allowed us to characterize the existing system of appointment to positions of state employees. Among the private scientific methods, the formal-legal method used in the analysis of the power positions of officials was used; the logical-legal method, through which the content of legal norms in relation to the problem under consideration was investigated; specifically, the sociological method used in the analysis of statistical data related to the problems of the study. In conclusion, the author draws conclusions about the effectiveness of the activity of the authority in the presence of the head's favorites, suggests ways to improve the legislation regarding the legal relations under consideration.

In the article, the author touches upon the current and timely directions of scientific research, which are aimed at substantiating the vectors of increasing the adaptive properties of the system of unified public services and its flexibility. It is determined that the rapid development of the information technology sphere leads to the widespread introduction of interactive information technologies and digital business solutions into the practical activities of state organizations and the public administration apparatus to increase the loyalty and flexibility of the unified public services system. Quality, adaptability, loyalty, efficiency, efficiency, flexibility are just a few important indicators of the quality of public services provided, which directly or indirectly affect a whole range of indicators of the country’s competitiveness, which are the basis or basis for international research and key indicators in the formation of ratings. It is indicated that the use of interactive technologies in the market of unified public services helps to get rid of queues, which affects the reduction of the risk of losing time and documents directly in the queues of both civil servants and the population as a whole. A preventive approach is proposed in order to increase the adaptive properties of the unified public services system and its flexibility, which makes it possible to focus on a significant expansion of the responsibilities of subjects both in the control function and in the forecasting function, therefore it is necessary to use modern tools (artificial intelligence), which allows to effectively solve the problems of increasing the productivity of the prevent-subject (representative of the body for the provision of unified public services. As can be seen from the developed scheme for improving the adaptive properties of the unified public services system and its flexibility, which creates the lability and loyalty of the conceptual scheme of public services, such preventive forecasting functions allow maintaining its flexibility, increasing the adaptive properties of the unified public services system and in the shortest possible time to rebuild the system in accordance with the requirements of time and changes in the factors of the external environment, that is ready to adapt to changing market conditions.

A Comparative Study of Public Art Education by the State Theaters in Korean and China

As a contributor to the construction of a modern public cultural service system, theaters, together with libraries, art galleries, cultural centers, etc., shoulder the social responsibility of public art education. Public art education takes public art service institutions as the carrier. At present, schools are the most popular and developed institutions among public cultural service institutions. With the advancement of socialization, public cultural and art institutions are flourishing. Funded and operated by the government, more and more public institutions bear the social responsibility of public art education in the new era and shape the diversified forms of public arts education. With National Theater of Korea and the National Theater for the Performing Arts as the objects for its research, this paper analyzes the similarities and differences between the measures for public art education in the two countries through a comparative study.

Eliminating disparities in youth substance use among Native Hawaiian, Micronesian, and sex and gender minorities: A qualitative needs assessment from interviews with public service leaders.

Youth substance use (SU) has been linked to adverse mental health outcomes. For those youth involved in public sector systems of care, reports of SU are consistently high compared to general populations. These public sector services systems of care include mental health, juvenile justice, child welfare, homeless intervention services, as well as SU service systems. In addition, minority and marginalized youth tend to report disproportionately high SU. As an example, in Hawai'i, youth who are Native Hawaiian (NH), Micronesian, or who identify as sexual or gender minorities not only report elevated rates of SU, but are overrepresented in public sectors. In order to reduce youth SU health disparities, access to and quality of the system of care for youth must improve. To inform systems change, this needs assessment study used qualitative methods to engage professionals in Hawai'i working within public sectors that may intersect with youth SU service system of care. Professionals identified several themes which have implications for practice, policy, and research: colonialism and inclusivity at the macro level, the need for policies at the exo level, meso level changes regarding family and community, and stigma and discrimination at the micro level. Physical integration of the existing condition of intermodal public transportation transfer points in Padang City, Indonesia

Based on Padang City Central Bureau of Statistic (BPS Kota Padang), there was an increase in tbe number of motor vehicles by 4.013% in 2023 from the previous year. It will have a negative impact on congestion and air pollution in the short term and long term. Therefore, intermodal integration is needed in order to optimalize the public transport service system. It is necessary for researching the integration of public transportation facilities and infrastructure to find out the problematic aspects of physical integration. This paper will discuss about the results of observations on physical integration of existing facilities and infrastructure in the intermodal public transportation area.

The content of the tasks of the National Anti-Corruption Plan for 2021-2024 testifies to the dissatisfaction of the federal government with the results of the measures taken to minimize corruption phenomena in the spheres of state and municipal service. The subject of the study of the article is the suppression of abuse of official position by persons with authority and rights entrusted to them for personal gain. The purpose of the work is to develop organizational and legal measures to improve the management of the public civil service system and personnel in general and anti-corruption activities in particular. The dynamics of corruption crimes over the past few years is given, indicating a significant scale of corruption in government and other structures. Attention is drawn to the shortcomings of the Russian model of public civil service and personnel management. The expediency of including the norms of ethical behavior in the activities of state (municipal) employees in the legal framework and preventing the occupation of public positions by persons with pronounced egocentric character traits and a deformed system of moral values is substantiated. The reasons for the need to change the model of declaring information about property and transactions with it are given. It is proposed to improve, by modifying the BC Certificate, the procedure for declaring information about property by applicants for public positions and civil servants. Based on the analysis of the tasks of the National Anti-Corruption Plan for 2021-2024, conclusions are drawn that they are closely interrelated and justified through the analysis of legal systems and practices of foreign countries, as well as recommendations of key international organizations.

Economic features of services and energy cost for engineering systems

There are the results of some municipal services actual specific cost for residential apartment building. These services consist of cold water supply system; drainage and sewage systems; electricity; collection and disposal of municipal solid waste system. Authors did not indicate the specific operating cost for hot water supply and heating systems because their cost was constant. Research period: from 1st quarter of 2018 year to the 2nd quarter of 2022 year. This period was acute phase of Covid-19 pandemic period. Authors have written the dynamics changes in the cost of considered services. Researchers have presented additional factors which affect to the unit cost of municipal services in this paper. There is a brief overview of management companies types which could be in municipal service system. Also it has been considered their capabilities and limitations in creating tariffs process. Authors have identified different trends in the engineering service unit cost changing process. This article could be interested for management companies and tariffs planning departments of public municipal service system in different parts of Russian Federation. Results which were presented in this paper could be used in predictive mathematical models of municipal services economical parts in critical as pandemic or other emergency situations.

Social audit in assessing society’s satisfaction with the quality of public services and welfare of the population

This article presents data on the conduct of social audit among the population. The purpose of this study was to analyze the practice of assessing the quality of public services and develop proposals aimed at improving it based on the methodology of social audit. The study used the principles of activity approach in the system of social audit. In the course of processing primary data, methods of observation, description, synthesis and analysis were used. On the basis of the conducted three-stage experiment, a positive correlation was established between the growth in welfare of population and degree of satisfaction with the quality of public services. According to the social audit conducted, measures were formulated to improve the system for assessing accessibility and quality in the field of public services. It was determined that Kazakhstan has all the necessary resources aimed at improving the quality and evaluation system of public services

CORRUPTION IS A HUMILIATION OF THE HONOR AND DIGNITY OF A PERSON

Since gaining independence, the issue of effective anti-corruption has become one of the most important concerns in Kazakhstan’s society and state. The most common definition of corruption is the abuse of an official position or power for personal gain. By a broader definition, corruption is an abuse of trust. Of particular concern is the destructive impact of corruption on the moral foundations of society, as it distorts the nature of the values historically developed by mankind and emasculates their content. Corruption, derived from the Latin term "corrumpere," is defined by the grim word "to corrupt," which should be understood as a moral and legal decline in society and the state. Objectively, moral harm manifests in the deteriorated psychological state of individuals, resulting in feelings of humiliation, helplessness, fear, and the inability to lead an active, creative, and initiative-driven life. In public consciousness, there arises a sense of indifference to societal interests, along with an acceptance of corruption and the illegal, insulting actions of state representatives. Therefore, there must be a growing recognition in our country that previous methods of combating corruption are ineffective and will not yield the expected results. The urgent need for a decisive reform of the entire public service system hinges on changing the consciousness of individuals, both within society and among civil servants.

Принцип защиты государственных служащих от неправомерного вмешательства в их профессиональную служебную деятельность в системе принципов построения и функционирования системы государственной службы

Introduction. The article is devoted to identifying the features of the manifestation of the principle of protecting civil servants from unlawful interference in their professional service activities and determining its place in the system of principles of public service. Materials and methods. The study is based on an analysis of the positions existing in science regarding the definition of the term “principle of public service”, the classification of the principles of public service and the features of the legal consolidation of the principle of protecting civil servants from unlawful interference in their professional activities in the system of principles for the construction and functioning of the public service system. Analysis. Sufficient attention is not paid to the identification of the features of the principle of protecting civil servants from unlawful interference in their professional service activities and determining its place in the system of principles of public service in legal science. The theoretical and normative definition of this principle has not been formulated. Legislation on public service, fixing the principle under consideration, does not disclose its definition and does not specify the forms of its expression. Results. Consideration of the content of the provisions of regulatory legal acts led to the conclusion that the principle of protecting civil servants from unlawful interference in their professional activities is a guiding principle enshrined in the norms of the legislation on public service, as well as the guiding principle arising from their content, aimed at ensuring the interests of the public service by preventing unlawful influence of state bodies, officials, individuals and legal entities on the performance by civil servants of their official duties.

Chaplain Service Pastor as a Special Kind of Public Service Military Officer in the Ukrainian Army

The article is devoted to the study of the chaplain’s legal status as a serviceman of the Ukrainian army, and the service of military chaplains as a component of the public service system in Ukraine, to the identification of signs and peculiarities of their legal regulation. The authors suggest considering a military chaplain as an employee of a separate type of public service, which has a dualistic status: on the one hand, he is a military serviceman, and on the other, a religious servant of a certain church. Despite the fact that the practice of military chaplaincy under the new legislation in Ukraine has not been developed yet, the duality of status will emerge in some practical and theoretical problems, which are also described and analysed in the article.

Research on China’s Tourism Public Services Development from the Perspective of Spatial–Temporal Interactions and Based on Resilience Theory

In this paper, resilience theory is applied to construct an evaluation index system of tourism public services. The entropy weight method, Kernel density and Moran index were used to measure China’s tourism public services development level from 2010 to 2020 and to analyze its spatial–temporal evolution. The results showed that the overall development level of China’s tourism public services had a gentle upward trend; however, the development trend of each subsystem was not completely consistent with the overall development. From the spatial grade distribution, the characteristics of China’s tourism public services presented a clearly higher intensity in the middle region while the values for the two-sided ones were much lower. From the spatial pattern, the weakening trend appeared from the southeast to northwest. The high level and the above trend of concentrated contiguous distribution regions were formed in the eastern region in China, and the distribution regions were transformed into an optimized one in the southwest region in China. From the spatial agglomeration, the characteristics showed that the distribution in the east region was superior to that in the west region, and that in north region was superior to that in the south region. The overall tourism public services development level of each subsystem was improved while there were obstacles in its balanced development. The tourism entertainment services, tourism human resources and tourism safety services were the obstacle factors to the tourism public services development.

Theme mining and quantitative evaluation of library policies

Library is an important part of the public cultural service system. Library policy is a major force that can not be ignored. As the carrier of cultural inheritance, library plays an important role in cultivating and practicing core values and promoting civilized practice in the new era. Excavating the theme of the library is the basis for determining the development and service direction of the library. The library policy is facing difficulties such as unclear construction direction and inadequate guidance. Under this background, the research on China’s library policy is carried out. With the library as an example, the topic mining and quantitative analysis of library policies in the eastern, central, and western regions of my country from 2011 to 2020 were conducted using the LDA topic model. Meanwhile, the differences between the three regions were investigated. The results demonstrate that: (1) In terms of quantity, policy texts in the eastern region account for more than half of them; (2) Regarding keywords, high-frequency words mainly include culture, openness, and information in the eastern region, numbers, resources, and reading in the central region, and students, teaching, and learning in the western region; (3) The hot topics in the eastern region involve library government affairs, library digital resources, and library service mode, that is, strengthening the construction of library digital resources and improving service level with an open attitude; (4) The hot topics in the central region contain library management, library student training, and library security, suggesting that the aspects of internal management and system security are emphasized to train students and guide the modernization of the library; (5) The hot topic in the western region includes the construction of two libraries in one station for library evaluation management and library procurement, implying to promote library reform from the bottom up and make crucial arrangements for creating a new situation for grass-roots libraries. On this basis, the policy support of government departments for library development in the future should focus on formulating regulations and rules under the Library Law, establishing a dynamic balance between supply and demand, and enhancing exchanges and cooperation between libraries in the east, middle, and west.

Проблемы исполнения неправомерных поручений руководителей государственными служащими в современной России

Public service is an important institution of any state. In our country, the need for legal regulation of the public service and the activities of civil servants arose not so long ago – at the beginning of the 21st century, and therefore the new norms established in federal laws that did not exist before from purely theoretical prescriptions have just begun to move into practice. Competent regulation of the requirements of the federal law, in our case – in relation to the actions of a civil servant and his manager upon receiving and giving of (respectively) an illegal decision, will allow maintaining a normal situation in a state body; not creatingconflict or disputes which may lead to non-compliance ofthe functions by the state.
 The subject of this article isthe problem of execution by a civil servant of the illegal (inconsistent with the legislation of the Russian Federation) instructions received from his superior.
 To study this problem, an analysis of federal laws was carried out, which contain provisions that determine the actions of a civil servant when he receives an illegal order, resolution, instruction, assignment from his superior, which does not comply with the statutory regulations of the legislation of the Russian Federation. Some problems that arise in these cases are considered, taking into account the imperfection of the wording, as well as the actual complexity of the implementation of the established provisions.
 As a result of consideration of a number of federal laws on public service, selected findings are presented regarding the problem posed. Taking into account the need for unconditional observance of such fundamental principles for resolving the issue raised, including the principles of legality of protecting civil servants from unlawful interference in their professional activities, the author formulated a proposal to amend the Federal Law «On the system of public service of the Russian Federation».

The Implementation of ‘Alpukat Betawi’ as a Public Service Innovation

<p>The Jakarta Smart City Plan is an effort by the DKI Jakarta Provincial Government to use information technology in government sectors. One of the strategies developed by DKI Jakarta Provincial authorities, especially at the Department of Population and Civil Registration is the Alpukat Betawi (Direct Access to Fast and Accurate Population Documentation Service) app. This application provides various access to population licensing services and civil registration for residents of Jakarta. The purpose of this study is to analyze the implementation of e-government in the provision of public services within the framework of population administration services. Descriptive qualitative methods were used in this study. The data comes from a literature study, the results of observations and interviews. The results show that the use of the Alpukat Betawi app is not yet optimal. It has been found that limitations and barriers lead to people not knowing and understanding how to access online administrative services, lack of socialization of online application based systems, synchronization of population databases remains weak, and lack of human resources and IT system facilities due to budget constraints. This research will provide recommendations to improve the public service system to increase accountability, professionality, effectiveness and transparency of public services. In this case, DKI Jakarta Provincial of The Department of Population and Civil Registration should take action to plan, develop, and innovate in improving population online services and increasing civic engagement.</p>

Service Quality Analysis of PT. Pos Indonesia (Persero) Sibolga City Branch 22500

The public service system engaged in self-service, for example, is PT. Pos Indonesia (Persero). However, the service system provided by PT. The Persero in the field conditions are still found to be lacking, so that many consumers complain about the services provided. This condition is caused by the many competitors engaged in shipping services that offer guaranteed package delivery, wider coverage, accuracy and speed to arrive at the destination city and others. The purpose of this study was to determine the quality of service in the delivery of Persero packages at the Sibolga City branch of 22500. The results of this study are that there is an increase in the delivery target each year starting from 2018-2021. The conclusion is the service system provided by PT. Pos Indonesia, the Sibolga City branch, has provided quite good service to consumers. Then in terms of the facilities and infrastructure in the place, it is also good. These facilities and infrastructure are included in the physical evidence indicators. Furthermore, in terms of responsiveness indicators explained that employees always provide various kinds of information at PT. Pos Indonesia Sibolga City branch to consumers. So that the average consumer who came to the place gave a positive response to the services of PT. Pos Indonesia, Sibolga City branch..

The Role of the Vedomosti Newspaper in the Process of Improving Public Administration and the Development of the Public Service System in 1703–1725

In a scientifc study conducted by teachers of the Department of Journalism and Media Communications of the Faculty of Social Technologies of the RANEPA, the importance of the frst Russian newspaper Vedomosti as a means of reflecting the main directions of the domestic and foreign policy of the Russian state was determined and the degree of its influence on the processes of public administration in Russia in the frst quarter of the XVIII century was revealed. To achieve the purpose of the study, an analysis of the content of all issues of Vedomosti for 1703–1727 was carried out, which made it possible to determine the functional tasks of this publication for the formation of public opinion, propaganda among the social elite of the need for political, social, economic and cultural transformations in the country, including in the feld of public service and public administration. Since the era of Peter the Great, the formation of the information space of Russia began, which had a direct impact on the processes of public administration, on the development of the public administration’s system and on the creation of mechanisms for the state personnel policy of Russia. It is known that the editor of a number of issues of Vedomosti and the author of some articles was Peter I, which made the newspaper a state media outlet. The experience of publishing Peter’s Vedomosti has shown how important not only the informational, but also the agitation and propaganda function is for the state media of modern Russia.
