IMPROVEMENT OF THE SYSTEM OF EXTRACURRICULAR EDUCATION BY MEANS OF PARTNERSHIP WITHOUT BARRIERS

Summary. The article considers the current content of the state order for the improvement of the out-of-school education system by means of partnership without barriers. Modern extracurricular education is characterized by dynamism, uncertainty and innovation, as well as the entire information society, the needs of which it must meet. Analysis of the formation and development of extracurricular education in Ukraine shows the presence of progressive achievements and a positive impact on the creative development of the individual. During its historical development, out-of-school education and upbringing have gained some experience, prestige and formed as an integral part of the holistic education system of Ukraine. The legal framework and scientific literature on the definition of «barrier-free», «extracurricular education», «partnership» were analyzed. The features that characterize the priorities and components of educational activities that best ensure the formation of an open space of communication and interaction of all social and educational actors without systemic restrictions and barriers are identified. The purpose of the article is to develop the implementation of modern tools of public administration in the field of extracurricular education. The analysis of the practice of functioning of the network of out-of-school institutions in the conditions of democratization of social processes allowed to single out a number of actual problems which should define the state strategy of regulation of development of out-of-school education directed on its improvement. In particular, the Strategy for the Development of Extracurricular Education was analyzed. It is determined that one of the prospects for the development of public administration of extracurricular educational activities is to strengthen the regulatory function of central education authorities, which is manifested in resource, financial, economic and organizational and informational support of extracurricular education. The essence, purpose, content and forms of information and communicative support of the system of extracurricular educational activities are revealed. The following research methods are used in the article: method of theoretical and practical orientation; analysis and synthesis – in order to study the state of the studied issues.

Вплив новітніх концепцій державного управління в країнах ЄС на розвиток системи соціальної роботи

Розглянуто досвід та інноваційні методи управління і стандартні процедури вдержавному управлінні країн Європейського Союзу та їх вплив на ефективність надання соціальних послуг. Зроблено аналіз розповсюдження неоліберальних політичних переконань та принципів нового державного управління (далі – NPM) у європейських країнах із початку 80-х рр. ХХ ст. і до сьогодні, що суттєво вплинуло на існуючу систему соціальної роботи. Виокремлено дієві інструменти: інформатизація, дебюрократизація, децентралізація, деінституціалізація, деконцентрація (аутсорсинг), приватизація та запровадження економічних механізмів регулювання управлінських процесів і сервісне адміністрування, які можна впровадити у реформування державного управління системою соціальної роботи в українському суспільстві.

Концепция совместного производства публичных услуг: вопросы интерпретации и эволюции

The paper reveals the content of the concept of co-production of public services. The article shows that the content of the concept of co-production of public services changed synchronously with the evolution of public administration, acquiring its own special meaning within the framework of the corresponding paradigm. The author concludes that the concept of co-production had acquired a new meaning within the paradigm of new public governance, within which one could talk about the real participation of citizens in the production of public services. At the same time, there remains a serious problem of deformalization of such participation.

Public Value Management: An Emerging Paradigm in Public Administration

In 1975, Nicholas Henry puts forward five paradigms for public administration. These paradigms demonstrate the historical development of public administration since Woodrow Wilson's famous article. The existence of competing paradigms in public administration enhances theoretical development within the discourse. Public value management has brought a new dimension to the discourse. The purpose of this study is to investigate the paradigmatic shift in public management and to determine if the ‘Public Value Management’ represents an emerging paradigm in public administration. The paper attempts to answer two main questions: (a) Does public value management represent a new paradigm in the field of public administration? (b) Is public value management the future of public administration? To answer these questions, the study followed a historical approach to provide an accurate description and analysis of the current state as well as predicting its future course. Data for this study has been collected through a primary scoping of the literature on public administration. This paper shows that public value is not only an emerging paradigm in public administration but also the future. The study also found out that public value is the next big thing for governments aiming to deliver better public service. The public value paradigm is centered around the needs of the public as citizens, as well as consumers, the creation of value rather than achieving individual outcomes. It is more than the aggregation of individual needs with deliberation as to what constitutes public value at its core. In answering the aforementioned questions, the paper endeavor to establish the focus of public value management paradigm within the public administration field. TRANSFORMATION OF PUBLIC ADMINISTRATION IN SEAPORTS OF UKRAINE

The article covers changes of direction in development of the maritime management complex of Ukraine. The need for a comprehensive study of specific stages of seaports development is due to the fact that maritime ports are an integral part of the transport and industrial infrastructure of the state since they are located on the routes of international transport corridors. The European integration of Ukraine and activation of its transit influence enhancing the quality of services of the maritime management complex. By the adoption of the Law of Ukraine “On the Seaports of Ukraine”, there were significant changes in the public administration of the maritime industry, which remain in force to this day. The methodological basis of the research is formed by a system of general scientific and special legal methods of scientific knowledge (historical, dialectical, analysis and synthesis, scientific abstraction, forecasting). Based on the study of scientific works on the public management theory and the public administration, the author’s definition of the category “public administration” in the maritime industry at the stage of transformation has been formulated. Aspects of management have been analyzed, tasks and functions have been revised in accordance with European standards and best management practices; critical factors for the successful administration of the port sector of Ukraine have been identified. It was pointed out, that nowadays the Ukrainian maritime industry has a unique opportunity to create its own port management model based on the European “port-landlord” management pattern. It was emphasized, that there is a need for a seminal work in the direction of changing national legislation, a significant change in the approach, not only in planning the development of ports, but also a binding development implementation through the application of a direct rule on prosecution for failure to comply with strategic documents on the development of the industry. Fostering the emergence of an approach for determining the direction of public administration development of the maritime industry at the stage of changes involves solving the following issues: withdrawal of land administration from the public sector; optimization of managerial decision making; adoption of the institution for the implementation of plans for the development of ports and the responsibility for the execution of those tasks.

Technological Innovation in the Context of Transformation of Public Administration (Blockchain technology: implementation problems, advantages and disadvantages)

The 21st century is characterized by the rapid development of digital technologies and their implementation in various fields. This process had a significant impact on governance and led to a paradigm shift in public administration. Today, effective public administration is unthinkable without e-governance. E-governance is a tool for sustainable development of public administration, ensuring the transformation of public administration through the use of modern digital technological innovations. The introduction of innovative e-governance solutions based on digital technologies is a serious problem for the country, both at the central and local levels. The article examines the global technological innovation - blockchain, analyzes the problems, advantages and disadvantages of its implementation, which is important for the formation of electronic governance as a new form of government. Internal and external factors influencing the development of e-governance in Georgia using blockchain technology are proposed. Internal factors - associated with an in-depth study of the blockchain system from a technological point of view. The biggest challenge in implementing a technology is realizing its real potential. In this regard, let us single out the architecture of technology and the problem of information security. External Factors - refers to the study of areas and issues that blockchain technology will affect. In this regard, let us highlight the issue of legal regulation. Georgia is one of the first countries in the world to implement blockchain technology. The technology was originally used to register real estate. In July 2020, a study was conducted by the National Agency of Public Registry (NAPR) to identify the advantages and disadvantages of using blockchain in this area. The research results are described in detail in the article. We believe that the introduction of blockchain into e-governance in Georgia gives us the opportunity to reduce bureaucracy, budget spending, corruption risks, improve the efficiency of public administration, and this is a prerequisite for taking a worthy place among innovative states. Advanced project management approaches for implementation into the public administration system of Kazakhstan

The article discusses the main approaches to program and project management that are used in the UK, Russia and Malaysia. This review was conducted to identify best practices for Kazakhstan. The purpose of this article was a brief overview of the approaches to managing programs and projects in a number of developed countries of the world to determine the most optimal of them in the system of public administration in Kazakhstan. The review was conducted from the point of view of organizational interaction between structural units in the implementation of programs and projects, ensuring transparency of ongoing processes, and ways of involving stakeholders in the project. Also, a brief review of the project management standards in the countries under consideration was carried out. When writing the article, a general scientific research method was used, namely, the comparative-comparative method of the considered approaches to project management in a number of developed economies of the world. The legislative base in terms of the new concept of public administration development is analyzed. As a result of the research, the author identified the experience of Malaysia. The effective approach to the management of national reforms and projects, developed by the PEMANDU Institute, most fully reflects the principles laid down in the new vision of the state development of the Republic of Kazakhstan. The author has given a specific recommendation regarding amendments to legal acts.

The role of self-government in improving the quality of life of rural residents

The aim is to show the main directions of strategic reforms that contribute to improving the well-being of the rural population, modernizing public administration and balanced territorial development. Methods - economic and statistical, assessment, comparative analysis. Results - it was revealed that despite the respondents' satisfaction with the quality of life in the countryside, the existing problems in rural areas are associated with insufficient use of production and intellectual potential, competitive advantages of the agricultural sector of the republic. The article discusses the need to improve the methods of State regulation and self-government based on the involvement of rural residents in these processes. This will make it possible to form a national model of positive socio-economic dynamics, taking into account historical experience, traditions and foreign practice. In the context of this, the arguments for increasing the responsibility of the institution of State self-government in making decisions on the effective development of the territory seem relevant. The authors note the need for the participation of the rural population in formation of the budget, lobbying for social and other projects which are necessary for specific administrative-territorial units. The necessity of active use of digital technologies in business and social movement in the conditions of quarantine and postcovid regimes has been justified. Conclusions - improving the efficiency of self-government bodies is a complex, complex task that requires the concentration of efforts of many structures. It is necessary to introduce digital technologies to create infrastructure in rural areas in order to ensure social security and improve quality of life of the population.

Perspectives of public administration’s development: International experience

The purpose of this article is to reveal the urgent state of affairs in the sphere of public administration in Ukraine and the world. The most relevant problematic issues in regard to the functioning of public administration area have been also studied. The current prospects for the development of public administration are characterized. In particular, successful examples of international experience in this field are analyzed. Methods of public administration in a number of developed countries are also compared. The meaning of the terms "public administration", "implementation of public administration" and "development of public administration" is revealed. It is noted that the importance of understanding exactly how to carry out public administration within a particular state or a particular region or municipality is a key factor in the success and effectiveness of a political program of any political force. The importance of active cooperation of state authorities of Ukraine, as well as the public, with Ukraine's international allies and partners is emphasized. After all, it is fruitful interaction with such states that will help Ukraine to develop faster and acquire the useful qualities and properties that it must possess in order to effectively carry out public administration.

METHODICAL APPROACHES TO THE ASSESSMENT OF DETERMINANT FACTORS OF REGIONAL DEVELOPMENT IN THE CONDITIONS OF DECENTRALIZATION OF PUBLIC GOVERNANCE

Introduction. In the process of research of theoretical approaches to public administration, the imperfection of methodological approaches to assessing the development of the region in the context of decentralization of public administration is noted. Evaluation of the effectiveness and efficiency of public management of the territory in modern conditions is quite relevant. The assessment will allow to predict the reference values of indicators, according to which the analysis of the main management will be carried out. Therefore, the study of modern methodological approaches to assessing the determinants of factors in the development of the region in the context of decentralization of public administration is important. The purpose of the article is to study the methodological approaches to assessing the determinants of factors in the development of the region in terms of decentralization of public administration. Results. Methodical approaches to the assessment of determinants of regional development in the conditions of decentralization of public administration are revealed. It is determined that the determinants of development are divided into global, national, regional, local, macroeconomic, sectoral, corporate and individual. It is determined that there is an economy in combined macros with national and regional with local. An appropriate modification of the determinant-factor of development has been made. Taking these determinants into account when assessing the effectiveness of public administration must be taken into account, as it allows to form a balanced regional development policy and ensure its effective implementation. The given matrix allows to use components and types of innovations for development of public administration in Ukraine. The components of innovation in the system of public administration include: institutional-structural, legal, innovation-technological, scientific-intellectual. The components of innovation management must be formed in organizational and conceptual institutions. Conclusions. It has been proven that the most effective is a targeted approach to assessing the effectiveness of public administration. The aspect of comprehensive assessment of the effectiveness of public authorities, divided into targeted and functional, is revealed. The targeted approach offers to assess the implementation of government strategies, programs and plans. The functional approach is used to assess the degree of performance of the assigned management functions of a public authority. The main practical models of evaluation of public administration are presented. The conducted researches have shown imperfection of methodical approaches to estimation of determinants-factors of development of region in the conditions of decentralization of public management. Impacts of the internet on perceptions of governance at the community level: the case of Jiangqiao Township in Shanghai, China

PurposeThe rate of urbanisation in China has accelerated community heterogeneity, and yet it has also led to challenges and problems in community governance. This trend has been accompanied by the rapid expansion of information and communication technology (ICT) and online activities. Based on the example of Jiangqiao Township in Shanghai, this paper aims to probe the link between online participation using the internet and its impacts on social capital formation and community development.Design/methodology/approachA literature review was conducted, and a case study method based on quantitative data was applied to test the theoretical framework in the interactions of users’ online participation and perceptions of community governance.FindingsParticipation in an online community through the internet was found to foster new social capital. Distributed social capital had a positive impact on perceptions of governance at the community level, which was due to the resulting network density and social trust of the locality.Originality/valueThis study offers an expanded perspective on the impact of the internet on the behaviour of netizens in China in the context of community governance in new settlements and townships. During the COVID-19 pandemic, it is interesting to investigate how the use of mass communication channels, such as the internet and other digital platforms, affects social behaviour and generates new social norms. This study offers quantitative evidence from China to support the theory of Putnam (1993; 1995a). It thus extends beyond the field of sociology to the fields of public administration and urban development.

Genesis of Development of Responsibility for Corruption Crimes (part 2)

The article studies the history of the development of responsibility for corruption crimes on the territory of Ukraine during the USSR period of existence and after its collapse. Corruption crimes and the degree of responsibility for them are analyzed. Based on the development of regulations and public administration, global historical periods related to liability for corruption crimes are distinguished.

Professional staff activation as a scientific problem

The current state of development of professional activation's problem in professional development and formation of personnel, including public service personnel, has been investigated in the article. On the basis of the carried out research it is possible to investigate the maintenance, system of display, functions of professional activation, and factors of influence on it that are now known to a science.It has been noted by the author that only in a small number of scientific, educational and popular science publications it is possible to find specific interpretations of the «activation» concept. It has been concluded that the main emphasis in modern scientific research is directed mainly on the value, orientation, guiding and motivational (stimulating) functions of professional activation. But such an approach cannot be considered sufficient, as the professional activation is more important and more manifested in the professional activities of personnel, so it includes more functions.The study of features, content, functional, activity manifestations and characteristics of professional activation has been made in the article. An attempt to carry out a systematic analysis of professional activation from the standpoint of its users and the impact on other processes in the overall process of professional development and staffing of public administration has been made. It has been concluded that professional motivation and professional activation are different things. It is possible to activate for a short time an unmotivated or insufficiently motivated employee. Motivation creates more changes in the time of work resumption, activation as a "background", as ancillary support has less duration. However, activation can link the entire structure of professional activity from defining the purpose (goal) of activity and ending with its control and reflection. Activation can be handled as a separate general function of the management process. To activate the staff, from the author's point of view, it is possible to use various tools and technologies to work with staff, aimed primarily at: career guidance, assessment, adaptation, training, education.Professional activation promotes the development of professionalism and professional mobility of a person or promotes their further activity due to professional deformation. This is an important function of the professional environment and the corresponding system of measures aimed at actualizing the issues of professional self-determination and development of an individual visitor in the position. This is external support for development, motivation, joint orientation in professions, adaptation, evaluation, training and education of employees on the path of professional development. The response to the influence of the external environment is the formation of self-activation of the individual which includes its professional manifestations.

Public management of economic development of regions: sectoral aspect

The legislative, normative-legal and scientific substantiation of the combination of branch and territorial management is analyzed, which confirms the necessity of strengthening and obligatory consideration of aspects and factors of branch development in strategies of social and economic development of regions. Theoretical and applied aspects of the formation of the system of public management of economic development of the region by combining sectoral and territorial management are studied. It is shown that public administration bodies of oblasts, carrying out their activities for the benefit of residents, do not sufficiently consider the development of industries, which creates problems of insufficient coherence of sectoral and territorial management, the formation of new management tools and principles that guide public administration, organizational and territorial reforms development of regions taking into account the economic condition of industries.Economic development of regions (oblasts) is considered as an economic, not a political category. The problems of economic development of the industries of the regions are closely intertwined, requiring the joint consideration, connection, cooperation and joint efforts of the government, the business sector, institutions of society and the population. The study singled out sectoral objects of economic development, systematized the main components of the system of public management of economic development of regions and presented the main management tools that should be used by the authorities in the formation and regulation of economic processes. They reveal the content of public management of economic development as an independent priority component of management, combining key sources of economic development of regions with the use of sectoral, intersectoral priorities, creating a system of interaction and productive cooperation and forming managerial influences on research goals, programs and development plans. The essence of approaches and components of the organizational and economic mechanism of management of economic development is defined.

Critical Factors Influencing e-Government Adoption in The Gambia

e-Government is a prerequisite not only for meeting citizen’s needs but also creating the background for the development of knowledge-based public administration. Yet, e-Government development is still at the infancy stage in many developing countries. The objective of this paper is to identify critical factors that enable citizens to adopt e-Government services in a society that is at the infancy stage of e-Government implementation. In other words, this research seeks to determine citizens’ intentions to adopt e-Government initiatives in The Gambia. To achieve the purpose of the study, an integrated model from DeLone and McLean (2003) and Bojang (2020) has been adopted having in mind the local context of Gambian society. Using a quantitative approach, online surveys and secondary data were collected and analyzed descriptively. The findings from the survey concluded that awareness creation and quality service provision strongly influence citizens’ intention to adopt e-government services. Political and bureaucratic support and trust in government were also found to be critical factors for the adoption of e-Government in The Gambia. The availability of information, ease to use of government websites, up-to-date information, reliability and quick response from government websites equally influence citizens’ intention to adopt e-Government. This study will help policy-makers to initiate and formulate policies, strategies that will increase the adoption of e-Government initiatives among citizens.

Smart contract: from definition to certainty

The purpose of the present article is to gain an understanding of the opportunities and difficulties created by the introduction and development of the practice of network (smart) contracts. Our research methodology is based on a holistic set of principles and methods of scholarly analysis employed by modern legal science. It uses a dialectical method involving both general approaches (structural system method, formal logical method, analysis and synthesis of individual elements, individual features of concepts, abstraction, generalization, etc.) and particular methods (legal technical, systematic, comparative, historical, and grammatical methods, method of the unity of theory and practice, etc.). We analyze the views of lawyers and other specialists from Russia and abroad, legislative innovations in the field of digital technologies, the practice of blockchain-based smart contracts, and the main risks (whether legal, technological, operational, or criminogenic) of smart contracts for economic activities with a study of their causes. In the present-day situation, it is necessary to move from the legal definition of the smart contract and its legal and technological characteristics, advantages and disadvantages to the implementation of startups in a wide range of areas, especially business, public regulation, and social relations. Scholarly and information support for such processes will contribute to the development of industry, public administration and digital technology applications to improve the life of individual citizens and society as a whole. The introduction of smart contracts does not require the adoption of new laws or regulations. Instead, one should adapt and, possibly, modify existing legal principles at the legislative and judicial levels to pave the way for the use of smart contracts and other new technologies. The system of contract law provides a sufficient framework for regulating transactions without the introduction of any new legal categories. We propose approaches to the legal definition of the smart contract and identify a set of problems that must be solved at the legislative and technical legal levels in order to implement smart contracts effectively in different spheres of life.

The genesis of the formation and development of public administration of the right of persons with disabilities to health care

This research paper examines the formation of public administration of the right of persons with disabilities to health care. It is argued that this historical path can be divided into periods, according to the features that were inherent in them: the first period begins with the formation of Kievan Rus and the introduction of the Christian religion, was called «Church Intercession», began with the tenth century. and ended in the mid-seventeenth century. The second period began with the entry of Ukrainian lands into the Russian Empire and Austria-Hungary, respectively, ended after the October Revolution, was called «Imperial Expression», began in the seventeenth century and ended in the early twentieth century. The third period was called «Socialist reforms and transformations», had three stages, which are characterized by specific features of the public administration of the right of persons with disabilities to health care, it began in the early twentieth century and ended in the late twentieth century. The first stage of this period: «Socialist reforms and transformations» was called «Revolutionary transformations» began after the October Revolution of 1917 and ended after the Great Patriotic War of 1941—1945. The second stage of the period of «Socialist reforms and transformations» was called «Khrushchev’s reforms» began after the Great Patriotic War of 1941—1945 ended around 1970. The third stage of the period of «Socialist reforms and transformations» was called «Soviet reality», began in the Brezhnev era of 1970 and ended with the collapse of the Soviet Union in 1991. The fourth period of public administration of the right of persons with disabilities to health care was called «Ukrainian identity «it began in 1991, after Ukraine gained independence, and still operates today.It is proved that the modern period of development of public administration of the right of persons with disabilities to health care has the following features: a person with special needs is a full member of society; the whole society is responsible for each of its members; the priority component of the state’s domestic policy is the provision of assistance to persons with special needs; the priority is the systemic state policy on the adaptation of persons with special needs to society; financial budget support of people with special needs and their guardians; large-scale state social program for social rehabilitation of military invalids; financial support for military invalids and members of their families. STRATEGIC DIRECTIONS OF IMPROVING LAND RELATIONS IN UKRAINE

The article is dedicated to development features of the state policy on land relations in Ukraine. Promising directions for the development of the concept of formulating and implementing the state policy on land relations in Ukraine have been presented. It has been ascertained that the land reform implementation in Ukraine should not inhibit the economic development of the country but help build a new competitive model of business-government relations. Increasing investment attractiveness in this dimension should be provided not through increasing the market value of land as a type of enterprise asset, but through radical innovation and structural changes in the use of natural resources; not through the land market denationalization, but through the motivation of domestic entrepreneurs to thrive on socially responsible business. It is necessary not to sell the land resource base formed over millennia, but to move reasonably and gradually from the analysis of quantitative characteristics of enterprises to intensive changes in management, to measure the social responsibility of agraricultural business, to maintain land use ethics and the formation of environmental values, mechanisms and instruments of the state environmental policy. Four stages of development and implementation in public administration of the author’s concept of complementary type have been suggested: 1) determining the dominants of the concept; 2) developing the mechanism of state regulation of the land relations development adequate to real processes with objectification of its elementary components; 3) developing a methodological scheme for implementing the mechanism of state regulation of land relations; 4) identification of the most important factors influencing the effectiveness of the state policy on the land relations development..
