An import ant part of the development of a set of documents is to create high-quality, meaning full documented in formation of public communication systems documentation that satisfies the needs of both users and experts to support the requirements and development of such systems. Existing approaches to the creation of documented in formation of public communication systems do not involve users and the systems them selves do not use the opportunities for finding, collecting, collating and generation of fragments documented in formation of public communication systems in a hypertext environment, WWW, especially in virtual communities on line. To solve this problem, first make a systematic analysis of DIS and SCS to identify opportunities and potential SCS DIS, which should be considered in two main aspects: - Analysis of socio-community communication as a mechanism and means of forming SIC; - Analysis of SIC created social communication community.

A Novel Data Embedding Technique for Hiding Text in Video File using Steganography

internet applications require data to be transmitted in a secure manner. Data transmission in public communication system is not secure because of interception and improper manipulation by eavesdropper. So the solution for this problem is Steganography. That has to do with secure data transmission between a sender and a receiver; implementing Steganography is the best way. Steganography is hiding private or secret data within a carrier in an invisible manner, in such a way that no one, apart from the sender and intend recipient. This paper focus on hiding text in a computer video file and to retrieve the hidden information. Generally Video files are collection of both images and audio. Hiding large amount of data in video is possible compare with others. Video Steganography deals with hiding secret data or information within a video. This can be done by using LSB technique.

Advanced ITS Application for Natural Disaster Protection

This paper describes new ITS potential application for natural disaster protection. In general ITS application is mainly for safety and efficiency of transportation system such as collision avoidance in cross section, traffic jam avoidance by route guide and or jam information in advance. The specification of ITS in this paper has been defined by ES202 663/EN102 731 in Europe and IEEE802.11p/1609 in North America. There are also several projects for field trial test in worldwide too. After March 11th 2011 big earthquake in Japan, probing data has been recognized to be useful for understanding situation of natural disaster attack such as Tsunami. One good example is to identify roads condition. The collected probing information from driving cars at stricken district shows survived roads and damaged roads. This kind of application is good usage not only normal safety traffic application. Therefore author tries to use ITS application for escape guidance for transportation from Tsunami and mass safety tools. In order to show effectiveness for this ITS natural disaster protection system, author takes detail investigation and analysis for several potential locations. One is identifying enough coverage for expecting damage area. Two is avoiding personal vehicles and use mass transportation for evacuation from stricken district. Three is using local communication system in case of limitation of public communication system such as cellular phone and out of power supply.

Long term evolution in high speed railway environments: Feasibility and challenges

Long Term Evolution (LTE) is considered to be the natural evolution for the current Global System for Mobile Communications-Railways (GSM-R) in high speed railway environments, not only for its technical advantages and increased performance, but also due to the current evolution of public communication systems. In railway environments, mission critical services, operation assistance services, and passenger services must be supported by reliable mobile communication systems. Reliability and availability are key concerns for railway operators and as a consequence, railway operators are usually conservative adopters of information and communication technologies (ICT). This paper describes the feasibility of LTE as a successor to GSM-R for new railway mobile communication systems. We identify key features of LTE as a technology and analyze its ability to support both the migration of current railway services and the provisioning of potential future ones. We describe the key challenges to address specific requirements for railway communication services including the provisioning of voice service in LTE networks, handover performance, multicast multimedia transmission, and the provisioning of group communications service and railway emergency calls.

Gap between science and media revisited: Scientists as public communicators

The present article presents an up-to-date account of the current media relations of scientists, based on a comprehensive analysis of relevant surveys. The evidence suggests that most scientists consider visibility in the media important and responding to journalists a professional duty--an attitude that is reinforced by universities and other science organizations. Scientific communities continue to regulate media contacts with their members by certain norms that compete with the motivating and regulating influences of public information departments. Most scientists assume a two-arena model with a gap between the arenas of internal scientific and public communication. They want to meet the public in the public arena, not in the arena of internal scientific communication. Despite obvious changes in science and in the media system, the orientations of scientists toward the media, as well as the patterns of interaction with journalists, have their roots in the early 1980s. Although there is more influence on public communication from the science organizations and more emphasis on strategic considerations today, the available data do not indicate abrupt changes in communication practices or in the relevant beliefs and attitudes of scientists in the past 30 y. Changes in the science-media interface may be expected from the ongoing structural transformation of the public communication system. However, as yet, there is little evidence of an erosion of the dominant orientation toward the public and public communication within the younger generation of scientists.

TELEVISÃO PÚBLICA NO BRASIL: RESQUÍCIOS DO PASSADO E PERSPECTIVAS PARA O FUTURO

O presente artigo, através do levantamento bibliográfico e documental, tem como objetivo recuperar o histórico de como se deu a constituição da televisão pública no Brasil a fim de compreender o quanto os processos do passado interferem na consolidação da TV Brasil bem como na construção de um sistema público de comunicação no país. No decorrer deste trabalho observou-se que o predomínio das televisões comerciais prejudicou o desenvolvimento da televisão publica no Brasil. Neste sentido, sua consolidação propiciaria um ambiente mais equilibrado e democrático no setor televisivo brasileiro.

With the spread and increased accessibility of new communications channels in the mid-twentieth century, a variety of conceptual artists working in the United States began to explore the network structure of technological media. By the end of the 1960s, the notion of the information society had entered the social theoretical discourse, inspiring artists to experiment with public communications systems as avenues of creative expression and potential tools for critical engagement. This essay demonstrates how a number of American artists working around 1970 actively engaged the organizational dynamic of information technologies. It also discusses several landmark exhibitions that addressed these artistic developments, including INFORMATION (1970), curated by Kynaston McShine for the Museum of Modern Art in New York, and Jack Burham’s Software, Information Technology: Its New Meaning for Art, held at the Jewish Museum in the same year.

A Novel Approach for Hiding Encrypted Data in Image, Audio and Video using Steganography

Today’s large demand for internet applications requires data to be transmitted in a safe and secure manner. Data transmission in public communication system insecure because of interception and improper manipulation by eavesdropper. So the solution for this problem is Steganography, Steganography is the art of hiding one medium of information into another medium. There are many approaches for hiding textual information in multimedia file such as image, audio and video. Hiding textual information in multimedia file provides the most effective way to guard privacy. Key aspect of embedding text in multimedia file is that, after embedding text in multimedia file the size of the multimedia file remains same. The existing system can’t provide more security and message length is restricted to few characters only. The proposed technique alters the data of lower bit in a cover object to embed textual information. The main goal of this paper is to embed textual information into multimedia file and the text message is encrypted before embedding to get advantage of cryptography.

Optimal topological design of power communication networks using genetic algorithm

An electric power supply is the backbone of development in advanced as well as in developing economies. An integral part of ensuring a secure power supply system is a power communication system. Due to the high and sustained performance requirements of power communication systems, electric companies prefer to construct their own communication networks privately rather than relying solely on a public communication system. The focus of this paper is on the optimal topological design of a power communication network. Based on advanced optimization models in public communication networks, and taking into account the specific Quality of Service, as demanded by various applications, such as protection, SCADA, voice, etc., an optimization model (PC/ISO) has been developed. The PC/ISO requires tedious numerical processing. Hence, a Genetic Algorithm (GA) is proposed to solve the optimization problem. In order to demonstrate the application of the proposed model for a power system communication network design and in order to evaluate GA solver results, a case study on designing the optimal communication network topology of one of the Iranian Regional Electric Companies has been conducted. The results suggest that the PC/ISO model and its GA solver are entirely viable and offer a simple, accurate, and cost effective solution.

Enhancement of Data Hiding Capacity in Audio Steganography

Nowadays, a lot of applications are Internet-based and demand of internet applications requires data to be transmitted in a secure manner. Data transmission in public communication system is not secure because of interception and improper manipulation by eavesdropper. So a technique for secure transmission of messages called Steganography, which send the messages in such a way that existence of the message is concealed. Audio Steganography is the scheme of hiding the existence of secret information by concealing it into an audio file. In this paper we will discuss how audio file can be used as carrier to hide the secret information. In this paper we also proposed a system that will enhance the data hiding capacity in Audio Steganography using LSB method. we will use last 4 LSB's instead of a single LSB , this will enhance the data hiding capacity of carrier file.

Comunicação pública e o sistema de interação midiático: vozes do envelhecimento e a participação cidadã do idoso.

This ongoing thesis in the Doctoral Program in Communication and Languagesat the Universityof Tuiuti of Parana (Universidade Tuiuti do Parana - UTP) with a doctoral internship at the NewUniversity of Lisbon (Universidade Nova de Lisboa - UNL) was supported by CAPES / PDSE -Programa de Doutorado Sanduiche no Exterior [Doctoral Program Abroad “Sandwich”] from2011 to 2013. This study intends not only to include the voices of aging individuals in Brazilianpublic communications through the media interaction system (from print to digital) but also toverify the potential of online social networks for encouraging the participation of elderlycitizens. Among the authors used to support the selected theme are Matos (2009, 2010, 2011)and Duarte (2009). The central hypothesis is that the interaction between publiccommunication systems and the elderly Brazilian population, which mostly entails the socialvictimization of the elderly in the current media, could be better qualified by means ofinteractions in online social networks by enabling greater engagement in public affairs andutilizing their social capital.

Media Democratization in Brazil: Achievements and Future Challenges

This article focuses on the achievements in the field of media democratization in Brazil, underlining the current challenges that public communication systems face in the light of the persistence of the misuse of these structures by politicians for their own interests. The role that the public media platform can have in the democratic project is examined, including how it can assist policy-makers concerning vital national as well as global issues. The slow democratization of Brazil during recent decades, however, has taken place while not altogether disassociated from the authoritarian legacy that has characterized the formation of Brazilian society. Nonetheless, the acknowledgement that the mainstream media have become more professional, including wider voices in the mediated sphere, is not reason enough to proclaim the end of the struggles for media democratization.

Nem privado nem estatal: a ideia de público como um sistema de comunicação

Alguns países da América Latina estão assumindo um sistema de comunicação dividido em três partes, com base nos setores estatal, privado e público. A ideia de um Sistema de Comunicação Pública, diferente da estatal, é extremamente controversa na literatura atual sobre Políticas de Comunicação. Busca-se, neste trabalho, analisar o caso brasileiro, no qual não há nenhuma regulamentação específica para o que está mencionado na Constituição Brasileira como um “princípio de complementaridade mútua entre os sistemas privado, público e estatal”, relacionando-o com a situação de outros países latinos. Este trabalho leva em consideração as
 recentes mudanças políticas e tecnológicas e o debate brasileiro recente sobre este tema. É baseado em pesquisa bibliográfica e documental, tendo em conta as experiências existentes, como rádios e televisões e outros meios de comunicação como telecentros e canais públicos de rádio e TV potencialmente disponíveis na transmissão digital.

Influenza and Wound Infections: Laboratory Support for Deployed U.S. Forces

Since 1997, the absence of a global, DoD public health laboratory system has been identified as a vulnerability in the U.S. military's effort to identify and quickly respond to emerging infections. The AFHSC Division of GEIS Operations has attempted to mitigate this vulnerability by supporting initiatives such as the DoD Global Influenza Surveillance Program and the DoD Directory of Public Health Laboratory Services. AFHSC continues to be engaged in identifying and addressing diagnostics needed to protect deployed forces. The GASI and the enhanced capability for identification of MDROs and threatening influenza strains in deployed areas are recent examples of GEIS utilizing its financial resources and position as a DoD organization to coordinate the efforts of the military services and other U.S. government organizations to improve preparedness for EID agents. However, the absence of a defined, comprehensive public health system that contains surveillance systems, reference laboratories, and public health communication systems functioning in unison to provide reach back and reference laboratory support to the global MHS remains a significant gap.

The legislative and the redefition of politics news value in Brazil

Criteria of newsworthiness and news values of political journalism in Brazil were re-defined with the rise of legislative media, besides other institutional outlets established in the 1990s. Journalism produced by these media brings information directly to the citizen, and feeds media outlets and news corporations. But this new kind of journalism is criticized as being a paternalistic practice of the State, which appropriates journalistic techniques in order to influence public opinion. This paper discusses the news impact of that model, which led to the establishment of the so-called “source media”. This media offer ready-made new bulletins, preventing news items on institutional action from passing through the filters of private media. It concludes that a public communication system, even ir it is a public service, should operate independently from the State, both from a bureaucratic point of view as in terms of content production and dissemination.

Information Hiding Using Audio Steganography - A Survey

So the attractive solution for this problem is Steganography, which is the art and science of writing hidden messages in such a way that no one, apart from the sender and intend recipient, suspects the existence of the message, a form of security through obscurity. Audio steganography is the scheme of hiding the existence of secret information by concealing it into another medium such as audio file. THE DEMOCRATIC CONTROL OF MILITARY FORCES

Media and Democracy in Brazil

This article examines the process of deepening of media democratization in Brazil in a comparative perspective with European countries, assessing the role that mainly public communication systems can have in strengthening national development as well as contributing to provide a wider platform for an international dialogue between advanced democracies and developing societies. Latin American countries have emerged at the dawn of the twenty‐first century with a series of challenges to confront, ranging from coming to terms with their authoritarian past to tackling persistent problems of economic and social inequality, as well as inserting themselves fully in the global economic order. Latin American nations have a weak public sector and are seeking to fortify existing public spaces of debate in order to expand citizens’ information rights and create the means for wider cultural emancipation. It is precisely when public service broadcasters are most vulnerable in Europe that they start to be seen as relevant in other parts of the world. The article looks at the historical evolution of public communications platforms, giving first a general overview of their development in some Latin America countries and their relationship with the public interest, before investigating the Brazilian case in greater depth and in a comparative perspective with the role that public service broadcasting systems have played in European societies. In order to understand the functioning of media systems in Brazil and their relationship to political and economic factors, it is necessary to situate this debate within both local and global specifications, engaging with current globalization debates and cultural imperialism theses, as well as the current political problems of the wider region and the impact of economic underdevelopment on the country’s communication systems.

Determinantes do valor percebido e da intenção de retorno no turismo receptor brasileiro

O presente estudo objetiva mensurar a influência das características do produto turístico brasileiro sobre o valor percebido e a intenção de retorno dos turistas internacionais que visitam o país. Para tanto, foi realizado um estudo empírico baseado em um banco de dados de grande porte dentro de um projeto de caracterização do turismo internacional. O teste das relações entre variáveis explicativas e explicadas utilizou o modelo de escolha discreta logit binomial. Os resultados estimados apontam que alguns dos aspectos mais relevantes no caso brasileiro são hospitalidade, hospedagem, diversão noturna, segurança pública e guias de turismo. Dentre os aspectos menos relevantes estão transporte público, rodovias, sistemas de comunicação e sinalização turística.
